The restructuring takes place under the new leadership of Jinping and Keqiang in China. The changes were submitted at a session of the 2012 National People's Congress in March 2013. The Railways Ministry comes under the Transportation Ministry as regulation is separated from the actual operation of the rail system. The Family Planning Ministry is merged with the Health Ministry in a gradual effort to phaseout the one child policy considering the demographic changes in China.

Advertisers pay for attracting users on Alibaba similiar to the way they do on Google alongside their products. Unlike Amazon Alibaba makes money only on the advertising. It generated $1.78 billion in revenue in the 3rd quarter of 2013, $792 million in profits, and controls about 50% of the Chinese e-commerce business for delivered parcels, with profit margins of about 44%. It is different from the U.S. internet business in that it combines features of e-commerce, internet retail, paypal type feature in Alipay, and banking.

The DJIA is a price weighted average in comparison to the S&P 500 . This gives stocks such as IBM, Caterpillar, 3M, Chevron, a large role in the surge. IBM at $206 alone added about 1000 points out of a 7000 point surge and Caterpillar about 500 points. By comparison other stocks such as J&J have a smaller role. Stocks such as Bank of America that show a sharp climb make up only a small part of the surge.
