China's premier Wen is critical of China's large state owned banks for blocking reforms. In recent months there is growing sentiment against the large state owned banks because of the large profits made and the low interest on customer deposits for savers. The guaranteed spread between deposit and lending rates is about 3 percentage points giving the banks easy profits. China's largest banks, including Industrial and Commercial Bank of China, Bank of China, Agricultural Bank of China and China Construction Bank, show combined profits of $99 billion. These four banks and the Bank of Communications, China Development Bank, Postal Savings Bank, combined control 55% of all outstanding loans in China, and lend mostly to large state owned enterprises.

Krugman points out that the U.S. Federal Reserve's forecasts in March 2012 show the U.S. will experience low inflation and high unemployment for many years. These forecasts are in sharp contrast to the expectations in the equity markets based on an uptick for a couple of months of unemployment numbers. The Fed's own statements suggest the improvement in hiring may be temporary and a response to the overreaction in hiring in 2009-2010 to the financial crisis, and not a lasting improvement. The Fed pointed out that the long term unemployed are at about 40% of the total unemployed and the share of the population that is working in March 2012 has barely budged from 58% in 2009.

During the November 2011 to February 2012 period Spanish banks increased holdings of government bonds by 68 billion euros, and Italian banks by 54 billion euros under the ECB's Long Term Financing Operation. That program helped to lower bond yields of the two countries for the 1st quarter of 2012. With Spain's economy facing more austerity measures at a time of 23% unemployment, bond yields have moved back up for Spain in April 2012. The increased holdings of government bonds by Spanish banks increases risks at a time when banks in Spain have not increased lending in the economy and hold a large number of bad mortgages in the country's housing bust.

Carrefour's new CEO in June 2012, Mr. Plassat, describes his plans for reviving the company. This includes giving more autonomy to stores to reduce overhead costs, reducing the number of employees, selling its Greek supermarket business to its local partner and exiting Turkey. Unions estimate job losses at 3000-5000. He says the company is overly centralized at the international level and in the domestic market. He pointed to the 500 million euros of "superficially used money," that was put into marketing in the domestic market and says some of it needs to go into improving stores. Carrefour's share price has fallen by over 50% in 2011-2012. Plassat's plan is for a three year turnaround.

The Institute of Supply Management's Index of manufacturing activity declined to 49.7 for June from 53.5 in May. Figures below 50 indicate contraction in manufacturing activity. The measure for new orders declined rapidly falling to 47.8 from 60.1. New export orders dropped to 47.5 from 53.5. This shows that the slowdown in China and Europe is now reaching the U.S. with slowing exports and new orders. At the same time auto sales are growing, with auto sales up 26% in May 2012. GM's auto sales were up 16% in June, Ford's 7%, Toyota 60% and Honda 49%. Auto sales were at an annualized pace of 14.1 million in June 2012, showing that this sector is holding up.

Americans with no arrest record are more likely to have a college degree 40% to 10%, more likely to have a high school diploma 89% to 53%, according to one study. People with an arrest record are twice as likely to be in incomes below the poverty level. This matters for African Americans, Hispanics, and poor white people because the higher rate of arrests in these communities can lead to less opportunity for jobs, loans, education, and mortgage approval. It also matters in an information age with the FBI having over 77 million individuals in its database with reports of arrests and other action. A minor arrest record also stays on the record hindering future prospects.

The PBOC, China's central bank, injects $65 billion into China's banking system in Dec. 2014 to get banks to increase lending as the economy slows further. Experts say the growth rate is likely to drop below 7%. At the same time the central bank and economic policy makers are concerned about excesssive debt in the economy, shadow banking and local government debt risks. It cut benchmark interest rates by 0.25% in 2014. Other risks are developing as the property market cools off and investors shift investment to equity markets creating a surge of 50% in the Shanghai and Shenzen stock exchanges for 2014. As a result economic policy is not as effective in today's environment.

Krugman addresses the question about the collapsing ruble in December 2014- why the extent of the collapse reflected more than the drop in oil prices? He focusses on the nature of the Russian system under Putin which is based on crony capitalism. Russian businesses borrowed heavily in dollars but generate much of their revenue in rubles, as a result the situation has imploded with the inability of these businesses to make payments as the ruble declined by about 50%. Russia has not generated trade deficits. Capital flight, money taken out of the country by oligarchs, and the nature of the borrowing in foreign currency has led to a serious compounding of the crisis.

Experts say entrepreneurs are seen negatively in Germany and a startup failure is likely to be seen as a problem in a resume. Yet many of the small companies with less than 50 million euros in sales were started in the early post war period decades before. These companies with less than 500 employees employ about 60% of German employees, showing their importance. Social Democrats Economics minister Sigmar Gabriel is promoting the idea of increased funding for startups by venture capital and private equity funds, by increasing tax breaks for startups. Germany's Federal Statistics Office figures show 87,000 new companies registered in 2014 through Novemeber, down 28% from the prior decade and 47% below 1996.

Chinese premier Deng looked at Singapore as a model for China's capitalist development under the leadership of the Communist Party. In the last decade Singapore's people are looking for political freedom and an open political system, calling for changes in the existing system which favors Lee Kuan Yew's PAP Party. A similiar situation exists in Malaysia where the United Malay National Organization Party has run the government under Tunku Abdul Rehman, Tun Abdul Razak, and Mahathir Mohammed, for over 50 years since since independence from Britain in 1959. Hilsenrath goes over some of the troubling signs behind the postive job numbers for April 2014. Part time workers looking for full time work actually increased in April 2014 to 7.5 million. More individuals in prime working years of 25-54 dropped out of the work force discouraged and stopped looking for work, with the percentage for this group who are working dropping to 80.8% in April 2014. Wage growth and worker productivity was stagnant. Donald Kohn, a former vice chairman of the Fed, joins other economists who are puzzled by the lack of wage growth and the large number of long term unemployed behind the positive job numbers of 288,000 for April 2014.

