Romney says in the first presidential debate he will not increase taxes on the middle class: "I will not reduce taxes paid by high income Americans. And I will not, under any circumstances, raise taxes on middle-income families. I will lower taxes on middle income families." How he would do this is through limiting or eliminating deductions and loopholes among several measures, with work done on this by his advisor Martin Feldstein, Reagan's economic advisor and a professor at Harvard University- Romney's Tax Plan can raise revenue, WSJ, 8/28/2012. Where the Democrats and Republicans differ is that economic growth generated by creating incentives for business to invest and hire also plays a part in generating the additional revenues as it did under Reagan's economic plan. Behavioural factors play a large part of this as much as the incentives and other steps, to create a climate of business confidence- search in Janvoo for the Group "Reagan memo of 1980 by Shultz, Friedman," for more on this....

Spain's finance minister, Luis de Guindos, announced a two year plan in which Spanish banks are required to set aside 50 billion euros for losses on bad real estate and other loans. This is part of the effort to restore the flow of credit in the economy. He told a news conference: "At the moment credit is falling by around 5% or 10%." Banks have been slow in Spain to get rid of bad assets and proceed with a bank cleanup. The provisioning for losses required under the plan is by type of asset- for undeveloped land this will be raised to 80% of value from the 31% used currently, for new homes this goes to 35% from 25% used currently. The idea is to get banks to sell these properties at today's prices and give Spaniards an opportunity to buy these homes as opposed to letting this remain on the bank's books. Banks that merge will be given one year, other banks will be required to do this in one year. The cleanup will make it easier for Spanish banks to obtain financing in international markets, and in turn improve the flow of credit in the Spanish economy. ...

Ed Finn, president of Barron's for 19 years from 1998 has observed the economy for decades and comes to the conclusion that the 2007-2008 banking crisis from Reagan style deregulation was the one principal factor the US economy and the people suffered from a lost decade that was extended to 15 years by the pandemic. This has ended under president Biden says Finn, with he says about 10% growth in S&P 500 every year since 2020 and expects growth at that rate for another 4 years under president Biden. What this says about ultra low interest rates is that it was bad for America and a result of the need for tackling the 2009 financial crisis. Interest rates need to be at the moderate level of about 4-5%, the level today, where savers are rewarded, retirees are rewarded, bondholders are rewarded, and excessive risk taking is penalized, says Finn. Moderate interest rates help mortgage holders and new companies start businesses. In short says Finn- this is the way a economy should be run. We were sold the idea of ultra low interest rates because no one wanted to talk about the bad effects of Reagan style deregulation that inevitably lead to lack of the financial oversight of regulatory authorites. Financial oversight by regulatory authorites needed for modern economies to run, whether this is the US, India, China, or any large European economy, it is an essential condition for stable long term growth that serves the needs of the people of every major economy in the world. The idea must be cast aside that economic policy must be determined by the swings in sentiment  every few decades in one direction to too little government from to too much government or reverse, and be determined by essential truths of how a sound and good economy is run. As the US enters 2024 what Powell a Republican, and Biden a Democrat, and the bipartisan group of Senators in the US Congress are saying is that we get it, and are with single minded determination making it happen. ...

European Union and at its heart Germany cut oil and gas use by 25% over a short period. The WSJ looks at one company that makes agricultural machinery such as harvester combines in Germany, and how it did this. The lesson from this experience- long dependent on cheap oil and gas supplies from Russia Germany was not expected to bounce back and cut its use sharply, when prices of Russian gas increased 20 fold. Not only did this German company slash gas use by 30% by making technical changes in how the machinery operated, and by using oil pipes, storing LNG from other countries such as Britain and Norway.  A 6% decline in sales to eastern and central Europe was offset by a 35% growth in sales in the US. By pivoting to the US German manufacturers have increased sales. The US has also become a major supplier of LNG to Europe. This makes it possible for Germany to conduct its own policies free of the kind of influence Russia exerted on Europe. So what does the CEO of German company Claas say about this experience- he says the export model is robust but in a different form with the US Europe's and Germany's biggest partner. The lesson of the past few years says CEO Bock- "Don't be dependent on one country." Not Russia, and not China. ...

