CSU faculty organized against OpenAI contract expiring June 2026 at a time when students/faculty worry about loss of critical thinking skills amid 40% unemployment of new graduates. This is the California State University System once a major national institution of education under Governor Edmund Brown Sr in the 1960's that powered the 60's middle class, now torn apart by mistakes in higher education. Imagine Teniente-Matson in an AI created form speaking in many languages not realizing that this has little to do with education, as shown here in the NYT- coming to San Jose State from Texas A&M San Antonio. Both Hispanic student dominated institutions of education that have first generation Hispanics entering college- the promise of this first generation finding opportunities in the US economy. It is already fading for new graduates with high unemployment of 40%. The AI Initiative pushed by Governor Newsom in the state has created confusion or chaos says the NYT. This is the biggest 4 year public higher educational system in the US with 22 campuses, with diversity in California about 50% Hispanic. This is what "great" looked like for America in the 1960's with Eisenhower and JFK. Today with such misplaced initiatives and lack of the same wisdom and dedication to knowledge from that in the 1950's and 60's it is a fraction of its former self. It was marketed at $16.9 million for 500,000 licenses by OpenAI as a way for these first generation Hispanic college students most working class people to move forward. But as every commencement speech and everyone from the president to business leaders can attest it is all about hard work, hard work, hard work, and focus on reading and math, on sound basic skills, with pen and paper not ipads and iphones and AI that this job will be done. AI can never teach someone to persevere, to overcome obstacles, to put in the hard work over and over again to accomplish great things or to develop the curiosity for knowledge, the sense of new discovery  for scientific knowledge and invention that has powered America and Europe for three centuries. ...

The US added 517,000 jobs in January 2023. Forecasters had estimated only about 200,000. Much of the coverage focused on tech layoffs. Amazon for instance laid off 18,000 workers and it has a workforce of 1.5 million people. By comparison the US labor workforce is 168.5 million people. And there were 11 million vacant jobs by the end of December 2022, according to the US Labor Department. Some of the tech workers laid off were hired in other business. The labor market is also much larger than tech.

With a redrawing of the tech map and where the jobs are tech jobs shift to mainstream manufacturing, health, banking and retail, says this report in the NYT. These companies invest steadily in tech jobs but did not go into manic hiring sprees in the way Amazon or Alphabet once did. Overall employment in tech occupations increased to 6.39 million in November 2022, a 12% increase over the prior year. Chase, Amex, Nike, Wal-Mart and General Motors offer more stability for tech workers. Overall US tech workers increased from about 3 million workers in 2000 to over double that in 2022. Unemployment is at 2% for tech workers compared to 3.7% for workers overall. The problems at Alphabet and Amazon and layoffs are making it easier for mainstream retail and banking companies to hire tech workers. Chase Bank alone has over 50,000 tech workers.

Higher savings, covid assistance checks, and cheap credit led to higher consumer spending in the second half of 2020. This lasted through the higher inflation in 2022 when consumer spending outpaced inflation by two percentage points. The share of monthly income set aside for savings dropped from a high in April 2020, to 7.5% in December 2021, to 3.4% in December 2022. This is rapidly reversing with increase in mortgage rates and interest rates by the Fed to 4.75%, home and car sales the lowest in a decade. Inflation is at 5% year over year and wages up 4.6% in December year over year. The labor market is tight with about 10 million unfilled jobs and unemployment at 3.4%. Tech and other companies that overly expanded during the pandemic and are under antitrust oversight are laying off some employees. A recession is possible but this depends on how Jay Powell at the Fed reads the employment situation so that it brings down inflation but not so much that it hurts American workers. ...

