Speaking at a banking conference, advisors including the head of Russia's largest retail bank Sberbank, German Gref, minister of the economy, Aleksei Ulyukayev, and head of the central bank , Elvira Nabiullina, express deep concern about the economic prospects in 2015. Foreign investment is down from about $90 billion in the 1st quarter of 2013 to a negligible amount in the 3rd quarter of 2014. Capital outflows following the Ukraine crisis are estimated at about $110 billion by former finance minister Alexsei Kudrin. The ruble dropped to its lowest level against the dollar since the 1990's. And the sharp decline in oil prices with Brent crude at about $90 is another risk factor as 50% of the budget comes from oil and gas revenues and 60% of exports are still oil and gas, with no serious or effective effort to diversify under the Putin adminstration. Putin told the banking conference that a deficit free budget and reserves of $460 billion are "fundamental factors supporting stability." Advisors and leading bankers remain unconvinced. The problem is that even at the beginning of 2014 before the Ukraine crisis foreign investment had slowed to a trickle, similiar to what India experienced in 2013. The central bank head says her effort to open up the bond markets in Russia to foreign investors is now in vain because there are few foreign investors. Instead of reversing the situation as is happening in India with the new Modi administration, policy under Putin and the Ukraine conflict may have scared investors away with the increasing western sanctions and stagflation (estimated 8% inflation and about 0.5% growth in 2014). The head of Sberbank Mr. Gref told the banking conference- "The Soviet Union broke apart because of the mind boggling incompetence of the Soviet leadership. They did not respect the laws of economic development." The problem with sovereign reserves is that it can protect a sovereign currency such the Russian ruble or the Brazilian cruzeiro to some extent, but today's vibrant economies need foreign investment and foreign technology for growth. Even a country such as China with a trillion dollars in reserves needs the reserves in its special case because of its billion plus aging population, and is no exception to these laws of economic development about the need for foreign technology and foreign investment. ...

Even as huge losses continued at RBS bank bonuses remained high. After $15 billion in losses at RBS in 2013, banker bonuses were $960 million for the year. Banker bonuses declined from 679 million pounds in 2012 to 576 billion pounds in 2013. New CEO Ross McEwan, says "I need to keep people engaged." He announced another reorganization. He says RBS "is the least trusted company in the least trusted sector of the economy." This follows public criticism of RBS for not lending enough to small business and unfair treatment of customers. The new plan is for cost cuts to save 2.2 billion pounds by closing 16 corporate call centers and 11 offices in London. Sales and restructuring cuts are planned for 3.1 billion pounds in savings.

Romania, one of the poorest nations in the EU, has per capita GDP half the EU average. Years of large spending before the financial crisis hit in 2008 have led to high debt levels and turning to the IMF for assistance. The IMF and the EU arranged a loan of $26 billion in 2009 with conditions for spending cuts. GDP declined by 7% in 2009. In 2011 GDP increased by 2.5% and in 2012 about 1.5-2% growth is expected. The spending cuts included cutting 200,000 government jobs since 2009, with another 100,000 jobs to be cut in 2012. Wage cuts of 25% were made. Other actions include raising the retirement age, removing special pensions for the military and police, raising the value added tax and cuttting subsidies including heating help. The result is that polls now show the centre right government of Emil Bloc has support from only 20% of people polled compared to 50% for the main opposition party. Emil Bloc resigned after weeks of protest on February 7, 2012.

Exxon has increased spending on exploration and production projects to $37 billion per year through 2016, up from $20 billion in 2009, in an effort to reverse declining production. Exxon's 2012 production will be down 5.7% in 2012, compared to 2.9% decline for Chevron, 2.7% decline for BP, and 2.2% increase for Royal Dutch-Shell, according to UBS analysts. A number of new projects, from Indonesia and Papua New Guinea to the deep waters of Angola are planned to start in 2014. Canada is working on the Kearl oil sands processing facility to generate 170,000 barrels a day. The Kizomba project in offshore Angola will give Exxon 40,000 barrels a day. And the Banyu Urip offshore project in Indonesia 75,000 barrels a day as a 45% owner. Exxon estimates are that these and other projects could increase production by about 880,000 barrels a day, or 22% of current daily output after 2014. The cost of completing projects is going up. The Kearl oil sands project is now estimated to cost $19 billion, an increase of 21% from previous estimates....