Private schools score 59% and 46% in these two areas, public schools lag far behind at 21% and 17%, in the 2016 Education Next Survey, says Peterson. He says by appointing Betsy DeVos as Education Secretary, the Trump administration sees the need to think how public schools can benefit from improvement in these areas.

France's Socialist party presidential candidate, Francois Hollande, says taxpayers earning more than 1 million euros will be placed in a 75% tax bracket if he is elected. He said the corporate executive pay in France now exceeds 2 millon euros. A 2009 French Senate study shows the richest 0.01% of French taxpayers earn an average of 1.22 million euros. There are 3,523 such households, and the extra tax revenue from the 75% tax will be small. The French Senate study showed these taxpayers paying an effective tax rate of 17.5%. President Sarkozy had imposed a 3% temporary increase in taxes for those earning more than 500,000 euros a year. Hollande also plans to tax those earning more than 150,000 euros a year at a marginal tax rate of 45% instead of the current 41%, and a the same time cut taxes for small and midsized companies.

The U.K.'s deficit in trade in goods widened to 8 billion pounds in January 2010, even with the 25% decline in the value of sterling against the dollar and the euro. This suggests that devaluation is not likely to help rebalance the economy and things will have to be adjusted the hard way in the manner being done in Greece, Ireland and possibly Spain with cuts in spending. In the past the devaluations were accompanied by drop in interest rates, but this time interest rates are already low. And the U.K.'s weak manufacturing and excessive reliance on financial services does not help in boosting exports.

India's foreign exchange reserves of $295 billion cover about 7 months of imports. This is not enough in currency reserves for India's central bank to take actions to prevent a depreciation of the Indian currency, the rupee. The central bank, RBI, has taken other actions including giving local exporters 15 days to convert half their estimated $7 billion foreign exchange holdings into rupees. Analysts say the RBI is running out of policy options and is down to micromanaging the currency. India's trade deficit was at $13.4 billion in March 2012 with rising cost of importing oil and lower exports. The rupee is close to 54 rupees to the dollar.

India's Russian oil imports Indian OMC's (oil marketing companies) say Russian discount for oil was about $8.50 per barrel in FY24, and dropped to $3-5 in 2025 with at present in August 2025 it being $1. CLSA/Citic Securities research report uses an average of $4 per barrel to get the $2.5 billion gain for India per year in 2025. Note that Russian oil is of inferior quality and the CIF landing cost used by Indian companies is much higher because of long supply routes insurance costs compared to Saudi oil. India could shift to buying from Saudis and UAE in 2026, and reports suggest India is already making this shift as Jamnagar and other refineries in India shift to non Russian sources. India's gains from Russian oil imports estimated at $2.5 billion lower than the $10-25 billion figures says a CLSA/Citic Securities research report. In 2025 Indian oil imports are at present 36% or 1.8 million barrels a day from Russia of 5.4 mbd total oil imports. Saudis provide 14%, Iraq 20%, UAE 9%, USA 4%. Nikki Haley is doing what has happened before, fighting for principles in her party and showing that a fully significant 40 percentage points of her party believe in the old conservative ideas, of the Republican party. That of the country club type, the everyman who happens to be conservative the core of the party, small and large business owners. The situation is analogous to the intraparty struggles that beset the Democratic party after the abrupt end after 1000 days of the John F. Kennedy presidency and administration. Since the 1920's and two periods of rising inequality accompanied by technological change from the 1870's that ended with the Great Depression, the US had experienced a great revival under Franklin Roosevelt, Harry Truman and Eisenhower. In 1960 a new future was articulated by Kennedy of the new world that lay ahead, one he had seen upfront in Asia before, during and after the war. How would we bring the post colonial world of billions of people into the modern world. Since then both a modern China and now modern India are part of this change. "Today our concern must be with that future. For the world is changing. The old era is ending. The old ways will not do." Acceptance speech for the Democratic nomination for President, July 15, 1960. It was interrupted after the intraparty disputes that began in 1968, Robert Kennedy challenging LBJ, leading to Richard Nixon, and Edward Kennedy challenging Jimmy Carter leading to Ronald Reagan. John F. Kennedy had articulated a vision that still is alive today based on an understanding of how America's needs fit into all humanity's needs.  In some ways the situation after 2024 or 2028 still goes back to the vision of a new order of the world with emerging nations in Asia with 3 billion people, and additional billions of people in Africa, Latin America. The Arms buildup promised by Reagan in 1980 has yielded little about 50 years later, not even the fall of the Berlin Wall which today has been replaced by another struggle in Eastern Europe in 2024. Truman tackled the Berlin Blockade,  Eisenhower had faced upto Soviet tanks in Budapest, Kennedy had faced the Berlin crisis in 1963 his ich bin ein Berliner (I am Berliner). What purpose would an orbital weapons program serve- and could the US ever be or even want to be  "only one superpower in a safe world," with an orbital weapons program as Reagan and Weinberger went out to do and failed completely. America faces a situation analogous to 1920's with increasing inequality and weakness in the social fabric, as a result of four decades of rising inequality accompanied by technological changes, and misguided Reagan programs that diverted from John Kennedy's vision that the "old era is ending, the old ways will not do."  The vision put forward by John F. Kennedy has more relevance today for the future. That vision he articulated in the First Inaugural Address in which he also said that this work may not be accomplished "in our lifetime on the planet." It is important to remember that John F. Kennedy connected his vision to FDR when he said in his State of the Union Address to Congress in Jan. 1961- In the name of a great President whose birthday we honor today, closing his final State of the Union Message sixteen years ago. "We pray that we may be worthy of the unlimited opportunities that God has given us." This is the vision that stands before America even today in 2024.   ...

