China's domestic debt has surged to levels that precede a crisis, to 216% of GDP and heading for 271% by 2017 according to Fitch Ratings. As a result president Jinping has taken over control of economic policy and controlling debt, especially local government debt, is now a top priority for 2014. Jinping will head the "leading group" for overall top down reforms, reflecting the new urgency. Local government debt went up 67% from 10.7 trillion yuan to 17.9 trillion yuan ($2.95 trillion) in just 3 years from 2010 to 2013, according to the National Audit Office. About half of this debt is due by the end of 2014, according to Standard Chartered Bank economist Stephen Green. Another risk is that shadow banking with interest rates of 10% are now about 11% of new lending. The option adopted by the government to use central government funds and regulation to restrict lending could make local governments turn increasingly to the shadow bank lenders (trust companies, and informal lenders) making things worse. The other option of tackling it aggressively by letting some companies default has the risk of other lenders raising rates on loans and bonds. This makes solutions tricky and prone to problems of increasing severity. ...

Even with a lower troop committment, the new costs of $ 1 million a year for each soldier, threaten to wipe out the $26 billion in savings from Iraq in 2010. The overall military budget could go up by 10% from a high of $667 billion under the Bush administration to $734 billion. Head of the House Appropriations Committee, David Obey, of Wisconsin, says that sending more troops to Afghanistan would drain the Treasury, and "devour virtually any other priorities that the President or anyone in Congress had." Rep. John Murtha of Pennsylvania head of a House subcommitte on defense appropriations says that a majority of the 258 Democrats in Congress would vote against any bill to pay for more troops.

Japan's new LDP government will follow France and the U.S. by increasing the tax rate on top income tax brackets from 40% to 45%. Currently the top rate applies to those making above $200,00. The U.S. top rate of 40% applies at $450,000. It is hoped that this will make the increase in the sales tax to 10% more acceptable to the public and keep a sense of fairness in tax policies. Tax exemptions on estates will also be reduced with the figure at 30 million yen ($340,000) instead of 50 million yen. The U.S. has a figure of $5 million per individual. Tax increases on the wealthy will bring in about $2.3 billion a year. Japan is a more egalitarian society than the U.S. and is closer to Europe in this respect. Higher taxes are supported by the conservative LDP party compared to the Republican party's strong opposition to tax increases in the U.S. It is also a more homogenous society with fewer immigrants and closer to Europe in this respect than the U.S.

To develop new small cars for Asian markets VW has taken a 20% stake in Suzuki, giving it access to small car technology. Suzuki deal gives VW access to the Indian market. VW plans are to double the network of dealers in China to 1600 in 5 years and a sales target of 2 million cars for China. The advanced technology on the Noble Bully 1 oil drilling rig in deep waters 140 miles south of New Orleans. It is jointly owned by Shell and Noble Corp. The technological improvements on the rig could only have been imagined a few years ago. A Eiffel tower shaped structure is completely enclosed in the rig compared to open derrick structures used on earlier rigs. The technology includes GPS, wind sensors, motion sensors, hydraulic systems, computer controlled thruster propellers on the bottom of the vessel to drill wells with precision. It can operate in water 8250 feet deep to 12,000 feet with safety upgrades, and upto 40,000 feet. A similiar ship Noble Bully 2 operates on the coastal part of Brazil. A new platform called Olympus will be a tension leg platform floaing on the sea like a cork, held together by tying it to the ocean floor using cables. The project is called the Mars B development. New sensors use seismic technology with devices closer to the ocean floor in the Gulf picking up data. The data is sent to Shell scientists working onshore and produces four dimensional maps of oil reservoirs using computer chips. The cost savings for the smaller structure include less steel and less fuel used, zero toxic emissions, and operating with 160 workers- 40% less workers than previous rig designs. Veteran drillers say its a lot better working environment and lot safer. Chief drillers sit in "drill chairs" and adjust the speed and direction of drill pipes using joy sticks and computer screens. It is this kind of technology that countries like Mexico, Brazil, Argentina and India need to develop their off shore oil fields, creaing new opportunities for oil companies such as Chevron, Shell, BP, Exxon and Total. The new technology equiped drilling ships, platforms and LNG processing ships are a way for Shell to reduce costs and improve capital efficiency, the new focus for CEO Van Beurden in 2014-2015....

