Stephen Moore of the WSJ interviews Grover Norquist, head of the advocacy group Americans for Tax Reform. Republicans in Congress and other Republican leaders have signed on to the "no new taxes pledge" promoted by Norquist. There is increasing pressure on Norquist as the media, White House, and executives on Wall Street call for flexible positions from both sides on taxes and spending cuts. Norquist insists that not much has changed. He says that the increase in taxes on the rich is only symbolic and has to be followed up with increasing taxes on the middle class. He cites a Rasmussen poll that shows 75% of Americans believe this. Norquist is convinced that the Democrats with their spending plans are out to take the U.S. in the direction of European economies, the tax increase on the rich would be followed up with a energy tax or a value added tax to pay for unrestrained spending. His solution is for Republicans to pass a bill that extends the current tax rates past January after roughing it through the tax cliff date. Even the sequester option is better than increasing taxes says Norquist, letting the Defense Department make the cuts where appropriate. Norquist does not favor the option of reducing tax loopholes and deductions as a way to increase taxes as proposed by Simpson Bowles commission and Ryan-Romney in the election campaign. ...

Geely's plans for Volvo are to build a presence for Volvo in China. This includes plans for additional local manufacturing facilities. One near Shanghai, another in Chengdu, and another being considered for Daqing. Each plant would produce 100,000 cars, with the Chengdu plant nearly complete and the others still to be built. Geely has received $444 million and $148 million respectively from the municipal governments of Daqing and Shanghai. Geely executives pointed to the need to upgrade Volvo's S80 sedan to compete with the likes of Mercedes Benz S-Class and BMW 7 series. Volvo hopes to sell additional cars to the Chinese government and state run companies. Risks associated with expanding car manufacturing were cited by Chen Bin, senior official of the China National Developmet and Reform Commission, at an auto industry conference recently. He said the combined capacity to build cars in China for all companies willl reach 31.24 million vehicles by 2015, up from the 13.95 million vehicles at end of 2009. ...

A "Melt Up" rally in the U.S. stock market. A "Melt Up" rally is one that has precious little to do with economc fundamentals. Investors act in a herd mentality, in a mad rush by investors, after a late realization that there are gains to be made. The Standard and Poor's 500 stock index went up 63% since its March 9, 2009 low, and is up 22% for 2009. Yet a lot of money is still in low yielding fixed income assets. Three month Treasury bills yield 0.03%, and a negative yield where investors actually pay the government to safeguard their money. In January, $4 trillion were in money funds, they were recently at $3.339 trillion, according to Investment Company Institute. And this could lead to more money going into stocks, but some of it could go into emerging markets first. And the smart money may see the melt up continuing, as a sign to pull out. In any case without economic fundamentals, Farzad of BW, sees a multiyear bull market as remote, or ending up similiar to the meltup in early 2007 which ended in late 2008 with a market collapse....

Climate change study from Potsdam Institute for Climate Impact Research in Germany published in Nature magazine retracted in December 2025. The study is an example of how such research when not done right can misrepresent situations leading to policy errors. Policy error under such misrepresentation can lead to errors such as a policy that excludes adjustments and a dual response to climate change and cost of living crisis attacking both on two fronts necessary today so soon after a disastrous pandemic and people living in scarcity not able to meet heating bills. What happened is that the study made predictions for 2100- which is impossible to do. Studied 1600 regions in the world. Showed decline of economic output by 62% in 2100. Did not mention that excluding Uzbekistan would make the reduction in growth 23%. It shows how overzealous work in one direction or the other can actually hurt the fight to address climate change and also tackle everday concerns like cost of living crisis. Recent reports in WSJ show how the approach of single focus has hurt economic growth in Germany and hobbled its industries. Other reports show how deprived and less deprived areas in the UK (also in the US) sit by side showing how decades of neglect of manufacturing and outshoring of factories have destroyed jobs and destroyed communities across Europe and the US, making them open to scourge such as fentanyl in the Nation's neighborhoods, and creating a climate of despair that feeds into other fears. Such as the fears of the surge of illegal migration promoted by traffickers and the influx of drug trafficking gangs in the Nation's neighborhoods. Such reports are then used by the World Bank and the Congressional Budget Office and central banks of 90 counties in the coalition Network for Greening of the Financial System, leading to distortions in policy actions, destroying the social consensus needed among wide sectors of the population in democracies in the EU and US and worldwide to address climate change and cost of living crises.  Leonie Wenz, from the Potsdam Institute for Climate Impact Research in Germany says-“We broadly agree with the issues raised, and have made corrections to the underlying economic data and to our methodology to address them. France's parliamentary elections showed the Socialist party gaining 280 seats, with two allied parties getting 34 seats, giving the Socialists an absolute majority in parliament. Greens won 17 seats and the far left 10 seats. Former president Sarkozy's Union for a Popular Movement won 194 seats and allies 35 seats, for a total of 229 seats, down from 304 seats.The National Front led by Marie Le Pen won 2 seats. Marie Le Pen and Segolene Royal both lost their seats. The absolute majority gives Socialist president Hollande more room to implement his legislative program and make changes in eurozone architecture.

