China's state owned China Development Bank signed an agreement to finance a new pipeline that will carry 600,000 barrels a day of Venezuelan and Colombian oil through jungle and the Andean mountains to the Pacific coast. Colombia plans to shift its focus to export much of its 1 million barrels a day of oil production to China. Talks also were held with China on developing central Colombian coking coal reserves and building a railway to the Pacific coast. Colombian plans are based on slowing demand for Colombian oil in the U.S., with increased supplies of natural gas and shale gas in the U.S.

Is a Win-Win possible for the US/Israel and Iran possible with the US/Israel strikes and operations started March 1, 2026. Not just for the American and Israeli people, but for the people of the Arab countries and for the people of Iran, and for the people of Russia. Greg Ip in the WSJ, Marc Thiessen in the NYT, and Bret Stephens of the NYT have looked at this in this way and offer an alternative view of what might happen, even though the tendency of the WSJ and the Washington Post is to be skeptical and the NYT with an opposition to all things DJT offering pessimistic version. First, all the anticolonial writings that were read by Khamanei in Moshaad are no longer the case as the US is no longer acting to secure some benefit to itself as the British and French colonial powers did for themselves or their oil companies in pre1960's Iran. Second the US truly wants to learn the lessons of 30 years of troubles in the region at every level of the DJT administration which is to extend a true olive branch to the subdued foe as it did to Germany and Japan under generals Eisenhower and McArthur. Third moderates in Iran could emerge as in Germany ( Adenauer) and in Japan Shigeru Yoshida who worked to adopt the 1947 Japanese Constitution under Gen. Douglas MacArthur. Behind the student protests and now national protests there is a realization in Iran that living perpetually under sanctions is not the way to live, that it can increase oil production, get investment in its industry, and raise standards of living, by doing something different. That nuclear weapons development, supporting movements overseas, perpetual conflicts with Arab states, these things have been tried and are not working. That this is the last chance to build a prosperous Iran before fossil fuels are replaced by renewable energy over 10-15 years and which will make it that much harder to modernize and develop Iran for the benefit of Iran's future 110 million people. The gap with India will only widen as India catches up with China, the way China caught up with Japan. It is better to accept that these anticolonial writings that emerged from decolonizing Arab North Africa applied to the British and the French, and that the world is a different place today as the Indians and the Chinese have realized modernizing ancient societies with ancient religions is possible with the help of the Americans and the Europeans, working with the Americans and the Europeans. Theodore Roosevelt says in his Autobiography that one should be careful to judge people as the best have some negative aspects and the worst have some positive aspects, an experience he described in his dealings with progressives and those who opposed changes. Adenauer and Yoshida had contacts and dealings with earlier governments defeated in the war, but wanted to search for an entirely different path for rebuilding their countries having learned from experience. A thoughtful moderate Iranian outcome is possible as happened in Germany and Japan and which is beginning to develop in Venezuela.   ...

After recovering from the eurozone financial crisis Spain is recovering with low inflation of 1.8%, and growth of 2.4% in 2024, 2.1% in 2025, and unemployment at 11.2%. Even with high unemployment prime minister Pedro Sanchez of Spain sees new immigrant workers aiding higher growth and supporting pensions- Spain's tourism growth also supports this. “The contribution of migrant workers to our economy is fundamental, as is the sustainability of our social security system and pensions.” This makes Spain one of the only countries to continue supporting legal migration to the country- 250,000 are needed both in high skilled jobs in hospitality and construction, and "invisible" jobs in agriculture and other places. 1 million migrants will arrive each year till 2028. Spain will also give legal stats to 500,000 undocumented migrants mostly from Latin America including Venezuela's middle class. ...

Anxieties about illegal immigration and cost of living propel Trump to a win in the 2024 presidential elections. He wins more votes from younger people, from rural voters, and from Latinos, black people without a college degree. 

Paradoxically the end of the pandemic, vaccines, and improvement in health care may have led to voters focusing on the cost of living as an element that was not tackled under the Biden administration. Housing and grocery costs were allowed to surge and tech monopolies operated as before. Even union leaders were not fully convinced about Democratic support because of the changes in the Democratic party since Clinton. 

A general sense of unease about immigration was not tackled early on in the Biden administration first 2 years when the surge from Venezuela became evident following the collapse of its economy.