Remember the pictures of all the bicyclists in cities in China, now there are cars instead, and that we assumed was progress. But crammed as we are into small urban areas, and with so many people in the planet and so many with aspirations for a better life in China, India, Brazil and Russia and other countries, this does not point to a sustainable future. We need bicycles back and a new kind of automobile that is sustainable on the streetsof urban areas. So here we are in New York City and commercial buildings like the Rockefeller Center operated by Tishman Meyer following old rules prohibiting bicycles, looking down on bicyles, and seeing bicycles as affecting safety in the building. So cyclists are on their own. The city has about 5000 bicycle racks, and will add 1200 by 2009, and expects to add 37 bike shelters each for 8-9 bikes by the end of the year at transit hubs. The number of bike racks are inadequate as nearly 131,000 people ride bicycles daily in New York City according to Transportation Alternatives. The city has plans to add 200 miles of new bicycle lanes but mparking is a huge problem. Parking on the street is also risky because of bike thieves in New York City. So new solutions have to be found and it would be nice if building had an area on the ground floor with a separate access for cyclists or a way to go to underground parking through a separate acess and directly park and take elevators just as one does for underground car parking. This would be really commuter friendly but till then its the shop owner who lets youpark there or a friend who has a business and an area where he lets you park your bike and so on, everybody having to be creative. But make no mistake bicycles matter for clean air, the environment, for congestion, for people, for healthy living, and to create a good living environment in urban areas....

The failure of the northern electricity grid in India and the huge power outage in 8 states affecting 369 million people on July 30, 2012. This includes the capital city of New Delhi. The outage was a result of the northern grid taking more than its quota of power from the national electricity grid in India. Analysts say India has a shortage of about 10% of electricity needs. Over half of India's electricity generation capacity of 205 gigawatts is based on coal. Coal India which is the largest producer has failed to meet growing demand and the coal shortages are making it difficult to expand power capacity. The national plan is to increase capacity by 44% in 5 years.

Polls show about 69% of people in Northern Ireland support the Good Friday Agreement that was signed 25 years ago with US help. About 55% see improvements can be made to that agreement. With the new generation of Irish there is now a significant part of Northern Ireland that sees itself as not identifying with the Unionists who favor links with Britain or the Nationalists who favor reunification with Ireland. Over this period of peaceful coexistence of the Catholics and the Protestants in Northern Ireland who are still largely segregated, there is even a sense that reunification and joining the European Union is an option for Northern Ireland following Brexit.

Apple's new privacy rules are reducing the extensive tracking of internet users that took place in an unregulated industry for the last decade. Apple has introduced a long overdue privacy change that restricts how users can be tracked on apps such as Facebook, Instagram and other apps. Users are now asked if they want to be tracked and can opt out. US users opt to allow tracking only 16% of the time they see the Apple privacy prompt. This will be one more needed step to protect the privacy of users that had suffered  in the last 10 years from rampant and unrestricted tracking of users.

President Trump plans to sign the trade deal with China for Phase 1 on January 15, 2020. Under the deal the U.S. will not go ahead with a new round of tariffs on $156 billion of Chinese goods- including smartphones and consumer electronics- set for December 15, 2019. Tariffs set in place on September 1 on $120 billion of Chinese goods will drop from 15% to 7.5%. The earlier tariffs in place on $250 billion in Chinese goods including machinery and electronics are still in place. In exchange the Chinese will increase purchases by $32 billion in U.S. agricultural goods over the previous levels in the next 2 years.

