An exceptional account by Melissa Eddy of how Germans are reacting to the German government's underinvestment in childcare centers. Germany's cabinet approved a bill that provides $190 monthly child care allowance for mothers who opt not to use day care centers provided by the government. This is supported by the Bavarian party, Christian Social Union, on the grounds that it gives an alternative to mothers to use private day care or nanny care. In practice many of the mothers using the allowance are expected to be lower paid workers who may decide not to work. The government has budgeted $500 million for the allowance for 2013. This is opposed by all opposition parties , and in a rare show of unity by business employer associations and unions, both say it "creates a false incentive to quit work." Axel Plunnecke of the Cologne Institute for Economic Research, says studies show low income families are among those who benefit most from early childhood education. About 100,000 lower qualified and lower paid workers could see this as attractive and quit working. The western part of Germany lacks enough child day care slots, so this is seen as not investing enough where its most needed, and Germany lags behind other countries like France in day care centers. The government is investing $15 million over five years to expand the number of child care centers. The goal is to have 750,000 child care slots by 2013, according to Ms. Kristina Schroeder, the family minister, herself a mother giving birth while in office. The measure was vigorously debated and controversial from the beginning because most many Germans see the $15 million years over 5 years as underinvestment in vital educational infrastructure. The $500 million is better invested in building modern day care facilities, they believe, especially because the children from lower income mothers not benefitting from daycare facilities will still need educational help, and German industry needs more women in the labor force to be competitive. Five years ago under reforms of parental support the 3 years of help to mothers was reduced to 1 year, resulting in an increase in the numbers of women working from 32% in 2002 to 40% by 2011, according to the Ministry of Family Affairs, Senior Citizens, Women and Youth....

Brandenburg Berlin metropolitan region of which Brandenburg and city of Berlin are separate states remains a strong economic region. This is where Germany has evolved under ruler Frederick since the end of the Thirty Years War in 1648. Dietmar Woidke of ruling Social Democrats is expected to win a fourth term in office with the SPD expecting 25% of the vote in the important state of Brandenburg next to Berlin. Even though the AfD right wing party is expected to do well approaching 25% of the vote, there are other factors at work. Sara Wagenknecht has rebranded the Die Linke Left party with immigration policy that is similar to policies now being accepted in Denmark, France, Netherlands and other EU countries that see the need to restrict immigration, drawing 15% support. A good example being Mette Frederiksen, Social Democrats in Denmark. A coalition with the Christian Democrats CDU with about 15% expected vote and Greens with less than 5% is likely for about 45% of the vote. Other factors that show a stable Brandenburg are the economy with the new regional airport hub of Berlin Brandenburg airport, a new Tesla factory, rich natural resources a third of the state of 2.6 million people being filled with forests and lakes, and a stable population after the reunification in 1990 without rural depopulation as in other parts of East Germany, only 12% people of immigrant background including Wagenknecht.   ...

Thomas Kleine-Brockhoff, a senior transatlantic fellow at the German Marshall Fund of the United States, leads the EuroFuture Project. Here he offers his ideas of the dilemmas facing German leaders in agreeing to letting the European Central Bank take a larger role of supporting the bonds of Italy, Portugal and Spain. He says Germans are seeing a contradiction between European demands for German leadership and not wanting to be led by Germany or perceiving Germany as a hegemon. Brockhoff says Germans have never in the postwar period wanted to or learned to exercize continental leadership. He recounts the postwar period when Germans were content with the deutsche mark, and limited their expression of national pride to the deutsche mark. Giving up the deutsche mark was part of the deal for reunification of the two Germanys, a surrender of economic sovereignty for the sake of a larger integration into Europe. He says that even though the arguments are framed in terms of orthodox economics, economic nationalists who never really wanted to give up the deutsche mark are the core of the opposition to the common issue of eurozone bonds. The German position is to go back to the framework of principles for economic and monetary union and tighten the rules for spending and taxes, something that is good in the long run, but does not work in the short run with shrinking economies from austerity programs and nervous markets. The Merkel government's resolution of this crisis is to set new fiscal rules for the eurozone, and either move in the direction of letting the ECB play a larger role, or support such a move. What is not clear is whether the government will survive the next election taking on this leadership role in Europe, or a revolt in the Christian Democratic party....

