France's Thomas Piketty concentrated on inequality and arrives at no solutions or relief, just a historical summary that is also intuitively seen. The pandemic, climate change's impact on agriculture and livable planet, the Ukraine war have raised three questions right before our eyes that are broader and cover more and deeper ground.  The pandemic showed that the dependence on manufacturing in remote locations was a serious error. Climate change showed that agriculture the ability to feed the world itself was affected by this dependence on remote location manufacturing.  Much of this manufacturing was shipped out to China, Europe and the US lost their manufacturing base and with the communities spread out  across the US and EU lost factories and work. Manufacturing was not just shipped out to China, the process was concentrated in a short span of time leading to destruction of the environment on an unprecedented scale in China and the world  by burning lots of coal and fossil fuels. The Russian invasion of Ukraine showed the failure of this arrangement  and exposed its cracks  for Europe, US, and the free world in Asia and Latin America. The shipping out of manufacturing in this way not only destroyed communities and jobs in manufacturing in the US and the EU, but also led to such a broad accumulation of  dollar reserves in Russia and China, that enabled the invasion of neighboring countries in Europe without serious consequences to their economies, the invasion of Ukraine and the threatened takeover of Taiwan. By tackling these issues and building a supply chain concentrated more at home and in the free world better manufacturing jobs will be created in Europe and the US and in the nations of the free world that mitigate and reduce all the effects of inequality that Piketty and others talk about. The newer factories built in advanced nations of the EU and the US and set up in the free world in Asia and other countries, will be built with climate change in mind and make the shift away from coal and fossil fuels, and for conservation plus efficiency in use of energy at every step in the newly built supply chain. The results will be good for all countries in the world including the US, EU, China and India, as climate change can be aggressively tackled in this way with the latest technology and trillions of dollar of capital investments for the benefit of all. ...

There is the danger of the EV transition happening at the increbible cost to producing countries in Africa and Asia. In the Congo the problem of child labor and in Indonesia the problem of destroying huge parts of tropical forest. Can the EV transition happen on the backs of environmental destruction of forest or child labor?  Lezak suggests bringing mining for lithium, cobalt, back to the US with strict controls and for Apple, and EV makers to have a passport that shows where their EV battery materials come from, the responsible sourcing of materials and the controls in place. This is a problem that won't go away and will require serious solutions for green to mean something entirely positive.

Post, the Guardian, on the television news channels any coverage of what each candidate for the next 4 years running the US government is going to do for climate change effects? Inaction on climate change would produce severe costs for the US economy which will drain its resources 2-4 years from now as the effects of climate actually accelerate when nothing is done. This could cost as much as a trillion dollars in 2028 if nothing is done for climate change under the former president.

Problems Russia faces in gaining entry into the WTO. This includes high import tariffs in Russia, arbitrary interpretation of rules, the customs union with Belarus and Kazakhstan, and corruption. Russia is the only major economy that is not part of the WTO. China was admitted in 2001. The WTO rules limit import tariffs and provides a legal system of dispute resolution for trade disputes. According to Business Europe, Russia increased tariffs for a range of factory products after the 2008 crisis. These tariffs alone cost EU companies $820 million a year. Russia's deputy prime minister Igor Shuvalov, says that without WTO access modernization and innovation for Russia will be very difficult. Companies like Boeing would be big winners with WTO entry for Russia. Tariffs on wide-body aircraft would then drop from 20% to 7.5%, and Russia expects to buy 1,000 new commercial aircraft in the next 20 years.

California, New York and Washington are  three states, with 30 other cities in the U.S., and 100 large businesses, forming the U.S. Climate Alliance, saying they will  follow the Paris agreement on climate change. Former Mayor Bloomberg of New York City is organizing the effort, and he says in the U.S. it is cities, states and businesses that actually do the work of reducing emissions, not the federal government. Bloomberg said: "The fact of the matter is Americans don't need Washington to meet our Paris commitment." Governor Jerry Brown of California says the response will be for California and other states to set even bolder standards for reducing emissions.

