Straits of Hormuz 21 miles wide at its narrowest point in the Gulf where Iran faces Oman and Saudi Arabia.  Hormuz waterway that carries 90% of Iranian oil exports to China, 82% of all Asian oil imports, could be disrupted but it is very unlikely because of the $67 billion in oil exports from Iran according to its central bank, 90% of these oil exports going through Hormuz waterway go to China. It would be to unfund it's own oil based economy and affect China not the US or Germany. Germany gets most of its oil supplies from Norway, US and other sources, US is self sufficient after shale oil production surge.

Khalid al-Falih, chairman of Saudi Aramco, says at the World Economic Forum in Davos, on Jan. 26, 2016- "If prices continue to be low, we will be able to withstand it for a long, long time." With $630 billion in foreign currency reserves the Saudis are following a long term policy of full production. Gasoline subsidies are being reduced, IPO of Saudi Aramco being discussed to raise additional capital, and other steps being taken to plan for long term oil prices. Flexibility for a change in policy is diminished with the addition of Iranian oil production to supplies following the lifting of sanctions. The events in 2015-2016 of Russian bombing campaign in Syria, and the cutoff of diplomatic relations with Iran, have worsened the standoff with Iran and Russia in the Middle East conflict. As a result it appears that the Saudis are settling down for a long term policy of full production which would keep oil prices low for the long term. India, Japan, China, the U.S. and the European Union, Turkey and other countries benefit from low oil prices when their economies need a boost in 2016-2017....

In efforts to get Iran to end its uranium enrichment program a package of incentives includes full involvement in Iran's oil and gas industry, and full integration into organizations like the WTO. It includes offering state of the art light water reactor technologies for electricity generation, and a substantive package of nuclear R&D cooperation. This is a set of terms offered by the US and European partners as a combination and presented to Iran by the EU's foreign policy chief Javier Solana. Iranian negotiator Ali Larijani stated in response that Iran was ready to enter a another round of talks to reach a balanced conclusion and Bush called it a positive response. Robert Einhorn, a proliferation expert at the Center for Strategic and International Studies, argues that the main issues for Iran are prestige and security. And the only way the U.S. can address this he said is for the Bush administration to restore normalized relations with Iran.

The Trump administration says waivers for China, India, Japan, South Korea and Turkey to import Iranian oil that expire in May will not be renewed. The decision is to have zero exemptions. Earlier Taiwan, Greece and Italy, also on the list, decided to find other sources of imported oil. Iranian oil exports are estimate to be below 1 million barrels a day compared to 2.5 million barrels a day before president Trump abandoned the Obama administration negotiated Iranian nuclear deal and reimposed oil sanctions. 

Saudis and UAE say they will keep the oil market in balance, and president Trump is also relying on U.S. shale oil supplies. The move faces resistance from China which says the U.S. has no jurisdiction to interfere. India haces issues with the U.S. for importing from not only Iran, but also Venezuela, Turkey and Iran are neighbors, India and Iran are neighbors, both with cultural ties to Iran, making the situation difficult for both countries.