Polls on Deutchland opinion trends show Merkel has gained support with her careful handling of Brexit, and the AfD has lost support. Only a month ago media reports covering the immigration issues had put AfD in the light of gaining using this issue. The infighting in the Conservative Party and the lack of any plans of ministers in the British government favoring Brexit for leaving the EU have Germans questioning this kind of politics compared to Merkel's promise of a "calm and composed manner" in dealing with issues of people's lives and the future of Europe. The extensive coverage in Germany of the vote for Brexit, the EU referendum in Britain, increased awareness in Germany of the benefits of the European Union. Merkel and other leaders offered their assessment of how the European Union has brought peace to Europe and improved the lives of the people during the pre Brexit media coverage. Now Infratest Dimap polls show the popularity of Merkel has increased to 59%. Compared to a June poll before Brexit things look better for Merkel-  the AfD Alternative for Germany has lost 3 percent of support dropping to 12 percent, the Christian Democrat party of Merkel is up by 2 percentage points to 34 percent in popular support, the Social Democrats also increasing support by 1 percent to 22 percent.The vast majority of people said the European Union provides security (74 percent) and prosperity (79 percent). Germans are skeptical about the value of referendums on such major decisions as EU membership because of swings in popular opinion such as that on immigration that swayed British voters- 49 percent saying parliament does better in these situations than a referendum, 42% saying referendums are better. For voters who said Germany was hindered by membership only 11% supported that proposition and 52% said the EU is beneficial for Germany. Over 75% actually favor more cooperation on refugees, data policies and energy, setting the prospect for a stronger European Union. Also proving the importance of responsible politics, and honest, flexible leadership, responding to people's concerns yet not pandering to swings in opinion for temporary advantage. A separate piece in the Guardian by Yonge points out that Cameron actually won only 23 percent of the eligible voters for Conservatives in the 2015 elections in Britain, reflecting a two decade slide. Brexit only made this failure widely visible, and did not escape the attention of the German people.   ...

The purchase of F/A-18 aircraft by Germany capable of delivering nuclear weapons stationed in Germany is critical to keeping the nuclear deterrance and the "nuclear sharing" agreement with the U.S. Older aircraft, the Tornadoes are now 40 years old. Chancellor Merkel has supported the purchase but this is now being called into question by its junior partner in the coalition government the SPD.  Leaders of the SPD party say they would block the purchase of 45 Boeing Company made F/A-18 jets proposed by Merkel's defense minister. Under NATO's nuclear sharing agreement going back to the 1950's it is believed there are about 180 B61 tactical nuclear bombs in rope, some 20 in Germany and spread out over Belgium, Italy, the Netherlands and Turkey. President Trump has said the U.S. will withdraw from a treaty with Russia that limits the presence of nuclear missiles in Europe because Russia is not living up to the agreement. This could lead to an arms race. The issue is leading to the beginning of a fundamental debate about nuclear armanent and military spending of a type that has not happened in Europe since 1982 when a rebellion in the SPD over the stationing of nuclear weapons in Europe led to the ouster of Chancellor Helmut Schmidt.  The Christian Democrats view the purchase of the F/A-18 at a time when Russia is updating its nuclear deterrance as fundamental to NATO and nuclear sharing. The close alliance between the CDU and the CSU in Bavaria appears to be unraveling. The immigrants at German borders have dwindled down a trickle, about 11,000 immigrants today compared to the wave of immigrants entering Germany in 2015. The CSU's prime minister in Bavaria Mr. Soder and the Federal Interior minister from the CSU Mr. Seehofer, blame the conflict between the two parties on the 2015 decision by Merkel on immigration. The German ARD broadcaster shows 62% of Germans favor stronger action on immigration. The pressure on the CSU comes from the gains by the anti-immigration party AfD in recent national elections. The CSU hopes that by shifting its own position on immigration to a standoff with the CDU and Merkel's position it can hold off the Afd in the elections in Bavaria in October 2018. The pressure on Merkel comes from members in the CDU and from the SPD leadership, which have accomodated some of the criticism of open immigration to reduce the immigrants at German borders, yet now see the need to meet any challenges to Merkel's authority. This is why the head of the SPD, Ms. Nahles called Mr. Soder's push for a confrontation on the immigration issue as acting "like a bonzai Trump." The CDU party leaders in Bavaria call for a "axis of the willing" joining leaders of the governments in Austria and Hungary. and the newly elected government in Italy to impose immediate controls on immigration at the borders. Merkel says she is open to different points of view within the CDU-CSU alliance, but action should be based on keeping the European Union together, and be taken after EU meetings in Brussels. Will this result in a fall of the government? Angela Merkel has adapted to the changing situation on immigration leading to the small trickle in new immigrants at German borders today. Even if the AfD anti immigration party joins the CSU the percentage of the vote for the AfD is mainly in the eastern part of Germany, and CSU in Bavaria, with 12.6% voting AfD in 2017 elections, and about 7% voting CSU mainly in Bavaria. This compares with the Left at 8.9%, Greens at 9.2%, and SPD at 20.5% for a combined 38.6% of the vote that favor Merkel's new coalition policies. This combined with the 25% of the vote gained by Merkel's CSU party gives it about 64% of the vote and about 489 seats in the 709 seat German parliament. A test of Merkel's authority is not likely to be sustained. By making this a pro-European position Merkel has shifted the issue from one of immigration which is now minimal and one on which Merkel has adapted her policies to a stand on Germany as leader with France of the European Union. At this particularly sensitive time when Germany and France are negotiating with the U.S. on trade and Britain on Brexit, German public opinion is likely to consider the impact of new elections and more uncertainty as not good for Germany. With the SPD, Left, Greens and CSU having 64% of the vote, and the anti immigrant parties CSU, AFD about 20% concentrated in the less economically developed eastern part and in Bavaria, the chances that Merkel's position would be weakened or her authority challenged is very unlikely.   ...