The best US cities for jobs is changing rapidly in 2021 after the spread of coronavirus. Los Angeles, San Francisco, Chicago, Boston lost jobs. Jobs shifted to hubs in the interior of the country as remote work changed the workplace. Salt Lake City in Utah, Austin in Texas, and Denver became new hubs with environments that included mountains, healthier living, quieter lifestyle, lower costs and efforts to attract employers. Tourist spots suffered with Orlando in Florida moving to 47th place in terms of jobs. The US lost 9 million jobs in 2020 changing how the jobs market in cities looks. The WSJ looks at the changes in this report. Tech hubs such as Raleigh in North Carolina, and San Francisco suffered decline as remote work created new opportunities for cities in the interior of the country. By contrast Salt Lake City was growing twice as fast from 2000 to 2017, and has increased in popularity with surrounding areas of Provo and Ogden in Utah. Walmart with 2000 H1-B visa offers for the first half odf 2025 halts the process in October 2025. Amazon had 10,000 H1-B offers highest number of H1-B visas offers by June 2025, Microsoft, Apple and Google had 4000 such job offers. India makes up 70% of the H1-B visa program and CHina 12%. It hurts the US workforce by bringing in lower paid IT workers to replace higher paid American workers. Bloomberg has adocumentary on the H1-B visa program that highlights abuse of the program that hurts American workers by the Tech companies. It also hurts India by diverting talented engineers needed for India's rapid modernization and creating a culture in which talented engineers in India look outside the country for jobs.

This report in WSJ shows that remote work is a lasting trend because companies can now hire talented individuals from anywhere in the country or the world, and pay less for the same talent. In the past talented individuals were attracted with high pay packages to cities such as San Francisco, Seattle, New York, Boston and Los Angeles. Companies can now choose to avoid paying these high pay packages and have a broader talent pool to choose from. This is because these cities became costlier and less attractive with cramped apartments relative to the choices for remote work. In the example cited here a machine learning expert shifted from a small cramped apartment in San Francisco to work for Twitter from a small town named Katy in Texas where she has a 5 bedroom large apartment and a nicer community of 20,000 people to live in west of Houston. One in 8 jobs posted on Linked In as of August 2021 are for remote work, many times the percentage of remote work job postings in 2020, showing this trend is here to stay. There is a large shift of millions of workers in tech related fields exiting the cities of San Francisco, New York, Seattle, and Boston for smaller cities in other parts of the country such as Utah, Texas and other states in the US. A similar trend is observed in Europe. America's professional classes are moving to hybrid or remote work in large numbers says this report in WSJ. At one point in 2020 about 35% of workers in the US or 50 million workers were doing remote work during the lockdowns. In August 2021 this figure is closer to about half of these workers even as workers return to work offices. It is believed that the BLS statistics understate the number of remote workers at 20 million and 14% of workers in August 2021. Large crowded and hugely expensive cities are no longer attractive for employers or for tech employees or professional workers. ...

Kate Conger NYT looks at working for Google in 2007 vs 2025 how tech or software jobs are not exciting anymore. Many of the so called Tech companies -as technology and science is the very basis of life since the year 1700 in UK, Europe and the US and today's "Tech" is a misnomer in that context- have become huge bureaucratic, and unresponsive. Computer coding is not the profession it once was, not even in India as Indian reports show it has also lost it's glamour there. This kind of "Tech" of Google, Apple, and social media was always a cultural fad that made things look cool so that the highest profit margins could be made and justified, ignoring the essential facts about science and technology over 300 years 1700-2000 in the UK, Europe and the US. Since the early scientific observation in the 18th century in UK and Europe science has underpinned our lives, and with the industrial revolution and machines it has covered every aspect of our lives with new inventions and scientists into the 19th, 20th and 21st century. As a cultural fad of the Google /Apple kind it came on the back of the largest deindustrializing of US and Europe in the late 20th and 21st century, and ignored the fact that science and technological application is part of everyday life, the very meaning of the word modern that Japan, China and India has aspired to, to copy the Europeans and Americans, not the prerogative of any corporation.   ...

