The carefully planned bankruptcy with carefully and fully addressed warranty and other issues could be made to work along with sufficient government loan money in the $50-$70 billion range in return for equity and other conditions, and its not clear why the management of the Detroit auto companies see it as impossible and not just difficult, when they are already facing considerable difficulties in this market and with public opinion. Rampell talks about how jobs lost are not recoverable, and this is fairly obvious considering that the Japanese and the Germans are unlikely to relocate in the same areas that Detroit has located its plants , and prefer to go and build green plants to specification, and hire very carefully so that workers with the Toyota or Honda frame of mind are hired to work there. This can change depending on individual circumstances but is what they generally prefer to do. Also its important to bear in mind that forecasts that are being used of 13-14 million vehicle market in 2009 are just guesses, it could turn out that the sales drop to something like 10 -12 million vehicles, in which case there will be contraction of jobs on a large scale even at the Japanese and Korean and German plants which there is even now but on a smaller scale. ...

Continually throughout Bill's career including the presidential campaigns Hillary Clinton had to change or adapt her persona as "Hillary" the person in politics as a candidate's wife, to fit in with what the public wanted to see.  Another facet of Hillary is her strong sense of privacy, not to reveal too much of herself, partly from her mother's ordeal as a child, partly from her Methodist upbringing not to speak too much about oneself. Her bookish nature as a person who studied policy, made this more evident. Political campaigns use some details about how a candidate or his wife is perceived, and Hillary herself said in 1995, telling the Washington Post that "I don't think you can know anybody else," because of what she called the crude mechanisms that only take bits and pieces of a person's life, not the whole person. Her own campaign for president suffered from this distortion as Mark Penn, her campaign strategist, pushed for her experience and hard work to be the basis of her campaign against Obama. Obama had his own focus groups in New Hampshire and Iowa show him that he could could do well as a story teller for change and a movement. It was not till the second presidential run in 2016 that the idea of a woman's movement was what Hillary was clearly put forward as. The National Highway Traffic Safety Administration failed to take action when asked by drivers to investigate incidents of unintended acceleration. It also failed to take up action with the company's quality staff in Japan- who were in charge of things related to quality- after what appeared to be years of inaction and stalling by Toyota. Where it did investigate, the agency did nothing about the complaints when Toyota failed to provide the necessary information. Internal agency documents show that since 2003 the agency opened inquiries into possible Toyota problems, and six times closed them without action of any sort. With agency managers joining Toyota after their work at the agency, there appears to have been a cozy relationship with Toyota. Add to that the lack of a steady hand at the agency- with about 6 changes in directors since 2005- and the current administrator David Strickland only confirmed in December 2009. Throughout its 6 investigations NHTSA regulators were told they have to talk not with Toyota USA but Toyota people in Japan who made the decisions and had the answers, yet no effort was made to break the logjam and get Toyota Japanese managers to provide answers. At one point State Farm Insurance brought the incidents of accidents and near accidents to the attention of NHTSA, something that happened a decade before this in the Ford Explorer roll over accidents. On both occasions NHTSA was slow to act....

Patrick Buisson, a key Sarkozy adviser, who helped him win the presidential election in 2007, says Marie LePen's chances in the 2017 election are dimmer than people realize. Her Front National is popular in the north of France with working class people who formerly voted in favor of the Communist or Left parties. In the south of France in areas like Nice her niece Marion is popular with people who have social views on the right on abortion, and gay marraige. The problem is reconciling these 2 blocs of voters and the way Le Pen appears to have moderated her views on social issues. The opposing candidate from the Right parties formerly led by Sarkozy is Francois Fillon, actually prime minister for the full term of 5 years under Sarkozy. Fillon's views are closer to the FN voters in the south and opposes gay marraige and abortion, and has a strong foothold with Catholic voters in traditionally Catholic France. It is this split that hurts LePen who had hoped to run against Bordeaux mayor LeJuppe. The left parties are in disarray and likely not to be a factor. Another difference is that the voters in the south of FN do not see it the same way as FN voters in the north on issues of increasing the size of the state. Voters in southern France do not favor increasing the size of the state as Le Pen has promised and opposed by Fillon. Fillon has plans to cut France's large state employees by 600,000. France has a large state owned sector of companies and increasing the work week to 48 hours, reducing the state sector size to help private companies with incentives is seen as a way to increase productivity and grow the economy, plans supported by Fillon. A major problem for Marie LePen is her family name of Le Pen which Buisson says people in France associate with her father Jean LePen, and extremist positions. Buisson thinks Marie LePen will never be able to shake off this image in the second round of the election as she loses some of her right wing Catholic support to Fillon, and fails to attract enough working class voters in the north of France because of the family name. ...