The Social Democrats leader Sigmar Gabriel is Economics Minister in the coalition government of Angela Merkel in Germany. He is sympathetic to French premier Manuel Valls effort to reduce austerity in the 2015 French budget now being reviewed by Brussels. Here he takes the initiative to call for discussion on the issue of growth and austerity facing the European Union, by joining French Economics minister Emmanuel Macron in asking two economists Pisani-Ferry and Enderlein at the Berlin Institute of Governance for advice on generating growth. The process started in late summer with the defeat of the centre right government in Sweden which supported Merkel's strict austerity policies for balanced budgets. The elections to the European parliament showed the dire situation facing Cameron in Britain and Hollande in France with the unpopularity of austerity policies, higher taxes and cutbacks. The Socialist Hollande government has the lowest public opinion ratings of any postwar government in France, at 18%, and it is unwilling to go further down the road with austerity. At the same time Valls has found a partner in Italy with the growing popularity of Matteo Renzi in Italy who won 40% of the vote in Italy for the EU parliamentary elections of 2014. ECB president Mario Draghi, has generated the debate by saying at a October 2014 Brookings Institution conference in Washington D.C. that countries that have fiscal space (referring to Germany) should use it. He added that governments that did not take action in the economic crisis facing the eurozone of no growth will be swept away by public opinion. IMF president Lagarde, a former French Finance Minister under Sarkozy, has also questioned policy of strict austerity. For the first time since the start of the eurozone crisis in 2010 there is an opportunity for open discussion on future policies for renewal in the eurozone....

A detailed account of the expansion of Banco Santander under Emilio Botin, using his shrewd financial abilities and extraordinary stamina. Botin expanded the bank with acquisitions of Banesto in Spain, Abbey National in UK, and acquisitions in Brazil and Mexico. This reduced its profit exposure in Spain to 15%, reducing its risk in the 2011-2013 banking crisis in Spain. Botin's family has run the bank for three generations, with the bank now headed by Patrcia Botin, after Emilio Botin died of a heart attack in 2014. Sheila Bair, former head of the U.S. FDIC, says the bank is run efficiently, and Botin was careful to manage risks prudently in the global financial crisis of 2008. Banco Santander benefitted from the years of rapid growth in Spain following Spain's entry into the European Union in 1986, the year Emile Botin took over as chairman. He comes from Santander in northern Spain, and studied law and economics at Spanish universities. With the passing away of Adolfo Suarez, and the abdication of Juan Carlos, the passing away of Emile Botin in the same year, three of the men who helped create modern Spain have now faded away....

Mexican billionaire Carlos Slim will provide $250 million to New York Times in return for warrants that can be converted into 15.9 million common shares at a strike price of $6.36, close to where the price was last week. The notes carry a interest rate of 14% and are due in 2015. The Sulzbergers control 19% of the company's equity and control the company through super-voting shares. If Slim exercizes the warrants he would control 18% of the company's equity. Times faces a liquidity crisis and the $250 million may not be enough for it to survive as an independent company. The New York Times borrowed heavily in the boom years and it had $1.1 billion of debt at the end of September 2008, and only $46 million in cash. Much of that debt is coming due in the next couple of years. It has a $400 million credit facility that expires in May 2009, $250 million in notes due in 2010, and a $400 million credit facility expiring in 2011. Years of failure of politicians in Congress in Brazil, and poor decisions in running the government by the Worker's Party by overspending leaving little money for services, sanitation, health and other priorities, leads to Brazil turning to a former army officer in the 2018 elections. Corruption charges with collusion of politicians and the state owned oil company on contracts known as the Car Wash scandal further damaged the reputation of politicians in the Worker's Party. Jair Bolsonaro was elected to Brazil's Congress in 1990 after a short period in the military at a time when democratic institutions were being restored in Brazil following decades of military dictatorship. By 2014 after two terms in office the Worker's Party led by a former automobile plant worker Da Silva had lost popular support with overspending, failure to upgrade public services and neglect of basic infrastructure such as sanitation, leading to widespread protests. In the 2014 congressional elections Bolsonaro won by nearly 500,000 votes, leading to his bid to run for president from a small party which had the support of Brazil's military. The military played a role in supporting the Getulio Vargas administration from 1930-1945, which pushed industrialization in Brazil and set minimum wage, workers rights. Democracy was restored by 1945 after Brazil sided with the U.S. in the war. In 1964 the administration of Joao Goulart was overthrown in a military coup after popular discontent and protests. Democracy was restored in 1985 with centrist parties playing apart till the election of the Worker's Party under Ignacio Lula in 2008. Six years into his administration by 2014 issues of overspending and poor management of public services led to loss of popular support for the Workers Party as the public looked for alternatives to combat crime, improve public services and address problems of lack of spending on sanitation, public services, health care. The collapse of the commodities pricing boom led to higher unemployment and a shrinking economy leading to unrest and public protests.  ...

