The team of 5 engineers decided they would produce the first Vande Bharat train in 18 months- Project 18. The Indian Express talks to the team of original engineers who were on Project 18.  They are all part of Chennai Integral Coach Factory, setup with Swiss collaboration in 1955. By 2019 the first train was operational at speeds of 180 km per hour, semi-high speed and setting the transition to high speed trains developed entirely within India. Sudanshu Mani, General Manager of ICF, headed this effort and set the target of 18 months. He says China used to import all its trains and one day just decided to make its own- he asked himself the same question, why don't we make our own? Mani was in Berlin for 3 years on an earlier collaboration for train technology in the 1980's. By the 1990's this technology was 20 years old he says. That's how long it took to get anything done in those days, by the time it got started the technology would be obsolete. By 2018 just 2 years before retirement Sudanshu set up the Project 18 team convinced that this was the only way to get it done- to beat the odds. Devi Prasad Dash heads electrical engineering. Srinivas heads mechanical engineering. Pradhan is Chief Design Engineer. They did everything from scratch. There are 5000 others who worked on the project. Dash says it was like T20 cricket, just that they decided to do it in 18 overs. Ever wonder why the train is all white and with blue stripe? Subranshu who was chief mechanical engineer at the time says they tried other colors. Manish Pradhan says they decided on white after one thought that Indian trains are never white because we had that belief that anything white would get dirty faster. That is when we decided to make it all white and it will not look dirty, he says. Sudanshu Mani says he would close his eyes and he would see always the old Indian trains that one would see from the 1960's from Ahmedabad to Rameswaram, and onto Colombo after the ferry. At that time Colombo had Canadian coaches and locomotives under a Canadian aid plan from Talaimannar to Colombo which were like American trains, looked miles into the future.The same thing must have happened to Chinese engineers because Chinese premier Chou-en-lai visited the ICF in Chennai in the 1950's and wrote that Chinese engineers could learn about the new Swiss technologies from ICF Chennai. That is when the Swiss were building their own trains with European technology of that time. China and India, and Japan had no idea about the high speed trains that were in the future. This is how technology advances. This is how people build better lives and how the aspirations and hopes of younger generations become a reality. Somewhere in the dim light of the past there is a Chinese engineer with the undaunted courage, concentration and determination to "Just Do It," and before that a Japanese engineer, and before that a Swiss engineer designing a train for the Swiss Alps, a Canadian or American engineer designing newer trains for the Prairies all the way to British Columbia and California. This is a big desicion by the Obama administration, and has global implications for the amount of oil consumed and the emissions discharged. The Obama administration will introduce one national standard for automile emissions and mileage standards, replacing the patchwork of standards and skipping over the challenges to the California standards by using those standards to set the national rules. The rules take effect in 2012. It will create a new national standard for a car and light truck fleet in the USA, that is 40% cleaner and more fuel efficient by 2016 than it is now, with a new average of 35.5 miles per gallon. The current national standard is 25 miles per gallon, and this standard has fallen way behind the Japanese and the Europeans. The Europeans went through their battles for fuel efficiency a few years ago with auto industry resistance, and this was finally settled with tougher standards, giving the European industry advantages in technology over the Americans. The American car industry stalled higher standards, and what standards were passed were whittled down by heavy lobbying in Congress. As a result a battle raged between those interested in conservation and the environment and the Detroit car industry, especially in a deteriorating global environment for this type of prolific oil consumption on American highways. This lack of foresight on the part of Detroit carmakers, and their management, accelerated their financial collapse in 2008 and 2009, as large car and truck sales collapsed. That this tough new standard of 40% improvement in 2016, would in fact not have been possible without this fiinancial collapse and turning to the government for a bailout - with the entire board of General Motors being replaced- is one of the ironies of this situation. This decision will almost certainly accelerate the development of smaller models, and bring the kind of attention to them that will give them the quality and features and comfort to make them command higher prices and become profitable, as is the case in Europe. For too long the American small car became synonymous with being a lesser car in many dimensions of design, quality, comfort and performance, so that it became a cheap car that you upgraded from to a larger car as you became affluent. It had been that way, but did not have to be that way after the world had changed. And the larger models like the pickup trucks and large cars are more likely to be phased out with the new regulations. This will also bring a `new sanity to oil prices, as the reduced consumption in the US will accomodate the increased consumption in India from the small cars like the Tata Nano which look set to sell in the millions, and still keep oil affordable for tight budgets worldwide. In this sense it is a victory for global good sense. For President Obama this is a personal quest, as he co-sponsored 2 bills in 2006, during this second year in the US Senate, one to raise fuel economy standards, and the other to encourage the use of alternative fuels....