Western nations including Europe, Canada, Japan and South Korea, are members of the International Enerrgy Agency, which has 1.5 billion barrels in reserve. The IEA will release oil from its reserves to support president Biden's plan to release 180 million barrels over the next 6 months. OPEC that includes Russia plans to increase production by only about 432,000 barrels a day.  During the Trump administration Saudi Arabia and Russia were at odds on production levels leading to Russia increasing production to higher levels than OPEC would allow. This led to a temporary collapse of oil prices to levels as low as $30. To help the US oil fracking industry which could not operate at these low prices president Trump brought the two sides together into what is now OPEC+. The Biden administration has ties with both Iran and Saudis, and aims to revive the Iran nuclear deal, withdrew support for Saudi air strikes on Yemeni Iran backed Huthi rebels. In this geopolitical situation Saudis are reluctant to respond to US calls to increase production as they have done in the past. With climate change and the COP26 agenda in Glasgow there is a plan to shift away from fossil fuels such as coal and oil that are supplied by OPEC and Australia. This means that a shift away from Russian or Saudi oil is also a shift towards renewable energy such as wind and solar which is needed to combat climate change. The Ukraine war and efforts to wean Europe away from Russia sourced energy will accelerate the changes needed to tackle climate change, even though the US fracking industry will step in to increase production at oil prices at $100+ in 2022. After 2023-2024 the push for conservation and renewable energy from today's crisis and Glasgow COP26 commitments, sharp slowdown in China and renewable focused India is likely to bring down oil prices to reasonable levels for a transition period to renewable energy. ...

The economy is recovering in 2015 from that situation. BP reports a deal with the Plaintiffs Steering Committee in March 2012 to settle the lawsuit over the 2010 oil spill in the Gulf of Mexico by paying an estimated $7.8 billion. BP will pay the settlement from the money remaining in the $20 billion escrow account setup for this purpose. This includes $2.3 billion for losses suffered by the Gulf seafood industry. The rest of the money will go for economic claims and medical claims. Money will be provided for next 21 years for health related claims, and $105 million will go to healthcare in Gulf areas.

Thomas Fuller and Sharon LaFraniere provide this report in WSJ of the situation in downtown San Francisco in 2023. Reports from California show the failure to build enough housing during the tech boom for the average American, and apartments for homeless costing hundreds of thousands of dollars and years behind schedule. The mayor is looking for tougher laws to put mentally ill off the streets. There is no consensus on action. Tech investors people hope for another Tech boom to tackle the situation, yet tech companies are retrenching and face government scrutiny even breakup. Roger Scruton on John Stuart Mill, famous British writer on political economy and theory. Mill's books include On Liberty, and Principles of Political Economy. Mill followed his father's political philosophy, which his father acquired from Jeremy Bentham, who developed the theory of Utilitarianism. This theory's main point is stated briefly: "that action is right which promotes the greatest happiness of the greatest number." Scruton critiques Mill on the 200th anniversary of the birth of John Stuart Mill. He says that Mill's writings and ideas still dominate jurisprudence in the English speaking world. As for example the idea expressed in "On Liberty," that the purpose of law is to protect the will of the individual, and the concept of harm. If one person's actions do not harm another person then the law should protect the individual to act and speak as he chooses. Other writings are Principles of Political Economy, which expresses liberalism in its modern sense. A liberalism where the state steps in to help and assist in equitable distribution of resources and opportunites to all people within the framework of "On Liberty," which sets maintaining individual freedoms as an aim of good government. Even though Scruton is right in saying that wisdom is deeper and more valuable than rational thought alone, Mill's thought processes for that build on and expound on Adam Smith in Principles of Political Economy may be right for his time. Especially considering the problems of Charles Dickens Victorian England, of industrialization, poverty and so on, and this because they were the wisdom of the time. The same thinking taken in a different context, distorted, with different labels in the 20th century, (socialist state that destroys individual rights) gave rise to many evils but they have little to do with the author and his context of Victorian England. Wisdom may very well suggest that the state overreached and in some cases destroyed freedoms and economic wealth in recent times, and now is in a moral vacuum when it comes to social issues like raising of children, society, etc. In each situation the best approach appears to be to look at each situation in its own special context and background, and history, to find creative and human solutions. ...