As the coronavirus pandemic reaches the 20 month mark in October 2021 and the government reaches a target of 1 billion vaccinations given in India, prime minister Modi talks about his experience handling the vaccination drive in this interview. It covers a wide range of topics from his initial experiences in development in Gujarat, translating this experience to the national setting, the multiple yojanas or projects from Swachh Bharat (Clean India), toilets for all, bank accounts for the whole population, cooking gas for women, decisions taken for Aadhar, digitization, GST. His 35 years spent in poverty as a social worker that gave him a clear idea of the aspirations of the working poor. On the achievement of one billion vaccinations- It was the careful preparation that happened as early as March 2020 that carefully anticipated all possible problems and tackled each one of them that made it possible. "Vaccinating such a large number of people comes with its own share of complexities. Ensuring proper temperature control of complexities, cold chain infrastructure across the length and breadth of the country, timely delivery from the manufacturing plant to the remotest vaccination delivery point, supply of needles and syringes, training of vaccinators and preparing for adverse reactions, from quick registration to certificate generation to reminder for next appointment. We needed to look at the entire logistics, planning, and progress of the vaccination drive." To understand the person completely one has to go back to the origins of his experience, skills learned, and his inspiration for the effort. Modi entered the chief minister's office in the western Indian state of Gujarat facing the Arabian sea in 2001. He entered office at the time of the Bhuj earthquake in Gujarat and describes his taking the chief minister's office as accidental as he had been a social worker for 30 years. "Let alone reluctance to join electoral politics, I had nothing to do with the political domain itself. My surroundings, my inner world, my philosophy- these were very different. Right from my younger days,my bent was spiritual. The philosophy of "Jan Seva Hi Prabhu Seva" Serving the people is akin to serving the Divine, which was propounded by Ramakrishna Paramahamsa and Swami Vivekananda inspired me. It became the driving force in whatever I did." In 2014 it was with the inspiration from Swami Vivekananda and taking up Vivekananda's vision for the Indian people that Modi began his campaign to lead the BJP party. It may be looking back that Vivekananda guided Modi in all his projects for a Clean India, Jal Jeevan, Indian infrastructure that benefits the last man in the queue in the country, commitment to hard work. "Global experience says government should be there for those whom nobody is there. Government's whole focus should be on helping them." To do this, to meet the needs of that last person left out in India, he could see that old notions of opposites had to be set aside. "Outdated theories such as the private sector vs the public sector, government vs. people, rich vs. poor, urban vs. rural, are still on people's minds and they try to fit everything into this." Governments since independence in 1947 followed the same political and economic thought. After Gandhi negotiated with the British government for self rule or Swaraj an experimental form was set up with provincial governments ministries with limited powers formed in the 1930's through elections. Many of these ministries had the same problems that were found after independence in 1947, as one sees in the writings in the Gandhi library. They lasted for a few years before they were dissolved by the British government. These problems were more evident under Nehru and Indira Gandhi right into the 1970's and beyond. This was followed by a period of relative stagnation. Most ministries failed to seriously address India's economic problems, urbanization issues and agricultural issues remained unaddressed, and industry building was done with a limited vision and scaled down goals. In some ways the elections created a political class interested in perpetuating itself and did not build administrations based on learning, hard work and delivering on projects with scaled up targets to match the dire needs of the country. One sees similarities with France before 1960, before De Gaulle. A mosaic of peoples all separate from each other, with agriculture the main occupation, and most agriculture done the way it was in the nineteenth century by hand and using horses and cattle- this is the picture of France shown in Nous Paysouns, We Farmers, a documentary on Le Monde French television in October 2021. It was De Gaulle who supported a shift to presidential form of government for France that helped with the transformation through modernization and infrastructure development. Tractors were introduced in 1960 to mechanize agriculture. Road, bridges, rail transport, logistics were planned in the way Gati Shakti master plan for India is now being executed. There can be no transformation without this. Unstable coalition governments in France and lack of clarity and decision making before 1960 made such development impossible. India entered such a period in the 1970's. "The politics of our country is such that till now, we have seen only one model in which governments are run to build the next government (sarkar banane ke liye chalayi jaati haye). My fundamental thinking is different. I believe we have to run the government to build the nation (desh banane ke liye sarkar chalani haye)."  Chalta haye, Chalne do. What is will not change. Families, farmers and workers in India, for a long time accepted this without questioning.  "I take decisions based on Gandhiji's talisman that sees how my decisions will benefit or harm the poorest or weakest person." "While taking decisions, I stop even if the slightest of vested interests is visible to me. The decision should be pure and authentic, and if the decision passes through all these tests, then I firmly move forward to implement such a decision."           ...

