Some of the ideas of Richard Holbrooke that have never been disclosed before on the conflicts in Pakistan and Afghanistan are disclosed by Kristof of the Times. Holbrooke believed the Obama administration's military approach to the conflict would not work. He worked hard to build a diplomatic solution similiar to the Dayton accords that he helped negotiate for the ethnically divided Yugoslavia. He earned the respect of Pakistanis in working for a long term solution to problems in the region.

Tories White Paper on "leveling up" by Michael Gove is out and gets a scathing review from Karl Holbrook of the Northern Echo. 

Holbrook says you can't spend 15 million pounds in one of the wealthiest areas of the country, Javid's constituency Bromsgrove in Worcestershire, and nothing in Knowsley, one of the poorest in the North of England , and call it "leveling up." He says he has little hope that the Tories will get much done without the funding to back it up. And he says one cannot plaster this up with 12 new slogans masquerading as missions in a White Paper as Michael Gove has done and expect people in England to buy it. Labor under Tony Blair and his "Middle Way" - let the huge inequalities between the north of England and the south develop under its watch- more muddled than middle in any way one looks at it today. He says this northerner has had enough of waiting.

Michael Getler describes the missed opportunity under President Obama for using one of America's most talented diplomats to engineer a peace agreement between the warring factions in Afghanistan- the U.S., the Pakistan army, the ISI and its support in the army, the Taliban, and the other parties such as the Haqqani faction and the Afghan government of Karzai. Holbrooke had used his experience for another President, with the same force of his larger than life personality, when he helped bring about the Dayton Accords in a similiar area of stubborn ethnic strife. The prospects for direct U.S. talks with the Taliban after the planned opening of a Taliban office in Qatar. The preliminary efforts were started by U.S. special envoy for S. Asia, Richard Holbrooke. Holbrooke died in 2010, and his successor, Marc Grossman, a former ambassador to Turkey, has continued the efforts as senior representative to Afghanistan and Pakistan. Grossman now has a team of officials from the Defense Department, the State Department and Intelligence agencies working with him. After a decade of war, a shift in public opinion in the U.S. to domestic issues, and a withdrawal date by the international forces set for 2014, the time appears right for the negotiations that would end this war. Grossman has the backing of Secretary of State Hillary Clinton in this push for a negotiated settlement with the Taliban. The recent deterioration of U.S. relations in Pakistan to a breaking point, the complex relationship between the Taliban and the Pakistan military, the growing unpopularity of the U.S. in Pakistan, the meaningless struggle with a Taliban with intrinsic links in the Pakistan military, and the fragility of the elected government in the country are other factors that may be leading the U.S. government to look at the bigger picture and grasp any opportunities towards a negotiated settlement. ...

Pope Francis meets Bosnia's three presidents in a Council, with each president rotating in office every 8 months. He also addresses a crowd of 65,000 in Sarajevo. Pope Francis told the crowd: " In a world unfortunately rent by conflicts, this land can become a message, attesting that it is possible to live together side by side." A council of Interracial Dialogue to bring together different clerics is working well, says the Vatican's ambassador Luigi Pezzuto. At the level of politics divisions remain as political leaders still promote ethnic nationalism. But overall the Dayton Accords negotiated by Richard Holbrooke of the U.S. are working well. The economy struggles with 50% unemployment and 60% of the workers dependent on the government.

The high risk of failure as the U.S. withdraws from Afghanistan in 2012-2013. The U.S. is handing over to an Afghan Army that faces a high desertion rate, high turnover, and uncertain loyalties. The turnover is so high that the Afghan Army has to replace a third of the 195,000 army every year. The problems from the corruption in the Karzai government, the flawed elections, and other issues have not been resolved, leaving a fragile government and a fragile army and police force as the U.S. withdraws. A decade of sacrifices in resources, lives and wounded, is at risk. A negotiated settlement in talks with the Taliban has not moved forward to create a post U.S. withdrawal Afghan government that brings in all parties. The untimely death of American diplomat Holbrooke who set up the accord that made peace in the Balkans, and the failure to get results at the talks only leaves the whole U.S. project at risk.

The new drug policy in Afghanistan will acknowledge the act that after continuous efforts only about 3% of the opium crop was eradicated through destruction of opium popy fields. The policy was difficult to execute because it was the livelihood of farmers and because of Taliban opposition. The Economist points out (in this cover issue on India-Pakistan relations) several fundamental facts. The first is that the current state of relations betweeen India and Pakistan hurts Pakistan the most. It makes a much smaller country and smaller economy bear the burden of defense against a large neighbor- defense takes up much needed allocation of funds for infrastructure and development, education and healthcare. It also weakens democratic institutions and their development by an overdependence on the military for governance. Poor India-Pakistan relations have significant adverse effects on the U.S. In fighting the Taliban U.S. forces are fighting a force that Pakistan's military helped create and support from its early beginnings as a way to counter Indian influence. With an Indian-Pakistani peace settlement of issues in Kashmir and other outstanding issues the U.S. would be in a significantly better position to disengage from the region, especially when the entire Middle East is moving in a new direction in 2011. Consider the difficulties in establishing peace in Northern Ireland, and between Turkey and Greece, and the difficulties of establishing peace between India and Pakistan cannot be considered even more difficult. Pakistan and India muddle along- neither side is doing much to take the initiative. For the U.S. disengagement from South Asia can be best achieved by pushing for a settlement between the two countries. Pakistan and India have much to gain from a settlement. Considering the progress made in Ireland, such places as Yugoslavia, and in Turkish-Greek relations, there is a lot more that can be done and should be done to bring India and Pakistan together. In Ireland diplomatic efforts were made by U.S. envoy George Mitchell, and in Yugoslavia U.S. envoy Holbrooke made diplomatic efforts towards the Dayton accords. Greek-Turkish relations have advanced to the point where Erdogan and Papandreou, the Greek and Turkish prime ministers, discuss solutions to the Greek debt crisis. This includes options to reduce Greece's defense expenditures in the light of Turkey's new foreign policies. The lack of such efforts to break the deadlock between India and Pakistan by the U.S,. the U.K. and other countries involved in the NATO mission in Afghanistan, the emphasis on a military solution supported first by Gen. McChrystal, and then by by Gen. Petraeus, all show a lack of understanding of the real issues that need to be tackled- issues relating to a peace settlement between India and Pakistan....