The startling truth about health "reforms," - they won't control spending, and without that the whole system of health care will rapidly become unaffordable and unsustainable. Obama's Council of Economic Advisors points out in new report that since 1975 annual health spending per person, adjusted for inflation has grown 2.1 percentage points faster than overall economic growth per person. At this rate health spending which was 5% of the GDP in 1960, and is 18% of GDP today, would grow to 40% of GDP in 2040. Medicare and Medicaid would increase from 6% of GDP now to 15% in 2040, or equal to three fourths of federal spending. Employer paid insurance premiums for families which grew 85% in inflation adjusted terms from 1996 to $11,941 in 2006, would increase to $25,200 by 2025 and $45,000 in 2040. This would force employers to reduce take home pay. Samuelson says the uncontrolled health spending is singlehandedly determining national priorities, reducing discretionary income, raising taxes, widening budget deficits and squeezing other government programs, while it is producing large amount of waste in medical spending. See the link to Prof. Tyler Cowen of George Mason University in NYT, 6/14/ 2009, who cites the habit of doctors to write many expensive tests as one of the prime culprits in the wasteful spending. And in the process it delivers higher cost for lower overall quality of health for the American people. This at a time when many European countries provide live examples of doing it in a better way- lower cost, better health. The serious problem with the Obama health reforms says Samuelson is that it talks about restraining spending but may end up increasing spending. Its talk about controlling spending he says is good intentions, but based more on hopeful thinking, public realtions and risks becoming cosmetic reform. Because to really control spending will require coming to grips with its fundamental cause- hospitals and doctors are paid mostly on a fee-for-service basis and reimbursed by insurance, private or governmental. Such a system encourages doctors and hospitals to provide more services, expensive tests, favors heavy use of expensive medical technologies to increase profits, and for patients to expect them. Samuelson puts his finger on the root of the problem - there is no incentive and every disincentive for all the players in this game , doctors, hospitals and patients to seek reform of this system. For doctors and hospitals the hope would be that this cosmetic "reform" would leave the system basically unchanged, and patients to continue with a lifestyle and expectations that do not not acknowledge the fact that a lot of healthcare does not come from spending but from preventative care, education, good eating and exercize habits, and healthy lifestyles. And the uninsured are no exception, they would simply start consuming the expensive care for lower quality of overall health like everyone else. With this kind of situation confronting us, the views of Samuelson, and Professor Tyler Cowen of George Mason University, as welll as a growing chorus of informed public opinion on this subject, is that insuring the uninsured is a good idea, but doing it within the bounds of the present system, can only increase the costs. And too much is at risk, to rely on what Samuelson calls a scattershot of measures to control costs made up by Congress such as "evidence -based guidelines," "electronic record-keeping," "bundled payments to hospitals, to give the illusion of progress that won't make a serious difference. A sweeping restructuring of health care is needed, that would overhaul "fee-for-service" payment and reduce the fragmentation of care. It will also need what has not even be touched on adequately in the debate. This is the massive need for education in the schools about nutrition, eating, exercize, healthy lifestyles. It would also require opinion leaders in each field from sports and other fields to lead by example and with constant public presence, the media, and companies to form a partnership with private institutions to change existing eating habits and lifestyles that encourage obesity, smoking, fast food eating habits, large portions in restaurants....