Second generation Latino Americans from Cuba and Mexico preferred tough policies on illegal migration surges from places such as Guatemala and Venezuela. Democrats lost part of their own base. Colombia's 2018 presidential election has  a young right wing candidate Duque, 41 years who worked as economist at Inter American Development Bank and supports Alvaro Uribe, a strong critic of the 2016 peace agreement with guerillas that ended the drug and guerilla violence. On the other side is a former guerilla Mr. Petro, who was mayor of Bogota from 2012 to 2015. Petro says he supports rules of democracy. About 5000 refugees leave Venezuela each day, most of them coming to Columbia, according to the United Nations. This poses a major problem for the next government.

Jens Spahn, CDU leader and minister in Merkel's government says it is OK for Germany to leave the European Commission for Human Rights if it is slow to grasp that refugee status is about protection and also about how many asylum claims the people of a country are comfortable with. Denmark, Poland, Hungary and Austria, the UK and the US, and many Germans now feel this way and feel unease at the high levels of migration asylum, illegal and other that they face. Migration to Germany slowed but has picked up again. Failed states, economic distress, civil wars,  in Africa and Latin America have led to illegal immigration from Syria, Libya, North Africa, Arab world, Afghanistan, Central American countries and Venezuela. Is Asylum automatic? Are there decisions that have to be made in Europe and America if whole states are mismanaged or face climate distress or gang conflict leading to mass migration? Unintended effects of Title 42 law introduced by president Trump which quickly returns migrants crossing the US border with Mexico leading to repeated crossings by the same persons. This leads to a more complicated picture at the border.  About 2 million will have attempted to cross the southern border in 2022 fiscal year. About 22% of crossings involve repeat border crossers.Two thirds of the 182,000 migrants crossing in July 2022 were single individuals. The pandemic hit Mexico and Central America hard and the quicker economic rebound in the US is leading to a surge in migrants looking for work. In addition to Central America asylum seekers come from Cuba and Venezuela with repressive action by regimes. Mexico only takes some of these migrants back. There is also a flow of illegal drugs across the border from Mexico which continues to this day even after the Trump Wall at the border, as most of it comes through official entry points. Both Republican and Democratic administrations have taken action of different kinds yet the problem remains unresolved. ...

This opinion by Andres Oppenheimer in Miami Herald Jan 30, 2025, welcomes Rubio's visit to Latin America starting with central American countries in the coming weeks, but says it should have a message to help these countries cope with economic crises. This would be also a way to discourage migration by reducing both the mismanagement of the economy, and gang crime with economic assistance and help in managing the economy.  The Miami Herald says the last time the US paid attention to the southern part of the American continent was in 1912. Yet it was in 1960 during the debates with Nixon that JFK asserted the importance of Latin American relations. In 1961 JFK launched the Allianza de Progreso.  Sixty four years later the page on the, Alliance for Progress in the JFK Library site says it was a failure. LBJ, Nixon, Reagan, Clinton, Obama Biden lost interest in Latin America. It blames the elites in Latin America and American business that showed little interest. Yet compared to 1960 a lot of progress has been made. Brazil the largest is now a more stable and growing economy, Mexico has grown and struggles with the drug trade, Argentina is still struggling with inflation. Only in Central America and Venezuela is the situation dire. Much of it from gangs and drug trade that has destabilized small countries. Venezuela was torn up because of a lack of national consciousness to bring all parties together for the common good using tested approaches to development- instead embarking on a novel socialist experiment with disastrous results for both Venezuela and the entire American continent.  ...

