U.S. president Trump's statement calling for a list of goods for tariffs on $200 billion of Chinese goods leaves China without a clear response and facing new risks. The U.S. exports about $150 billion in goods to China so that China would have to impose penalties to respond at the same level. Placing restrictions on American firms on access to China's market, and imposing other penalties would have the effect of reinforcing the perception of unfair practices targeting American business and lead to hardening of U.S. response.  The U.S. sees itself as being in a better position with the U.S. economy experiencing a growth trend. China with large local government and bank debt faces a difficult situation. President Jinping's policy of reducing the risks of bad debt in the banking system involved sacrificing some growth to stabilize the system. China's GDP growth in 2017 was 6.9%, the target at 6.5%. Future targets and actual growth now look to be much lower. The trade war with the U.S. has the effect of dampening growth leading to calls for the central bank to loosen its monetary stance. In response to Trump's announcement the People's Bank of China pumped $31 billion into the nation's banks. China is studying Japan's response in the 1980's and 1990's when the U.S. took strong action against Japan's growing trade surplus. Japan responded by appreciating its currency and using stimulus to cushion the effect of lower exports on the economy. The stimulus led to the housing bubble and over time a period of low growth and stagnant economy. The large China stimulus in 2008-2009 has compounded the problems in the banking system. Not deleveraging and controlling financial risks in China's banking system because of the trade war would bring a new set of risks. ...

Russia's exports to the USA only 3% of total exports, 21% to China, 19% to India, and 16% to Brazil. But does this suggest the Russian economy is insulated It exports natural gas to Germany, its largest trading partner. Are oil exports from Russia to the US so insignificant that they constute only 3% of total exports? This needs to be verified. Russia built the $478 billion reserves based on oil exports. If prices drop this will affect future increases in these reserves and affect foreign investment in the Russian economy, investment it badly needs to modernize. Russia is less affected relative o other countries, but its stock markets dropped 20% after the global markets reacted in cascading effect in January 2008. There is some insulation but not really that much and the case is overstated. Russia is starting out with a smaller manufacturing economy. It badly needs to build this up and the effects of a global slowdown will mean reduced investment than would otherwise occur.

The problem of milk powder tainted by addition of melamine chemical to watered down product to falsely raise protein count has been found to be widespread in China. About 300,000 children were sickened by the formula leading to 6 deaths. Tian and three other Sanlu executives are on trial. Tian says she knew about the contaminated milk powder in May 2008 but did not alert officials till August. By that time Sanlu had made 900 tons of the contaminated powder. Ukraine with its rich soil used to produce 40% of the agricultural output of the Soviet Union. With the collapse of the Soviet Union in 1991 governments cbroke up the old state farms and gave plots to ordinary Ukrainians. These small landowners lacking the capital to invest usually planted small vegetable plots or let animal graze. About 55 million acres of arable land in Russia, Kazakhstan and the Ukraine remain uncultivated. According to the Food and Agriculture Organization in that region 494 million acres cultivated in 1992 dropped to only 437 million acres by 2005. Comparable figures for Brazil show that from 1992 are 128 growing to 146 million acres by 2005, and China growing from 306 to 350 million acres by 2005. The USA's figures show slight drop from 454 to 432 million acres by 2005. These 55 million acres of rich agricultural land can produce an additional 115 million metric tons of wheat per year which would be 20% of the total world production today. For this to happen this small plots have to be stitched together to form larger modern farms which can get captial investment and be run along modern lines. This is being attempted in the region by several companies. Landkom and other companies are trying to do this even though this is a difficult environment to operate in with corruption high in Ukraine and the attitude to foreign investment not always positive. With a large part of technology gains in agriculture already harnessed the search is now for more arable land to be put into cultivation....

This Journal editorial says Romney is cautious and conservative in his politics, and finds his ideas for a value added tax problematic. It sees the need for Ron Paul's supporters in a successful Republican campaign in 2012 and critical for governing in 2013, because of Paul's genuine desire for change to the status quo. Of Santorum the Journal says there is need to broaden the economic message beyond reducing taxes for manufacturing companies, and going beyond the moral fervor to show how he would revive the U.S. economy and jobs growth.

The commodities boom allowed Brazil under president Lula to commit to heavy state spending, subisidies, protection of favored sectors with large tariffs, that led to inefficiency and high debt. The policies continued under president Rousseff. Corruption scandals in the latter part of the Lula administration led to more populist policies for the Workers Party to stay in power, says Porter. Compared to Mexico and Chile, Brazil and Argentina under presidents Lula and Kirchner moved in the direction to closing up their economies to trade and foreign investment that would make corporate sectors more competitive and less dependent on the state for subsidies and favors. Mexico's economy other than the automobile sector is struggling, as mismanagement also plays a part as with the handling of Pemex and huge capital injections needed. Mindfulness and thoughtfulness is needed in setting policy direction, aware of the risks free of illusions about rosy scenarios, knowing that ideology plays less of a part than exercizing good judgement....

Sergio Marchionne, CEO of Fiat-Chrysler told a conference in Michigan -"these are people who did not grow up and become conditioned to doing business in Detroit. " He cited this as one reason the new generation of leaders at the U.S. auto companies had embraced the new fuel efficiency standards. Another point he made that was well received was that "anybody who surrenders 14 years before the date ought not to be in business." He was referring to the 2025 deadline for the new standards. This view was well accepted by the other auto companies and by the UAW workers union, showing the big change that has come about in the U.S. auto industry.

Jeremy Grantham says he sees a 75% chance of another bubble and bust for the third time since 2000, with the stock market up 80% and speculative stocks up 140%. And he says artificially low interest rates will be responsible for this one, as it was for the other two. See Shiller, Roubini and Roach for their comments on the economic situation mid 2010.

Jon Huntsman, Republican candidate for President in 2012, calls for a fee on banks with a size that is above a certain percentage of the GDP. This would cover the cost banks impose on taxpayers when they are bailed out. It would eliminate the advantage banks gain from "too-big-to-fail," a subsidy Huntsman estimates to be one half percentage point in today's market. He points to efforts by the UK and Switzerland for more stringent financial standards than the U.S.