President Xi Jinping of China faces domestic criticism about his handling of the critical trading relationship with the U.S. that has given China access to technology and the U.S. market in its development drive. The trade truce with the U.S. reached following a meeting of Xi and Trump at the G-20 meeting in Buenos Aires, was presented in Chinese media as a positive step withut mention that Mr. Trump has set a 90 deadline for the talks and appointed a experienced trade negotiator, U.S. Trade Representative Robert Lighthizer, to head negotiations. Also agreed is an effort to focus the talks on the 142 contentious issues the U.S. has put forward.

Experts at the Chinese University of Hong Kong say Mr. Jinping will need to show results to stay on beyond the customary two terms as president because for China the  trading relationship with the U.S. is essential to grow its economy with access to the U.S. market.

Attahiru Jega, Vice Chanellor of Bayero University, Kano, Nigeria, is the new head of Nigeria's Independent National Electoral Commission with responsibility for the first fair election in Nigeria's history. He has to come up with an entirely new list of voters for a country of 70 million, and very little time to do this. The task involves tens of thousands of computers with finger printing technology and video to be used in 12,000 polling stations, training 360,000 workers, and all this in a country where electricity is mostly generated by private gas powered generators and transport links are poor.

Chancellor Merkel of Germany proposed bilateral or trilateral deals between smaller groups of countries as a temporary solution till some agreement can be reached on immigration. She said "The European Council will not yet provide an overall solution to the migration problem." Hungary, Poland, Slovakia, Czech Republic which have opposed a quota system for asylum seekers did not attend.  Austria, Denmark, and Italy with the new government openly opposing immigration, attended the summit. Merkel said  a "lot of goodwill" was created, and leaders agreed that borders need to be better protected to prevent people from entering illegally, and reducing immigration at its source points in Africa. The migration problem has persisted as an issue long after the huge surge in immigration in 2015 has diminished to a trickle, and after chancellor Merkel has accomodated critics with new policies strictly limiting new immigration. New governments in Denmark, Austria and Italy, and the government in Hungary under Viktor Orban, have kept the issue alive by running on anti-immigration platforms. The European summit in 2018 was used by Merkel to reduce disagreement on this issue by allowing different countries to express their views and working in smaller groups for mutual benefit. It also reduces tension inside her CDP-CSU coalition after Bavaria based CSU decided to run in 2018 state elections on a platform calling for securing borders. ...

Americans with no arrest record are more likely to have a college degree 40% to 10%, more likely to have a high school diploma 89% to 53%, according to one study. People with an arrest record are twice as likely to be in incomes below the poverty level. This matters for African Americans, Hispanics, and poor white people because the higher rate of arrests in these communities can lead to less opportunity for jobs, loans, education, and mortgage approval. It also matters in an information age with the FBI having over 77 million individuals in its database with reports of arrests and other action. A minor arrest record also stays on the record hindering future prospects.

