US had also put forward its pitch for 82% North American content and 50% of it from the US for all automobiles sold in the US. Carney takes a positive approach presenting Canada as a strong partner that would Make America Great Again by offering its vast mineral resources, and its resources of oil and LNG. It says LNG will double from 2030 to 2040 from 50 million to 100 million tonnes of LNG annually. 56 critical minerals agreements with $18 billion in investment, doubling the electricity grid for lowest cost power and second lowest emission in OECD countries. Canada is an anomaly in trade says Sir Ivor Jennings in his book on the British Commonwealth. Its trade east to west is an anomaly when if it was truly apart of the North American economic region it would trade north to south. This is the result of Montgomery's failure to take Quebec during the War of Independence as Washington planned the war with Britain. For instance Ontario would trade with Vermont and New Hampshire and New York near its borders. Instead the dairy industry in Canada operates in competition with the US and sends product east to west. Washington and Oregon are not trading normally with neighbors British Columbia instead shipping product back to eastern Canada. For years the US allowed Canada and Mexico benefits in trade that hurt is own auto industry. Margo Oge, headed the Office of Transportation and AIr Quality at the U.S. Environmental Protection Agency from 1994-2012. Here she points out the contradiction in what automakers supported when the current fuel emission standards were set and today's effort by the Trump administration to loosen the standards. She also points to the contradiction between the trends in Europe, China, India, which are moving towards stricter standards and the U.S. reversing direction.  About one dozen states in addition to California have the power under the Clean Air Act to set their own standards. These states make up about one third of the U.S. market. What would result is a fracturing of the U.S. market. This would create problems for automakers as one expert recently pointed out in the NYT, that automakers should be careful what they wish for.  Automakers such as Ford say they support the current fuel emissions standards, yet call for flexibility. GM's CEO, Mary Barra, says she supports current standards. Toyota also says it supports the current emission standards. And diesel engines are now declining in Europe as a result of fuel emissions standards to preserve good air quality. History has shown the automakers have suffered badly from competition when emissions and fuel efficiency standards were lax. During the last decade the auto industry in Michigan faced decline as a result of poor management decisions and lack of foresight in pushing forward with new technologies in this field. The current recovery in the auto industry is a result of a reversal of the poor decisions made between 2000-2008, including fuel emissions and fuel efficiency, air quality decisions.    ...

Steven Rattner, was areporter for the New York Times covering the Chrysler rescue in 1970. He is now a key person on President Obama's task force for the auto industry, looking at the rescue of GM and Chrysler 39 years later. After working as a reporter for the NYT, he worked at Lehman Brothers and Morgan Stanley, eventually starting his own privae equity firm Quadrangle. He is an important fundraiser for the Democratic party, and for Presidents Clinton and Obama. In his current position as counsellor at the Treasury, the Obama administration can use Rattner's expertise as an investment expert and his finacial savy for issues beyond the auto industry. The President decided against a car czar as he wanted to be involved in understanding and making decisions for the auto industry, which may be wise considering the importance of these decisions, and considering that this would take advantage of a number of talented people on the task force with different expertise. Rattner ses the relevance of his expertise in investing, as the decisions for GM and Chrysler can be seen as investment decisions for the government, and under what circumstances and conditions can the government make a good investment in these companies. ...

For US automakers each component of the savings above may cover all or more of the $2.5 billion in tariffs some of which may be returned in rebate form to the automakers over 4 years. For example GM CFO is cited as as saying the shift in EV's alone could reduce losses by $2 billion in 2025. That more than makes up for GM's  $1.1 billion losses from tariffs shown in this WSJ report. It is more accurate to say foreign automakers in the US pay $9 billion in tariffs if they don't raise prices, Toyota alone will take on $3 billion in tariffs. And American makers Ford, GM, Chrysler Stellantis pay $2.5 billion of which some of it will be returned to the automakers inthe form of favorable policies to increase market share of US automakers with the 15% on imported cars and savings from not having to make electric vehicles in volumes that don't sell without the charging infrastructure, and savings from not having to invest on rapid conversion away from gas powered vehicles.    ...

The Ford Motor Company's effort to get president Trump to work on a compromise with California on fuel economy standards has failed. Leaving the industry split with Ford on one side and GM, Toyota on the other siding with president Trump on lower fuel economy standards than set by California and lower than the standards set by Mr. Obama. When Ford made a deal with California it got an antitrust inquiry, and led to the Trump administration speeding up its effort to strip California of its authority to set its own fuel economy standards. This WSJ report says the legal fight between Mr. Trump and California is likely to be long and drawn out with Ford and the auto companies caught in the middle. It also shows how the disagreement with the Trump White House can lead to unforeseen consequences and more uncertainty. Ford had originally expected that a deal with California which relaxed standards set by Mr. Obama but not similar to Mr. Trump's would show California would compromise. Foreign investment in the auto industry is having a significant impact in the growth of Mexico's middle class. VW has plants in Puebla, General Motors in Silao, Chrysler in Toluca, Nissan in Aguascalientes. Production increased by 24% in February 2012 over the prior year. The growth is likely to continue. Facilities in Mexico have high productivity and are technologically equiped comparable to plants in the U.S., Europe and Japan. Nissan plans a $2 billion investment in a plant in Aguascalientes. Because of the lower cost of living, with food, transportation and health care costing less, even though household appliances cost more, workers at a Mexican plant earning $4 an hour in pay and benefits or $130 a week can still have a decent standard of living. Foreign investment is likely to grow with Mexico's emphasis on technical education - about 130,000 engineers graduating each year according to Mexico's president Calderon- the work ethic of young Mexicans joining manufacturing plants, the productivity of these lower cost plants, and a growing market in Latin America. Nissan plans to produce 1 million cars in Mexico with an investment of $2 billion in Aguascalientes. Nissan has succeeded in taking over from VW as the preeminent manufacturer in Mexico, and has 32,000 workers in the Aguascalientes area, once a small town but now a thriving city of 700,000. Drug cartels have no interest in places like Aguasalientes, which is why foreign investment continues to come into Mexico. The lack of economical credit- interest rate on car loans is about 10%- and the flow of about 600,000 used cars each year into Mexico from the U.S. has restricted growth in Mexico's automobile market. Jose Munoz, Nissan's senior executive for Latin America sees this changing as more credit including Nissan's new financing center in Aguascalientes make lower cost credit easily available to a growing middle class....