This video and reports from the G-7 Summit in Les Bains, France is notable for one aspect that was missing throughout previous administrations and provides clues on the discussions that must have taken place for the Iran peace memorandum approach for 90 days of talks. India's Modi is at the table, so is Lula of Brazil, for the first time a G9. Both Lula and Modi are shown at the opposite side of the table from the European leaders. Another picture of the table shows Modi on the right of DJT and Macron on his left suggesting the important role that India has played behind the scenes to the memorandum approach to put the burden of talks on the details to a next 90 day phase of discussion. It makes sense after so many missile attacks and bombing to create a period of calm for discussions. It has also benefits for the US and EU/Japan in G7 now the G-9 with India and Brazil and G-9 plus 1 with Egypt brought in for discussions. This type of involvement and intense discussions to solve conflict are unknown in previous administrations and with no details about the agreement the media is left without a clue. Yet it is clear from this involvement of every major nation, as Lyrarc.com shows however rancorous the disagreements and back and forth including from Merz, Starmer, Macron to DJT, that something significant has been achieved- getting everyone to the table for frank and open discussions for a path forward. That includes G-9 as Lyrarc calls it and Russia, China where talks were held by DJT in Alaska and Beijing in 2025 and 2026. It could be called G-9 + 3 (China, Russia and Egypt). The importance of Egypt is that it is the most populous nation in the Middle East. The issues of food security (fertilizer supply), energy (oil and gas), and nuclear free Middle East are important to all these nations. In addition Pakistan serves on the Board of Peace.  This brings as collective world opinion to help the US lead in its shared goal with these 13 nations to bring about a solution for the people of the world on the nuclear issue and restore each to the path of development and modernization, including Iran with its neighbors support in the best way possible. A good insight into this is evident just from looking at the situation facing Pakistan and also India, both are nuclear powers yet both have suffered (even more so nations with military structures such as the Pakistan military and the Iranian RGC with diversion of resources to military), both Pakistan and India have suffered from the economic crisis with nuclear power making little difference in the lives of the people with shortage of energy and decline in growth.  By bringing in all nations into the discussion on nuclear free Middle East- the US and its partners India, Japan, Brazil, along with Russia and China- a first major step has been achieved to set the path for reindustrialization/infrastructure building in the US and Europe. Biden efforts to reduce the level of escalation in relations with China include a visit by Secretary of State Blinken to Beijing in June 2023. The US says it seeks "to responsibly manage relations with China." Relations between Iran and Arab Sunni states Saudi Arabia and UAE are improving especially as Arabs distance themselves from the Bush Administration after faulty inelligence estimates about Iran were corrected by the CIA concluding that Iran wasnot pursuing a nuclear weapons program. The Arab Sunni states arenot altogether happy with the US policy in Iraq and Palestine. Note that that even before this there is a stron economic link between UAE and Iran. About 400,000 Iranian expatriates live in the Emirates and 9000 part Iranian owned firms are registered with the Dubai Chamber of Commerce and Industry. One look at the map show why Dubai is closest to Iran just a short strip of water dividing the two countries. This bodes well for oil prices as any volatility in the region would only increase pressure on oil prices. Peace in the Gulf region would do a lot to decrease the volatility affecting oil prices. It would also give Iran confidence to address its own role as a supplier by modernizing its oil industry. See the BBC show geography of the Straits Hormuz of Iran and Saudi/Oman. Would Iran block the Straits of Hormuz, the narrow waters in the Persian Gulf where Oman, Saudi Arabia on one side and Iran on the other meet. At some points the corridor in the sea which is 20 miles wide at narrowest point, is 108 miles long, is only 6 miles wide for oceangoing tankers carrying a fifth of world oil supplies. The reason Iran woul be hesitant to do this are- Iran supplies China with discounted oil through these Straits. Iran central bank says $67 billion of its total oil exports go through the Straits Hormuz, 90% of it to China. China gets a third of its oil supplies from the Saudis/Iran through these Straits. India gets 40% of its oil supplies, Japan 75% and South Korea 60% of crude oil supplies through tankers plying this waterway. It would put China and  all industrialized countries in opposition to Iran. It would also cut Iranian oil exports and leave it's oil based economy unfunded.   ...