This WSJ report shows how a record 4.4 million American workers resigned from their jobs in September 2021 alone. WSJ shows map of US with the states where this is happening marked with "I Quit." States with the largest quit rates have large share of employment  in food, restaurant, hotel and entertainment industries- Hawaii, Montana, Utah, Oregon, Colorado, New Hampshire, Louisiana. In the northeastern states the education sector which accounts for a larger share of employment the quit rate has risen at the fastest pace since January as shown in the Labor Department numbers. For years wages, benefits and working conditions in the food, restaurant, grocery store, hotel and entertainment industries, supply chain logistics, lagged behind, exacerbating inequality and widening the income gaps between working class Americans and the professional and other classes. Increases in minimum wages lagged behind the cost of raising families, rent and grocery bills. Professions such as nursing, children's education, critical to the nation's health were also left behind in wage increases as the tech boom rewarded different sectors in outrageous ways worsening the social divide and creating pools of income scarcity and income abundance in indiscriminate ways. The pandemic is changing all this. Workers in states with higher proportion of workers in these sectors of the economy are saying "I Quit," as they seek better opportunities elsewhere and better working conditions. The checks to working class Americans in 2020-2021 as aid for the pandemic, the child credits, investments in affordable housing, child care, early childhood education, and other aid in the Biden Families and Workers plan are giving workers for the first time in decades the right to choose better working conditions and incomes over worse working conditions and incomes that were set without regard to their role and contribution to the welfare of the whole country and people.  After the lockdowns in the northeastern states, States such as New York, Massachusetts, New Hampshire, Rhode Island,  with higher vaccination rates and rebound in the economy are seeing higher job openings. This is making it possible for workers in the northeastern US to quit jobs in educational services and other sectors  for better paying jobs, better working conditions, remote work options, and improved work-life balance. ...

Andy Grove makes this passionate plea for the dignity of workers in America in 2010. It is worth reading in 2020 what this founder of Intel Corp and pioneering spirit of Silicon Valley has to say. Andy Grove of Intel says there is something seriously wrong when the unemployment rate in the Bay Area is higher than the 9.7% national average for the USA. American companies have added jobs like crazy in Asia, but things are sputtering back home. Hon Hai has 800,000 employees and makes most of the electronic and computer products for American companies. Grove says startups are not the answer, unless they scale up and create jobs the way Intel did starting back in 1968, with a $3 million capital infusion by investors. The move from the first production model to mass production is critical, as companies hire thousands of people. Innovation and scaling up have to go together. He makes his point clearly by pointing out that Apple has 25,000 employees. For every Apple employee there are 10 employees in China working on Apple iMacs, iPods, iPhones. And he adds that the same 10 to 1 relationship applies to other U.S. tech companies. And here Grove asks the tough question by first posing an answer. He says it sounds like- no big deal, we keep the high paying jobs, we keep most of the profits, but what kind of society are we going to have with highly paid professional workers and lots of people unemployed? And he doesn't mention that there are a lot more young people unemployed. He says the US has become very inefficient at creating tech jobs, and it would be a great mistake not to act decisively early on. And adds that the investments in such areas as solar power and electric car batteries have to be made early on to maintain leadership in these areas. Grove faults academics like Alan Blinder and others who say loss of manufacturing jobs and whole industries was no big deal. The U.S. has forgotten the value of manufacturing jobs. He wants to see America focus on jobs and rebuild its industrial base. And less of transferring engineering knowhow and new technologies overseas, technology that can help bring innovation and scaling up of factories at home. In his view individual companies doing their own thing, in a misguided fashion that jobs don't matter, is not the answer to the situation we face. The industrial economies of Asia, China at the present day, have focussed on jobs and technology, and scaled up. Grove reminds readers of the situation in America in 1932, when jobless veterans demonstrating outside the White House in large numbers were dispersed by soldiers with live ammunition and fixed bayonets. This makes him shudder at the very thought of it, and brings back memories of his early years in Hungary, as a young man in 1956. Are we listening? ...

Bradsher, Tankersley and Cohen say in this NYT report- US industrial policy under president Biden corrects the failures of the past. Chinese experts in Hong Kong say the US and Europe deindustrialized their economies with pursuing of policies called "neo-liberal" but basically Reagan era policies that Democratic presidents Clinton-Obama imitated. As they deindustrialized it created disaffection among the struggling lower and middle income classes making $35,000-$106,000 that were big losers in the process, creating threats to democracy as financial and tech, plus pharmaceutical sectors took control of the economy. China's success comes from three decades of mastering the ways of practicing industrial policy that it can support private companies with low cost land, additional subsidies that reduce the cost of production and provide a buffer to absorb losses so that it could dominate key industries. Policies where textbooks and economists trained in the US failed utterly and completely leading to dangers to US democracy that we see as opportunities for good paying jobs in manufacturing disappeared for middle and lower income households from 1980 to 2020. These economists trained in the US always said see lower cost Chinese made goods means lower and middle income people pay less, never saying that this means all opportunities for better paying jobs in manufacturing will be lost for these classes in society. The tech and financial sectors had close ties to the new arrangement that turned manufacturing over to China from the Reagan era to the Obama and Trump era. Apple and Tesla and many industries benefitted from manufacturing mostly outsourced to China. ...