A key driver of the economic recovery is how India tackles a legacy of bad loans that have piled up in the banking system. Here Nirmala Sitharaman talks to Hindustan Times about the government's plan to remove 2 lakh crore rupees of bad loans from the books of banks, and a new framework that makes more people eligible for bank loans. Clearing bad loans from the banking system will increase lending to small, large business and expand the economy and employment. The government announced that it will provide 30,600 crore in guarantees to the National Asset Construction Company Limited to buy 2 lakh crore of bad loans from banks. This is in a 15-85% split with NACCL offering cash for 15% of the assets and issuing security receipts for the rest which banks can sell in the market.  Sitharaman says the bad laons have value particularly the way this is structured. India Debt Resolution Company is a company that will help make this happen with panels of experts for each of the debt categories. The specialized application of expertise will make sure that the assets are valued in a way that the market will be interested. IDRCL is 49% owned by the banks and the banks through the Indian Banking Association will have to take the initiative. NARCL will pay a fee to the government the longer an asset is not properly resolved. Sitharaman also says in this interview that climate change and India' response will not have an impact on the economy. She says- "Coal dependence will stay to some extent. But we are committed to closing down legacy thermal units that are inefficient, coal guzzlers with low productivity levels. Our economy has different regions at different levels of development. Completely removing thermal is impossible. PM Modi has invested and is committed to renewable energy." She said India had done its work to achieve COP21 with its own funds. None of the funds by developed nations of $100 billion has materialized.     ...

With Tim  Cook in charge of Apple manufacturing in 1998 doing the first major act of outshoring the whole manufacturing base of a company to China. It was a strategy- to use the huge profits of a three punch approach- brand the product at the high end to command high price in the US through innovation and design (punch 1), followed by making using Chinese labor at low cost in China (punch 2), to generate the huge profits to create a virtuous cycle of investment from these profits to generate new cycle of growth (punch 3). What Apple gained, America's workers lost. This was sold by economists at the service of corporate narrative that it was good for America in the face of the facts showing just the reverse for 25 years 2000-2025. Soon almost the entire manufacturing base of the US was shipped out to China, or Chinese supply bases Vietnam. Japan fell in line and became a supplier to this China Manufacturing for the World. What started out as Microsoft demolishing Apple by 1998 and Apple using this 1-2-3 punch strategy turned into first a disaster for American workers, a loss of the working class leading to the loss of the middle class backbone of America, replaced by Silicon Valley and financial interests in New York City and disproportionate rewards to capital, the rural and small towns, cities across America's heartland thrown into decay and neglect.   ...

He found an additional $7.2 billion in retiree health costs that had never been taken into account. That warning was ignored. New home sales in the USA rise 4.7% in February 2009 from the previous month, reversing the steady decline in new home sales from August of last year. This puts them at a 337,000 annual rate and this is sharply down from this time last year when sales were in the 500,000-600,000 range. A lot of the activity in housing sales is in foreclosure sales especially in California. Foreclosure sales in California in February 2009 were 58% of total existing home sales compared to 33% in February 2008 according to MDA DataQuick of San Diego, cited in Bloomberg News. The drop in the median home price for a existing single family detached home was sharp from $418,000 in February 2008 to $247,000 in February 2009, a drop of 41%. As aresult sales of existing family homes in California went up by 83% in February from the previous year as reported by the California Association of Realtors, shrinking inventories to about a 6 month supply if the current sales pace holds from the 15 month supply existing in 2008. The government's $8000 tax credit for purchases of homes, the falling prices and lower mortgage rates, are helping to lower inventories of new homes. The number for the US has fallen to 330,000 new homes, as inventories are dropping and new construction is slowing. The housing picture depends also on the number of jobs that are lost during the rest of 2009 and into 2010. And this will play abig part in determining whether housing recovers. The current job losses of 600,000 a month are grounds for caution....

