The situation today of the London and the Thames Valey region's economy and the economy of the areas surrounding it in the south. Its history,downturns in periods after the dotcom crash in 2000-2005 and the current expected downturn after the US subprime crisis, and the expected deterioration in the housing market here. As well as problems for the financial institutions in a tightening credit market with London's position as a key centre of international finance impacting the economy the most. Regional diffeernces in the current upturn London's output per person grew to 136 vs decline in output per person in Scotland Wales and the North, a 36% improvement in London vs deterioration elsehwere in the north and in Wales. With Newcastle in the north hit by the Northern Rock mortgage lender's collapse adding to the difficulties from a general decline in manufacturing. A general decline in industry in the north and the rest of the country outside the Thames valley region shows up in the numbers. From 2000 to 2004 according to official estimates, manufacturing declined from 17.9% to 14.1% and financial services around London expanded from 5.5% to 8.3%, and by 2006 to 9.4%. With a contribution of one tenth of the economy financial services account for 30% of overall GDP growth in the last 3 years and 30% of all corporation tax revenues which helped the Labor government finance its public sector improvements and infrastructure improvements. The current downturn will also lead to a sharp drop in immigration to Britain. Growth is expected to slow to 1.4% in London and in the rest of the country in 2008 which is lower than the 2% growth in London region in the period 2000-2005 when the last downturn in London occurred. The financial services industry spills out benefits to other regions and the rest of the country which is how the British economy has done well even with the lack of strong manufacturing, weak exports and strong currency. ...

When Paulson met with his staff a few days ago he stamped his hand on a marble table asking his staff to stop their arguments with politicians who supported Fannie and Freddie because it would result in a war which he did not want as reported in the New York Times recently. Representative Barney Frank is mentioned as one of the politicians supporting the management of Fannie and Freddie. So it happened that to the very bitter end these managers used their lobbying and political donations to distort the policymaking progress right under the eyes of the Republican administration that knew what was going on and media like the Wall Street Journal that has warned about the dangers at Fannie and Freddie for years. One question remains why under the original mandate for Fannie and Freddie were the companies not banned from political donations and lobbying as they were backed by a government guarantee and at the same time could distort the process of supervision by lobbying and political donations to Congress if this was allowed. So in the end its the biggest failure of the political process and of setting up of such companies that once set up they were beyond anybody's control. Josh Rosner, an analyst at Graham Fisher an independent research firm in New York, makes an apt comment: "since 2003 when these companies' accounting came under question, policymakers have done nothing." One can repeat nothing, and the politicains in Congress who received the donations will go on with their political ways while the government and the public shoulder the burden of billions of taxpayer dollars in the biggest bailout ever, considering the size of these two companies and what at stake for the country's housing markets, and considering that foreign governments like China have invested billions of dollars in these companies and needed assurance to continue to buy and hold Treasury bonds....

Republicans may not say humans cause climate change- only 31%, but a majority of Republicans- 57%, say action is needed to control carbon emissions. The results are part of research published in journal Climatic Change, research done at the UC Santa Barbara.This is good news for future efforts to control carbon emissions. Only 20% of Republicans support a 20% quota for renewable energy, yet 74% think its good to do research on renewable energy. A paradox? No, say experts as there is a long history of controlling and regulating pollutants in the air and water since the fifties in which all parties supported the efforts. Its mostly they say about Republican identity in saying human activities don't cause global warming, when it comes to living and breathing clean air Republicans by a majority are on board everywhere including the South.

This unbelievable story from Berlin, Germany, where dozens of police officers are injured and three hospitalized trying to disperse 20,000 people gathered to protest anti-pandemic measures. 130 people had to be arrested. 1100 officers had to be deployed to monitor the gathering even though there is a spike in cases in Germany. The gathering was done with people not wearing masks and not social distancing. Berlin mayor Michael Muller said they risked the health of other people. The gathering was a mixture of hard left and hard right supporters in a strange mix with shouting "we are the second wave" as the protest reached the Brandenburg Gate. Police had to use loudspeakers to get people to leave the area. And launched legal action for "non-respect of hygiene rules." Some officers were hit by shards of glass.