Just days after the collapse of Francis Scott Key Bridge on the outer harbor of Baltimore, a key part of Maryland's infrastructure and its industrial and shipping jobs, this report in the WSJ shows candidates will not be discussing how they will fix the many problems from infrastructure, to rebuilding manufacturing, and investing in education, healthcare. On the same day March 30, 2024 the WSJ headline was that many other large bridges of this size all over America could collapse including Chesapeake Bay, Verrazano Narrows and George Washington in NY-NJ, and Golden Gate, San Francisco-Oakland in California. On the same day an interview with Morris Chang of Taiwan Semiconductor showed 92% of advanced semiconductor manufacturing was controlled  by TSMC with much of it located in Taiwan and China, under a business model that means advanced technology manufacturing in the US that would take the place of the lower tech textile and other mills sent to China, would also be shipped out. Manufacturers in the US including Apple HP and others agreed, leaving American workers in the lurch, hitting communities all across America without manufacturing jobs and without hope. The pandemic and ensuing lockdowns, unemployment in the US separated workers from their jobs just long enough to give them a chance to rethink how bad their jobs, incomes, and working conditions were before 2020, says this expert in the NYT. The aid to unemployed workers through long term unemployment benefits, moratorium of rent payments, direct money to households, gave workers enough financial room to make the choice not to go back to poor paying jobs with huge contact risks from coronavirus in the restaurant, fast food franchise, travel and entertainment industries, related industries.  With the Biden administration investing in child care, maternity leave, care for elderly leave, new opportunities for relocating and looking for work were opening for women, and for men who had stuck to old jobs and put up with lousy conditions because of a lack of alternatives. Biden administration's Families and Workers Plans, the effects of the pandemic, helped to shape a new culture of what was possible for workers- a sense that dignity in the workplace was part of culture in America. Restored by FDR/Truman and now again by Biden after two tech booms in the 1920's and the 1990's. A similar situation of a change in culture respecting the dignity of workers and of work is taking place in European Union as stated by SPD leader Olaf Scholz in his election campaign in Germany. Scholz is now incoming Chancellor replacing Merkel. European Union countries have better laws and rules in place for worker retention, and also better worker protections so that the great resignation that happened in America took place in a milder version. ...