Missteps by the Detroit automakers include fighting fuel efficiency legislation in 2005, even when the USA faced higher gas prices, and diluting the fuel efficiency legislation with a target of 35mpg for 2020 at a time when Europeans were taking up more aggressive challenges as public opinion there moved in that direction. They also spent heavily in lobbying spending, about $175 million for GM and Ford in the last 10 years, and some would say lobbying against the national interest and the national security interest of the USA, because failure to reduce consumption of oil through fuel efficient cars weakens the economy by sending hundreds of billions of dollars overseas to mideast countries. The closing of plants in states like Alabama, Louisiana, Georgia and Delaware and consolidating their operations closer to home weakened Congressional support, And the foreign auto makers built plants in places in the south like Alabama resulting in Senator Shelby of Alabama becoming allied with them. Rick Wagoner failed to show the vision and leadership needed, and Detroit failed to realize that vision and leadership were required to run these companies. not coming up through the large bureaucracies of these companies. And people associate him with declining market share and a company in decline and asky why. The whole mood of the country is reflected in newspaper columns across the country, in reader comments that run into the hundreds for each article overwhelmingly negative for taxpayer money going to Detroit automakers. According to a senior defense industry official Defense Secretary Robert Gates worries that counterinsurgency may not work in Afghanistan. According to the official even 40,000 troops would not give enough troop on the ground to protect the Afghns if the north and west continue to deteriorate. A study by professors Kane and Reardon from Harvard and Stanford show kids have fallen behind and not recovered by mid 2023 from the effects of school closures and pandemic illness in families. On average kids have fallen behind by half a year in math and a third of a year in reading by mid 2022 for 7800 communities in 41 states in the US that are in the study. Disturbing is that in the poorest 10% of districts children have fallen behind by one and a half years from the national average average for the year in school making existing inequalities worse. Another finding learning loss was similar within communities for both lower income and higher income students.  Some of the hardest hit communities- Richmond, Virginia, St Louis, Missouri, New Haven Connecticut where students fell behind by one and half years in math. At 150% of teaching effort it would take 3 years to make up for the loss. The $190 billion in pandemic money from president Biden's programs to add tutors and school staff  has helped recover 25% of the loss. They suggest using other help including summer camps, an optional fifth year of high school, summer learning, museums, and online learning. "If we fail to replace what our children lost-we not the coronavirus will be responsible for the most inequitable and longest lasting legacy of the pandemic" say Kane and Reardon. ...

A Pew Research Center poll in September 2016 finds 81 percent of Indians have a favorable opinion of Narendra Modi in 2016, compared to 87 percent in 2015. Even among supporters of the opposition Indian National Congress a majority say they have a favorable opinion of Mr. Modi. The author of the poll, Bruce Stokes, says the opinion of frustration of the Indian elites and media about the Modi administration is not reflected in public opinion. Recently the Modi government passed legislation for a national Goods and Services Tax replacing overlapping state and federal taxes that are seen as holding up growth.  Issues the Indian public ranks high are corruption, unemployment and terrorism.

Canadian tar sands oil production from Alberta faces increasing competition from production by Bakken oil fields in N. Dakota. The increasing production from Bakken fields in the U.S. and the lack of pipeline space to bring oil from Alberta to the U.S. is putting the more costly projects on hold. The costlier projects have costs of about $100 a barrel with crude prices dropping below $90 in the U.S. Projects using steam to get bitumen to the surface are viable at $50 a barrel, other projects that require mining the bitumen to make synthetic crude have costs upwards of $100 a barrel. Costs are rising quickly with the cost of geoscientists going up 14.5% in 2012 and salaries over 200,000. Production workers make $35-$39 an hour and can make about $170,000 a year. The boom has pushed costs higher each year. Suncor Energy, the largst producer, is reviewing the viability of large planned multibillion upgrading and mining projects and cutting capital spending in 2012 by 11%. By 2020 oil sands output is forecast to double from the 2011 figure of 1.6 million barrels a day, according to the Canadian Association of Petroleum Producers. In 2012 about 50% of production is from the costlier mining operations....