Axel Weber, former head of the Bundesbank, did economic and monetary research at the University of Siegen, Germany, where he received his doctorate. He joined the economics faculty at the University of Bonn in 1994. This is unlike others in central banking who rose through finance ministries or national central banks. He was made head of the Bundesbank in 2004. He resigned recently after expressing his dissent when the ECB made the decision to buy the government bonds of Greece and other financially troubled eurozone countries. In his view the ECB should stick to its mandate for setting monetary policy and not get involved in fiscal policy. He returned to academia and will teach central banking at the University of Chicago till May 2012. He brings an unconventional approach by his willingness to talk to the media and express his dissent over issues that affect Europe and the global financial system. Different constitutional law opinions on the option of the President citing the 14th Amendment to the U.S. Constitution to raise the debt ceiling. Former President Clinton says he would unilaterally invoke it "without hesitation, and force the courts to stop me." President Obama said recently, "I have talked to my lawyers, they are not persuaded that this is a winning argument." Section 4 of this Amendment was designed to assure creditors the Union debts after the Civil War would be honored and to say Confederate debts would not be honored. This part of the 14th Amendment says "the validity of the public debt of the United States, authorized by law, including debts incurred for pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned." Prof. Jack Balkin of Yale, says it provides a broader principle that the public debt cannot be held hostage for political purposes. His view is that this is something that could be an option when all other options are exhausted. Prof. Lawrence Tribe of Harvard, say the law courts have no plausible point of entry in such a situation. There is a sense that "popular constitutionalism" would play an important part if something like this happened- the meaning of the constitution is what popular sentiment says it is in the particular context and events. ...

Abigail Johnson, brings a different style of management to Fidelity Inc. compared to her father "Ned" Johnson. Both are quiet and like to stay out of the limelight, but Abigail is more methodical. Her father was known to take risks to build the company. Abigail is cautious and likely to study each situation very carefully before making a decision. She also requires input from managers at Fidelity who are not accustomed to this. "Ned" Johnson rarely asked for advice and made decisions on his own. Abigail believes actively managed funds will do well once the market performance improves. Critics say this trend is not temporary, as investors have shifted funds into passively managed equity funds at Vanguard, and into ETF's. Morningstar shows about 17% of all mutual funds are now passively traded funds compared to 10% in 2006, a shift of about $700 billion. On ETF's Abigail preferred to partner with Black Rock, because it had more experience in the field.

Spain's finance minister, Luis de Guindos, announced a two year plan in which Spanish banks are required to set aside 50 billion euros for losses on bad real estate and other loans. This is part of the effort to restore the flow of credit in the economy. He told a news conference: "At the moment credit is falling by around 5% or 10%." Banks have been slow in Spain to get rid of bad assets and proceed with a bank cleanup.The provisioning for losses required under the plan is by type of asset- for undeveloped land this will be raised to 80% of value from the 31% used currently, for new homes this goes to 35% from 25% used currently. The idea is to get banks to sell these properties at today's prices and give Spaniards an opportunity to buy these homes as opposed to letting this remain on the bank's books. Banks that merge will be given one year, other banks will be required to do this in one year. The cleanup will make it easier for Spanish banks to obtain financing in international markets, and in turn improve the flow of credit in the Spanish economy. ...

Dana Goldstein of the NYT looks at the big problem in education today- the failure to teach reading and writing skills to students in American schools. Goldstein cites two alarming statistics. About 40% of students who took the ACT writing exam in the high school class of 2016 lack the reading and writing skills to pass a college level composition class in English. 8th and 12th grade classes in the U.S. have 75% of the students lacking writing skills proficiency, according to the National Assessment of Educational Progress. Of the 1204 comments to this article in the NYT, many of the 17 selected by NYT say the problem is that students lack reading skills. Other problems shown here are the handicaps created by technology, yes technology. Mobile phone use is common and this is done quickly with the least attention to write good sentences, little attention to punctuation, spelling or grammar. Half or incomplete sentences are easier to type on mobile, so a new generation grows up thinking that this is normal. As a result a whole generation of kids have not learned to read or write well, constructing sentences with limited vocabulary. Steve Jobs and Apple may say that iPads and iPhones, smartphones and other tech devices have advanced reading with the beautiful display technology screens, but this is not what is really happening. Google may say that its search helps people access good reading materials, and this too is not what is really happening.  Equally alarming is that there is no clear agreement on how to tackle this problem. The No Child Left Behind 2002 law set a program emphasizing reading and use of multiple choice questions to test reading skills. This was followed by the Common Core standards now implemented in schools for 6 years that shift the focus to writing. Yet the results are still the same, showing little progress. Goodman cites as examples of disagreement, the Writing Revolution project which focusses on grammar and other writing skills, and the Long Island Writing Project that focusses on students finding their own voice by freewriting. A student in the freewriting class which encourages finding your own voice, expresses her frustration by saying she doesn't hear a voice- what voice, she asks.  One of the problems is that teachers themselves lack writing skills. A look at 2400 teacher preparation programs shows little attention paid to teaching writing. The head of the Reading and Writing Project at Columbia University's Teachers College, says Common Core failed in implementation of massive teacher training, which is required to address the problem. As a result remediation programs are needed badly in colleges to fix literacy skills, when better teaching would have prevented the problem in the first place. Little understood or debated is that every generation has to learn about the country's democratic institutions, every generation has to make its own effort to gain civic literacy- it is not something that can be taken for granted or handed down from one generation to the next. Without reading and learning about how these institutions function, young people lack the skills for participating in our democracy and in the global economy. ...

