More revelations such as Pandora papers may not do much because the inertia is institiutionalized and the political system is available for hire, says Prof. Prem Sikka of the University of Sheffield, UK. He says armies of accountants, lawyers and financial experts support this system, the regulatory system in the UK is ineffective, and too many MP's are on the payroll of corporations, says Prof. Sikka in The Guardian. It is the sheer size of the problem that is staggering and could be an indication of how it reduces upward mobility in society, leads to financial crises, and defunds infrastructure, defunds healthcare and housing in US, Europe, Britain and India. The size of illegal money and tax evasion money in the world today is according to this article in The Guardian simply astonishing- $3.6 trillion.

This is a big desicion by the Obama administration, and has global implications for the amount of oil consumed and the emissions discharged. The Obama administration will introduce one national standard for automile emissions and mileage standards, replacing the patchwork of standards and skipping over the challenges to the California standards by using those standards to set the national rules. The rules take effect in 2012. It will create a new national standard for a car and light truck fleet in the USA, that is 40% cleaner and more fuel efficient by 2016 than it is now, with a new average of 35.5 miles per gallon. The current national standard is 25 miles per gallon, and this standard has fallen way behind the Japanese and the Europeans. The Europeans went through their battles for fuel efficiency a few years ago with auto industry resistance, and this was finally settled with tougher standards, giving the European industry advantages in technology over the Americans. The American car industry stalled higher standards, and what standards were passed were whittled down by heavy lobbying in Congress. As a result a battle raged between those interested in conservation and the environment and the Detroit car industry, especially in a deteriorating global environment for this type of prolific oil consumption on American highways. This lack of foresight on the part of Detroit carmakers, and their management, accelerated their financial collapse in 2008 and 2009, as large car and truck sales collapsed. That this tough new standard of 40% improvement in 2016, would in fact not have been possible without this fiinancial collapse and turning to the government for a bailout - with the entire board of General Motors being replaced- is one of the ironies of this situation. This decision will almost certainly accelerate the development of smaller models, and bring the kind of attention to them that will give them the quality and features and comfort to make them command higher prices and become profitable, as is the case in Europe. For too long the American small car became synonymous with being a lesser car in many dimensions of design, quality, comfort and performance, so that it became a cheap car that you upgraded from to a larger car as you became affluent. It had been that way, but did not have to be that way after the world had changed. And the larger models like the pickup trucks and large cars are more likely to be phased out with the new regulations. This will also bring a `new sanity to oil prices, as the reduced consumption in the US will accomodate the increased consumption in India from the small cars like the Tata Nano which look set to sell in the millions, and still keep oil affordable for tight budgets worldwide. In this sense it is a victory for global good sense. For President Obama this is a personal quest, as he co-sponsored 2 bills in 2006, during this second year in the US Senate, one to raise fuel economy standards, and the other to encourage the use of alternative fuels....

Steven Rattner, was areporter for the New York Times covering the Chrysler rescue in 1970. He is now a key person on President Obama's task force for the auto industry, looking at the rescue of GM and Chrysler 39 years later. After working as a reporter for the NYT, he worked at Lehman Brothers and Morgan Stanley, eventually starting his own privae equity firm Quadrangle. He is an important fundraiser for the Democratic party, and for Presidents Clinton and Obama. In his current position as counsellor at the Treasury, the Obama administration can use Rattner's expertise as an investment expert and his finacial savy for issues beyond the auto industry. The President decided against a car czar as he wanted to be involved in understanding and making decisions for the auto industry, which may be wise considering the importance of these decisions, and considering that this would take advantage of a number of talented people on the task force with different expertise. Rattner ses the relevance of his expertise in investing, as the decisions for GM and Chrysler can be seen as investment decisions for the government, and under what circumstances and conditions can the government make a good investment in these companies. ...

