A 2011 film "Contagion" with Matt Damon and Gwyneth Paltrow, Jude West, showed vaccine supplies so inadequate in a pandemic that the limited supply had to be given out in lottery system.

This idea of prioritization stuck in the minds of planners in Britain including Health minister Matt Hancock. The idea of prioritization after the vaccine was manufactured and distributed caused British health authorites to seek the advice of Britain's best health scientists and clinicians. Hancock says "we ask the clinicians and we do it on the basis of how we can save the most lives most quickly." Britain concentrated on ensuring the most supplies to vaccinate every British citizen with two doses very early during the time when the vaccine was being developed.

President Obama's proposal on Dec. 17, 2012, in the fiscal cliff negotiations sets the figure at which Bush era tax cuts are permandently extended at $400,000 instead of the $250,000 in earlier proposals. Speaker Boehner's Republican proposal was for a figure of $1 million. The $400,000 proposal would mean that the top tax bracket of 35% would increase to 39.6%. Currently the tax rate increases to 35% from 33% at the cutoff point of $388,500. The White House plan now cuts spending by $1.22 trillion over 10 years. $800 billion comes from cuts to programs, with half of these cuts in federal health care programs, $200 billion in programs like farm price supports, $100 billion in military spending, and $100 billion in other domestic programs over which Congress has control. The White House proposal also supports additional spending on infrastructure, extension of expiring unemployment benefits, protection of "vulnerable populations" such as the disabled and wounded veterans on Supplemental Social Security benefits in inflation calculations, and permanently stop expansion of the alternative minimum tax affecting the middle class. On business investment the president's proposal would make permanent the credit for corporate research and development....

The People's Bank of China's decision to reduce the reserve requirement for deposits at banks by 0.5% is not likely to have much impact, as banks already have enough money to lend. The problem is more a lack of demand for loans as the economy slows. Inflation fears restrict the use of growth tools such as lowering interest rates and the housing bubble limits the use of construction spending to increase growth. Political uncertainty with a leadership transition, and economc uncertainty in Europe also limit options.

Ashraf Ghani and Abdullah Abdullah sign a powersharing agreement brokered by the U.S Secretary of State Kerry and president Karzai after Afghanistan elections in 2014. The question is whether the two can set aside their differences and make it work, and can they negotiate some form of peace agreement with the Taliban to give Afghanistan and the region years of peace after so much conflict. Pakistan and India's elites and military need to step up to the plate to set aside differences by looking to the long term future of the region and the aspirations of the people for better infrastructure, services, education and healthcare, so long denied to the region. The Kashmir floods, and the floods in Pakistan before that, recent elections in India and Pakistan showing the clear aspirations for development of the people, are a reminder of so much that remains to be done and so much that was never done.

Germany's economy has shown strong growth of 3.6% in 2010. Germany has benefitted from globalization, both on the demand side and the supply side. The euro provided additional demand from countries like Spain and Greece. And German machinery and automobile manufacturers see rising demand from China. Germany also has lower priced labor in Eastern European countries. The Mittelstand, the smaller companies making all types of machinery, are a strong part of the economy. And the Hartz reforms under former chancellor Schroder, have helped reform the labor market. Also German unions have been fairly restrained during this period of reforms. German schemes for retaining workers during the downturn helps retain core skills and supports a quick rebound. All this is helping make Germany look atttractive as a model to follow in the European Union. There are weaknesses in the lack of strong domestic spending, which means Germany is too dependent on demand in China and other countries. The other weakness is reduced productivity in the services sector....