Among the influential voices raised against the war in Afghanistan are former secretary of State Colin Powell and Senators John Kerry and Reed. Powell met privately with the President. Others skeptical that more troops will make adifference, are Vice President Biden, Rahm Emmanuel, and General James L. Jones. Clinton and Holbooke are on the other side of this debate. The first decision to add 21,000 troops to bring force level to 68000 was made hurriedly within weeks of Obama coming to offiCE. Powell's advice to Obama is the most significant because of his long experience. "The question the President has to answer is, What will more troops do? You have to not just add troops . You need aclear definition of the mission." The ideas revolve along the really crucial question of will more troops make a difference?

Problems with the rural development and agriculture projects conducted by USAID in Afghanistan include overspending in 2009, followed by sharp cutbacks in 2010 and 2011 as budget cuts were made. In 2009 USAID made a grant of $300 million to Arlington based International Relief and Development (IRD) to help farmers in Kandahar and Helmand improve productivity over just one year, at the insistence of Richard Holbrooke. The focus was on paying for day labor jobs to clean canals, offer subsidized seeds to encourage switching from opium poppies, distributing tractors, and building gravel roads. Because many districts of the two provinces were considered unsafe for work, much of the money was concentrated on a few districts and in one year. As a result farmers in Kandahar got more seed than they needed and they in turn sold tons of seed and tractors in Pakistan for cash. A senior program official at IRD says it wasn't realistic to pour so much money in one year. But USAID officials say overspending and poor oversight made the program seriously flawed. There was also a difference in the views of the military and USAID on the value of day jobs. The U.S. military sees this as away of protecting its efforts, of literally protecting its flanks, as this keeps unemployed youth from joining the Taliban. At the same time senior USAID officials wanted to see multiple companies bid for the next $350 millon on a follow-on project. When the USAID team of specialists again awarded it to IRD, senior offficials at USAID decided to cancel the program. The program was then redesigned in the expectation that other companies would bid for it. In the meantime USAID gave IRD 3 quarterly extensions, the last expiring June 30, 2011. The US military sees the day labor program as crucial for its military efforts, so there is kind of an impasse with USAID reluctantly giving in. IRD meantime is shutting down activites in Helmand and will do this also in Kandahar probably by the end of May, as its contract has not been renewed because of problems with the program. USAID has a high staff turnover rate of 85% a year in Kabul which complicates things with the shifting priorities of different officials. Some programs are being scaled back- a job retraining program seen as requiring $125 million over 18 months is being scaled back to $40 million. Others such as a USAID project for coordinating disparate rural rehabilitation projects for $140 million is held back because of lack of agreement with the Afghan government about how it should proceed. U.S. president Obama called Libya and the policy of not following up on helping establish a stable democratic government in Libya his biggest mistake. Kristof of the NYT says people looking back would say Syria and not establishing safe zones is Obama's biggest mistake. He describes the 470,000 deaths in Syria as a huge tragedy that could have been avoided to a large extent by setting up safe zones. In addition the UN estimates that millions of refugees on a scale similar to the partition of India in 1947 were created.There is bipartisan opinion on this. Kristof cites General Cartwright's opinion in a conversation he had with Cartwright that this should have been done. Others who agree are Madeleine Albright, Bill Clinton's Secretary of State, who spoke at the Democratic Convention about how America helped change her life as a young refugee after Russia's invasion of Czechoslovakia following Prague Spring. Albright says force should be used carefully so as not to aggravate the situation but action taken where needed, something that was done successfully under Bill Clinton in the Bosnian conflict following Serbia's ethnic cleansing policy under Milosevic. Not only that, with the diplomacy of ambassador Holbrooke Clinton was able to negotiate the peace accords that hold till today- a huge achievement.  Kori Schake, director of defense strategy in the George W. Bush White House also agrees. This would have improved U.S. relations with Turkey as this was a key Turkish request. And it would have reduced the dimensions of the refugee crisis in Europe, which has hurt the European Union. The Brexit "No" vote many in Britain have attributed to ads showing refugees in endless numbers streaming across Europe's borders. Similar ads were used in Austria's elections. Kristof points out that Secretary of State Kerry's job of negotiating a peace is difficult in these conditions. Another issue raised by Kristof is the lack of Obama's leadership in helping the refugees in Jordan, Lebanon and Turkey, as he points out only 41% of this is funded. David Miliband former British Foreign Secretary, who heads the International Rescue Committee , says 200,000 Syrian kids are growing up in Lebanon without an education. George Washington counseled against getting involved in the wars on the European continent for a young nation, this advice was not followed in the Reagan and other administrations without showing the carefulness needed before action is taken. As Hillary Clinton has once pointed out the situation has resembled a pendulum swinging in the other direction under president Obama, and former Defense Secretary, Panetta, has expressed similar views. Hillary Clinton and Leon Panetta, Gates, Gen. Jones, served in the first term of the Obama administration, many of these mistakes were made in the second term by president Obama and his White House advisors Dennis McDonough, Valerie Jarrett who clearly lacked the deep foreign policy experience of Hillary Clinton, Leon Panetta (who served under Bill Clinton), and Gates who served under many presidents). ...