What changed asks the Economist between the summer when the stimulus was petering out and analysts sniffed deflation for 2011, and today with the euphoria for stock markets and estimates of 4% growth for 2011? Much of the reason for the change is a second round of quantitiative easing for $600 billon announced by the Fed- buying bonds with newly created money to push down rates and stimulate lending. And the December 2010 compromise for across the board extension of the Bush tax cuts. But even though this improves the prospects for 2011, the situation after that is still in the medium term as treacherous as ever, even more so, says the Economist. High interest rates and shaky business confidence can be fixed with strong stimulus, but households and banks have to work off the excessive debt taken on in the last decade. And this deveraging has years to go. So expect more difficult patches where investor euphoria quickly turns to gloom. One other aspect of the current situation is worrisome. The bipartisan deal for the Bush tax cuts was not real bipartisanship, as each side agreed to the others huge giveaways. Real bipartisanship must mean more painful decisions in spending and taxes. The US government's failure to sort out its finances will continue to cast a shadow over the future of the economy....

With a unanimous vote of the company's board on Nov. 28, 2011, American Airlines filed for bankruptcy. Gerard Arpey, CEO since 2003, is known to have resisted the move. Arpey decided to retire and will be replaced as CEO and chairman by Thomas Horton, the president of American Airlines. Analysts and management say the move is a proactive effort to take action before AMR's financial posiiton deteriorates further. AMR has about $4.1 billion in cash and short term investments. One airline analyst described it as an offensive bankruptcy to reduce labor costs and leasing costs in a proactive manner. American Airlines management has said in the past that its costs are $800 million higher than other airlines, because its pilots fly shorter hours and have more liberal work rules. Cost per available seat mile, an industry metric including labor and operating costs, is about 10% higher for American compared to Delta Airlines. American is also hit by higher fuel costs especially because about a third of its fleet uses older McDonnell Douglas MD-80's, and its regional carrier American Eagle flies 50 seat jets that are less efficient. American has total losses of $11.4 billion for the period 2001-2010. Additional loss was incurred for $982 million in the three quarters of 2011. Efforts to increase fuel effiicency of its fleet which is on average 15 years old, are underway. A $38 billion order for 460 new single aisle planes from Airbus and Boeing, with $13 billion in financing from the aircraft companies, was placed in July 2011. AMR says it will keep the order as planned. The end result is likely to be a smaller airline with fewer employees, fewer planes, fewer routes, and cuts at AMR's smaller hubs in Los Angeles and Chicago, says one aviation specialist....

A comprehensive study on immigration's impact on the U.S. by the National Academies of Sciences, Engineering and Medicine in 2016, looks at the broad fiscal and economic impacts of immigration. On the drawbacks the new immigrants can lead to lower wages for earlier waves of immigrants and high school dropouts. It can also burden government finances, education budgets at local and state levels. On the plus side it leads to more innovation, entrepreneurship and technological change in the economy. Other facts that are new in the report and run against the popular narrative are that 53% of immigrants had at least some college, including 16% with graduate education, as of 2012- which explains the technological impact of being open to immigrants. It is this that helps lift overall growth says the report- "the prospects for long run economic growth in the United States would be considerably dimmed without the contributions of high-skilled immigrants." About 42.3 million immigrants live in the U.S. in 2014, 13% of the population, increasing from 24.5 million or 9% in 1995. Unauthorized immigrants doubled in this period to 11 million.  A surprising result considering the popular idea of anti-immigrant sentiment in the U.S. is that a WSJ/NBC poll shows 54% of respondents saying immigration helps more than it hurts. In 2006 only 45% to 42%, considered immigration as beneficial to the country. Immigration is an issue today even though in recent years the large scale deportations under the Obama administration and difficulty finding jobs have reduced the flow of immigrants - since 2009 about 300,000-400,000 new unauthorized immigrants arriving and similar number leaving.   ...

As the Indian economy experiences a slowdown in 2019-20 a revealing statistic that lack of loans in the banking system is playing a critical role comes from the central bank, the RBI. Compared to the 6 month period April to September 2018 when 800,000 crore rupees loans were made to borrowers in the first 6 months of 2019 the loan volume dropped to 90,000 crore rupees.