Gap plans to close a fourth of its stores. 175 store closings are planned, with 140 by 2016. Most of the stores closed are in less desirable mall locations. This report from Myamar's capital Naypyidaw, says the capital with six lane highways with hardly any cars is symbolic of Myanmar since independence from the British in 1948. For most of this period it has been ruled by the military which keeps a distance from the prior capital Rangoon because of protests for democracy. He points out that western disillusionment with Aung suu Kyi comes from a failure to understand her position as a counselor not allowed to assume the presidency because her children are British citizens, that most of the key ministries are controlled by the military. She is a symbolic head following the 2015 elections and needs to work with the military in a long term effort to bring Myanmar into the community of nations after decades of isolation. Reporting from Myanmar Cohen of the NYT says it is necessary to understand this to understand Myanmar today and Suu Kyi's reticence in the face of the crisis from Bangladeshi migrants becoming one third of the population of the northern region of Rakhine. Cohen also points out that behind the image of Buddhist Burma in western eyes is a region of tropical jungles in the north with minority communities that came under British rule in Burma, and the fears of losing their identity of Burmese Buddhists in the Rangoon region. Cohen ends with a plea to give Suu Kyi more time and to remember her "letters from Burma" about the need for the rule of law and how the long traumas of military rule have affected a whole generation of Burmese children. It is easy he says for western media who have not faced down guns to de sanctify Kyi's image, but she remains the last hope for Myanmar in what he calls a game that is being played out with military rulers over a long, long period. ...

Germany's Economy minister Zypries warned that Germany would take legal action by taking the case to the World Trade Organization if president Trump imposes tariffs above that allowed by WTO rules. She said this before a meeting at the White House between president Trump and Chancellor Merkel. The U.S. is Germany's largest export market with 107 billion in imports and the U.S. exports 58 billion euros of products to the U.S. Zypries accepted that the large trade surplus of Germany was "a problem," but that America "needs our machines and industrial plants" for the time being. Germany has insisted that it does not provide unfair advantages to its companies, and that German companies were simply more competitive. Trump has focussed largely on China for anti-competitive practices, though he mentioned BMW by name during the campaign. In the last 2 years the euro has depreciated significantly against the dollar giving German companies competitive advantage, largely as a result of the ECB- in opposition to German economic policy- trying to stimulate the economy of other southern eurozone countries such as Spain, Italy and France. ...

Face-Lift, a cosmetic surgery company founded in 2001 in Troy, Michigan, closed operations in 2015. At its peak it was generating $186 million in revenues. With the shift to minimally invasive ways of enhancing beauty and youthful looks, face-lift business has suffered. Of over 15 million procedures, about 13.9 million are for minimally invasive procedures such as chemical peel, 6.7 million for botox injections, and about 0.1 million for face lifts cosmetic surgery. The business also suffered from heavy advertising costs of $1 million a week, using stars such as Debby Boone, and the low number of 2% in responses.

Spain's central bank says the Cajas savings banks have 217 billion euros in exposure to real estate and construction companies. Of this 100 billon euros is "potentially problematic." The Cajas have provisions for 38% of this. The government approved rules for minimum capital requirements. The capital ratios are set at 8% for all banks and higher for the Cajas. It said all banks will need to raise 20 billion euros by a September deadline. Barclays estimates this at 46 billion euros, twice the government estimate. The government will extend the deadline on a case by case basis, so that banks have until December 2011 to close sales of stakes to private investors.The government will then take stakes in the banks by September through the Fund for Orderly Bank Restructuring or FROB. After a 3 billon euro bond issuance in January 2011, the FROB has 4.5 billion euros on hand and a 3 billion euro credit line.

Fuji Heavy which makes Subaru cars is targeting sales of 50,000 cars in 2010 for China. It has no factory there and says it needs 100,000 in sales for putting up a factory in China. Sales in the US were robust and went up 39% in the fiscal year ending March 31, 2010, to 227,000. Sales for 2010 are targeted at 244,000 vehicles for USA. Germany's chancellor Merkel draws attention to Russia's human rights record in a meeting with Russian president Putin in Moscow, Nov. 16, 2012. The German chancellor tells Putin not to be so sensitive to criticism from the opposition, saying before the meeting: "I ask that not every bit of criticism is seen as destructive. Open a German paper and read what is written there. If I were always getting offended, I would not last even three days in my job." Germany's special envoy to Russia, Mr. Schockenhoff, has been especially critical of Russian suppression of dissent and opposition groups. Russia's response is that it will talk to other countries as trading partners but not about its domestic affairs. The Russian government sees the two way trade of $120 billion between Germany and Russia as "an air bag" to prevent any significant deterioration in relations. Siemens signed a contract for 675 locomotives with Russian Railways during the Merkel visit.