What it takes to put a CDU/SPD coalition government in Germany- 16 working groups, 250 negotiators, 10 work days. And that is only the first step. German leadership in the eurozone and the EU- with the strong stand for eurozone countries to do their economic homework and restore fiscal balance, and the action taken to bring the EU countries together on Russian intervention in Ukraine- is leading to questions about the dominant role played by Germany. Chancellor Merkel has played a leadership role partly because of the absence of other leaders with strong support in their home base who could provide such leadership. Merkel's poll rating in Germany actually shot up during the eurozone crisis from 40% in 2010 to 70% in 2013, and steady at 67% in June 2015, as German taxpayers and voters see Merkel as preventing debt ridden countries in the eurozone passing on higher costs in the debt crisis to Germany. With German wages kept low for the last decade to ensure a economic recovery and lower unemployment, Germans see no reason to support other eurozone countries when a low wage sector exists inside Germany, except under conditions that ensure fiscal balance. In a Harris poll taken in France June 30-July 1, 2015, Chancellor Merkel is rated higher at 43% expressing approval compared to 36% saying they approve of French premier Hollande's handling of the Greece and eurozone crisis. Over 50% of people in Spain and in France disapprove of Merkel's handling of the eurozone crisis, yet two thirds of France's main centre right party support Merkel's handling of the eurozone crisis. In the Harris poll when asked how Merkel, IMF, Hollande and Tsipras handled the Greece crisis people polled in France gave 43% approval to the IMF and Merkel compared to 36% for Hollande and Tsipras of Greece, and 60% disapprove of Hollande and Tsipras handling of the crisis compared to 53% disapproval for the IMF and Merkel. The Christian Democrats party in Germany has dominant leaders in its tradition starting with Konrad Adenauer in the early postwar years, through the Kohl years during reunification and Merkel in the eurozone crisis. By contrast the Social Democrats from the period under Wily Brandt, through the Schmidt years and Schroeder have operated under more of a consensus leadership. Under Sigmar Gabriel or some other Social Democratic leader Germany is likely to have a different style of leadership in the future, especially because the German public does not favor Germany playing this kind of dominant role. At different points in the eurozone crisis Merkel's leadership was needed for decisionmaking- making banks take a 50% writedown on their loans in negotiation with Charles Dallara in Brussels, calling for Italy's president to bring in a new government (led by Mario Monti) when premier Berlusconi failed to make needed changes, and providing flexibility for spending rules for Spain, Italy and France. Merkel has actually moved to the centre to maintain popular support inside Germany, especially since the new coalition government was formed with Social Democrat leader Sigmar Gabriel. On the other major issue of immigration Merkel has provided decisive leadership to prevent the rise of anti-immigrant parties in Germany. Francois Hollande, Socialist candidate for president in France, has led the Socialist party for many years. He started his career as a junior politician in the Mitterand government, and regards Mitterand his mentor. Another mentor is Jacques Delours, who was president of the European Commission. He has many years of training, and has persevered thorughout with a certain sense of humility in the midst of colleagues and politicians in France with larger egos. That inner strength and courage has emerged in the recent campaign appearances and the final debate with Sarkozy in April 2012. He has shown this in the recent campaign by not overstating expectations as he looks at the long term, and at the same time not understating when courage demanded a stronger statement. He has taken timely and effective positions in the current debate of austerity vs growth, or growth coupled with restraint in fiscal spending vs austerity, that is raging in Europe. He was quick to call the situation in Greece, a failure of governance in Europe, as well as a failure of governance in Greece. With the new voices of Premier Monti in Italy and ECB president Draghi from Italy, pushing for growth coupled with fiscal responsibility, a president Hollande in France, would add another voice to European aspirations for growth in the debate with Angela Merkel's Christian Democrats in Germany. ...

