Steve Lohr of the NYT talks of industrial policy by the Obama administration that is behind the new mileage standards of 31.5 by 2016. But when one looks at the huge gap opening up between compettitors in Europe and Japan and the Detroit carmakers in technologies for fuel efficiency, and the fact that foreign car makers now control more than 50% of the car market in the USA, it may just be that the Detroit carmakers will now be doing what it takes to compete with the Japanese and the Europeans. And one looks at it carefully one sees a compromise here by the Obama administration, the Euopeans and the Japanese have standards that require closer to 50mpg in 2016, leaving Detroit carmakers behind even with the new standards.

A big factor in U.S. car sales, which reached 7.5 million in 2015, exceeding the 7.3 million in 2000, is that a large portion of cars on the road were about 11 years old following the recession in 2008-2009. As Dexter Ford pointed out in a article in 2012 many car owners on the road had replaced the earlier 100,000 mile mark before buying a new car, with 200,000. This pent up demand, and the better technological features including gasoline conserving technology, gave new impetus to demand in 2013-2015. Lower gasoline prices at the pump of about $2.00 a gallon in Jan. 2016 across parts of the country made it economical to own SUV's and pickup trucks. The U.S. car companies Ford, GM and Chrysler-Fiat had sales of 2 million full size pickup in 2015, with the Ford F-150 leading. Car companies have come through a severe crisis and are taking steps to avoid a repeat of the mistakes of the past on fuel efficiency- Ford has introduced a lighter aluminium based version of the F-150 for example. Gasoline prices also provide buyers with extra money to meet car payments which now have been stretched to longer periods and lower rates by auto companies to reduce the cost burden per month. AAA says the average price in 2013 for a gallon of gas was $3.49, in 2014 at $3.34, in 2015 at $2.40. AAA says that 71% of gasoline stations sell gas at less than $2.00 in January 2016, and gas prices are likely to remain low for an extended period with lower demand from China, higher fuel efficiency going forward with stricter standards, new technology for shale oil production, and the replacement of cartel pricing by competing production from Saudis, Iran and Russia. On average Americans saved $115 billion on gasoline, or $550 per licensed driver, according to AAA's Daily Fuel Gauge Report of January 6, 2016. In addition to the $550 saved the higher fuel efficiency with new technology adds a corresponding amount to savings per driver. Add to this the lower payment at low rates over longer periods and the car payment per month has been reduced significantly in a improving job market, to support car sales....

Expensive new fuel saving technology investments at BMW to meet new pollution control standards in Europe (130 grams per kilometer) and boost fuel efficiency in the US. This year only 40% of its cars will meet 140 grams per kilometer. With a production total of 1.4 million cars BMW faces sizable investments with smaller car volume than the likes of Toyota and Honda. R&D costs have climbed 22% in first half 2007 to 1.5 billion euros. BMW has agreements to jointly develop some of the new technology with Daimler and GM on hybrid gasoline-electric drive cars. Michelin has come up with a tire that improves braking distance and reduces rolling resistance on the tire. This "green" tire is now on the Peugeot 308 model car. It brakes 10 feet shorter than the previous generation tire and cuts carbondioxide emissions by 4 grams per kilometer, equal to a reduction of one metric ton of carbon dioxide during the life of the car. Michelin charges 10% more for this tire. All this is happening while tiremakers in the US which hasn't signed the Kyoto Protocol like the Europeans have, are trying to dissuade Congress and the states from passing new legislation or adding to the current energy legislation to mandate fuel efficiency standards for tires. One of the US tiremakers arguments is that it would create safety problems by increasing braking distance. Which can't be very convincing if Michelin already has the technology. The Japanese tiremakers like Bridgestone also are trying to develop new technologies to come up with better more fuel efficient tires. As this happens will this put US tiremakers behind and give a competitive advantage to the European and Japanese tiremakers? Note that a study in 2006 by the National Academy of Sciences in the USA estimated that about 2 billion gallons of gasoline and diesel fuel could be saved each year in the US by reducing rolling resistance of the tires by 10%. This was estimated to be the equivalent of taking 4 million cars and light trucks off the road. Other studies on the cost side show that the increase in production costs in Europe for reducing rolling resistance of tires comes to about 20 to 30 euros. Add to the 2 billion gallons of gasoline saved in the US the amount saved in Europe and Asia and you have a substantial saving. Add increases in air conditioning efficiency, increases in fuel efficiency of automobiles, and you have significant reductions in demand over the next 5 years and even more over next 10 years. The really small cars like the HOnda FIt and the Toyota Yaris and the GM Aveo are piling up on dealer lots as the price of gasoline drops to $2 a gallon from last summer's $4 a gallon. At February end 2009 Honda had 22191 Fits on dealer lots enough to last 125 days at the current sales rate, and Toyota had enough Yaris subcompacts to last 175 days at the current sales rate, according to Autodata Corp. Chrysler has a 205 day supply of the Dodge Caliber, and GM 427 days of Aveo cars. Honda Civics are also piling up. Price shifts and shifts in consumer attention and buying behaviour makes it difficult to plan ahead. The American carmakers have shifted plants to smaller and midsize cars after seeing the disastrous drop in the sales of larger vehicles in the third and fourth quarters of 2008. Now government policy is to mandate fuel efficiency standards, there is talk of agasoline tax, and even the current numbers shows ashift away from the SUV's and larger vehicles of the past. Ford's sales analyst Pipas says that over the 5 months ending February 2009 sales of small cars totaled 718,000. This was down 28% over the same period in 2008, but small cars grew to 18.4% of the total market, up 2.1 points from the year earlier period. Part of this is that overall the market has declined much more than 28%. This also shows that policy in an industry-government partnership will have to show the way that is best for the US, to ensure that oil prices don't go up the way they did, when consumption at the pump was excesssive and fuel standards lax. This should also be done in a partnership with other countries like China and India to ensure that technologies are available worldwide to reduce fuel consumption and promote fuel efficiency, as keeping consumption per passenger for each mile travelled as low as possible will take pressure off the oil price. It would make automobile transportation feasible for a rapidly urbanizing Asia, and by reducing the pressure on price that urbanization and motorization in Asia would bring, help moderate oil prices for western countries. ...