Lenovo shows a profit of $129 million for this fiscal year compared to a net loss of $226 million in the prior year. Revenues in the 1st quarter of 2010 went up to $4.32 billon from $2.77 billon with proft at $13 million. Margins are still under pressure because of growth in the lower priced PC market segment. Gross margins fell to 10.4% this year. To diversify Lenovo has introduced the Le Phone with China Unicom (Hong Kong) and sees sales of its mobile phones exceeding Apple's iPhone sales. It has also developed a prototype of a tablet PC in January 2010. PC shipments in China of $2 billon account for 45% of 3rd quarter revenues- up 67% in China's fast growing PC market. And Lenovo's plan is to expand sales in India, Russia and Turkey, from the current 5% in the fourth quarter ending March 31, 2010, to double digits.

Presidential candidate Governor Jindal of Louisiana says about deportation efforts for illegal immigrants- "we will deal with people here illegally compassionately and fairly," while at the same time calling for greater security at the borders. A Pew Center poll in Greece shows support for the Euro at 69% in 2013. The situation in Greece has improved in 2013 with the economy expected to decline by 4% in 2013 and return to growth in 2014. The current account deficit at 11% in 2008 is now close to zero. Unemployment is stabilizing and the competitiveness is being restored as labor costs per hour are down 30%, according to Alpha Bank. Ten year government bond yields are now below 8% in 2013, a dramatic improvement.

This article by Horowitz in the NYT shows some of the criticism leveled against the Clintons and how they were out of touch with the white working class voters who have drifted to Mr. Trump.  It may be overdone in that not all white working class voters have drifted to Trump, and a Gallup survey has shown Trump supporters to be some white working class but also many from other groups in society, and many older less educated voters.  Trade Unions have played a large role in this election, and workers in manufacturing have voted Democratic in midwestern states such as Wisconsin, Michigan and Illinois. Horowitz also ignores some points in this campaign such as when Bill Clinton was adept at openly stating that he agreed with people who said Obamacare had increased premiums, and that some of the Obamacare program needed to be fixed. This took some of the criticism of Republicans on Obamacare and turned this around. He also showed a better understanding at times of the plight of working class people just from his habit of listening and thinking about how this affects ordinary people, a skill he has even to this day. A 2014 NBC/WSJ poll showed Bill Clinton with a 56 percent favorability rating, which is higher than president Obama, and exceeded only by Michelle Obama at 64 percent. ...

Martin Caparros describes the deadlock in Spain with no two parties on the right Ciudadanos and Partido Popular, and on the left, Podemos and the Socialist party, able to have enough seats i parliament to form a government. An agreement between Ciudadanos and Partido Popular of prime minister Mariano Rajoy, has brought the 2 parties close to 170, 6 short of a majority in the 350 member parliament. New elections will have to be held for the third time in December 2016 as a result of this impasse. The two main parties in Spain the Partido Popular and the Socialist party, alternated in forming a government during the period since the restoration of democrati government after Franco's dictatorship. Following the deep recession in Spain since 2012 two new parties have been formed Podemos on the left, and Ciudadanos a centre right party. Both parties are critical of corruption, and the cuts in spending for education and healthcare following the financial crisis in Spain and bailouts by the European Union. Caparros describes the cynicism that voters express about not just the two main parties, but also for Podemos and Ciudadanos, as voters voice their rejection of politicians and parties on the left and the right. A similiar process is taking place in other countries, in Britain most recently with Brexit and the departure of prime minister Cameron. In the U.S. with the Sanders and Trump movements, and the Beppe Grillo movement in Italy.  ...