Only in her last years was she persuaded by her vice chancellor Scholz of the SDP of the need to invest heavily in Germany and the European Union to fight the coronavirus pandemic with aid to the people of Germany and European Union. As she leaves she ponders the lessons both of the GDR in the east and the Federal Republic in the west, both had their flaws and their potential and both could learn from what was missing in the other. An opportunity for reflection and understanding. It is to Scholz and the Greens that is left the task of making the Federal Republic what it could be, to reaching as much of its potential for the good of Germany and the good of the European Union. Even though the singer became a punk artist after moving to the west following the fall of the Berlin Wall, she was a conventional. schlager style singer before that. So that 16 years after trying out the free market version of capitalism Merkel who grew up as a young East German teenager in the former German Democratic Republic realizes that this period after the fall of the Berlin Wall was not all that it was made out to be. As the Guardian puts it this embrace of her East German identity is no characteristic of Merkel as during these 16 years she rarely brought up her growing up years in East Germany. ...

Portugal leads the world in developing soccer players, no country has hundreds of soccer professional players all over the world. A country of just 10.3 million, the defending European champion, it has 292 professional players in 45 countries. Even Italy, another soccer crazy nation has only 105 pros abroad. Much of the development of soccer players from a very young age happens at sporting clubs Benefica, Porto, and Sporting. They act as scouts, finishing schools after rigorous practice, and places that transfer players to other clubs, all put together in one place with large soccer academies. The uniformity of coaching, and the primacy of soccer as a sport helps Portugal dominate soccer in a way that is not reflected in its size. Soccer fields in all directions is what you see at Benefica's training facilities in Portugal. 10 soccer pitches are not enough for the director of Benefica's youth academy. 10 different teams of exciting preteens to Portuguese pros need to practice every day.  Christiano Ronaldo was found at Sporting, Ricardo Carvalho at Porto. One boarding school at Benefica has 89 students who do their academic studies at the club and play soccer, attend classes in the morning and play in the afternoon. There are 3 different teams under 14. A pathway puts some of them into the senior squads or for them to become attractive enough to draw a large transfer fee outside Portugal. Five different talent centers and 200 people search for talent by watching under 10's or 12's play soccer games. Once they are chosen they move to Seixal, outside of Lisbon for training. The clubs essentially create value through selection and training for years in soccer academies within the clubs. The clubs support their activities by having a lower cost way to access talent at home, and by generating the hefty transfer fees. Since 2014-2015 season the surplus for Benefica is about 540 million euros. Costs are in the eight figures making it possible to generate a profit by having a sale of a few good players to lower profile teams such as Israel, even if they are not at the level of the top players in the Champions League.  ...