Very important interview with the Vice Chairman of Chevron, Peter Robertson. He gives a very thoughtful view of the answers to the most important questions about oil, what will the price be like, what will it depend on happening, are some of the numbers being put out for 2030 realistic, and what can materially change the scenarios. He is frank about not knowing how this will come out, who knows the production numbers some years from now, it depends on a number of things happening, Iraq, Iran, Venezuela, Mexico, Russia, can potentially increase production if they make the necessary investments. In the case of Iraq having a stable government and peaceful transition. What happens in efficiency will define the picture on the demand side as we are already seeing new fuel economy standards and conservation across the board in all uses of energy. Robertson sees a lower price, but over time as new production comes on stream and bottlenecks in investment such as shortage of technical resources pool are overcome, and at the same time as conservation really kicks in including fuel economy and other methods. He sees production of 125 million barrels per day as a stretch, a twice stretch as the 80 million barrels per day now produced will become a low number so that will have to be pulled up too to reach the 125 number....

An interview with the President in which he says "the only real regulatory approach I've been interested in is in raising fuel efficiency standards so we can wean ourselves off dependency on foreign oil." Mr. Obama is saying that his real desire is to be doing less, when is has had to do more. The key words he comes back to are rules of the road, transparency and openness. The government's role in his view is to set clear rules of the road, but not to so few rules that you have the kind of situation that ocurred to setup this bubble and the financial collapse. In his view the right rules won't stifle finnacial marketplace innovations, but allow a recovery that does not have any of the bad characteristics of the financial bubble. He wants to see a sustainable model of economic growth that is not dependento on a supply of foreign dollars, or high levels of debt, and looks to the dynamism of the free market for growth.

A new report on American driving habits by Samantha Gross and Aaron Brady of Cambridge Energy Associates shows that finally the gasoline price increases are beginning to bite the consumer and American drivers are changing their habits. After increasing from about2.5 trillion miles of total vehicle miles travelled by Americans in 1998 to about 3.0 trillion miles in 2007 the last 6 months are showing a downward trend for the first time. In the late 1970's and early 1980's something similar happened with a deep recession, rising gasoline prices and improved fuel efficiency standards, during this period gasoline consumption declined by 12 % accordingt o CEA. What is different now? For one thing the environmental issues are a big factor now and they take a new meaning as developing countries like India China Brazil and Rusia as well as other countries with much larger numbers of people than the US and Europe are now part of the car buying and electricity using peoples of the world. Its impossible both for the environment and for resource supplies to meet the needs of billions of new people joining the global economy and western ways of living without doing something radically different. And he problem is immediate as China becomes the second largest car buying country and India is not far behind with an explosion in Nano sales expected in the next few years, and the huge demands on electricity in these countries meaning burning huge amounts of coal to generate this electricity and create global environmental problems. All this makes the 70's and early eighties period remotely relevant. We are looking at something hugely different and 21st century defining now as its clear fuel has to be conserved and resources shared between the western world and the developing world, and technology moved forward quickly to meet the needs of a new world of Asia, Africa, Europe and the Americas all bundled into one both by the global ecoomy and the way business operates and by the needs of people everywhere. And the media and public perceptions may be just catching up to these changes which are already taking place on the lands and under the feet of millions of people around the world. Some clues to what might have happened. Americans spent 4.5% of their after tax income on transportation fuels in 1981 according to Global Insight, a forecasting firm, and this went down to 1.9% in 1998, and is back up to 4% now in 2008. In California and more affluent areas of the country where the incomes are higher and gasoline prices are higher over 4% is spent on transportation fuels, whereas in areas of Alabama and Mississippi in the poorest areas where gasoline is less expensive this is over 16% according to the New York Times interactive graphic. During this period 1998 to 2008 demand increased for gasoline, in terms of the number of miles driven went up by 25% from 2.5 trillion miles driven to 3.0 trillion miles driven, and the sales of large pickup trucks and SUV's soared to make them the largest number of vehicles sold each year. At 1.9% of after tax income nationally, transportation fuels were cheap and consumers reacted rationally by splurging on gasoline in the USA. As a sobering note to all this sign of improvement in conservation of fuel the miles driven are still at about 3.0 trillion miles the high reached last year 2007. It will take a lag of a couple of years before a changing fleet to smaller vehicles and more fuel efficient vehicles and better driving habits and conserving fuel habits to make itself felt in transportation fuel usage across the USA and this requires prices at least at these levels to make the change seen as necessary to meet global needs and global environment....