This is likely to speed up the conversion. Other providers are Cerner, Allscripts, Meditech, Siemens Healthcare, G.E. Healthcare, and IBM. Epic Systems is considered the defacto standard in the industry for medical schools and some of the major hospital systems in the country. New contracts are leading to a major expansion of Epic Systems which employs 5100 people. Epic plans to hire an additional 1000 people. Revenue for the privately owned company are estimated at $1.2 billion, a 45% increase over the prior year. Epic is expected to have 127 million patients under medical records by mid 2013. Pandemic era child learning setbacks are the subject of this report in the WSJ. The children who were learning to read in the first year of the pandemic have the lowest reading proficiency in 20 years, US national data shows. It is tough to make up for learning loss. It could take five years or more for today's fourth graders to read proficiently unless the pace accelerates. Graduation rate from high school depends on how well third graders can read. Literacy levels at that age are critical. Reading affects the content they absorb in other subjects. Without any guide to tackling pandemic type learning loss its is mostly about winging it with educators hoping getting in more tutoring groups, more summer school will work. This report looks at educators in the Nashville School District and the results they have gained, the work that is being done.

Only 101 Republican members of the House supported it less than half. How then would the funding of the federal government its departments of defense, homeland security, education, health, operate as the deadline for funding it is tonight? This is left unsaid. One can see the Senate and House live on C-SPAN television at this very moment. Even though ambitious targets are being set by the government raising from 50 million to 80 million in 3 years the target for new LPG connections to shift rural households from firewood to natural gas use, more needs to be done. The head of the Economic Advisory Council to Prime Minister Modi of India. Bibek Debroy, asks questions about the Ujjwalla program in India to shift rural homes from firewood to gas use. Is the fixed subsidy of Rs 1600 enough? Is a 5kg cylinder what the market wants instead of the 14.2 kg cylinder? Are there externalities that favor use of firewood? Will rural households replace the cylinders at this subsidy level because the costs are still high?  The PMUY, or Pradhan Mantri Ujjwalla Yojana was launched in India in 2016 in Ballia, Uttar Pradesh under the Modi administration. The target for LPG gas use for firewood using households was 15 million in the first year and 50 million for the next 3 years. The government pays Rs. 1600 subsidy for a new connection reimbursing the oil company making the connection. The refill and cost of stove, is the rural household's responsibility. Separate guidelines were made for urban households. The government website mygov.in shows 41 million households have used Ujjwalla to get LPG and stop firewood use. The new target of 80 million means the goal post is moving higher. The 2011 Census is cited showing the rural household use moved up from 6% to 12% by 2011. For All India it was from 17% to 29%. About 100 million rural households use firewood, 62.5% of all rural households in 2011. A big issue is how this affects the health of women using firewood for cooking, and who collects this firewood. Firewood is still cheaper says Debroy, and there are negative externalities associated with firewood not understood enough. Changing the face of rural India is a project in motion, with new issues to tackle, new hurdles to overcome, every bit of progress showing how much more needs to be done. ...