A ZDF poll in Dec. 2016 shows 64% of the German people support chancellor Merkel's decision to run for fourth term. Of CDU supporters 89% support Merkel. If the election were held today CDU/CSU would win 36%, SPD 21%, Greens 11% and FDP 5%. Schulz is a lot more popular than Sigmar Gabriel in the SPD. About 51% of the German people support Martin Schulz, current head of the European parliament, Gabriel gets only 29%. With SPD supporters Schulz has 64%. A government watchdog in Germany keeps track of what members of Germany's parliament the Bundestag earn in secondary income from speaking fees and other sources. The watchdog is called Abgeordnetenwatch or parliamentarian-watch. German parliamentarians are now required to list what bracket they are in with the highest at 250,000 euros with no ceiling set. One exception is for lawyers, consultants and farmers who can avoid transparency for upto 3.3 million euros. Unusually these professional backgrounds are left as exceptions. Still Germany is making an effort in this direction where such an effort is absent in the U.S. leading to a credibility gap for established parties and politicians, and leaving an opening for criticism from outsiders who can say they have no connection to lobbyists. German members of parliament earn an income of 9300 euros a month.

Following the defeat of chancellor Merkel's CDU party in the 2016 Berlin state election, getting just 17.6% of the vote, chancellor Merkel looked reflective and a bit emotional about the result. She urged Germans to understand that this decision on refugees will benefit Germany in the long run. She said she would work to regain the people's trust. Looking back she said-"If I could, I would turn back time by many, many years to better prepare myself and the whole German government for the situation that reached us unprepared in late summer 2015." She says the decision was "absolutely right" to admit the refugees from war torn Syria, but accepted that "it led to a time when we did not have enough control over the situation." The Lebanese Democratic System that emerged from the 1989 accord. This gave Maronite Christians, Sunni Muslims (for long time priviliged and better educated groups in Lebanon compared to the less well educated Shiites having higher rates of unemployment and illiteracy as well as less access to governace, ) a proportionally bigger say in the government. About 40% of Lebanon's population is Shiite, but their representation in the Parliament of 128 seats is a maximum of 35 seats, with the rest going to other Muslims and Christians. This was the period when West Germany emerged as the leading economy in Europe, and pursued policies of improved relations with East Germany (the GDR) under Honecker, and the Soviet Union under Brezhnev, leading to the period of German reunification under his successor Helmut Kohl of the Christian Democrats. Schmidt also pursued very close relations with France under Giscard d'Estaing, setting up the groundwork for what would become the Euro currency and European monetary system. In the years after 1982 Schmidt was active as co-publisher of the Die Zeit newspaper. This account of Schmidt and that period complements Jonathan Kandell's indepth assessment of Schmidt in the NYT. Today's world economic summits of western leaders- especially the critical ones following the 2008 global economic crisis- originated from the meetings Schmidt started in 1975 and broadened in 1979. During that period Germany, France, UK and the U.S. were faced with the global recession after the 1973-74 oil crisis. Here Getler describes Schmidt in terms used by Germans for someone who is action oriented but also overconfident and brushes off other people- the German word "macher." Another German expression "Mr Schmidt Schnauze," as Mr Schmidt the Lip, stuck to Mr. Schmidt for his tendency to offer strong criticism, while being less tolerant of criticism of his own policies and actions....

The German Constitutional Court established the legality of the eurozone bailouts under German law. It also stipulated that future bailouts would require the approval of a parliamentary committee. The Court ruled out any proposal that would pool Germany's debt with that of other countries in the eurozone. This rules out the issuance of eurobonds that are supported by the pooled resources of all EU countries. With no mechanism for firm budgetary discipline in place under the current structure of the EU, this is seen as an absolute no in Germany, and is opposed by all German political parties including Chancellor Merkel's Christian Democrats. ECB president, Jean Claude Trichet, is a strong supporter of the European Union, who actively participated in its creation over three decades. He insisted on budgetary discipline for all EU member states in his recent speech at a conference in Lake Cuomo resort in northern Italy. By leaving open other solutions over time that would still move forward the idea of a united Europe, the Court's view on this point coincides with that of Merkel and the ECB's current and future presidents, Trichet and Draghi. Merkel told the German parliament on Sept. 7, 2011: "Europe must come out of this crisis stronger than it went in, just as Germay came out of the crisis stronger." Merkel compared the difficulties today with the difficulties Germany faced as it tried to rebuild after World War II.