Mexican president Nieto's poll numbers are at all time low of 24%, according to Reforma newspaper. He took office in late 2012 and has been hurt by human rights scandal of the murder of 43 students in the state of Guerrero, corruption issues, and failure to improve the economy. The invitation to Trump to visit Mexico left even people close to the president surprised, and was criticized widely inside Mexico. It is not clear what Trump or Nieto gained from the trip. As Trump continued his talk about building a wall on the Mexican border and having Mexico pay for the estimated $23 billion it would cost. He did this in a speech to supporters in Pheonix on the same day he met Nieto, showing the use of teleprompters and prepared script was not his way of campaigning. Just as the message to black people that Democrats take them for granted cannot resonate without the basic message delivered with compassion and understanding- such as done by the presidents Bush and Reagan- so also the message to Hispanic people is suffering from the same lack of empathy. Recent polls show only 3% of blacks support Trump. McCain and Romney gained only 4-6% in the U.S. presidential elections of 2008 and 2012. The message of the wall is also baffling as an election strategy. A Gallup poll in July 2016 shows only 15% of Americans opposing a pathway to citizenship for illegal immigrants, and only 24% of Republicans. There is another problem in the strategy. The rhetoric about walls and mass deportations, and the Trump temperament combined with handling of nuclear weapons is not winning college educated women in the suburbs with polls showing Trump lagging behind Clinton by about 20 points or 4 million voters with this group. It is hard to undo the damage done by this kind of rhetoric used in the primary elections as it gains distrust of voters. It would require a bad economy with illegal immigrants taking local jobs, and handling of immigration seen as weak, for such a message to gain some national traction. Both are absent for the most part with a steadily improving economy since 2012, lower unemployment, a tough enforcement policy on deportatons under Obama that exceeded that under Geoge W. Bush, and the talk of a wall comes with illegal immigration having declined steeply since the 2008 financial crisis. The real culprit appears to be elsewhere, the triple hit taken from hollowing out of the manufacturing economy that hurt the Conservatives in Canada, the insecurity created for older whites from the job losses and hits to net worth from the 2008-2009 financial crisis, and the increasing loss of access to health care and educational opportunities with high  costs. About 62 million households or the bottom half of the distribution in the U.S. have a net worth of about $10,000, a quarter of this group having zero net worth, according to the Federal Reserve's Janet Yellen at an Inequality Conference in Oct 2014. Problems no wall is going to solve, problems that built up over 2 decades, problems that will take a generation to fix.  It shows the tech miracle of the last 2 decades as a mirage for quality of life of the middle and working class. Apple to ship 25 million iphones made in India to the US for the June quarter 2025, meeting 50% of US demand. This will reduce iphone tariff from 20% for China to 10% for India. Apple will take $900 million in added costs for the tariffs for the June quarter and higher costs for future quarters. Apple made 24.8 billion on $95 billion in sales for the 1st quarter of 2025.  Apple will not get the $20 billion payment it gets from Google for making Google search the default search engine on Safari web browser. This is 25% of Apple profit. A federal judge declared this payment illegal on antitrust grounds. Another federal judge has referred Apple's App policies for criminal contempt investigation. Apple has been late to recognize the dangers of concentrating production in one country. Eight years after the 2016 election won by DJT Apple has not corrected this concentration in one country. Apple has focused on proift alone ignoring the potential for education for it's products such as the iPad. The public perception of Tech companies is that Tech is all about profit alone without regard for the Nation, education, investment in American communities and jobs, and other needs. ...

Gerald Seib of the WSJ says president Biden is coming back with new actions to revive the Democratic agenda after a challenging period in the first year. Yesterday's first formal press conference of 2022 gave Biden an opportunity to respond. Why the WSJ, NYT, did not cover on their online edition front pages president Biden's first formal press conference on Jan. 19, after 1 year of the Biden administration, will remain a mystery. With the American press acting this way it did not take much for Germany's DW.com to run the story with the title "Biden's first year weighed down by disappointment," with a thoughtful Biden at the press conference replaced by a picture of Biden staring downwards.  This is only the first year of the Biden administration. Actions are planned to ease the supply chain situation and bottlenecks at ports. Much is made of inflation, Afghanistan, Ukraine, by Republicans assailing the Biden record. President Biden responded to this by asking at the press conference what Republicans are for. On Afghanistan Biden held firm on not investing billions of dollars every week when there is so much need in America and the rest of the world at this time of the pandemic after a failed adventure for 20 years in "a graveyard for empires."  Biden pointed to the bright spots in 2022- vaccination and testing achievements in the face of anti-vax sentiment with 200 million vaccinated, the job creation in the economy with unemployment way down and wage increases by employers, and the $1 trillion in infrastructure spending tackling much needed projects state by state with immediate impact. Rarely has a president faced so many challenges in the first year as Biden pointed out- vaccination drive in the face of the Delta variant and anti-vax sentiment, the Ukraine crisis with a president Truman period like event of the Berlin Wall coming up just potentially around the corner, and efforts to tackle problems left untackled for a generation in infrastructure, for working families and climate change. Scoring on infrastructure spending, one of the three, with the other two for working families and climate change to be tackled in the remaining three years and beyond.  Biden also told the American audience at the press conference that he was reminded of what his father used to tell him- that if all goals are equally important, nothing is important. In saying this he said help for working families through child tax credit, child care assistance, community college education funding, health care costs, climate change investment were priorities for his administration that would be tackled step by step. And he pointed out from the outset of the conference that only one or two senators were blocking the party's plan for children and working families. All 48 other senators were united in the Democratic party behind his plans for workers and families. As were 5 Republican senators who he said he would not disclose because of confidentiality. In that sense president Biden already has the majority he needs in Congress. This is not happening because of the peculiar situation of the 2016 and 2020 elections in the US and also in Europe- the historical problem of administrations of Democrats in US, Social Democrats in Germany, and Labor in Britain having give up on their working class families and middle class roots. Tech revolution and internet has further complicated the situation with economic changes, tech companies not paying taxes normally due, and tech workers shifting to Democrats yet living in a world distant from working class families fracturing social cohesion. This is changing in Germany with Scholz in Germany with the help of the Greens determined to restore the dignity of working class families, for Biden with a similar coalition, and a process underway in Britain as Labor returns to its roots. In essence Biden was saying- the process of unwinding decades of unwise policy that hurt America as a nation and leader of the free world would take time, requiring a patient step by step approach. To bring America closer to its own roots and Jefferson's immortal words of "all men are created equal and endowed by their Creator with certain unalienable Rights, and among these are Life, Liberty, and the pursuit of Happiness." Jefferson went on to say in the Declaration that when government becomes destructive of these ends it is the Right of the People to alter it.   ...

