Much of the cost for Canadian oil sands are fixed costs and once these costs are incurred production increases can take place over decades say Canadian oil sands company executives. CFO Corey Bieber of Candian Natural, says costs at it large Horizone mine are at $37.13 Canadian dollars per barrel in Jan 2015. He expects to cuts costs by at least $10 Canadian dollars per barrel by higher volume production cutting the operating expenses. Increasing production says Bieber does not mean adding people. As a result most of the Canadian oil sands producers can operate at oil well below US$47 a barrel, as low as $30, and are increasing production in 2015. This means Saudis will have to face competition from Canadian oil. It also means the Keystone pipeline will still be needed to transport Candian heavy oil to Gulf Coast refineries in the U.S. Suncor, the largest Canadian oil-sands producer, is increasing capital spending to C$7.2 and output by 11% in 2015. Canadian Natural is increasing production by 7%, and Syncrude Canada Ltd. is planning a 6% increase for 2015....

U.S. oil exports are expected to average 1 million barrels a day for all of 2017. In 2016 in some months the average was 1 million barrels a day. U.S. oil exports make up 1% of global oil volumes, yet the added inventory has helped keep prices in the range of $46  to $55 a barrel in mid 2017. American crude is at a $2.50 discount over the Brent crude benchmark, making it profitable to export to far away locations. Back-haul economics also helps as tankers coming back from the middle east can now take crude back with a stop in Europe. Oil exports go to China and Europe. Production declines in China have led to China importing from the U.S.

Fears that the conflict in Syria might spill over and lead to a conflict with Iran pushed up oil prices. At the same time the new forecast by the International Energy Agency in early August 2012 showing a 20% decrease in demand growth in 2013, as a result of the economic slowdown in the U.S., Europe and China, acted to put a lid on oil price increases. Light sweet crude for September delivery was at $92.87 a barrel on the New York Mercantile Exchange on August 10, 2012, and Brent crude was at $112.95 a barrel on the Intercontinental Exchange.

Jim Krane of the Judge Business School at Cambridge University, points to an important development- the increasing consumption of oil in Saudi Arabia that is shrinking its ability to be a reserve supplier in the Middle East when a Iraq, a Kuwait or a Libya's oil supplies are cutoff. Saudi population and industry is growing and is using up a quarter of its oil production. Consumption is at 3 million barrels a day, more than the oil consumed in Germany, and is growing at 10% a year. Use of oil is subsidized by the government and with social spending up in Arab countries a cut in subsidies is not expected anytime soon. Projections by Jadwa Investment of Riyadh show that the reserve margin will disappear by 2020. By 2038 Chatham House in London predicts Saudi Arabia will become an importer of oil. This is important because America's sanctions against oil imports from Iran require the Saudis to step up and act as the reserve supplier. This happened with Libya, and 1.5 million barrels a day were cutoff after the revolution. Iran exports 2.2 million barrels a day. This will keep supplies tight and keep pressure on oil prices in 2012-2013....

The NYT report that provides details on what Iran agreed to in the deal reached in Geneva on November 23, 2013 with western nations and the P5+1 that includes Russia and China. It provides a 6 month period in which additional steps to secure that Iran's program is limited to peaceful uses can be achieved. It also slows the Iranian nuclear weapons program by about one month according to this report, and gives additional warning if Iran moves in that direction. Not enough to dismantle Iran's nuclear enrichment program which is what Israel, Saudi Arabia want to see. France has called for tougher steps to limit the nuclear program in prior negotiating sessions. U.S. president Obama has looked for a compromise which would provide the opportunity to do this at a later stage, possibly through a series of smaller agreements. The sticking point is Iran's insistence that it has the right to develop nuclear energy for peaceful purposes like other signatories to the UN Nuclear Non-Proliferation treaty. This may be the only agreement that could be reached at this time, leaving tougher negotiations for a later stage when more trust and credibility is achieved, without the risk of jeopardizing a future agreement that goes further and seriously tackles the problem....

US effort to strike economic deals and business deals that will change the direction of South and Southwest Asia in ways that are the need of the hour. DJT replaces the failures of the Republicans under Reagan, and his 1983 Middle East Envoy Donald Rumsfeld, who knowing about the use of chemical weapons intervened on the Iraqi side with arms support that led to the subsequent wars. Rumsfeld was to lead the US into Afghanistan War in 2001 and into Iraq War in 2003 by his Office of Special Plans intelligence. By contrast DJT wound down these wars and is now setting a new path to peace in the Middle East by showing the economic path that India now leads for South Asia, and South west Asia's Saudis, Qatar, UAE and Pakistan. This is a remarkable change for Republicans and the Nation, which has the support of well meaning Democrats, including Biden.