Germany is trying not to choose sides in the trade and security disputes between China and the U.S. Yet it owes a lot to the U.S. from the days of the Marshall Plan and U.S. taking on the role of defending Germany after the Berlin Wall. China was then a partner with the Soviet Union in the Cold War.  Today China is Germany's top market for its car industry. Yet the U.S. export market is much larger than China at $119 billion with China's at $96 billion. In Germany 28% of jobs are linked to exports, and in manufacturing this goes up to 56%, according to Germany Ministry of Economic Affairs. Germany supplied much of the factory  equipment from its engineering companies and the infrastructure that powered up the China transformation. A transformation now underway in India.  There are signs of a shift as engineering companies in Germany grew faster in the U.S. than China, increasing by 6-10% a year. India remains a key growth market for Germany over the next 10-15 years as growth in China slows and India accelerates with its younger demographics and investment in infrastructure. Much of the infrastructure in China is built and it is approaching the saturation Japan reached in the 1990's with additional investments adding little in the way of productivity. Longer term Germany has more potential for growth in countries in South and South East Asia  that will need to make huge investments in infrastructure and technology for manufacturing to meet the aspirations of the people there. Other issues related to freedom going back to the Berlin Wall and the rebuilding of Germany after World War II will emerge. German companies are running out of patience says this report in the WSJ with the bureaucratic obstacles, forced technology transfers, subsidies by state model to extinguish competition, and protectionist approach to home markets, even as state funded companies in China put other companies in Europe, Asia and the U.S. at a disadvantage. Germany will need to transition to a shift in its global relations, a process that is only now taking place. Just as with austerity policies in which it has now made the shift from going with the northern European countries (Sweden, Denmark, Netherlands, Finland) to the Southern European (France, Italy, Spain) in favor of common solidarity even at the short term cost of common debt, Germany now is facing the shift for solidarity with the U.S. for its support of Germany from the period of the Berlin Wall in the 1950's, for the U.S. and European solidarity in the face of the post-coronavirus world. The U.S. showing its generosity and openness to Germany and war torn Europe even as it took on the added responsibilities for creating a new alliance with Europe.   ...

Su Liping, professor at Tsinghua Unversity, says there were 180,000 protests, riots and other incidents, protesting economic injustice in 2010. Most of the incidents were against land grabs, corruption and abuses by local officials, and unpaid wages. Inflation has hit the poor, migrant workers and people with low incomes hardest. Food prices were up 13.4% in August over the same month prior year. Pork prices were up 52.3%. Other problems are now meshed in with inflation. Local government debt in China, according to the National Audit Office, was 10.7 trillion yuan in June 2011. The National Audit Office estimates 23% of this, or 2.5 trillion yuan, depends on land for repayment. Analysts say China's local government made repayment in 2010 using the 2.9 trillion yuan in revenue from land sales. The same amount of land has to be sold in 2010 to make repayment. At lower prices even more land may have to be sold. The danger say Orlik and Jie, is that inflation and the pressure to acquire more land- and consequently more land grabs- will pose severe risks to the social contract in China....

Portugal's economy is shrinking. Austerity measures taken in exchange for 78 billion euros from the IMF and the EU under a May, 2011 agreement have reduced the prospects of growth. The ratio of debt to GDP was 107% in May 2011. It is expected to reach 118% in 2013 because the economy is shrinking- even though Portugal will have achieved its targets for reducing the budget deficit. Portugal's finance minister, Vitor Gaspar, a former ECB research director, has reduced the budget deficit by one third by cutting spending, pensions, wages and increasing taxes. GDP fell by 1.5% in 2011 and is expected to decline by 3% in 2012. Even the IMF says in its recent economic review that if growth is lacking the debt of Portugal "would not be sustainable." David Bencek, analyst at the Kiel Institute for the World Economy, says that the Portuguese economy lacks the structure needed to grow, and therefore has debt that is unsustainable. Portugal lacks a manufacturing base and exports, and was just emerging from decades of neglect by military rulers of education and other essential parts of a modern economy when it joined the EU....