Controversy about whether bringing back a revamped Ford Explorer is a good idea. Ford's Farley thinks Americans might still consider an Explorer with high fuel economy, getting it up to 28 mpg from 15 mpg. But the evidence is that Americans have soured on SUV's. Consider that during the cash-for-clunkers program more Explorers were scrapped, and by a large margin, than any other model. Sales are down from 450,000 at one time to 52,000 today. To get buyers to look at the Explorer Ford is trying to change the looks from boxy to sleeker car-based crossover , and add high tech features. In fact it is going to be built not as an SUV, but on the same architectural base as the Taurus.

Matt Vela responded to Shailen's comments on this article on the BW site. Comments were on NYTimes columnist Tom Friedman's remarks, about the dangers of overdependence on Mideast oil vs. GM and Ford's efforts to simply move cars off the lot. A quick reading of reader comments about 5-6 (all comments) shows a huge perception and marketing gap for Ford and GM if this is even anywhere near a representative sample, because they were heavily negative. Friedman said in the NYT, that "GM is more dangerous to America's future" than any other company, that "its like a crack dealer" addicting Americans to SUVs in the face of higher gas prices- by offering buyers of its least fuel efficient SUV's gas capped at $1.99 per gallon. He also said GM is in cabal with Ford and DaimlerChrysler to buy votes in Congress. BY May 2006 compared to 2003, in just 3 years, once popular midsize SUV's like the Ford Explorer, Chevy Trailblazer, and Dodge Durango saw a sales plunge of 50%. And this after the gas promotions such as the Ford one for free gas upto $1000 with aprepaid Master Charge debit card, enough for 6000 miles. Add to this zero percent financing. GM offered rebates of $2500 to $3500 per SUV. In this manner the whole profit structure of SUV's is being lowered, and no new strategy is being developed to deal with changing conditions and changing consumer preferences, and a changing global situation....

This is occurring in the middle of bigger changes, and as GM moves to introduction of more fuel efficient cars with better quality and appeal to younger demographics. GM is restructuring to transform itself into a global company with growing Asian sales and shifting volumes overseas. It is shifting employee and capital base to more countries overseas to create new opportunities and make GM a new and different company, a global company. Incentives pay part of the gas price for buyers, and more fuel efficient SUV's also chip in to pay gas costs. Americans are not out to get off the SUV's just yet, as fuel effficiency standards go up.The investments oil companies are making are expected to provide a payoff in increased production by 2008-2009, and the new oil policy of Saudi Arabia kicks in (see Naimi at CSIS 2006 meeting). The situation eases up for families accustomed to carrying kids around or hauling stuff around. White drives a Chrysler 300 sedan diesel powered and made for European use, fast enough to go past speed limit but still gives an average of 28 miles in city and highway driving. The EPA rating for this car is 22 miles per gallon in its US V-6 model, so the Chrysler CRD 300 made for Europe has a 27% fuel efficiency advantage over its American counterpart. White borrowed it from a friend who was showing European diesel technology in the U.S. Cleaner diesel technology is spotlighted in this test drive. Also attention is drawn to fuel availability. This fall oil companies will be required to supply Americans at the gas pump with low sulfur diesel fuels on which the diesel cars with the clean diesel technology run, for cars like the Chrysler CRD 300. Automakers from Japan, Europe and the US are looking to transfer this technology developed for Europe to the US, with some improvements to meet American environmental standards, especially in lare sedans, SUV's and pickups. The statistics for US diesel use on the road are as follows: 1. About 3-4% of light vehicles in the US run on diesel. White quotes industry executives as comfortable with a JD Power estimate of diesel use by 2010-2012, or about 6-8 year horizon of 10% of all passenger vehicles. 2. John Moulton, president of the powertrain division of Robert Bosch Gmbh, forecast diesel use by 15% of the passenger vehicles in the U.S. by 2015. Use in Europe is about 50% by comparison. 3. Usage of diesel will be highest in the bigger cars and vehicles . This is where the 20-30% savings in fuel cost would be substantial enough to cover the $2000-$6000 additional cost for the diesel powered vehicles using the latest clean diesel technology. DaimlerChrysler is already moving forward with coming up with versions of the diesel models used in Europe for the American market. VW currently is the leader in the American market. About 20% of VW's sold in April 2006 use diesel. This is going up every year 12% in 2004, 14% in 2005. In 2008 VW will have all its mainstream models available in all 50 states in diesel versions. ...
