Failing states pose immigration issues in the US at the border with Mexico. With a collapsing economy there are 7.1 million refugees from Venezuela. Many have settled in Latin America. Others hundreds of thousands want to cross illegally into the US. As the US has no diplomatic relations with the US making harder to deport them. When Ukraine war started Ukrainians were kept from crossing from Mexico by setting up a legal path for them to come. 78000 Cubans, Haitians and Nicaraguans were crossing in December 2022, this dropped to hundreds by July by setting up a legal path for these people to get a work permit for 2 years legally. Venezuela will require a similar innovative solution at the border.

Ford's plans to cut product capacity in Europe by closing the car plant in Genk, Belgium, and indications for shutting down a plant in the UK. After the plant closures Ford will operate at 85% of capacity by 2015 instead of 71%, according to a Barclays analyst. The Fed's action will help retirees and savers after two decades of low interest rates were introduced to counteract the abuses of the financial market actors in 2009 and in prior crises. It hurts borrowers who had benefitted from such policies and as the situation returns to a more normal 5-6% interest rates that have prevailed for most of the postwar period, the situation is better for most Americans and the American economy. Not only is the Fed fighting inflation, it is also ending an abnormal period for interest rates which hurt American savings and older Americans saving for retirement. When combined with the Biden administration's spirited action to invest in American manufacturing, in science and technology advancement, in infrastructure and education, this creates a resilient economy with low unemployment and moderate inflation.

Average land prices in China in October 2011 are down 40% from the peak in Sept. 2009, when real estate companies purchased large amounts of land. This means large losses for companies that bought when prices peaked. When this happened in 2008 companies were rescued by the large Stimulus by the Chinese government. It is uncertain what will happen this time as a similiar Stimulus effort is not expected. Prices nationwide for residential land were down 8% in October from the prior year, and transaction volumes were down 37%, according to property firm Soufun. In October and November 2011, land auctions at a number of major cities in China failed, with either no bidders or low bids. According to CLSA property analysts, China Overseas Land & Investment Ltd. and Longfor Group have reduced prices of homes by 20% -25% for projects in Shanghai.

Indian exports to China declined in the covid pandemic years when China experienced little or no growth. This has worsened the trade deficit, yet this is temporary. Imports have worsened with Chinese dumping of products into the country. This should not alter India's policy of building close trade and investment relations with the US and the European Union as its main partners. Reaching tariff deals with many important nations over the next 3 months will increase DJT approval ratings. The leaders expressed their deep concern over the economic effects of the Ukraine war, including "food, fuel and energy security, critical supply chains. The SNP Scottish party and the Liberal Democrats favor early elections and will push for this in parliament. The thinking is that both parties can do better in an election before Brexit is passed. A You.Gov poll for The Times shows only one person in five or 19% see the EU withdrawal deal negotiated by Boris Johnson as "a good deal." Boone and Johnson point to the problems facing Portugal as being worse than that faced by Argentina when it defaulted on its debt in 2001. Portugal they say spent too much in recent years with the help of Euro-money letting debt rise to 78% of GDP compared to Greece's 114% of GDP and Argentina's 62% of GDP at default. The lack of the option for a necessary devaluation under the euro currency makes the situation worse. At this point the situation is simply being postponed as the European Central Bank will continue to let the governments issue bonds, which European commercial banks buy and deposit at the ECB as collateral for fresh printed money.

One of the severe problems noted in the recall disaster of 2010 was that practically all important quality and safety decisions are made in Japan. Without key American decisionmakers in the process this leaves Toyota exposed to all sorts of errors like the errors that ocurred in stalling the National Highway and Traffic Safety investigations into acceleration and braking accidents in Toyota vehicles. To compound theses errors managment at Toyota focussed on the $100 million in savings that avoiding or minimizing the recalls would generate, as revealed in internal documents. Early warning signs of similiar problems in Europe were not linked to problems in the U.S.. All this was ocurring against the backdrop of a change in management at Toyota- with the Toyota family once again regaining control of the company- and the failure of the management under Watanabe and previous CEO's to put quality before rapid expansion. The new changes are to have 2 new senior executive positions in the U.S. to focus on quality and safety. A chief safety executive will focus on safety and recalls, and a chief quality officer coming from the top ranks of the American operation will now sit on a special committee for Global Quality led by CEO Akio Toyoda. The commitee for Global Quality will address the global quality issues around one table with the highest ranking executives at Toyota right at the table to talk things out. ...