DW.com takes a deeper look at the conflict in Nagorno-Karabakh, an autonomous region of Azerbaijan now populated and controlled by ethnic Armenians. It has grown rapidly in the last decade at around 10% annual growth and 17% in 2017 with an influx of ethnic Armenians who have settled in the region with its higher average incomes. Karabakh has a large mining industry which provides employment for Armenians moving into Karabakh.  During the 1920's Azerbaijan and Armenia were part of the Soviet Republics which lasted till 1991. The Soviets made Karabakh part of Azerbaijan SSR with considerable autonomy. Since 1991 several wars have taken place with the largely Armenian population declaring itself independent of Azerbaijan.  Azerbaijan is three fifths Shiite and one third Sunni with close ties to its southern neighbor Iran, leading to efforts by Iran to mediate the conflict. There are social and political overtones for the conflict. Azerbaijan oil exports have been hit hard by the drop in the oil price and drop in global oil demand. Armenia has seen remittances from its 11 million Armenians living overseas drop by about 40%. Both countries face endemic corruption. Azerbaijan get 90% of export revenues from oil which is 40% of GDP. EBRD estimates exports fell by 25% in the first quarter and GDP will decline by 3% this year. Strict lockdown has also hurt the economy hard. Armenia expects a decline of 3.5% in GDP in 2020. Armenia is trying to tackle corruption with reforms since the Velvet Revolution in 2018. The conflict is a distraction from the economic and political situation, says Caucasus region expert Sylvia Stober. It could be politicians making a point as economic and social conditions deteriorate, with outside influence. Turkey has backed intervention in Libya and now supports Azerbaijan a Muslim neighbor.  Russia has a defense pact with its Orthodox Christian neighbor Armenia. In 2018 a short war lasted only 4 days when Russia intervened. This time Russia which has a defense pact with Armenia is looking to have Armenia join its Eurasia Economic Union. Armenian prime minister Nikol Pashinyan looks to Europe for closer ties. Russia supplies both warring parties in this conflict and acts as a mediator in a ceasefire. Outside influence is aggravating the conflict which has now displaced about half the population in Karabakh.   ...

Bayer CEO, Marijn Dekkers, plans to divest its plastics business, called Material Science. The plastics division requires large investments with lower returns than can be made in health care or the agricultural crop science business. Crop Science generated earnings before interest and taxes of 1.81 billion euros in 2014, and Health Care helped by 5 new prescription drugs reported EBIT of 3.58 billion euros, compared to poor returns of 555 million euros on the polyurethane and polymers used for laptops to soccer balls in the Materials Science division. CEO Dekkers is a Dutch born executive who worked for 25 years in the U.S. Since taking over in 2010 he has brought a significant culture change to Bayer, by insisting on speed and agility from executives. Division heads with marketing backgrounds are preferred to science degrees, and the planning orientation of the company is being changed to one where the company executives are not afraid to take risks based on incomplete information. Dekkers prefers an IPO for the $10 billion plastics business to generate more cash and reduce the debt of 20 billion euros. He acquired the over the counter drug business of Merck for $14.2 billion, and has boosted drug sales with the introduction of Xarelto in partnership with J&J, eye treatment Eylea, cancer drugs Stivarga and Xofigo, pulmonary hypertension drug Adempas. Sales of these 5 drugs are expected to go up from 2.9 billion euros in 2014 to 4 billion euros in 2015, contributing significantly to Bayer's profits. Dekker's venture capitalist type focus on profit margins is showing results in share price performance- Bayer's share price has advanced 60% in 2015 mid-March price of 145.85 euros compared to the prior year month. In the small town of Leverkusen, Germany, where Bayer is located, there were initially fears that Dekkers was "too American" and too focussed on shareholder value to understand the need to respect tradition. Since then Germans have realized that Dekkers understands tradition and is only bringing necessary change- the transition to being a life sciences company makes sense to shareholders in Germany, for employee representatives on the supervisory board the guarantee of current level of 17,000 jobs in the plastics division for a few years shows his concern for job protection during the transition period. For Dekkers who left Holland in 1985, and has a U.S. passport with an American wife and kids who speak no Dutch or German, the important thing is to get the right balance- he says the system of 99-1 where 99% of the information had to be in before a decision could be made is making the change to 90-10 where only 90% of the information is now necessary to go ahead, even if he would like to see it at 80-20. Bayer still sponsors the local soccer team known as Bayer Leverkausen, and 26 other clubs. Dekkers steps down at the end of 2016....