This is happening in the backdrop of new small cars that are coming up at really low prices in countries like India where the Tata model is expected soon. Bjorn Lomborg of the Copenhagen Consensus Center says about the decision by the Obama adminisration to stop contributing to World Bank financed coal power plants- including one in South Africa- does not take into account the simple fact that 1.2 billion people living in sub-Saharan Africa and Asia have no access to electricity. In the sub-Saharan region of Africa (excluding S. Africa) the entire electricity generating capacity is about 28 gigawatts, or about the same as Arizona with a population of about 9 million compared to 860 million in the region. He says China was able to lift 680 million people out of poverty with urbanization and industry powered by coal. There is no alternative to low cost fossil fuels for the poorer regions of the earth. This is why the International Energy Agency esimates fossil fuel generated energy to remain about the same percentage in 2035 as it is today- 81%. Shale based naural gas can make a difference for air pollution and China is begining to make the shift away from coal- for sub-Saharan Africa, South Asia, this goal will take time. ...

The advanced technology on the Noble Bully 1 oil drilling rig in deep waters 140 miles south of New Orleans. It is jointly owned by Shell and Noble Corp. The technological improvements on the rig could only have been imagined a few years ago. A Eiffel tower shaped structure is completely enclosed in the rig compared to open derrick structures used on earlier rigs. The technology includes GPS, wind sensors, motion sensors, hydraulic systems, computer controlled thruster propellers on the bottom of the vessel to drill wells with precision. It can operate in water 8250 feet deep to 12,000 feet with safety upgrades, and upto 40,000 feet. A similiar ship Noble Bully 2 operates on the coastal part of Brazil. A new platform called Olympus will be a tension leg platform floaing on the sea like a cork, held together by tying it to the ocean floor using cables. The project is called the Mars B development. New sensors use seismic technology with devices closer to the ocean floor in the Gulf picking up data. The data is sent to Shell scientists working onshore and produces four dimensional maps of oil reservoirs using computer chips. The cost savings for the smaller structure include less steel and less fuel used, zero toxic emissions, and operating with 160 workers- 40% less workers than previous rig designs. Veteran drillers say its a lot better working environment and lot safer. Chief drillers sit in "drill chairs" and adjust the speed and direction of drill pipes using joy sticks and computer screens. It is this kind of technology that countries like Mexico, Brazil, Argentina and India need to develop their off shore oil fields, creaing new opportunities for oil companies such as Chevron, Shell, BP, Exxon and Total. The new technology equiped drilling ships, platforms and LNG processing ships are a way for Shell to reduce costs and improve capital efficiency, the new focus for CEO Van Beurden in 2014-2015....

A poll done by the International Republican Institute, a nonprofit affiliated with the Republican party, of 3500 people across Pakistan found a couple of important things. The Republican Institute's goal is to promote democracy in the developing world. 1. Popularity of President Zardari at 9% and Nawas Sharif's at 55%. The US resumed contacts with Sharif, and Sharif is seen as able to bring the Islamic moderates to the American side. 2. Economic issues are what concerns Pakistanis most. Refugees are approaching the 1 million number according to the UN High Commissioner for Refugees. 3. 81% said the country was going in the wrong direction, Zardari was never elected and is incompetent and this could be the reason. But military is still unpopular, 77% want democratic rule, possibly with Sharif or some sort of combination of Sharif, lawyers movement, and Islamic moderates in charge. 4. From alow of 9% in January 2008, now 37% are willing to work with the USA against extremism. Could Obama's election and US support of Pakistan's effort to heal itself be apart of this change of heart? 5. 45% support fighting extremists in the tribal areas and the Northwest Frontier Province. And 69% say having the Taliban and Al Quaeda operate in Pakistan is a serious problem. If these poll results accurately reflect shifting feeling in Pakistan, American help to help Pakistan pull itself up by its bootstraps economically and unify the country under a democratic administration of Islamic moderates and people from other areas like the lawyers movement, could work. It also improves the prospects of pulling out of Afghanistan after the situation improves, and setting up an administration that comprises Islamic moderates and tribal representatives that keeps out Al Quaeda, and works to rebuild Afghanistan after seemingly endless years of war. These efforts would require cooperation of Iran, India, Pakistan and the US, and assistance of countries like Turkey, in creating an atmosphere that promotes peaceful development in the entire region. ...

