By 2007 Winterkorn was head of research and development at VW. He is known to be meticulous about the cars VW shipped, subjecting them to rigorous inspection. The software placed in VW vehicles that reduces the emissions for testing even as the vehicles continue to release much higher level of pollutants into the air, was installed between 2009 and 2015, according to the reports.