Simon Nixon points out that most of the 490 billion in euros borrowed by European banks under the Long Term Refinancing Operation of the ECB in Dec. 2011 is for rolling over maturing debt, rather than buying of government bonds. European banks financing needs based on figures from Barclay's Capital are over 300 billion euros for the 1st quarter of 2012. This suggests huge demand for the Long Term Financing Operation in the next quarter. For Spain and Italy the newly created lending facility should lead to higher bond buying by small and midsized Spanish banks and Italian banks, as this will boost their profitability. Spanish bonds yield 5% and Italian bonds yield 6.5% and loans from the ECB using the bonds as collateral are available at 1% for three years, which makes this an opportunity for these banks to boost profitability. The proportion of government bonds of Spain of Spanish banks bank assets is 7% and the figure for Italian banks is 9%. Nixon says an increase of this ratio by three percentage points by Spanish banks would created additional demand for Spanish government bonds of 45 billion euros, which is a third of the issuance for 2012....

The new oil law allowing foreign oil companies to compete with Pemex passes the Senate in Mexico and now goes to the lower house. The legislation removes the 4 oil worker union's representatives from the 15 person Board of Pemex. The oil law now leaves only a 10 member board- five appointed by the government and five independent members approved by the Senate. Because past opening of investment by the private sector in state owned railways and telecom sectors has led to wealth passing into the hands of a few business owners and worsening competitiveness, there is concern in Mexico about how this law will be implemented so that it benefits Mexico and Mexicans through foreign investment in the oil industry. Leftist parties are pushing a bill in the lower house to allow a referendum on the oil law by 2015 if 1.6 million signatures are collected. Oil experts point to foreign investment in the Mexican oil industry as further enhancing the prospects of North American oil production in comparison to the position of Middle East oil producers, because of Mexico's large shale oil and gas reserves and the prospects for new exploration in deep waters. ...

The FDIC had $19 billion in its fund that insures consumer's deposits at the end of 2008. A bill in Congress by Christopher Dodd, the Senate Banking Committee chairman, gives the FDIC access to $500 billion till the end of 2010 if the Fed, the President and Treasury secretary support that, and $100 billion without that approval. The FDIC proposed raising the fees banks pay into the deposit insurance fund to buildup the fund, that has been depleted by bank bailouts like the one at IndyMac which cost $10 billion. But banks protested because it comes at a time when bank's are already in a bad condition. Under a 1991 law the FDIC can borrow from the Treasury amaximum of $30 billion. The access to $500 billion is meant to let the FDIC act as another source of funds to address systemic risks that arise in the future, in addition to the $700 billion already approved by Congress for that purpose. In an interview Sheila Bair, head of the FDIC, said that a change in the law would "ease the mechanics of how seamlessly we can access our lines of" funding. Workers ended a 3 month strike at Caterpillar's Joliet, Illinois plant, essentially giving in to reduced healthcare and pension benefits and wage freezes for older workers. Under the deal workers hired before May 2005 receive no hourly pay increase, workers hired after that date get a one time 3% pay increase with future pay increases decided by Caterpillar management. Hourly pay at the plant ranges from $13 to $28. About 25% of the older workers are eligible to retire. A $7.8 million fund to supplement incomes of laid off workers will now be used for retirement bonuses. Caterpillar persuaded workers to ratify the contract by increasing the bonus for ratifying to $3100 per worker from $1000. During the strike Caterpillar continued operations by using managers and temporary workers and using 100 workers who crossed picket lines.