As U.S. carmakers vehicle sales recover and the Japanese carmakers go through a slowdown as a result of disruptions from the earthquake, the U.S. and the Japanese carmakers find their situations reversed. Japanese carmakers are facing vehicle shortages in the U.S.. Detroit carmakers see the opportunity to make gains in market share during this period, till Toyota and Honda return to normal. Detroit carmakers have also been affected by the earthquake related supplier disruptions, but to a much smaller extent. Chrysler expects to produce 50,000 to 100,000 fewer vehicles as a result of disruptions, according to Marchionne. Chrysler, the weakest of the Detroit carmakers, has staged a recovery under Fiat's Marchionne. One hurdle was the high interest payments- $348 million in the first quarter of 2011- on the $7.5 billion borrowed from U.S. and Canadian governments. Chrysler increased revenue by 35% to $13.1 billion, with global sales of vehicles up 18% to 394,000, and profits of $116 million in the first quarter 2011. The market situation is still precarious for several reasons. Sales of pickup trucks and larger vehicles- which still constitute a major portion of vehicles sales of Detroit carmakers- are vulnerable to higher gas prices. The Japanese carmakers have large cash reserves for new investments, and will introduce new models as they recover from the earthquake. In the past Detroit carmakers used incentives to maintain sales, which diluted profits. Jeremy Anwyl, chief executive of Edmunds.com, says Detroit carmakers have an opportunity to get back to a situation where they can compete with foreign carmakers on a level playing field, with better market acceptance and higher prices. GM says it will increase prices by about $123 on average to cover higher materials costs. The risk will continue to be in the product mix of a higher proportion of pickup trucks and larger vehicles in a volatile oil price environment....

With Roosevelt's reply to Gandhi on August 1, 1942, offering his fullest support as stated in his foreign minister Cordell Hull's bold vision of a community of free nations such as India and the idea of the United Nations in Hull's speech made on July 23, 1942. Hull responds to Gandhi' call with the full support of Roosevelt.  Mohandas Gandhi writes to Roosevelt that- "I hold that the full acceptance of my proposal and that alone can put the allied case on an unassailable basis. I venture to think that the Allied declaration that the Allies are fighting to make the world safe for freedom of the individual and for democracy sounds hollow as long as India, and for that matter Africa, are exploited by Great Britain, and America has the negro problem in her own home. In order to make my proposal fool proof I have suggested that if the Allies think it necessary, they may keep their troops, at their own expense, in India, not for keeping internal order but for preventing Japanese aggression and defending China. As fas as India is concerned we must become free even as America and Great Britain are. The Allied troops will remain in India during the war under treaty with the Free India government that may be formed by the people of India without any outside interference, direct or indirect." Gandhi wrote with his proposal to Roosevelt - "It is on behalf of this proposal that I write this to enlist your active sympathy." Roosevelt wrote in his letter that-  "I am sure you will agree that the United States has consistently striven for an supported policies of fair dealing, of fair play, and of all related principles looking towards the creation of harmonious relations between nations... I am enclosing a copy of an address of July 23 by the Secretary of State, made with my complete approval, which illustrates the attitude of this government." Cordell Hull stated in his speech "What we are Fighting For, July 23, 1942, that- "In this vast struggle we, Americans, stand united with those, who like ourselves, are fighting for the preservation of their freedom, with those who are fighting to regain the freedom of which they have been brutally deprived, with those who are fighting for the opportunity to achieve freedom. Missing workers in direct contact service industries with the Great Resignation in the US and Europe. The US is missing 4.3 million workers. This also includes many women who have not returned to work as the pandemic drags on. The share of the population in the US 16 years or older either working or looking for work is at 63.3%. Workers are quitting at the highest rates in manufacturing, retail and trade, transportation and utilities, and in professional or business services. Quitting is high for women, workers without college degree and in low paying service industries such as hotels, restaurants, and child care. It appears now that these trends will stay and not be reversed easily.

The Spanish election produced a better than expected result for the Sanchez government. This report in CSIS shows that after a brief period Spain is returning to dominance of the Party Popular or the Socialist Party, the two governing parties in Spain, with smaller parties doing poorly. Both the PP and the Socialist Party are vying for support of a majority of 176 seats with the help of smaller parties. The VOX did not do as well as expected and a PP VOX party government looks less likely says this report. Even if a government with Partido Popular is formed it will continue most of Spain's foreign policy of supporting NATO and the EU. Mr. Sanchez formed a new government in 2020.