As the final Republican tax bill is debated in Congress on December 19, 2017, Senator Bob Casey cited the following points from the Joint Committee on Taxation Report on the floor of the Senate.  1. Americans building their hopes that their pay checks in February 2018 will be increasing are in for a big disappointment said Senator Ron Wyden of Oregon, a senior member of the Finance Committee. The Joint Committee on Taxation estimate is that for the 57 million families making less than 100,000 dollars a year the tax cuts in the Republican legislation will either not reduce their taxes or reduce the taxes by about $100 a year. 2. The bill does little for the big tasks facing America of rebuilding failing infrastructure. Senator Casey cited 4500 bridges needing repair or replacement in Pennsylvania alone. It also does little for health care access for middle class families and is likely to lead to 10% increase in health care premiums. Affordability of college and other hurdles of middle class and working class families remain unaddressed.   3. The $9 billion in the estate tax cuts would finance the Children's Health Insurance program which has expired.  4. The $36 billion in tax cuts for corporations comes at a time when corporate profits are at the highest they have been in 15 years, according to Vanguard founder Bogle. He also points out that wages as a percentage of GDP are the lowest in 15 years. The tax cuts in the Republican bill are not likely to correct this imbalance.  5. The share of GDP of people making more than one million dollars in 1980 was 11%, this is up now in 2017 to 20%. This has led to questions about the wisdom of these tax cuts which disproportionately benefit a very small percentage of Americans who do not need these tax cuts, and come with significant sacrifices for the middle class in terms of what is available in public services, and the cost to their children as infrastructure and access to health and education is made more distant because of a growing U.S. debt from this tax cut. The big problem then with this bill is that it further damages intergenerational mobility in the U.S., undermining the foundation of a democratic society. Damage has already happened in the past three decades as Federal Reserve chairman Janet Yellen pointed out at a conference on Economic Opportunity and Inequality on Oct. 17, 2014, saying-"The past several decades have seen the most sustained rise in inequality since the 19th century after more than 40 years of narrowing inequality following the Great Depression." This is why there is substantial agreement in the media from the Wall Street Journal's Greg Ip to Krugman in the New York Times that the bill fails to correct a harmful trend, and goes further in the wrong direction for a democratic society.       ...

Showing how much the Social Democratic party in Germany needed to show progress on key issues Martin Schulz of the SPD was ordered by the party to bring up contentious issues in negotiations relating to social cohesion. One was the two tier system in healthcare where some are able to pay for more privileges in the nation's health care system with private insurance and others are in the public health system. The other issue is the ability under current German law for companies to issue 2 year temporary contracts. The SPD party did badly in the last elections because working class voters do not see it fighting hard enough for worker rights and ensuring an equitable system. On the health issue a commission will look into how the system can equalize medical fees between people privately and publicly insured. On the employment issue companies can only terminate without cause in 1.5 years instead of the 2 years. Small compromises, yet in long negotiations with a 24 hour session for a breakthrough and everyone exhausted, the snail's progress over 13 days and one night worked to set up a new coalition after all. Still one hurdle remains- getting the SPD membership to vote yes even though its youth wing is opposed. ...