With auto sales collapsing, initially for trucks and large vehicles in the face of gas prices at $4-5 per gallon, and the shift to fuel efficient small cars that the Detroit automakers failed to have in their product lineup, and in October 2008 with the credit crisis choking off credit to even credit worthy customers, GM is running out of cash for operations. The aftermath of the Lehman bankruptcy is to choke off credit to car buyers and to practically all companies. Sales declined 45% for GM in October over the prior year October. GM reported that it burned through $6.9 billion in cash in third quarter 2008, and ended the period with just $16.2 billion in cash reserves. Today GM made a honest assessment, saying "it will fall significantly short" of the cash needed to run its business in the first half of 2009. "GM's estimated liquidity during the remainder of 2008 will approach the minimal level necesssary to operate its business." Ford Motor said it burned through $7.7 billion in cash in the third quarter, leaving it with $18.9 billion at the end of Septemer, as its sales in October declined by over 30%. Ford's automotive business lost $2.7 billion in the third quarter....

That Chrysler was pushing its new Dodge Ram pickup with a cattle drive through the streets of Detroit in January 2008, and GM and Ford were counting on new redesigned pickups to help them through the year shows how badly the three companies miscalculated the market and how costly it will end up being. The Big Three may end up being the Big Two as Chrysler depends even more on larger vehicles like vans, SUV's and pickups and sales decline is the highest on Chrysler vehicles in June, and Chrysler does not have the money to come up with a completely new product line like its competitors. It also does not have the overseas operations that are earning money. For all three companies its finance arms which used to bring in earnings now are at a loss especially as loans go sour and the resale value of pickups and trucks is in a sharp decline. Cerberus Capital will lose its entire stake under the plan announced by the Obama administration. And Fiat will be limited to a 20% stake in Chrysler, down from an earlier figure of 30%. And Fiat will have to repay the $6 billion loan that the Obama administration is willing to make before in can take astake in Chrysler of above 49%. Obama administration official confirmaed that the Cerberus 80% equity stake no longer holds value and that the firm's ownership would come to an end. Only if Fiat and Chrysler reach an agreement in 30 days will Treasury invest $6 billion in Chrysler. The task force requires Chrysler to eliminate the "vast majority" of roughly $9 billion in outstanding secured debt. Cerberus acquired Chrysler from Daimler AG in august 2007 when US vehicle sales were 16 million a year, and did this by having Chrysler borrow heavilyusing its plants and property as collateral. $10 billion of secured debt was raised, and $2.5 billion was paid down of it. With prices of gasoline hitting $4 things collapsed. Chrysler sales fell 40%, and Chrysler was loaned $4 billion by Treasury. Now Chrysler has 30 days of working capital from Treasury till it reaches an agreement with Fiat, and before the government provides an additional $6 billion if the agreements as required by the Obama task force are reached....

In May 2008 the Honda Civic takes the leader position with most sales for a brand passing the Ford F 150 pickup, Honda's Accord and Toyota's Camry and one other car probably the Corolla also passed the F150 in sales, as the sales of the F150 plunged by 33% in May. This according to figures from Autodata, an industry statistics firm. A lot of new things are happening which will change the face of the industry forever. Japanese cars outsold American cars in the American market for the first time with 48% of the market compared to 44% for the US carmakers. And American carmakers now see the changes that are taking place to be permanent. In a sense economics and public perceptions are doing what makes sense in a globalized economy and a global workforce and globally shared aspiratuions for a better life in rising middle classes throoughout the develping world. For Americans to drive around in gas wasting vehicles was riding against the face of scarce energy resources being used in the best possible manner around the world to meet the aspirations of a global workforce of global companies. IBM now has as many or more people working for it in other countries and a huge number in India, how can scarce energy resources be used to meet in the best possible way to meet the aspirations of all of IBM's people, or for that matter the people of any other global company? Its only by Americans shifting to smaller cars and fuel conserving cars that this could happen. ...

With gas prices at $1.98 a gallon and crude at $55 a barrel in November and falling further are Americans going to need some special incentives or a gas tax not to go back to low fuel efficency or large vehicles? With about $1 trillion dollars of consumer debt in credit cards, auto and other loans and student loans, zero savings rate, and heavily in debt, and millions under water on their mortgages, the incentive is in the need to use the savings from lower gasoline bills to paydown debt. There is also the shift to parttime workers in the workforce a long term structural change similar to Japan after the economy became stagnant there. Parttime work means lower incomes and uncertain future and need to spend carefully. All these things will likely make the shift to higher fuel economy permanent, including legislative mandates, and new management at the automakers committed to serious conservation and the environment if government aid money brings new management at GM. And public habits are changing in how much and where they drive in pickups and SUV's, many using smaller cars and letting the SUV sit on the driveway for 2 or 3 car families....