The language and tone of the leaders says something about what is likely to be the outcome of the G20 summit. Its a first for significant participation, as countries as diverse as Russia, China, India, Indonesia, Saudi Arabia, and the Netherlands are represented. The credible positions of both sides, the US, UK and Japan, and the European side of France, Germany and the Czech Republic, well presented, provide for some serious discussion and negotiations. France's Sarkozy and Germany's Merkel want to see a global regulator that would reach inside the borders of the US with stricter regulation. Sarkozy calls this "nonnegotiable." And he said that he would reject an agreement that puts off stringent new regulations on banks, tax havens, and hedge funds. He said "the compromise has to come from all countries around the world." US President Obama said that if there is going to be renewed growth it can't just be the US as the engine, everybody is going to have to pick up the pace," at the same time saying that the US had to be concerned about its own deficits. The fact is that the US stimulus will mostly help a severely impacted domestic economy recover with social safey net payments to local and state governments and unemployment insurance, as well as targeted investments in infrastructure, education, energy and health care. It will not mean anywhere near the kinds of imports the US made from other countries, especially China. And Obama made that clear when he said the US will never return to that situation, where the US had become a "voracious consumer market." For the Germans the major market for their middle companies is China, and China has its own stimulus spending on infrastructure spending, which should provide for continued imports of machinery from Germany at a much lower level. Thus Germany and France see a strong tendency to call the source of the crisis and repeat that call till the US listens, and refer to the failure of free market capitalism in its unregulated form. And to insist on fixing it through a global regulator with strict and systemwide rules. So you hear this in Merkel's words, "the foundation for this finacial architecture must be laid now, that is why we seem to be so tough." While the vivacious Sarkozy talks of compromise, and a US gesture in regulation in return for Franc's gesture of joining NATO, the mild mannered Merkel is clear and focussed about her concern. She rejects the idea of linking stimulus spending demands of the Anglo-Americans with the Franco-German demands for global systemwide regulation. "This is not a bargaining chip," she says. The media may mistakenly report lack of consensus as a failure of the summit. But in the long run in the presence of good positions on both sides, it could lead to some tough negotiations even if continued at another meeting. And result in something serious, credible and lasting in its impact, rather than something that was easy and did not in Andy Grove's useful words involve "constructive confrontation." ...

Solomon and Said give a detailed account of the events leading to the steep decline in oil prices to $61 a barrel by December 2014. The steep declines have caused a shock for OPEC and non-OPEC producers. A price decline of this magnitude may not have been anticipated by the Saudis, and there are divisions among Saudi officials and in the royal family about whether such steep cuts are best for Saudi Arabia. The price per barrel of oil for each OPEC country to balance its budget varies widely, according to IMF and IEA, WSJ, sources. For Saudi Arabia this estimate is $106, Iraq 101, for Russia $98. The Saudis have $750 billion in foreign currency reserves. At the high end are Libya at $184, Iran at $131, Algeria $131, Nigeria $122, Venezuela $117. The UAE is at $77, Qatar $60. Norway is at the low end at $40. On Dec. 19, 2014 the price of Brent crude, ICE for Jan. delivery was $61.38.