The firing of John Bolton as National Security Adviser opens up the possibility of a meeting of Trump with President Rouhani of Iran. There is a need for both sides to begin talks on a nuclear deal that would replace the one Iran signed with president Obama to address issues raised by Mr. Trump and Republicans. Iran and countries that buy oil from Iran such as India, China and Japan have an interest in relief from sanctions imposed by the Trump administration on imports of Iranian oil. The European Union is keen to preserve aspects of the nuclear deal. Relief from sanctions is critical for Iran to develop its economy. The last two decades have seen Iran struggle to develop its economy with the sanctions imposed by  different U.S. administrations.   President Trump expressed flexibility on sanctions saying "we will see what happens. I think Iran has potential. They are incredible people." President Rouhani urged Mr. Trump "to put warmongers aside." Mr. Trump told reporters that he had resisted Mr. Bolton's opinions on issues and realized he had moderate views when compared to someone like Bolton.  Trump told Iran "We are not looking for regime change. We hope we can make a deal and if we can't make a deal thats fine too. But I think they have to make a deal." Helping the U.S. and Iran come to talks is president Macron of France who hopes to setup a meeting at the UN General Assembly which meets next week following his efforts at the G-7 meeting in France last month. In the past when tensions were high in the Straits of Hormuz President Trump refrained from aggravating this by saying actions that are "disproportionate" should not be taken and respected Iranian intentions. The tone of the conversation between the two sides has moderated to the point where both sides realize the need for coming to some compromise. This is in sharp contrast to the period a few months ago with rising tensions in the Straits of Hormuz and the seizure of an Iranian ship. Bolton's opinions were not the only issue for president Trump. He was also seen as the source of leaks including one that said Mike Pence, the Vice President, had opposed Mr. Trump's plan to bring the Taliban to Camp David. Also contributing to the new climate for talks is Mike Pompeo the Secretary of State, who has promoted the idea of talks with Iran. He told the media about such a meeting at the UN General Assembly in New York- "Sure. The president has made it very clear that he is prepared to meet with no pre-conditions." The willingness to try new ideas even contrary ones to policy pursued only a short while ago as long as the desired goal is reached is a feature of this presidency and key advisers. From the beginning of the Trump administration there is a firm sense of the need to end the wars in Afghanistan and Iraq. and reduce foreign entanglements that have dragged on wasting resources and destroying priorities. WSJ looks at the 75 years of the US Saudi Arabia relationship that started when US president Franklin Delano Roosevelt met Saudi king Ibn Saud at Bitter Creek, Egypt, on a US Navy destroyer ship in 1945. It has gone through many phases over this period and mainly involved the Saudi kingdom maintaining its supply of oil to the US and Western Europe. This relationship went through an oil embargo during tense periods of Israeli Palestine conflict as in 1983 with an oil embargo that pushed up oil prices. What is different this time is the situation in Yemen where Iranian supported Houthi rebels near the border with Saudi Arabia are engaged in a conflict with the Saudis. Democratic administrations under first Obama and Biden today support reaching a deal with Iran on nuclear weapons development and limit US military support for the war in Yemen. The Saudis for their part are not keen on a regional war and turned down efforts by president Trump to respond to attacks from Yemen. Mr. Biden's envoy has arranged for a deal to reduce tensions between the Houthis in Yemen and Saudis. The diplomatic impasse in relations stems from the Kashoggi incident and president Biden's concern for the human rights situation in Saudi Arabia. Other factors making relations difficult are the economic interests of the two countries diverging. The relationship Roosevelt started in 1945 has changed in its fundamental character. Oil supplies for imports into the US is no longer a factor for the US which was the original interest of president Roosevelt in Saudi Arabia. This changed by 2015 as the US fracking industry enabled US to become self sufficient in oil and able to supply LNG to western Europe. Instead of the US Saudi oil now goes to China. Russian oil also goes to China as its industry expanded with American investment. This has led to a new Saudi relationship with China which has changed the dynamic of the American Saudi relationship. Some of the new aspects of this can also be seen in Saudi relationship with South Asia. Saudi ties have increased with India and India in 2021 was the first country to provide vaccine supplies to Saudi Arabia. Saudis, Qatar, United Arab Emirates are building relationships with India as a close neighbor in the region. Relationships are in some ways improving in the Asian region compared to the period when oil was simply exchanged as a commodity for defense supplies from the US without regard to cultural, educational and other changes in Saudi society. In a sense US and Western Europe paid little attention to the huge democracy of over 1 billion people right in the middle of Asia and followed policies that led to major investments in China and little or no investment in India, and without realizing it followed a policy that the British had pursued in the British Empire of treating different communities and religions as separate as opposed to one community of people in South Asia that were engaged in modernizing, building infrastructure and changing centuries old ways of living. The British Empire was sustained by this kind of thinking, and as long as Indians were complacent and lacked the will to make their aspirations for a better life and infrastructure for modernization this kind of thinking prevailed. The economic crises in Asia have reinforced the idea that there is one community entirely focused on development and modernization in South Asia. The people in South Asia care most about the cost of living and the infrastructure and services for the quality of life they live and their children can aspire for- same in European Union that chose the Greens and chancellor Scholz, and same in the US that chose president Biden to invest infrastructure and people, the same in China and the same in India and the rest of Asia. This is the situation that the US and Britain, and the European Union are now beginning to learn and adapt to that is a constructive aspect of these changes to rebuild the connections and supply chains that were sorely neglected before now. ...

The US involvement in Iranian politics dates from the Dulles and Eisenhower era with the CIA's involvement in the overthrow of the democratically elected Iranian prime minister Mossadegh in 1953. Working with British intelligence and for British oil interests, US oil interests, the US made a serious mistake as seen from today's perspective. The moral is British or French colonial policy stay from it America- George Washington himself would advise. Israel is paying the price and is asked to correct what was done by the British in Iran since 1850's- to bring back a peaceful democracy with the kind of struggles even Greece experienced. The unelected wholly unrepresentative government of the Shah who was put in the place of a democratically elected government was a serious mistake. The British and French colonialism and oil interests of Britain plus American oil companies have led to US getting on the wrong side of the Vietnamese people in the war in Vietnam against the French that ended at the battle of Dien Bien Phu in 1954. It had repercussions in the Vietnam war under Kennedy and Johnson. This has happened in the case of Iran where the US has gained so little and lost so much in lives and resources sunk in the ensuing was in Syria, Iraq, Kuwait, Afghanistan, Yemen. The European Union suffered from the huge migrant flow from Syria with splits in its ranks. The distractions of these 30 years through Reagan and Rumsfeld who supported Hussein in Iraq against Iran in a balancing act is now foolishness, of elder Bush as he diverted attention to a long desert war in Kuwait, of Bush and then Obama in Afghanistan, who wasted enormous resources and impoverished the American people. Leaving legacy wars for Trump and Biden to handle. India's Foreign Secretary Ranjan Mathai says India will only give recognition to multilateral sanctions imposed by the United Nations. He said: We have accepted sanctions which are made by the United Nations. Other sanctions do not apply to individual countries. We don't accept that position." He was referring to the sanctions program of the U.S. government, under which countries would be granted exceptions and waivers from U.S. sanctions. Iran is the second largest source for India's oil purchases after Saudi Arabia. A multi-ministerial delegation from India is visiting Iran, and the delegation says Mathai will "work out a mechanism for uninterrupted purchase of oil from Iran and to work out a financing mechanism." South Korea which gets 10% of its oil from Iran plans to get an exception to U.S. sanctions under which it would reduce Iranian imports in 6 months from the date of a U.S. sanctions law.