Most tech workers in companies such as Google are now working remotely. This is leading to companies making plans for a future work force with decentralized staffs in many less costly locations. The Senate voted 54 to 45 in April 2017 to confirm Neil Gorsuch to the U.S. Supreme Court to fill the spot left vacant with the death of Justice Scalia. This the first time in the history of the Supreme Court that a justice, Justice Kennedy, will serve along with a former clerk who worked with him, the new Justice Gorsuch. Gorsuch is a conservative who served on the U.S. Court of Appeals 10th Circuit, in Denver. Gorsuch will have to vote on the Trump travel ban which now goes to the Supreme Court. Other case on separation of church and state and gun control are also likely to be heard by the court.

A Wall Street Journal/NBC poll shows that 58% of people polled want the President to worry more about keeping the budget deficit down even though this may mean alonger recession and asloer recovery. Only 35% say they favoring boosting the economy. What may be vague here is what a longer recession here means, its length from 1 to 2 years or 3-4 years, and what boosting the economy means; when the stimulus package has already been passed and its impact has still to be felt as a lot of the money is not yet spent. Democrats are evenly split with 50% favoring boosting the economy, and 42% urging a deficit focus. Republicans overwhelmingly are worried about the budget deficit. Independents by 2 to 1 also are worried about the deficit. Overall 31% of those polled say job creation and economic growth should be the highest priority for the government. And 19% say deficit and government spending should be the highest priority. About 16% say they see health care as the biggest priority, and 14% said national security and terrorism should be the highest priority. This means that the Obama administration will have two conflicting concerns throughout the early years in keeping the stimulus measures in place, and at the same time paying attention to the budget deficit....

British budget cuts announced in Parliament by Britain's Finance Minister, George Osborne. About 83 billion pounds in cuts by 2015 were announced. But Joseph Stiglitz, writing in The Guardian, argued that the plan was a big gamble, as declining tax revenues with lower growth, would lead to smaller deficit reductions. The gamble is that the private sector will pick up, and make up for the reduction in public outlays. If this does not happen, this risks sending the economy into a tailspin. Osborne said that 490,000 jobs will be lost over the next 4 years, some from attrition. Payments to the long term unemployed will also be cut for those who fail to seek jobs, saving $11 billion a year. A new 12 month limit will be imposed on long term jobless benefits. Increase in the retirement age will start in 2020, from 65 to 66 years. At the same time free eye tests, prescription drugs and bus passes remain. Premier Cameron promised not to make cutbacks in health care in the period before the election. This was his way of helping the Conservatives make a comeback to power....

Faced with slowing growth and the risk of credit ratings agencies lowering India's credit ratings the government of prime minister Manmohan Singh has decided to take some decisive steps, including a shift in coalition partners to maintain parliamentary support for these steps. When asked about what influenced the government's resolve to take these decisions, Chidambaram says credit ratings was one factor, another was the difficulty Indian companies were having raising capital inside the Indian market and overseas. In addition he says growth could not be sustained at earlier levels without new capital, and new foreign investment was needed for sustained growth. The Kelkar committee report provided a sense of urgency to the government by providing an independent view and showing the worst case scenario if the government maintained the status quo. Chidambaram says subsidies will now be transferred in the form of cash directly to beneficiaries and reduce costs by cutting leakage in the system.The government will use the list of LPG cooking gas households to transfer the subsidy for 6 gas cylinders directly to beneficiary accounts. The plan is to do the same for the Rural Employment Guarantee Program and subsidized foodgrains to cut the leakage that stems from duplication and falsification. The Indian government's ongoing program to use information technology to have computerized records of the the entire population and linking to the financial system, incuding a large rural population, now makes it possible to take these steps. On the Kelkar committee's recommendation to increase prices of basic commodities cooking gas, kerosene and food to reduce government subsidies, Chidambaram says this is ambitious and the government has to consider the political context even though it agrees that this has to be done over time....