David Segal takes a detailed look inside Apple's retail stores in the U.S. and talks with employees at different stores to find out what its like working as an hourly employee at an Apple store. World wide Apple's 327 global stores sold $16 billion in Apple products. Per employee the sales are about $473,000, but at an hourly rate of about $12 the average employee makes about $25,000 per year. After recent wage raises this could be up to about $36,000. The National Retail Federation says electronics stores have about an average of $206,000 in sales per employee. Contrary to what most people may think most of Apple's employees are not engineers and other professionals, about 30,000 of the 43,000 Apple employees in the U.S. work as hourly employees in the retail stores. Most are young people in the early 20's, single, with health insurance provided by Apple not costing as much for that age group. There is no career path and most leave after a couple of years. Because of the Apple mystique and the drive to create new user friendly products there are many young people looking for this kind of temporary work, especially now with high unemployment. ...

The foreign ministers of Turkey, Pakistan, Egypt and Saudi Arabia meet in Riyadh March 22-24 to discuss ways to give more time before a US effort to open the Straits of Hormuz to shipping by a proposed attack on Iranian energy infrastructure as a last resort. Speaker of Iranian parliament and other officials do not support a move to end the war at this time, says the WSJ reporting. The foreign ministers of Saudi Arabia, Egypt do not support a Suez Canal type solution that gives Iran a fee for the shipping in the Straits. This report by Peter Baker shows President Trump only reluctantly agreed to certify the Iran Nuclear Agreement. He opposed it in discussions with the Secretary of State Tillerson. It took the combined effort of Tillerson Dunford of the combined chiefs of staff, Defense Secretary Mattis, and of National Security Adviser McMaster, to get Trump to agree to go ahead with the deal. President Trump wanted a new strategy to counter Iran in the Middle East. The Iranian foreign minister Zarif has not yet met with Tillerson of the U.S. Zarif says Iran may withdraw from the deal if there is significant nonperformance by the U.S. Trump advisers are wary about the influence on Europe as the EU is not interested in taking a new look at the Iran nuclear deal. The EU sees things differently- that the issues of Iranian influence in the war torn Middle East is a separate issue from the nuclear deal, and that in any case a nuclear constrained Iran is better than one with nuclear weapons. Another factor is that the Middle East is now a complicated place with relations crisscrossing in different and even conflicting directions. The U.S. played a part on the Iranian side in the retaking of Mosul in Iraq with U.S. bombing strikes against Islamic State. In Iraq the U.S. is supporting the Abadi government which is mainly Shiite in its structure and is supported by Iran. The Trump position is that president Obama gave away too much in negotiating the deal and was not against the negotiating process.   ...

Two weeks after his election Donald Trump says the U.S. will not join the Trans Pacific Trade Agreement during his term in office. Barack Obama took seven years to negotiate the trade agreement which was opposed by trade unions, the auto industry and was unpopular in the midwestern U.S. because of the impact of trade in hollowing out the manufacturing sector. Here Frank Sieren of the DW.com points out that the agreement was not really about trade, as most of the gains of trade had already been realized according to experts. It was part of the "pivot to Asia" to maintain American dominance in the region, says Sieren. After China pulled together some Asian and European countries into its trade agreement, the Regional Comprehensive Economic Partnership (RCEP), the U.S. pushed for TPP as a counterweight to the China sponsored trade zone. China says it will try to integrate the countries in TPP into the trade zone it has sponsored. President Trump has said that the U.S. is better off negotiating agreements with each country and not getting into multilateral trade agreements. He fought the election campaign on the basis of the opposition to TPP and trade agreements that unfairly hurt American workers. This could have provided the 110,000 margin of victory in the states suffering from the hollowing out in manufacturing such as Michigan, Wisconsin, Ohio and Pennsylvania. A similar hollowing out in Ontario favored Justin Trudeau's Liberals against the Conservatives in Canada's election. ...

With only 63 million metric tons of food storage facilities and 75 metric tons of foodgrains stocks after the 2012 harvest season, India faces an acute shortage of storage capacity. About 3-4 million tons of additional capacity are planned by May or June 2012, and 11 million tons in 2013, according to India's Food Ministry, but more capacity will be needed this year. If not corrected this could mean that about 8 million tons of foodgrains could rot out in the open or in makeshift conditions. This is a major problem as about 200 million people in India are considered to be food-insecure, and an estimated 42% of children suffer form malnutrition.