Wagoner says GM can get 37mpg on average by 2012 for its cars in response to Congressional demand for higher fuel efficiency and energy conservation. Congress is looking for European mandated levels of 50mpg by 2015, which were initially opposed by European automakers also. It becomes the condition for loans. The awfully bad unemployment numbers for November of 533,000 layoffs led to some compromise from Speaker Pelosi, so that $15 billion could come as a bridge loan to the Detroit automakers from the $25 billion allocated for the specific purpose of fuel efficiency technologies. The only way this compromise could be reached is by a complete shift by the auto executives on the issue of fuel efficiency, which is a sore point with Congress especially the way automakers in Detroit have dragged their feet on this issue over 2 decades, contributing to the jump in oil prices in 2007 and early 2008.

Chrysler has no new models in its product lineup except for the small Fiat 500 car and some product redesigns like the new 2011 Jeep Grand Cherokee. For about 2 years Chrysler has had liitle that is new to show buyers coming into its dealership showrooms. As competitors Ford and GM recovered sales after the 2008 crisis, Chrysler's sales have been dismal. A lot is dependent on how the new Jeep Grand Cherokee is seen by car buyers. Chrysler and Mercedes had essentially redesigned the Grand Cherokee by the time of the bankruptcy filing in April 2009 and Fiat's takeover. So even though it is presented as the new Chrysler, analysts say its not something Fiat's involvement created. What Fiat added is attention to some of the technical details, and working on the marketing aspects so that its off-road and on-road capabilities are presented in the best possible way to attract buyer interest, keeping price as close to sticker as possible. The question now is whether in Chrysler's difficult situation, the American car buyer will respond to the new Cherokee with interest. Sales peaked for the Cherokee at 300,000 in 1999 and dropped to 50,000 in 2009....

Chrysler's second quarter loss of $172 million, follows a first quarter loss of $197 million. Operating profit for the second quarter was $183 million, compared to $143 million in the first quarter. Chrysler's forecast is to breakeven on sales between $40-45 billion. Revenue was up by 8.2% in the second quarter to $10.5 billion. Main problem Chrysler faces is an old product lineup. A slowdown in the economy in the second half of 2010 and in 2011 could hurt Chrysler more than the other automakers. To see what impact taking ownership stake in Chrysler over four years has accomplished for Fiat one has to consider the losses Fiat would suffer without Chrysler. In France the lack of a foreign presence required Peugeot Citroen to look for government aid. Even the initial investment in Chrysler by Fiat made use of the $2 billion in a breakup fee for an agreement Fiat signed with GM before 2007. Showing the huge dividends Fiat has gained from the new management team installed at Fiat in the last decade. This makeover of Fiat was done using younger managers under an executive from outside the auto industry. That alone would have not saved Fiat, leveraging the skills at Chrysler was a crucial opportunity. Fiat now has a 58.5% stake in Chrysler. Sensing this opportunity when first Daimler and then Cerberus private equity failed with Chrysler, taking advantage of the government aid to Chrysler after the 2008 financial crisis, and creating a partnership with the government on issues such as fuel efficiency, may be the biggest achievements of Marchionne and his team of managers. Sensing the opportunity to get geographical diversification by taking on Chrysler separated Fiat from Peugeot Citroen, which lacked this diversification and had to turn to the French government for aid. Taking on the Chrysler venture, sensing the timing and balancing the risk with management knowhow, securing the right kind of deal with the U.S. government to reduce risks in 2008, turning Fiat technology in small cars into a saleable asset, and managing the relationship with the Obama administration, separates Marchionne and his team from a management team that would have seen its role in a purely Italian turnaround which would have not lasted. ...
