Air pollution concerns are leading China's National Development Reform Commission to set a higher goal for cleaner energy. The NDRC plans a 52 gigawatt increase in installed capacity for green energy in 2013, an increase from 36 gigawatts in 2012. This includes 10 gigawatts for solar energy. Clean energy will take up 57% of additions to installed capacity in 2013, compared to 35% in 2010, according to Tian Miao, an energy anayst at NSBO.

Fred Brooks, IBM executive who led the development team for the IBM System/360 mainframe, is the author of Design of Design and of an earlier book Mythical Man-Month that sold 500,000 copies. His unique insights into completing large development projects have helped many tech companies. Brook's law from Mythical Man-Month is that it is futile to simply add engineers to projects in the hope of getting things done faster, as there are a lot of other factors to consider. This is stated by programmers as: "Adding manpower to a project only makes it later." The original design team has to bring newcomers up to speed, and the added distraction is one of the many factors that slow down the project. Brooks offers many new insights in the book Design for Design. One is that constraints are friends which help shrink the designer's search space. Another is that Design is a lot more about art as it is about science. Simply improving the process does not get you great design, it gets you from bad to average....

Khalid al-Falih, chairman of Saudi Aramco, says at the World Economic Forum in Davos, on Jan. 26, 2016- "If prices continue to be low, we will be able to withstand it for a long, long time." With $630 billion in foreign currency reserves the Saudis are following a long term policy of full production. Gasoline subsidies are being reduced, IPO of Saudi Aramco being discussed to raise additional capital, and other steps being taken to plan for long term oil prices. Flexibility for a change in policy is diminished with the addition of Iranian oil production to supplies following the lifting of sanctions. The events in 2015-2016 of Russian bombing campaign in Syria, and the cutoff of diplomatic relations with Iran, have worsened the standoff with Iran and Russia in the Middle East conflict. As a result it appears that the Saudis are settling down for a long term policy of full production which would keep oil prices low for the long term. India, Japan, China, the U.S. and the European Union, Turkey and other countries benefit from low oil prices when their economies need a boost in 2016-2017....

Rubin questions the idea that lowering the deficit by reducing tax expenditures, deductions and loopholes at the same time as lowering rates would work. It would not raise enough revenues if many of the deductions that help the middle class were not considered doable and crossed off the list. He disagrees with Republicans about increasing taxes to Clinton era levels as creating disincentives for work and business by citing the economic record of growth in jobs and GDP during the Clinton period. On the proposal to use limiting deductions and loopholes for the the rich as away to provide a more equitable distribution of the tax burden he says this would still require increasing taxes on the middle class to achieve deficit reduction.

Bjorn Lomborg of the Copenhagen Consensus Center says about the decision by the Obama adminisration to stop contributing to World Bank financed coal power plants- including one in South Africa- does not take into account the simple fact that 1.2 billion people living in sub-Saharan Africa and Asia have no access to electricity. In the sub-Saharan region of Africa (excluding S. Africa) the entire electricity generating capacity is about 28 gigawatts, or about the same as Arizona with a population of about 9 million compared to 860 million in the region. He says China was able to lift 680 million people out of poverty with urbanization and industry powered by coal. There is no alternative to low cost fossil fuels for the poorer regions of the earth. This is why the International Energy Agency esimates fossil fuel generated energy to remain about the same percentage in 2035 as it is today- 81%. Shale based naural gas can make a difference for air pollution and China is begining to make the shift away from coal- for sub-Saharan Africa, South Asia, this goal will take time. ...