US president Biden created the largest boom in manufacturing since the space race in the 1960's. It is now at risk because of failures early in 2021-2022 in the Biden administration trying to be humane in migrant policy, but in reality also because of the bigger issues of the pandemic, vaccine skepticism, the economy, the Ukraine war in Feb. 2022 that delayed action till 2023, and the unanticipated complete collapse of Venezuela's economy leading to migrant surge. Michael Shear says president Biden is listening to his head about the US Border with Mexico- that he would close the US Border if the bipartisan bill is passed in the US Congress, the same day that he signs it to become law. The new bill agreed to in negotiations between Senator Graham and other Republican Senators and the White House ends current parole and asylum policy  that have led to chaos at the border. Shear who has covered presidents for 30 years shows that president Biden held the view that he was elected to provide a human face to the crisis at the border from international migration and close private prisons and poor treatment of children. He listened to both sides of his party during 2021 and 2022 after becoming increasingly aware that something was wrong and by Jan 2023 was convinced that tough action was needed at the border to deport Haitians and other people from central America smuggled northward with 13 flights a day to Haiti to deport illegal migrants.  He made his first major immigration speech at that time. The problem was that there was a major upheaval in Venezuela adding to the tide of illegal migrants as Venezuela sent millions to all countries in Latin America and north to the US, an international crisis playing out in Colombia and other neighbors for the last 10 years. When Lopez Obrador of Mexico closed his own migrant deportations Biden sent Blinken to Mexico with Homeland Security minister Mayorkas, and after discussions Obrador resumed the deportations. Trains going north in Mexico had conductors who were bribed to slow down to take on migrants. This was stopped and all trains going north were stopped at Eagle Pass in December 2023. Republican governors Abbott of Texas and DeSantis of Florida have sent busloads or flights of these migrants to New York and other cities in the US showing that the entire system of migrant handling was breaking down even as president Biden was convinced by his own advisers including Jake Sullivan that the border required tough action. The president increased planned legal migration to lower illegal migration from Nicaragua and rest of Latin America. By January 2024 Biden was convinced the only solution was closing the US Border immediately after the bipartisan solution. Lindsay Graham senior Republican Senator agreed with Biden with one problem- the Republicans in US House of Representatives did not think it right to work with president Biden to settle the problem.  ...

The boost to investor perceptions for India with Modi's election, and to Indonesia with Widodo's election are major changes in the second half of 2014. The first half saw the dented confidence in Argentina, Venezuela, Turkey and South Africa. To this can be added Russia with Putin's response in Ukraine and western sanctions. China with Jinping's response to pro-democracy protests in Hong Kong for restoration of the pledge of free elections by 2017, appears to be losing investor confidence, especially with investors seeing this as adopting the Putin Way. This is happening with a gradual movement towards restoration of trade relations with Iran.

The US under president DJT puts out a new National Security Strategy in a document which states it clearly. The days of the Middle East given importance are thankfully over it says. The focus is on the First Islands, from Taiwan, Philippines to Japan for strengthening defense in relation to China. The Monroe Doctrine is now part of US foreign policy with a DJT addition- "that the American people- not foreign nations or globalist institutions- will always control our own destiny in our hemisphere."  It also means the US has a new policy towards Russia and for NATO.  The DJT administration priority, it states, is “ending the perception, and preventing the reality, of NATO as a perpetually expanding alliance.” The new strategy is that Europe needs to “take primary responsibility for its own defense.” The Monroe Doctrine and the disassociation with NATO expansion are linked. How so? Russia's foreign policy is for winning recognition as a Northern European Power with its own version of the Monroe Doctrine, being able to control its destiny in its sphere of influence. The way the Monroe Doctrine was implemented in 1823 was by a tacit recognition gained from Britain that it would support the US in its idea of no European colonial powers (France, Spain other ) being allowed to interfere in Latin America, in the western hemisphere. In 2025 the way the Monroe Doctrine is implemented with the DJT Corollary is that the US is tacitly gaining support from Russia/China for implementing the Monroe Doctrine so that no foreign powers will interfere in US sphere influence in the western hemisphere.  Where does this leave Europe and Ukraine? European Union and NATO expansion has now gone too far and NATO which was primarily for Cold War struggle between Communism and US/UK style democracies is over, but NATO has not been disbanded, or a new alliance setup with new goals. Instead as it lingers on it has created new problems such as NATO expansion to the borders of Russia, creating security risks for Russia. This has led to the war in Ukraine and the Republican administration under DJT seeks to defuse tensions and the Ukraine war by excluding NATO expansion, removing the US from European security by delegating that back to Europe (Germany and France, Italy, UK) and by acting as a moderating influence between Russia and Germany, France, that see Russia as a threat after it's attack on Ukraine. US also upholds the policy and principle of no nation invading another country, as Russia did with Ukraine, and in anticipation of the China threat to Taiwan. This part gets nuanced but the overall policy is coherent and Russia accepts this, China is gradually coming to the idea that it has to accept this situation with Taiwan to preserve its economic advances and its exports to the US and EU.  In practice once the interference of China or Russia is removed and European powers in addition, the US has freedom of action in the Western hemisphere and Latin America to prevent crises such as with drug trafficking gangs in Mexico and Venezuela, and unstable regimes sending people north to the US across the Mexican border as from Central America and Venezuela.   ...