Seen as a rural urban divide, less educated and well educated and tech workers the situation in France looks similar to that in the US in the elections of 2016 and 2020. With business in the US and European Union shifting manufacturing to China and the governments neglecting rural areas, decline in standard of living for people on pensions that have not kept up with the cost of living, the situation in France as in the US is decades in the making. Bernie Sanders and Melenchon were appealing in different ways to younger people yearning for change and a system that would correct these changes.   Melenchon coming this close to less than one percentage point of Le Pen in the first round of French elections shows that a straight Macron Le Pen version of what has happened is an oversimplification, just as seeing the changes in America under president Biden vs Trump would be a simplification, as voters for Sanders who voted for Biden are changing the Biden agenda and setting America on a new path. A path to reshoring jobs that were sent to China, rebuilding American manufacturing, increasing workers wages and restoring workers leverage for higher wages, investing $2 trillion in child care, housing, supporting worker incomes and families, supporting older Americans on pensions. In the same way beneath the idea that nothing has happened after the yellow vest protests for cost of living, that has not only not gone away- but increased in the concern for cost of living in this election with the surging inflation - new developments are happening.  Even as Germany under Merkel appeared not be changing in 2020- 1 year after Merkel the situation will have changed completely to address social concerns that were ignored earlier and to invest in infrastructure in a big way. Behind this is a fundamental change that is taking place. Facing a challenge from totalitarian states the fabric of society in the free world, the US, Germany, France, other EU states, India, and nations in the free world will have to respond with changes that restore the fabric of society to what it was before this kind of fracturing, bringing all parts of society together to bring all the energies in place for rebuilding, investing in infrastructure, restoring local manufacturing and renewal. It requires a unified effort to be put in place to respond in the right way.     ...

Gone are the views on deficits, on wars, and on imports and transfer of technology to China as being acceptable.  Five years from 2015 when Mr. Trump came into prominence with his new style taking on the establishments of both parties with a fierce disdain for convention, both the Bushes and the Obamas and Clintons, the Republican party is completely transformed. Registered Republicans are now 60% non college educated in 2020 compared to 50% non college educated in 2016. The Trump policies on trade putting American workers first and America first have a resounding popularity with this audience- this should be no surprise after decades of job losses and factories shipped overseas under the previous administrations for 2 decades. Most of these workers are not college educated and are white and had enjoyed a good standard of living with a high school education in American factories till the shift of American manufacturing to China destroyed good paying jobs and impoverished the American working class.  Only 30% of college educated people are registered Republicans in 2020 compared to 40% in 2016. Overwhelmingly about 90% of registered Republicans are white.  They are majority male and older but there is a significant about 40% female and 40% young population under 40 years of age. This might resemble the party put together by Missouri Congressman Harry Truman as he led the Democratic Party in 1948 with a majority of non college educated Democrats, fighting for American workers and America first in the cold war with Russia. Truman also had a rough Missouri farm language and accent comparable to Mr. Trump's rough style and language disdainful of the old establishment and new tech establishment. Both were heavily disliked by the media and both did not let this bother them in any way. Both liked facing large crowds as Truman showed in campaigning by train across the country and Trump has shown in campaign rallies run in his own way. ...