The narcotics revenue source is only one of three sources, says Defense Sec Gates. The other two are funds generated locally from the Pashtun minority in Pakistan, and funds generated from outside sources like people in Saudi Arabia and Kuwait. A 2006 World Bank report says the hawala system- an informal money transfer system using a network of money brokers with little oversight- "carries out the majority of the country's cash payments and transfers." Of the local sources, its only now that the Pakistan government is making a serious effort to freeze these bank accounts traced to the Taliban. The CIA says it has identified the charities and organizations that send money, but it is not clear if these sources have been suspended. The implications of this is that the war could be sustained by the Taliban even if the opium crop was destroyed, or smuggling routes and labs were destroyed. Gates points out that the very same external funding channels for sending money by wealthy Muslims that the US supported in the 1980's to help Muslim militants expel the Russians may still be open today. His comment that "it would't surprise me if some of those channels were still open today," suggests that even the Defense Dept does not know how these channels operate because of their extreme secrecy. In a way this shows how the war and the people that the US supported have come back to hurt the US, just as the people on the Pakistani side find that the people they supported in the Afghan and tribal areas and the Taliban organization they created is now coming back to hurt Pakistan. What makes it deeply disconcerting is that as Gates points out, there is so little time before the patience of the American public wears out with rising casualties. And on the Pakistani side there is so little time also because the war is spreading to Pakistani cities. In response to bellicose speeches by Republican presidential candidates Mitt Romney and Rick Santorum at the American Israel Public Affairs Committee conference on March 6, 2012, President Obama stated at a press conference: "This is not a game..The one thing we have not done is we have not launched a war.. If some of these folks think we should launch a war, let them say so, and explain to the American people." The U.S. president, advisors and intelligence officials believe that Iran has yet to acquire a nuclear weapon, that there is time for sanctions to work and make the Iranian government give up any weapons programs it is working on. Their view as stated by the U.S. President is that this time cannot be measured in two days or two months. Recent elections in Iran show divisions in the government between the Ayatollah Khamanei and premier Ahmadinejad, with the elections favoring candidates supporting Khamanei. There is also the dynamic of changing relations in the Middle East- between Iran and other countries such as Iraq, Turkey, Saudi Arabia, India- which have strong ties to the U.S., and Iran's relations with China and other countries which have close economic ties to the U.S. In addition in a country with a demographic skewed heavily towards younger people and a third of the people under 15, the democracy protests in 2011 about a flawed election in 2009 are supported largely by university and college students. That election may actually have been stolen by Ahmadinejad from Mr. Moussavi, who in an election eve television debate accused Ahmadinejad of "adventurism, illusionism, exhibitionism, extremism, and superficiality," (Nazila Fathi, NYT 6/4/2009). These factors are likely to be behind the Obama administration's sense of a "window of opportunity," to use Mr. Obama's words. Recent polls by the University of Maryland's Prof. Telhami show only 19% of Israelis favored a military strike without U.S. backing in Feb. 2012, and Israeli public opinion experts see Obama's position as reflecting a sound judgement. Research by Citigroup shows that at a price for Brent crude of $120 with an escalation in Iran, it would take 9% of the world's GDP to support the higher energy costs, hitting Europe especially hard (Liam Denning, WSJ 1/6/2012)....

In his foreign policy address following the northeast state primaries Donald Trump outlines a policy with less foreign engagement in trouble spots, and greater reliance on partners in Europe and Asia contributing to joint defense. It also includes building up the military and nuclear arsenal. It criticizes the Bush administration for intervention in Iraq that benefitted Iran, and the Obama administration for policies that led to the rise of Islamic State. Because Trump is not for supporting foreign engagements in trouble spots the difference in Trump's policies is not announcing or signalling in advance what U.S. response would be, instead keeping it unpredictable. It is not clear how much this would work given that any president would inherit the situation before him, and also the complexity of the situation would not change, such as the need to have Iranian cooperation and Saudi cooperation to tackle Islamic State. The Bush administration started with a similiar intention to focus on domestic policy, till the 9/11 surprise attack steered it away towards nationbuilding overseas. The pendulum swung in the latter years of the Bush adminstration to the Iraq intervention, Abu Ghraib and Guantanamo, followed by a swing in the other direction to allowing Libya and Syria disntegrate leading to millions of refugees. Complexity, surprises, and swings of popular opinion, are unlikely to go away, even as caution is exercized and military capabilities enhanced....

Ami Ayalon, a former director of Israel's Security Agency (Shin Bet), proposes that Netanyahu take the small tangible steps in the direction of a two state solution for Palestine. He says this would lay the groundwork for reduction in tensions in the Middle East by aligning Saudi Arabia and other Sunni States, Turkey, Israel and the U.S., towards a lasting settlement. Ayalon refers to two changes in the Middle East that others have observed- the street is exercizing major influence on events in the Middle East and this presents an opportunity to defuse a lasting irritant in the form of treatment of Palestinians. The Iranian Shiite influence in Iran and Iraq provides Sunni and other Muslim states an incentive for serious and lasting settlement of the differences with Israel. These are two influences that present opportunities to move forward, says Ayalon. Adding that if Netanyahu fails to grasp this and make serious moves in negotiations, Israelis should vote him out of office. The move he is calling for is for Israel to declare it has no sovereignty claims over areas east of the security fence built in the West Bank. A voluntary evacuation and compensation would take place and settlers who stay would have some form of assured status under the agreement. The Israel Defense Force would remain in the area till a firm agreement with guarantees is put in place....

DJT says Iran does not want to talk to the Europeans, it wants to talk to the Americans. He says it is hard to stop the war when one side is winning. Russia and the US have better relations than under the Biden administration which is proving to be an important factor in this war. As it is about nuclear proliferation, not regional powers- the Israelis, the Saudis and the Iranians. Both Russia and the US are technologically sophisticated powers with different interests, they are world powers because they have first and foremost important responsibilities in nuclear non proliferation and the health of the planet. By allowing regional conflict in Eastern Europe to cloud this fact and not engage with Russia as a world power the US under Obama and Biden had failed to grasp a key principle of peaceful relations since World War II. We argue that "western powers" is a concept of colonial powers France and Britain, and western civilization is the reliable concept that includes Russia, and includes China and India that have embraced the creation of the modern world by western civilization. ...