How globalization which for over a long period since China and India and other emerging nations joined the global trading system helped bring disinflation and lower prices to the developed countries is now closing that chapter. And starting a new one in which the rapid development of these developing countries is strengthening their currencies and the growth of the middle class and increasing demand for commodities, food and energy, in this way driving up prices. China wants to move up to manufacturing more sophisticated products and is no longer interested in the kind of development where workers wages suffered so that domestic consumption suffered, where lax environmental protection caused serious damage to the environment and where the fous was on production of low value added products in textile, toys, shoes, furniture. This means a lot of factories from this era will close and those that operate will raise prices to reflect increased costs to meet new laws and loss of rebates for low value added products. All this means the disinflationary impact of production and export from China is over. Meanwhile a number of trends have gone to raise prices of food products and commodities. Its astonishing but the price of rice has gone up by 147% over the last 12 months. The World Bank estimates that food prices have gone up by 83% over the last 3 years. This adds to the distress of communities across the developing world. And iron ore producer Vale of Brazil pushed through price increase of iron ore by 65%. This will be reflected in price increases in everything made of steel like Caterpillar tractors and so on. Baosteel in China has raised prices by 17-20% recently. Countries with pegs to the dollar and exporters of commodities like the Middle Eastern countries are seeing inflation from both the peg as the dollar loses value and everything costs more and from the boom fueled by government spending....

Oil prices in the U.S. drop to $55 a barrel on the New York Mercantile Exchange, and $65 a barrel for Brent crude price. Earlier expectation of the impact of reimposed sanctions on Iranian oil shrinking global oil supplies have been reversed with increased production from Saudi Arabia, Russia and the U.S.

Another new development that caused this reversal in sentiment is that the Trump administration granted waivers to some buyers of Iranian crude oil. The U.S. trade dispute with China has also added to this with lower growth forecasts. Unlike in previous years OPEC or Saudi Arabia cannot by itself shrink global supplies with production cuts. The U.S. and Russian output also plays a significant part.

The Economist points out (in this cover issue on India-Pakistan relations) several fundamental facts. The first is that the current state of relations betweeen India and Pakistan hurts Pakistan the most. It makes a much smaller country and smaller economy bear the burden of defense against a large neighbor- defense takes up much needed allocation of funds for infrastructure and development, education and healthcare. It also weakens democratic institutions and their development by an overdependence on the military for governance. Poor India-Pakistan relations have significant adverse effects on the U.S. In fighting the Taliban U.S. forces are fighting a force that Pakistan's military helped create and support from its early beginnings as a way to counter Indian influence. With an Indian-Pakistani peace settlement of issues in Kashmir and other outstanding issues the U.S. would be in a significantly better position to disengage from the region, especially when the entire Middle East is moving in a new direction in 2011. Consider the difficulties in establishing peace in Northern Ireland, and between Turkey and Greece, and the difficulties of establishing peace between India and Pakistan cannot be considered even more difficult. Pakistan and India muddle along- neither side is doing much to take the initiative. For the U.S. disengagement from South Asia can be best achieved by pushing for a settlement between the two countries. Pakistan and India have much to gain from a settlement. Considering the progress made in Ireland, such places as Yugoslavia, and in Turkish-Greek relations, there is a lot more that can be done and should be done to bring India and Pakistan together. In Ireland diplomatic efforts were made by U.S. envoy George Mitchell, and in Yugoslavia U.S. envoy Holbrooke made diplomatic efforts towards the Dayton accords. Greek-Turkish relations have advanced to the point where Erdogan and Papandreou, the Greek and Turkish prime ministers, discuss solutions to the Greek debt crisis. This includes options to reduce Greece's defense expenditures in the light of Turkey's new foreign policies. The lack of such efforts to break the deadlock between India and Pakistan by the U.S,. the U.K. and other countries involved in the NATO mission in Afghanistan, the emphasis on a military solution supported first by Gen. McChrystal, and then by by Gen. Petraeus, all show a lack of understanding of the real issues that need to be tackled- issues relating to a peace settlement between India and Pakistan....

The devaluation of the Argentine peso from 9.8 to the dollar to 13 to the dollar in Dec. 2015 by president Macri is leading to higher inflation hurting the working class. The cutting of export taxes is helping farmers. Removing most currency controls is designed to help increase foreign investment by letting foreign companies freely repatriate profits. Also expected to be removed are bureaucratic procedures that limit imports of new equipment for manufacturers. Middle class voters see the moves helping the economy in the long run with new foreign investment and changing the outlook for investment.