The Indian prime minister's choice for heading Indian Railways and the IT Ministry is similar to his choice of Mr. Jaishankar for the Ministry of External Affairs. He selected a person with the drive and conviction as well as the experience to tackle the important job of modernizing Indian Railways so that it provides the convenience and access that is seen in Europe with new investment and advances in technology. The 50 year old Vaishnaw is from Orissa, yet grew up in Jodhpur where he attended engineering school, before doing M Tech from IIT Kanpur. He had an all India rank of 27 in the Indian Civil Services exam. In 2003 he worked as Deputy Secretary in the prime minister's office when Atal Bihari Vajpayee was prime minister. He was private secretary to Mr. Vajpayee in 2004. He then studied for a Masters degree at the Wharton School of Business, University of Pennsylvania, and worked for General Electric and Siemens in India in transportation related projects. By 2019 Ashwini Vaishnaw had caught the attention of the Indian prime minister as a capable administrator with a can do attitude in India's modernization efforts. He was nominated for the upper house of parliament. In 2021 July he was appointed to lead 2 important ministries - railways and IT. His first action in the first 48 hours was to ask senior officers in the rail ministry and IT ministry to work two shifts alternately from 7am to 3pm, and 3 pm to 12 midnight so that work can be pushed forward that needed to be done in great speed for modernization. Delivering on the vision of the prime minister for modernizing the country is now the task of this ministry and Mr. Vaishnaw. ...

It is shocking that San Francisco spends $700 million on homelessness with a lot of the money not getting people off the streets. There are large issues of how American society in 2024 had neglected the needs of large sections of the population, and not made investments in the right places, lost jobs from deindustrialization. San Francisco's new Mayor is Daniel Lurie of the Haas Levi Strauss jeans business family. His mother Miriam Haas is the billionaire widow of Peter Haas, descendent of Levi Strauss, who was president of the company. Daniel Lurie is taking a $1 salary, and his motivation for this job is to get San Francisco hit by high homelessness and crime, drug use, and office vacancy, back on its feet again. Levis Strauss was founded like Bank of America in this city on the west coast. Lurie found it hard to explain to his two children the homelessness and the dismal condition of parts of the city. He is helping hotel workers get a decent wage in a society that has created a huge gulf between the low paid with less and less access to things essential for a healthy life and people in Tech work who have vast surplus income for such access. It also means getting the police force down to 600 back up to 2000 and with good morale and public support to clean up the city. ...

Dana Goldstein of the NYT looks at the big problem in education today- the failure to teach reading and writing skills to students in American schools. Goldstein cites two alarming statistics. About 40% of students who took the ACT writing exam in the high school class of 2016 lack the reading and writing skills to pass a college level composition class in English. 8th and 12th grade classes in the U.S. have 75% of the students lacking writing skills proficiency, according to the National Assessment of Educational Progress. Of the 1204 comments to this article in the NYT, many of the 17 selected by NYT say the problem is that students lack reading skills. Other problems shown here are the handicaps created by technology, yes technology. Mobile phone use is common and this is done quickly with the least attention to write good sentences, little attention to punctuation, spelling or grammar. Half or incomplete sentences are easier to type on mobile, so a new generation grows up thinking that this is normal. As a result a whole generation of kids have not learned to read or write well, constructing sentences with limited vocabulary. Steve Jobs and Apple may say that iPads and iPhones, smartphones and other tech devices have advanced reading with the beautiful display technology screens, but this is not what is really happening. Google may say that its search helps people access good reading materials, and this too is not what is really happening.  Equally alarming is that there is no clear agreement on how to tackle this problem. The No Child Left Behind 2002 law set a program emphasizing reading and use of multiple choice questions to test reading skills. This was followed by the Common Core standards now implemented in schools for 6 years that shift the focus to writing. Yet the results are still the same, showing little progress. Goodman cites as examples of disagreement, the Writing Revolution project which focusses on grammar and other writing skills, and the Long Island Writing Project that focusses on students finding their own voice by freewriting. A student in the freewriting class which encourages finding your own voice, expresses her frustration by saying she doesn't hear a voice- what voice, she asks.  One of the problems is that teachers themselves lack writing skills. A look at 2400 teacher preparation programs shows little attention paid to teaching writing. The head of the Reading and Writing Project at Columbia University's Teachers College, says Common Core failed in implementation of massive teacher training, which is required to address the problem. As a result remediation programs are needed badly in colleges to fix literacy skills, when better teaching would have prevented the problem in the first place. Little understood or debated is that every generation has to learn about the country's democratic institutions, every generation has to make its own effort to gain civic literacy- it is not something that can be taken for granted or handed down from one generation to the next. Without reading and learning about how these institutions function, young people lack the skills for participating in our democracy and in the global economy. ...