GM and Ford are burning cash at a rapid rate. And the Energy Department says it is unlikely that any of the $25 billion in loans already approved for fuel eficiency retooling of plants will be disbursed by the end of 2008. GM used up $6.9 billion in cash in the third quarter of 2008 leaving cash reserves at $16.2 billion. It needs $11-$14 billion to fund ongoing operations. Ford burned through $7.7 billion in cash in the third quarter of 2008, leaving it with $18.9 billion. Both companies cannot fund salaries and ongoing operations if the market continues to collapse the way it did in the third quarter 2008 with losses of 30-45% in sales. Government support is the only way to fund operations but instead of the $50 billion initially talked about for lifesupport by the government the numbers will run into much more and even then there is no limit to what may be needed. Chrysler is in much worse shape, because it depends on the US market entirely for sales, and is the weakest of the three Detroit carmakers. It is privately owned so figures are hidden, one can guess that big numbers are involved for Chrysler being rescued or merged or taken over by the government....

Automobile parts imports into the U.S. have increased from $89 billion in 2008 to $138 billion in 2014, up from only $31.7 billion in 1990. In a huge shift in wages with increasing global competition wages at an American Axle plant in Michigan at $10 an hour are about what Target stores and Wal-mart pay for retail workers. An new generation of workers in manufacturing are seeing a shift from being in the middle class during their parents generation to lower class, with this downward pressure on wages as parts are manufactured in places such as Mexico and China.

US president DJT speaks at the Economic Club of Detroit, looking back at a year of rapid action on the US Border, Big Beautiful Bill, Tariffs action, Cutting Cost of Living action on several fronts, and action against drug/people trafficking by Venezuela, Mexico. Highlights of the speech which comes to a state that decided the 2016 election for DJT and which is the center of America's automobile industry started by Henry Ford in Dearborn, Michigan. He had restored the automobile industry to the days when it was the leader in the world and when names such as Henry Ford, Alfred Sloan of General Motors, were the envy of the world, by bringing auto manufacturing back from places like Mexico, Japan and Germany. Back to America after years of reckless outshoring by American business under the Bush, Clinton, Bush and Obama administrations, on the advice of equally reckless economists and advisors to these administrations. The president did not say this but this restoration continued in a different way for labor under the Biden administration that followed DJT policies but focused on the other side of the coin for the auto industry - protecting worker's wages by Biden standing on a picket line for the strike by unions for higher wages. After these wages were restored from years of outshoring and pressure on wages, the need to do the work of bringing companies back through tariffs on imports as leverage in tough negotiations with Japan, South Korea and Germany was left to DJT and his administration. The president stated clearly that the economists and predictions were proved wrong on tariffs as none of these predictions of tariffs passed on to American buyers have come true. As DJT made certain the companies not to lose their business in the US decided to avoid taking that road and acted to reduce their profit margins and costs. As Scott Bessent, a veteran of Wall Street and now Treasury Secretary who conducted these negotiations for DJT, has repeatedly pointed out the tariffs were a way to get these tough negotiators and their governments from Japan, S. Korea and Germany to cooperate. It is nowhere written in the code of fair conduct of nations that the US should helplessly after decades of letting these countries benefit put its workers out of work and its industries get destroyed, when the US was taking on the additional burden of protecting these nations from hostile neighbors. ...

Eiji Toyoda, a cousin of Toyota founder, Kiichiro Toyoda, headed the company in a crucial period of its growth in the sixties and seventies. He was president for 1967-1982, was chairman till 1992 and honorary chairman till 1999. During this period going back to the 1950's he set the stage for Toyota to introduce its efficient production systems and rapid growth in the U.S. market following the success of the Corolla in 1968. He passed away in 2013 at the age of 100.

This stabilizes the auto parts companies which are finding it difficult to access credit and have late payments from car companies. It ensures money for payrolls and other expenses. Obama outlined his views on fuel efficiency goals in his speech to the Detroit Economic Club in May 2007. The thinking of the new President on this issue developed in the last few years as he met with different environmental and conservation groups and studied what was happening in the area of energy. He has used Paul Volcker, Austin Gollsbee, a professor of economics at the University of Chicago, and Joshua Steiner, a former Treasury official with abackground in restructuring, as advisors during the bailout discussions. His speech at the Detroit Economic Club faulted the UAW for joining with management in continuing to stall development of fuel efficient automobiles as retooling costs were high and the companies were being required to support high retiree and health benefits costs. In effect the management-UAW staus quo of continuing to turn out the same mix of pickup trucks and SUV's and leaving the gap in small and medium sized cars without the necessary invesments to turn out winners, may have led GM into the situation it faced even before the credit crisis, when sales of larger vehicles just went over the cliff. ...
