Katie Tobin deputy assistant to the president shows how Kamal Harris cut migration from Guatemala with her action to stabilize Guatemala after the destabilizing of the region by Reagan and Bush through wars started in the region. The achievements to get Guatemalans and Central Americans to stay home compares favorably with the wars and weapons sent to the region under Reagan-Bush that led to gangs taking over San Salvador and young people leaving. Consider $300 million in humanitarian assistance during COVID years, $5 billion in foreign investment lined up to create 250,000 jobs, pulling US AID and IDFC agencies for loans, and arranging for anti-corruption candidate to take over government in Guatemala following elections. It is an exceptional record achieved in a few months trying to undo decades of destabilizing Central America by Republicans Reagan and Bush. Reagan-Bush also destabilized the US with wars in the Persian Gulf, Iraq and Afghanistan, because infrastructure in US was neglected, and manufacturing jobs were shipped overseas under failures of Reagan-Friedman economic theories destroying communities across the US over three decades.

In 2012 Michael Boskin, who helped George W. Bush, with the NAFTA North American Free Trade Agreement, wrote this article in the WSJ about the normal trade using trade models that take into account the advantage of cross border trade and size of economies would be 20 times the $2.7 billion in trade between India and Pakistan in 2012. This would be $50 billion. This would have increased to $100 billion by 2020 under normal trade. Instead in the year of the 2022 floods when Pakistan is one third under water, and cross border trade never made more sense, the OEC data show trade at less than $300 million or one three hundredth portion of what trade could be if normalized.

Jiang Zemin, 86 years and former president, who set China on the three decade push for modernization, put his imprint on the seven member Politburo Standing Committee that runs China. Jinping and five other members of the Politburo are close allies of Jiang Zemin. Zemin was Mayor of Shanghai, China's business capital during the Koumintang pre war regime and now in the post war period. He made some of the reforms that led to China's entry into the World Trade Organization and its subsequent rise as a major trading nation. His support for Jinping gives the new president room for making political and economic changes that are needed in this period. The older members of the Politburo, most in the mid-60's, placed on the Politburo by Zemin are likely to be cautious and the outlook for change is uncertain.

Without a new approach to increasing health care costs, especially considering the demographic changes in the U.S. with more people on Medicare in future years, the problems of defunding other areas such as education, R&D, and infrastructure, to fund these increases is likely to continue. Estimates show that the 50 million Americans enrolled in Medicare in 2012 will grow to 80 million by 2030, according to the Medicare program actuaries. Demographic changes as the baby boom generation ages mean more Americans relying on Medicare and Medicaid. With continually increasing health care costs from costly technologies, increasing of diabetes, asthma and other diseases, pricing in the medical industry, and some fraud costs, this is a toxic mix that will lead to to a situation where one of three dollars in spending get swallowed up here.

During the boom years much of the investment, about three fourths of the growth rate of over 4%, came from infrastructure investments that supported exports of soyabeans, iron ore and other commodities to China. Under the Worker's party socialist governments that get much of their support from the northeast, this disguised the low investments in public infrastructure services for drinking water, health sanitation, public schools and transportation services. This is a problem in developing countries of Latin America, South Asia, and Africa, with some regions lagging behind in essential infrastructure services, even with high growth rates.

The Indian lower house of parliament passed a Food Security bill in August 2013. Rieff says China made serious progress to reduce malnutrition from over 21% for children under 5 years to around 7% today after 1990. In India malnutrition for children under 5 years is above 40%. There is a lot that developing coutnries can learn from each other in this area including the Bolsa Familia program in Brazil which uses the concept of improving vaccination for children and school attendance as requirements for subsidy payments to the poor. Mexico and Indonesia have different versions of programs to help the poorer sections of society. The problem is acute in India because of indifference induced by caste and other considerations and the high level of malnutrition for children. Rief says how good is ademographic dividend when many of these children are permanently and silently impaired by malnutrition by the age of three. India's Congress party leader, Sonia Gandhi, put it differently in parliament: "What is our responsibility to these people?"

A wariness with foreign powers in China stems from the influences left behind from the British commercial interests and the Japanese invasion of China. Compared to that period, the period of collaboration on an equal footing and playing field is is a short and recent one that has taken place for just three decades 1985-2015. Fears that the accelerated development in China could slow down without a strong central government, combine with the awareness of the need for western technology and open communications in today's global economy to accelerate the development, create in the Chinese mind a problem that needs to be tackled carefully to continue progress. Awareness of the huge inequalities and corruption in the rush towards modernization, need to tackle extensive contamination of air and water, and need for social security and healthcare for an aging population create a new urgency for careful policy making to sustain progress.