Iran plans an ambitious $50 billion investment program to expand oil and gas output in the next 4 years. About half of that coming from Iran and the rest from outside oil companies. Iran expects to earn $54 billion in oil exports in 2006 vs. $47 billion in 2005. Iranian production represents 5% of global supply, about 4 million barrels a day. Only about 2.5 million of this is available for export. Iran has 2 problems in oil use and production. Gasoline use is growing at about 10% a year. And oil production is declining by about 5-6% a year from existing fields. The investment program over the next 4 years would increase production from new fields by about 1.3 billion barrels, but with existing fields generating less each year this will only generate about 500,000 barrels of additional output beeyond the 4million barrels today. And with domestic use growing rapidly and new refinery capacity being added to meet domestic demand of 500,000 barrels a day even this would leave no more for export than the current level of 2.5 million barrels a day, or probably less with growing gasoline use inside Iran. These are Iranian Oil Minister Vaziri Hamaneh's numbers. What this means is that with economic sanctions the whole global supply picture and the world price of crude oil would be seriously affected by economic sanctions in the next 4 years, as the 2.5 million barrels a day export number would be reduced by the increase in domestic consumption of gasoline by 10% a year, and the decline in existing fields of 5-6% a year. In the short term two year horizon this adds upto loss of some 700,000 barrels a day, about 400,000 from decline in existing oil fields and 300,000 in increased domestic use, which are no longer available for export. Hamaneh pointed to the investment as evidence of Iran's good intentions as a supplier in an interview with te Wall Street Journal. He says Iran sees the importance of preserving its credibility as a reliable supplier. It does not want to cause hardship to consumers around the world. Another reason for the pragmatic position taken by Hamaneh is that Iran depends on oil exports for 40-50% of government revenue....

The WSJ's Laurence Norman talks to Yukiya Amano, head of the UN agency, the International Atomic Energy Agency (IAEA), which has the responsibility of verification and inspection of Iran's nuclear development and facilities. Amano describes the issues raised by a 2011 report which outlined 12 sets of concerns to which Iran has to explain, a condition included in the final nuclear agreement. Iran has to respond by mid-August, IAEA then responds, and does work in Sept and Oct, and submits its report by Dec. 2015. Yamano says he has to fill in all the missing pieces in this jigsaw puzzle to get a full picture of Iran's nuclear development. Iran has denied access to military sites and Mr. Amano couldn't say if he has access to the Parchin military site. A concession that was made in the agreement is the long interval of three weeks before access to a particular site that arouses suspicions-the agreement gives Iran the right to appeal an IAEA request to visit such a site to a special commission. The U.S. and its European allies have a majority on the commission yet three weeks are allowed in which Iran could move material to some other location. For critics the question will be why such a concession was needed if Iran truly has decided not to develop nuclear weapons technologies. The U.S. president's response at a news conference on July 15, 2015, was that with the laws of physics the U.S. monitoring tools would detect nuclear activity at that site. The agreement also gives Iran an earlier than planned lifting of a ban on sales of arms and missiles and missile parts if the IAEA says Iran's nuclear activities are peaceful. Iran could conceivably wait till the ban is lifted and its economy in a much stronger position to withstand any future limited sanctions to pursue nuclear weapons development. This would have delayed development for a few years during which time the hope is that Iran has changed into a more peaceful nation pursuing economic development in its region, yet even if this is the case as as happened with India and Pakistan it could still pursue nuclear weapons development. The alternative is a status quo till a better agreement is reached with the leverage of tight economic sanctions and continuing dialogue during which time Iran continues to get closer to a nuclear weapon, or the use of force to prevent this. Iran added the arms embargo issue during the last weeks of the negotiation in June, a controversial move on Iran's part, as this may have complicated the picture with ballistic missiles technology exports to Iran approved after 8 years in the final agreement, compared to the agreement reached in April 2015 which made no mention of the lifting of the arms embargo. Iran played on the notion that if Zarif returned to Iran without an agreement hardliners including Khamanei would veto any agreement, yet this could just be the Iranian negotiating strategy. U.S. president Obama stated at the July 15, 2015 news conference that it would be hard to hold sanctions for longer. Critics might argue that China was already benefitting from the small easing of sanctions by increasing Iranian oil imports by 30% in 2014, and would have less incentive to withdraw from sanctions, as it is dependent on the U.S. and the EU, major markets for its exports and access to technologies. A WSJ/NBC poll in July shows almost half of the people polled in the U.S. saying they do not know enough to express an opinion, a steady 36% support an agreement, showing that the public has not been educated and taken along during the different steps in the largely secret negotiations....