Bad loans in the banking system and mismanagement in the banking system have caused the drop in loans, leading to government efforts to inject money into banks and consolidate banks by merging failing banks into larger better run banks. Additional causes of a slowdown are the drop in consumption, sales decline in the auto and other industries. A cut in corporate tax and the 2020 budget with investments in infrastructure, relaxing fiscal limits to invest more.  are designed to stimulate growth.

Peugeot plans to shut down its plant at Aulnay-sous-Bois near Paris in 2014. About 3000 jobs will be lost at the plant. In all Peugeot plans to cut 8500 jobs, about 8% of its workforce in France. Peugeot says the pace of losses is unsustainable, with Peugeot losing 200 million euros in cash each month, putting the entire enterprise in peril. This also raises more questions about France's competitiveness as 400,000 manufacturing jobs were lost in the last ten years according to government data. Peugeot is seeing declining sales because of slowing sales in southern Europe, a critical market for Peugeot. Overall capacity utilization for Peugeot dropped from 86% in 2011 to an average of 76% in the second half of 2012, with sharper declines in the small car segment on which the company has focussed. The Aulnay plant produced 300,000 cars 2007, by 2011 this came down to 135,000 cars. Peugeots strategy of making smaller economy style cars with higher French labor costs presents a challenge say analysts, and its slower move into Asian markets has not given it the advantage enjoyed by German manufacturer VW. In addition to the 3000 jobs lost at Aulnay, Peugeot plans to cut 1400 jobs at its Brittany plant in Rennes, and 3600 corporate jobs. To assure unions the company will build a new car at the Rennes plant in 2016, and could move 1500 jobs from Aulnay to another plant near Paris....

Efforts to cut costs by new Lufthansa CEO Carsten Spohr have led to pilot strikes in Dec. 2014, with flight cancellations and 160 million euros of lost earnings in 2014. Intense competition and high operating costs are leading to this determined effort to bring costs down. Lufthansa and other major airlines such as Air France have seen the market change with about 40% of the intra European travel market having gone to Ryanair, EasyJet and other low cost carriers. Lufthansa's profit has declined to 300 million euros in 2013 from 1.2 billion in 2012, giving urgency to CEO Spohr's effort to remain competitive. For 2012 and 2013 Lufthansa cut costs by about 1 billion euros, and the target is for another 500 billion euros in savings for 2014. Most of this was done by job reduction of 3500 jobs, and by shifting low cost flights outside the Munich and Frankfurt hubs to a separate lowcost carrier, Eurowings, based in Dusseldorf. This has echoes of the strategy pursued by Air France for Transavia low cost carrier, leading to strikes by the pilots unions and flight cancellations. The Eurowings carrier will use a different pay structure with about 30-35 percent lower pay and benefits than the main Lufthansa carrier, done by separate agreements with pilots, maintenance and cabin crews unions. Critics say the focus on a separate low cost carrier is not the right strategy as it would remain a small part of Lufthansa group. Spohr, a company executive with 20 years in various Lufthansa positions says this is only part of a larger strategy and other changes to make Lufthansa competitive. Just as at Air France, pilots unions of Lufthansa see this as a step towards reducing in future the pay structure at the main airline operations. Labor costs are about a fifth of 30 billion euros in annual revenues at Lufthansa in 2013, with 118,000 employees worldwide....

Comedian and politician Beppe Grillo, from Genoa, who leads the Five Star Movement party. This party has increased its support from 4% in 2011 to about 18% in recent opinion polls. Grillo is a moderate liberal who has benefitted from the unpopularity of austerity measures taken by prime minister Mario Monti and the rapidly declining support for Berlusconi's People of Freedom party after recent coruption scandals. He has opposed traditional politics of established parties since 2005 when he pulled together people over social media and the internet. Support for political parties in Italy is rapidly fragmenting with Berlusconi's party dropping to 17% in polls and no party having significant support. In this situation business leaders support a continuation of the Mario Monti government beyond the April elections if no party gets a mandate from voters. Grillo says his movement is similiar to other movements that oppose the euro and austerity measures such as the Marie Le Pen movement in France. It is against this background that the Social Democrats in Germany have united behind Peer Steinbruck, a former finance minister, who has the best chance against Merkel in 2013 elections for chancellor in Germany. Most of the difficult and necessary actions that Merkel and the German public have supported are already taken- the changes in labor laws in Italy, France's 2013 budget that targets 3% deficit in 2013, efforts of Italy, France and Spain to improve competitiveness- and capital markets continue to provide vigilance in this direction, creating a situation where Merkel may have exhausted her effectiveness.