A poll released by Datafolha on June 29, 2013, shows a sharp drop in popularity of Brazil's president Dilma Rousseff from 57% to 30%. In northeastern Brazil, an area where the ruling Workers Party enjoyed strong support, Rousseff's popularity fell sharply from 64% to 40%. Over 80% of respondents in the poll expressed support for the street protests in Brazilian cities over poor infrastructure, transportation and public services, and overspending on soccer stadiums at the expense of basic services. A protest over bus fare increases set off the street protests. Rousseff's response to the protests have come under criticism- the president offered to conduct a referendum for improving the political system, and channel oil royalties to education.

Second quarter 2013 earnings were up 24% to $437 million and revenue was up 27% to $1.68 billion. A Pemex brokered deal for $5 billion in Argentine bonds as compensation to Spain's Repsol for its 51% stake in YPF. The Argentine government nationalized YPF saying Repsol was not investing enough in developing oil and gas reserves. With the discovery of shale gas reserves estimated to be third only to reserves in the U.S. and China and large shale oil reserves, the Argentine government is seeking foreign investment in the oil industry. A settlement with Repsol, with the help of Mexico's Pemex which has a 10% stake in YPF, enables Argentina to seek technology and investment from western oil companies. Chevron has invested in the Vaca Muerta shale field in Argentina.

How in the last days before bankruptcy Chrysler executives pushed dealers to take therir allottment of cars even though they had unsold inventory sitting in their showrooms as sales plunged over 50% for Chrysler, the worst hit among all the carmakers. Dealers say this was aveiled threat to take the cars or face being terminated. For Jim Press and Chrysler this was about "You can help us, or burn all of us down," as Chrysler sturggled to show its viability to the government. President Obama has 63% job approval rating in a New York Times/CBS News poll. His backing is among Democrats and independents alike which is very useful for Obama.But the poll shows more American having faith in the President than in the handling of specific issues. He gets good approval on foreign policy initiatives at 59%, but in the handling of the Auto bankruptcy, or of health care his ratings are below his personal ratings as President. A majority of those polled were concerned about the rising budget deficits. BUt his ratings among Republicans has fallen from 44% in February to 23%. Republicans were viewed favorably by only 285 of those polled, the lowest ever.

Total USA sales fell 35% from a year earlier in the last quarter of 2008. At Chrysler the fall was steeper, at 46%, according to Autodata Corporation. On average vehicles sold in December had been on the dealer lots 92 days before being sold, up from 59 days in 2007, according to J.D. Power & Associates. Chrysler vehicles were on the dealer lots for 142 days before being sold, the most for any automaker, up from 70 days in 2007. And AutoNation Inc, estimates that 3.2 million vehicles sit on dealer lots around the country. At the current pace of sales this would last 4 months. AutoNation's CEO Mike Jackson said that he is cutting vehicle orders by half.

Obama is looking at alarge tax cut as part of the stimulus. A tax cut of about $300 billion for firms and individuals. With businesses getting inducements to forgo layoffs and make new hires, and to make new investments. There also provisions for companies to write off huge losses incurred in 20008 and 2009 and retroactively reduce tax bills dating back 5 years. It accelerates these writeoffs because of the tight credit situation facing business. A one year tax credit for companies to forgo layoffs or make new hires would be worth $40 or $50 billion. It also lets the companies write off a broad range of expenditures at ahigher level of $250,000 for 2008 and 2009.

After years of running budget deficits, Canada under the Conservatives worked hard to balance its budget. The Conservatives under Stephen Harper did not accept the need for large stimulus spending, as a result his government almost lost its second term in a parliamentary vote that did not happen because the governor general closed Parliament for 7 weeks. Now it has come up with a stimulus plan of $40 billion in Canadian dollars of tax breaks and new spending. Most of the money will go to maintaining roads, railways and ports and in encouraging home improvements. The government is also adding C$50 billion to its C$75 billion fund to buy mortgage-backed securities.

Honda's policy of hiring from certain counties within a 50 mile distance from its new plant in Greensburg, Indiana, to keep a good distance from closed UAW plants and keep away from new workers who have UAW loyalties. Honda's policy of hiring at wages near the prevailing wage in the region surrounding the plant, and the freedom from the UAW that enables Honda to follow this wage policy. In a very competitive automobile market the gains made by GM in its negotiations are undercut by Honda and Toyota's own efforts to bring its wages more in line with the area where the plant is located, which are generally lower than the higher wages paid in the past.

There was some question about the accelerated depreciation tax break for new investment that is part of the business side to the stimulus package. It lets business take 50% of the depreciation upfront and the 10% thats allowed for a straight 10 year depreciation. A study at the University of Michigan and other expert opinion showed that this tax break had minimal effect when it was introduced in 2002. But other experts say that it was because there was not much taxable income after the meltdown and the bursting of the tech bubble at that time. This time there is a good deal of taxable income and it might have some effect.

BP Russia is the only large joint venture in which a foreign company has a 50% ownership and it is highly profitable with net profit of $5.7 billion on annual revenue of $24.9 billion. The Russian government is consolidating the oil industry to make it largely a state owned industry and renegotiating old contracts for a majority position in all oil joint ventures. In the light of that policy and its implementation for several years it would appear that the BP joint venture also would be seen as part of the same scheme of things. The minority partners and BP would negotiate their way for the best possible situation in this scheme of things.