The Trump administration banned purchase of oil from the Maduro government in Venezuela in late January. Inozemtsev of the Institute of Post-Industrial Studies in Moscow, asks the question wht if the Russian economy shows no growth in 2017, and 2015-2016 become the beginning of a serious downturn. If oil prices remain low for an extended period as now looks likely with factors such as shale oil technologies, Iranian oil, and Saudi policy, playing an increasingly long term role, Russia could face some of the problems former finance minister, Alexei Kudrin, other business leaders including head of Sberbank, warned about. A major problem that Inozemtsev points to is the change in the business climate for foreign investment in 2012-2016 as the Russian economy looks more inward, and the departure of many foreign companies. During the period 2000-2008, a major boost to the economy came from foreign investment which brought with it management and technological improvements. No emerging market country, including China, can have a bright future without access to new technologies and investments from foreign investment. The current period starting in 2009 stands in sharp contrast to the earlier period with the Russian economy lacking the boost from foreign investment, facing capital outflows, and international conflicts creating a long term effect on oil prices. Russia needed time to move its economy away from commodity dependence through technological improvements and investment, yet this does not appear to be happening, raising serious questions....

Former senior directors in the National Security Council in the Bush administration who talk about a a complete change in policy towards Iran- changing policies pursued all the way back to President Carter and Reagan and the Ayatollah Khomeini government. New policy would be implemented through hard work on diplomatic negotiations to bring Iran and the U.S. closer by tackling many of the differences. The U.S. recognizing the Iran government and its interests in the region and Iran cooperating on the nuclear isssue to safeguard against nuclear proliferation. What this means is that the portion of oil price increases that are a result of political volatility, with Iran as one of the sources of the political volatility, will be affected as the political volatility from this source is reduced significantly. Also note recent news about Petrochina signing an agreement with Iran to develop large Iranian oil fields. This was a different aspect of the oil price increase as the lack of modernization and investment to develop oil fields in countries like Iran, Venezuela and Mexico was a problem on the supply side. In the case of Iran there was a squeeze as demand was growing inside these countries at the same time as there wasn't enough investment in the oil fields. Chinese participation means that this problem is being addressed differently from that if the western oil majors were involved, but still being addressed. Over time this should be part of contributing factors that are becoming evident for less price pressures. However it should also be noted that these changes will take some time to work their way. ...

The Leviathan gas field, 84 miles from Israel's northern coast and three miles below the Mediterranean seabed, is the largest deepwater gas find in the last ten years, estimated to contain 16 trillion cubic feet of gas. Houston based Noble Energy is an independent oil company that is operating the field. Before this find the US Geological Survey had released its first assessment of the zone- the Levant basin stretching offshore in the Mediterranean- estimating that it contained 1.7 billon barrels of oil and 122 trillion cubic feet of gas. This is equal to half the proven reserves in the US. Before this find Israel had failed to find much oil and gas and big oil and gas companies had stayed away not wanting to disturb relations with Arab and Iranian partners. Because of a 1952 petroleum law, Israel offers very attractive terms to oil companies such as Noble, with low royalties and low corporate taxes on exploration. Now the Israeli government is considering changing the terms retroactively on previously assigned leases. In November 2010, Finance Minister Steinitz says a government appointed committee has made preliminary recommendations to abolish tax breaks for energy firms and impose tax increases of 20% to 60% on windfall profits. Israel's Securities Authority has also started to clamp down on trading irregularities, and raided the offices of two enegy exploration companies. Rumors of big finds have set off a speculative frenzy in Israel's stock market. The energy index of the Tel Aviv stock exchange went up by 1700% in 2010, and energy stocks account for half of the activity on the exchange. ...