Le Monde publishes the speech JD Vance gave at the Munich Security Conference with it says added context and explanation. It is useful because it is easy to make hasty judgements in one direction or another. The focus here is on immigration to EU and to the US, a sore point. Vance does not mention a bigger sore point - the lack of recognition worldwide to the 490,000 American lives lost in the illegal flow of fentanyl into the US without needed action from CMC Canada, Mexico and China. And business as usual carried on by these countries and the European Union, and a failure to act by the US.  JD Vance said- "And of all the pressings—challenges that the nations represented here face, I believe there is nothing more urgent than mass migration. Today, almost one in five people living in this country moved here from abroad. That is, of course, an all-time high. It’s a similar number, by the way, in the United States—also an all-time high. The number of immigrants who entered the EU from non-EU countries doubled between 2021 and 2022 alone. And, of course, it’s gotten much higher since.And we know the situation, it didn’t materialize in a vacuum. It’s the result of a series of conscious decisions made by politicians all over the continent, and others across the world, over the span of a decade." Fact Check- About 14 million of Germany's 84.5 million people are foreign nationals according to Destatis. This is 16.6% of Germany's population. Vance rounds it off to 20% not 17%. In the US there are 47.8 million people who are foreign born or 14.3% of the population in 2023. It increased by 1.6 million from 2022 to 2023, much of it coming from Venezuela and Central American failed states from left parties mismanaging the economy for hyperinflation and from gang violence. In 2022 EU member states welcomed 1.8 million Ukrainian nationals that was only 100,000 in 2021, which is two thirds of the increase. The reason for Vance's doubling. A similar situation happened in the US with Venezuela as a failed state with hyper inflation into 1000 percent inflation leading to migration to other Latin American countries and into the US during the Biden administration. Some of this happened because sanctions made things worse, mismanagement of the economy. A similar migration happened from Syria into the EU member states as a result of the civil war.     ...

Foreign policy of DJT Administration in 2025- asserting US interests, reviving the Monroe Doctrine for US policy in the western hemisphere, and rapprochement with Russia, China, Japan, EU, in international trade after tariffs against unfair trade. Mead says this has improved the US standing in world affairs and also has helped other nations in the world achieve their interests in their region. EU takes on a larger role in Ukraine freeing the US to assert itself in a much needed way to protect its borders and remove threat of drug and fentanyl trafficking from Venezuela and Mexico. Russia accepted as a Northern European power and NATO is pulled back as it should have been after the Soviet Union collapsed,  (it gets the "respect" it needs from the US so that it relinquishes efforts to disturb the peace in Latin America and the Middle East). It also frees up the US from other entanglements so that it can concentrate on both competition with China and negotiating win-win solutions on trade with China. US relations with Japan and South Korea are improved and both nations are taking a bigger role in their region with other partners India and Australia -so that the US frees up resources for tackling domestic and foreign problems that ensure US regains its position as a powerhouse for manufacturing, industry and world class infrastructure in the next decades to 2050. That is the surest way to a safer, better world for Latin America, Europe, Asia and Africa. ...

China's affluent people could become nervous about the value of the currency and try to convert into dollars. Aaron Back of the WSJ poses the question what if the affluent 1-2% of China's urban population of 737 million convert the maximum of $50,000 permitted from yuan into dollars. He says the simple math shows this would result in outflows of around $370 billion to $740 billion. This does not include other ways in which money could exit the country. China's foreign exchange reserves are $3.3 trillon, but this includes illiquid investments such as loans to Venezuela for oil assets, and the Asian Infrastructure Investment Bank. With a large and aging population China has to have reserves to meet social security and other plans for the future. This means the reserves could quickly dwindle with unanticipated capital outflows. This is what keeps central bank PBOC planners focussed on limiting depreciation of the yuan currency.

Lower volatility in oil prices as a result of a new stream of shale oil supplies at competitive prices is good for oil producers and for consumers. This report in the WSJ shows that volatility and swings in oil prices have gone down with the ability of shale producers to respond to price signals or geopolitical situations and increase supplies. Shale producers can increase supplies in months compared to the years it would take for oil producers in offshore drilling. The new technologies in shale rigs have tripled production since 2011 for the same number of rigs operating in the U.S. Permian Basin from West Texas to New Mexico. The core producers can now supply and be profitable at $40 a barrel.  Supply cuts from OPEC and Russia as currently the policy of both countries mean inventories do not rise too high. And geopolitical problems such as Yemeni attacks on Saudi oil facilities, the reinstated sanctions on Iran by the Trump administration that reduce oil supplies, Venezuela's problems, can be met by increased supplies from the U.S. shale industry in a short time to prevent inventories from dropping too much.      ...