The team of 5 engineers decided they would produce the first Vande Bharat train in 18 months- Project 18. The Indian Express talks to the team of original engineers who were on Project 18.  They are all part of Chennai Integral Coach Factory, setup with Swiss collaboration in 1955. By 2019 the first train was operational at speeds of 180 km per hour, semi-high speed and setting the transition to high speed trains developed entirely within India. Sudanshu Mani, General Manager of ICF, headed this effort and set the target of 18 months. He says China used to import all its trains and one day just decided to make its own- he asked himself the same question, why don't we make our own? Mani was in Berlin for 3 years on an earlier collaboration for train technology in the 1980's. By the 1990's this technology was 20 years old he says. That's how long it took to get anything done in those days, by the time it got started the technology would be obsolete. By 2018 just 2 years before retirement Sudanshu set up the Project 18 team convinced that this was the only way to get it done- to beat the odds. Devi Prasad Dash heads electrical engineering. Srinivas heads mechanical engineering. Pradhan is Chief Design Engineer. They did everything from scratch. There are 5000 others who worked on the project. Dash says it was like T20 cricket, just that they decided to do it in 18 overs. Ever wonder why the train is all white and with blue stripe? Subranshu who was chief mechanical engineer at the time says they tried other colors. Manish Pradhan says they decided on white after one thought that Indian trains are never white because we had that belief that anything white would get dirty faster. That is when we decided to make it all white and it will not look dirty, he says. Sudanshu Mani says he would close his eyes and he would see always the old Indian trains that one would see from the 1960's from Ahmedabad to Rameswaram, and onto Colombo after the ferry. At that time Colombo had Canadian coaches and locomotives under a Canadian aid plan from Talaimannar to Colombo which were like American trains, looked miles into the future.The same thing must have happened to Chinese engineers because Chinese premier Chou-en-lai visited the ICF in Chennai in the 1950's and wrote that Chinese engineers could learn about the new Swiss technologies from ICF Chennai. That is when the Swiss were building their own trains with European technology of that time. China and India, and Japan had no idea about the high speed trains that were in the future. This is how technology advances. This is how people build better lives and how the aspirations and hopes of younger generations become a reality. Somewhere in the dim light of the past there is a Chinese engineer with the undaunted courage, concentration and determination to "Just Do It," and before that a Japanese engineer, and before that a Swiss engineer designing a train for the Swiss Alps, a Canadian or American engineer designing newer trains for the Prairies all the way to British Columbia and California. Efforts being made to convince the Spanish government of Mariano Rajoy to accept IMF aid to recapitalize its banks. The IMF released information showing Spanish banks would need to raise at least 37 billion euros or $46 billion to prevent a worsening of the banking crisis. The report was released before the meeting of EU finance ministers on June 9-10 to persuade the Spanish government to accept IMF aid. The eurozone bailout fund was given powers in 2011 to make loans to governments for the purpose of recapitalizing banks, with conditions and terms set for the financial sector not for the government's spending plans. According to people aware of the discussions taking place in the European Commission and the IMF, one option is to have the European Banking Authority and not the IMF oversee the program. This avoids the usual stigma of accepting aid coming from the IMF with strict conditions attached including restrictions on the government's fiscal plans.

Maleeha Lodhi, a former Pakistani ambassador to the U.S. and Britain, has edited a collection of essays in a new book titled- Pakistan: Beyond the "Crisis State." It tries to form a new construct to move the debate on Pakistan into a future in which Pakistan can exist as a "normal country" free of a paranoia about India that affects its outlook, and free from the military connections that have shifted the focus from development that a friendly neighborly coexistence with India would provide. Intriguing essays include one by Saadat Hasa Manto who goes back to 1951, when the Cold War was at its peak and the U.S. formed a relationship with Pakistan based on military assistance, with only small fraction of aid going into development programs. Syed Rifaat Hussain, professor of strategic studies at Quaid-i-Azam University in Islamabad puts it directly: Pakistan needs to become a normal state and the only way to to do this is for the rivalry and obsession with India to be resolved and put behind it. As it now stands the U.S., India and Pakistan all stand to gain tremendously in such an outcome- the U.S. disengagement from Afghanistan and the Taliban because at its core the Taliban issue goes back to the Pakistan rivalry with India, Pakistan and India because it puts the focus on development, infrastructure building, and economic gains....

Lt. Gen John Kelly loses his son Robert in Afghanistan and talks about the immense burdens facing military families. Robert is out on patrol duty in a mine filled area of Afghanistan's Sangin district. Only 1% of the population serves in the military. And Kelly says his is only one of 5500 American families that have lost a child in this war. There is a sense among military families that the war and these military families have been forgotten. One Marine Corps general wrote to Kelly that service to and sacrifice for the country has become a legacy affair for a small number of military families. Before the midterm Congressional elections only 2% of the people rated Afghanistan as a top issue and hardly any candidates mentioned this issue. Tom Brokaw, a well known anchor of NBC News, wrote in a major daily that the war and the sacrifices have been forgotten in the election and hardly discussed. Adm. Mike Mullen went so far as to say that he worries that we could wake up one day and that the American people will no longer know us and we won't know them....

Fiat-Chrysler's Sergio Marchionne tells an automotive conference that the new fuel efficiency targets proposed by the Obama administration will be "an incredible stimulus for the American auto industry." He is confident that the new 2025 standards can be achieved. He said the industry had a bad habit of crying wolf and emphasized the need to get there so that the U.S. auto industry could be at the forefront of the changes taking place. He also cautioned the industry to not get comfortable with China's role as an emerging market that helped increase global sales. That growth is slowing and it presents another potential risk for the automakers- the potential for China to export 10% of what it makes to overseas markets including the U.S. and Europe. All of which increases the urgency of building the industrial base and competitiveness of the automotive industry in the U.S.

Britain's Tax Service reports the number of taxpayers reporting incomes of 1 million pounds a year declined by over 60% in fiscal 2010-2011 from the prior year. In 2010 the Labor government of Gordon Brown introduced a 50% income tax rate for this income group, up from 40%. The number of million dollar incomes filed declined to 6000 from 16000 in 2009-2010, and revenues declined from 13.4 billion pounds or 9% of total taxes from taxpayers to 6.5 billion pounds or 4.4% or about half. The Labor government had hoped for additional 2.5 billion pounds in revenue, showig unintended consequences and surprises in economic policies.
