With Britain not willing to join an EU wide agreement for all 27 countries in the region, Sweden and the Czech Republic asking for time to consult its parliament, and Hungary declining, only 23 EU countries are now on board for new EU wide treaty changes for fiscal discipline. This makes new EU treaty changes unlikely, and means France and Germany will move ahead with a eurozone agreement for the 17 nation group. This can be done much faster than the cumbersome process for EU treaty revisions. The details of the new agreement will be worked out in the coming weeks and should restore confidence in financial markets. The problem now most experts say is that a new agreement might move too quickly to reduce deficits, worsening the economic prospects in the European Union countries. Fernando Fernandez, an economist at IE Business School in Madrid, says the critical question is how much time countries will be given to meet new rules. If for instance debt is to be reduced by 20 percentage points of GDP in 3 years under new rules, this would impact eurozone growth severely with sharp contractions in already fragile economies. Peter Morici, business professor at the University of Maryland, underscores this, saying Germany is close to zero growth and economies of countries like Spain, Portugal and Italy are contracting. Higher unemployment will result with smaller tax bases, making the situation appear to improve as borrowing rates for Italy drop now, but worsening the situation in 2012-2013 as deficit projections are not attainable. This is already true in Britain where earlier deficit projections are being pushed into future years as economic growth is declining....

Anne Applebaum describes comments of European diplomats she talked to who were strongly critical of British prime minister Cameron's efforts to win special protections for London's financial district, the City. They described this as petty, especially when the European negotiators were working to save the Euro currency. Sarkozy said recently that the British hate the euro, and have done little to help, and should shut up. And that is the sense today in European capitals even as Conservatives in Britain applaud Cameron's move. The result is to isolate Britain from the rest of Europe, even as Britain will be put in a position to having to play by rules set by the other 26 countries in the European Union, who are its main trading partner.

India has reduced imports of oil from Iran from 12% in 2011 to about 9% by the end of April, 2012. A senior state department official from the U.S., Carlos Pascual, will be in India in mid May 2012 to assess the energy situation and see what specific energy facilities in India need to do. Some of the refineries in India are designed to handle only the kind of heavy oil Iran supplies. For the U.S. the issue is keeping up the pressure on Iran during the talks in Istanbul, Turkey, on Iran's nuclear program. For India it has the vital trade and economic relationship with the U.S. balanced against cultural ties to the region and the need for oil supplies.

Turkey's parliament authorizes the government to take steps needed for national security as Islamic State forces approach its borders, attacking the Kurdish town of Kobani. Turkey is reluctant to participate in the coalition against Islamic State until the Obama administration makes clear what its policy is in relation to the bigger problem it sees causing the conflict- the Assad regime's violent suppression in Syria. Vanguard economists using the work of Stanford Unversity economists Bloom and Baker and University of Chicago economist Davis have developed their own estimates of the cost of overall uncertainty to the U.S. economy. Bloom, Baker and Davis show the level of overall uncertainty in 2011-2013 is about 50% higher than the level seen since 1985. Vanguard's estimates are for a drag on the U.S. economy of about $261 billion in deadweight losses from this uncertainty- uncertainty in monetary policy, uncertainty in deficit reduction, uncertainty in business investment. Their estimates show 1 million jobs not created, job growth per month lower by 45,000 in the last 2 years, and gdp growth of about 3% per year in 2011 and 2012 in place of the 2% average recorded, in the absence of these uncertainty shocks experienced by the U.S. economy. McNabb points out that the market gains of the S&P 500 are based on an unstable foundation as long as this overall uncertainty is not lifted and create a serious disconnect....

Americans loaded up with debt may be turning to older thriftier ways of an earlier generation. This this will affect consumer spending, have an impact on Chinese exports, and on the Japanese economy which is dependent on China for growth. Some argue that there is a culture of consumer spending that runs through recent American history. Even after one boom was over the stock boom was replaced by a housing boom, each boom and easy credit offering free spending and borrowing lifestyles. Is it going to change now? But it could be that a point has been reached where the finances of households and of the nation's credit system can only go so far, and culture won't matter if banks tighten up credit. There is a limit for the Fed to act to lower rates, and household debt has reached highly serious proportions. The savings rate went from one tenth of income in 1984, to 5% in 1994, to slightly negative in 2008. Today for those who borrowed against their homes in 2003-2007, 34 million households or one third of the US households, savings rate was negative 13% in 2006 June. Thhis came down to 7% in end of 2007, according to Moody's Economy.com, which suggests that the cutback in consumer spending from this group of people had already begun. What will this mean for consumer spending in the USA? It means that even though the top fifth of American earners who generate half of all consumer spending according to Barclay's Capital, will continue spending though a bit more carefully than before. The rest of the American people will be cutting back, especially the one third of the nation that is heavily in debt, and the unemployed if job numbers aren't that good. Which could be why Goldman Sachs predicts that Japan is already in recession using the Japanese definintion of decline in output, and China may be slowing down more significantly than is understood because of the poor data that is coming out of China. The Chinese economic activity too chaotic to accurately measure, and with large time lags before what is actually happening is detected and quantified correctly. ...