The public health emergency announced for the pandemic ends on May 12. Title 42 is a law that uses the public health emergency and pandemic to turn people back from Mexico who cross the border illegally. Democrats and Mr. Biden were critical of the way people were treated at the border under the Trump administration. Yet when faced with higher numbers crossing illegally as Title 42 ends on May 12, Biden and Democrats see the need to replace Title 42 with rules that will tighten controls at the border. It is essential in several ways. It blunts the Republican message to voters that Democrats are not handling the border issue and uncontrolled immigration well. Mr. Obama did this for 8 years by continuing a high rate of deportation of illegal migrants before Mr. Trump.  What makes it possible for migrants crossing the US Mexico border illegally to seek to stay in the US, are US asylum laws that were passed after the refugee crisis during and following World War II. The next step is that the US will now end these asylum privileges as they are being used for economic reasons by huge numbers of migrants crossing from regions in Central America because of economic problems. When a coffee growing region in Guatemala was affected by a bad harvest there was a surge in migrants, with similar patterns repeating themselves over decades.  Just as Mr. Biden closed the Afghanistan war because he could see that it was the right thing to do and essential for the US to build abetter future for its people, Biden now sees the need to end rules and policies from a previous era that led to illegal immigration. Biden is also doing this by increasing legal pathways for immigration to the US where it is done officially and in a proper way. ...

This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. Obrador has remained popular throughout his 6 years as Mexican president with favorable ratings consistently of over 60%. Mexico limits a president to one six year term. Obrador's party Morena derives from Mexico's indigenous culture and reflects Mexico's history in the 20th century of passion for protecting its national assets including the oil industry from foreign domination or influence, and ardently seeks respect for dignity of Mexicans and Mexican culture. Under Obrador Mexico reached a level of living with organized crime gangs after decades of war against these gangs. The US needs support from Mexico for its border policies and control of border. Obrador was a son of a provincial shopkeeper and spent little time outside Mexico.  Sheinbaum sees him as her mentor after work supporting migrant welfare in California with Carlos Imaz, during a period when she finished doctoral work at UC Berkeley and Stanford. Her father was a chemical engineer and her mother a biology professor. Her grandparents were of East European Lithuanian and Bulgarian origin. Sheinbaum says she follows Obrador's principles, yet it will be Claudia that will run the government. Her policies include setting up 100 industrial parks for Mexico's development, and setting up professional police services to control crime throughout Mexico's different states. ...

Spain accepts assistance from the European Financial Stability Fund with the EFSF committing $125 billion to the Spanish government for a fund specifically intended to recapitalize the banks. Some oversight will be provided by the IMF for Spain's banking system, but this is not a bailout in the sense of IMF conditionality or the EU imposing oversight of Spain's management of its finances and the economy. Instead a compromise was reached where only oversight over its banking system was offered in exchange for the loan. Spain has already committed to improving competitiveness in the economy, and reducing the fiscal deficit with some flexibility due to rising unemployment which has reached 25%. The problems in Spain's banking sector are focussed on the cajas savings banks which financed the housing bubble and not on all banks, with banks such as Europe's second largest bank Banco Santander which have intenational operations being in much better shape. The U.S. and the UK experienced a housing bubble at the same time as Spain, but the governments of both countries moved early on to recapitalize the banking system in 2008-2009. This move is significant because it helps stabilize the gobal economy by fixing the main problem facing Spain of recapitalizing its banks, this being the largest problem in the eurozone....

Bernie Sanders with 46% of the delegates, 13.4 million votes, 22 states, and many of the young people in the U.S. behind him, told a news reporter at his home in the final sprint two weeks before the election- he plans to see the major planks of the Democratic platform implemented. He said Clinton is progressive on a number of issues, but the platform is more progressive with upward mobility a critical concern. Sanders played a critical role in shaping the platform. Sanders is supported in the Senate by Senators Sherrod Brown, Jeff Merkley, and Elizabeth Warren. Warren has campaigned with Hillary Clinton in New Hampshire, and both support minimum wage, women's rights. WIth a win for Democrats in the Senate Sanders will become either the chairman of the Budget Committee, or with his preference chairman of the Health, Education, Labor and Pensions Committee. His main goal now is to see key economic Cabinet positions that affect upward mobility, intergenerational mobility, which is damaged today for the middle and working class, go to persons who would do the most to improve it.  ...

Moodys Analytics forecasts U.S. unemployment at above 7% at the end of 2013. Part of the reason is the aging population effect and older people dropping out of the workforce, and another reason being businesses have to hire to grow as labor costs have already been cut sharply during the lack of hiring in 2009-2011. The problems in housing with foreclosures, the U.S. deficit, and the eurozone economic crisis will continue to affect the U.S. No mention is made of the effects of a slowdown in China and other emerging markets in addition to the slowdown in the eurozone, as these risks appear to be contained for the timebeing according to Moodys Analytics.