Japan has accomplished a remarkable transformation of its workforce and its economy even as the working age population is declining. For years Japan was seen as a stagnant economy with a rapidly aging population. In recent years Japan has shown how a change in policy can work. Since 2012 working age population declined by 4.7 million, yet the number of people working increased by 4.4 million. The proportion of the population in the workforce rose sharply since 2012. To do this Japan turned to three underutilized parts of its workforce and population- the elderly, women and new immigrants. Japan has pursued an active policy of reviving the economy by bringing women into the workforce and breaking taboos on new immigrants. In 2004 Japan raised retirement age from 60 to 65, and then made it mandatory for companies to raise or abolish the retirement age, or introduce a system for re-employing workers who retire. This has changed Japan a lot with Japanese men working well into their 60's and 70's. In the west coast city of Kanagawa which now has a bullet train to Tokyo, out migration was a big problem that added to a declining workforce. The head of Ohara, a family owned company that makes desserts tried a novel method of advertising to seniors in apartment blocks and starting attracting seniors to fill worker shortages. It found that seniors came to work on time, performed even tedious tasks, and brought a great deal of experience. Since then the regional government has started programs to get more retirees and women into the workforce. The special programs teach small companies to adapt to the needs of retiree workers who can work in shorter shifts of few hours and do less physical jobs. Women need predictable hours to pickup children from school and shorter work weeks, for which the regional government program helps companies adapt by sending in specialists to guide the companies. As a result female participation in the workforce, for very long a big handicap is no longer so. Female participation has jumped to 63%, higher even than that in the OECD where the average is 62 years.  Japanese women had a M curve that meant they worked most in their 20's. less in the 30's with children, and more in the 50's. First the government tried to correct this with extended parental leave, increased childcare, and rewarding companies with good work-life balance. Then in 2009 the effort accelerated with employers required to offer 6 hour days if a worker asked for this. Under prime minister Abe's "womenomics" effort child care was significantly expanded- by 2015 Tokyo went from 28 to 38 spots open for every 100 two year olds. Alongside these efforts the Abe government tried to get companies to rethink their assumptions about quantity of work and overtime as productive effort. One could work shorter hours and be productive, and the old notions were seen as resulting in lower productivity. As fathers with parental leave took on more responsibility the changes transformed the attitudes for women at work. Most remarkable is the quiet change in immigration policy. The government allowed foreign construction workers to address shortages for work on the 2020 Olympics. It introduced a 3-5 year visas program for nursing care workers. Two new categories of visas will add 340,000 additional blue collar workers over next 5 years. The total foreign born workers in Japan doubled from 2012 to 2017 to 1.3 million. ...

Greg Ip provides useful insights into the nature of the economic recovery in Britain compared to the U.S. by 2015. The recovery in Britain has done better than in the U.S. in job creation, but has lagged behind in productivity gains. The labor force participation rate is 72% in Britain compared to 68% in the U.S., going back up to 2007 levels in Britain, whereas in the U.S. it has steadily declined with some older working class Americans too discouraged to look for work and left behind. Stagnant wage growth is a major issue in Britain, more so than in the U.S. where wage growth is slow. Economic austerity is not the main cause of the economic difficulties as the coalition government of prime minister Cameron relaxed earlier goals for austerity by 2012 with tax revenues and growth below forecasts. The structural budget deficit has been reduced by 6.6% of GDP since the peak, and the Office of Budget Responsibility estimates the UK economy was 1.5%-2% smaller by 2013 because of the austerity policies. Britain was also affected by the eurozone crisis to a larger degree than the U.S. Productivity remains a long term challenge- with needed investments in housing, education and infrastructure, improved lending for new business, and higher tech improvement exports....
