What this tells one is that GDP requires a new indicator which is Quality GDP which will mean that if you pollute rivers and air then real GDP as an economic concept is totally inadequate even useless, unless one subtracts from that economic GDP number the amount of investment it would take to clean up the rivers or the air. If regulatory agencies cannot control industries from polluting rivers, the case in China, then an additional number has to be subtracted from economic GDP called regulatory deficiency adjustment. The GDP numbers were gained through indiscriminately burning fossil fuels and this means climate change damage so that to be correctly stated China's GDP number would have to be offset by deducting the adjustment for trillions of dollars in climate change correction action. This would shrink the gap between India and China's GDP to where India may be in a position using advanced technology, renewable energy, regulation, and large foreign investment to close the gap with China in the next 10-15 years. China could also benefit because of the new approaches taken by India could be something to learn from as the two countries each have the population of the EU and the US+ Canada combined.

Large institutional buyers such as insurance companies and pension funds have exited the market for Italian and Spanish government bonds creating a great deal of instability in the market and pushing up yields as aresult fo the fear factor. The need for the ECB to take up large scale purchase of bonds to induce these longterm buyers to return to the market and restore a measure of confidence. The June 28 summit authorized the rescue fund, the European Stability Mechanism (ESM or EFSF) to make these purchases, but experts say it has only 248 billion euros and needs to go back to markets for additional funding.

The Indian lower house of parliament passed a Food Security bill in August 2013. Rieff says China made serious progress to reduce malnutrition from over 21% for children under 5 years to around 7% today after 1990. In India malnutrition for children under 5 years is above 40%. There is a lot that developing coutnries can learn from each other in this area including the Bolsa Familia program in Brazil which uses the concept of improving vaccination for children and school attendance as requirements for subsidy payments to the poor. Mexico and Indonesia have different versions of programs to help the poorer sections of society. The problem is acute in India because of indifference induced by caste and other considerations and the high level of malnutrition for children. Rief says how good is ademographic dividend when many of these children are permanently and silently impaired by malnutrition by the age of three. India's Congress party leader, Sonia Gandhi, put it differently in parliament: "What is our responsibility to these people?"
