There are serious issues facing crude oil production from Alberta tar sands which stem from environmental concerns, and the captal intensive, energy intensive, nature of production from tar sands. According to a recent RAND study energy production from tar sands causes 10-30% more greenhouse gas emissions. Add to that destruction of boreal forest, destruction of bird life, and the contamination of water supplies from the lake size tailings ponds used to store spent water from oil sands projects. Large amounts of steam are needed to separate the dirt from the oil in the tar sands. According to Environmental Defence about 4 billion litres of contaminated water leaked from these tailings ponds and this seepage is polluting rivers in Northern Canada. The technology for trapping and storing the carbon dioxide from the production process is still in the research stage. The other hurdle facing the tar sands development is the price of crude which is around $49 a barrel. While some older tar sands plants can operate even at $30 a barrel, newer operations need $60 or $70 per barrel for acceptable returns, according to Prof. Leach, a professor of environmental economics at the University of Alberta. For these reasons Canadian tar sands production which is now at 1.2 million barrels a day is not likely to go much higher or approach the 3.5 million barrels a day predicted for 2015. Petro-Canada said it would suspend 23.8 billion dollars of expansions in Alberta to tar sands projects, and Canadian Natural Resources is cutting its capital spending in half. ...

U.S. Fed chairwoman Yellen moves cautiously to raise rates in December 2015. The Fed raises the benchmark federal funds rate-its overnight lending rate- from near zero to between 0.25% and 0.5%. Yellen emphasized her cautious approach by saying "we have very low rates and we have made a very small move." This follows seven years of near zero rates after the QE program for monetary easing under Ben Bernanke, the previous chairman, following the 2008 financial crisis. The Fed plans to raise rates gradually and slowly over 3 years. With oil prices falling below $35 the prospect that inflation may fall well below the 2% target could put off further plans to raise rates. Yellen said the Fed would "monitor inflation very carefully," and if it remained at unexpectedly low levels the Fed would reconsider its outlook and respond with "appropriate policy."

This Canadian opinion in the WSJ by Philip Cross of Statistics Canada, says Canada's opportunity to diversify its exports to places other than the US, especially for auto exports is essentially nil, and for oil exports because of a lack of pipelines will lead to losses of tens of billions of dollars.  He then goes on to say that Canada should wait for American buyers to suffer as car prices increase by $12,000. No such increase is likely. As pointed out by the UAW's Fain Shawn and others capacity utilization at US auto plants is low with only 60 to 65% capacity utlilization. Ford with 60% capacity utilization, has 568,000 cars in inventory 8% higher than 2024, and make 80% of its cars entirely in the US. Ford is actually cutting prices of its cars as of April 2025 under it's "From America For America Program." Ford and GM could replace German and other cars as Americans shift to buying American. Hyundai and Kia are already shifting production to the US. South Korean and Japanese leaders will support the US as it is the right thing to do. This Canadian opinion does not acknowledge that the US is simply creating a level playing field, a point USTR Jamieson and DJT repeatedly make, and the Japanese, South Koreans, and even the Chinese understand. These countries were given the benefit they received for three decades through the absolute generous attitude of the American people.   ...

With 9.5 million barrels a day cut for U.S. G20 and OPEC+ negotiated by president Trump many Texas oil wells will be shut in. Even with these cuts price is sensitive after dropping to $22 by April 12, 2020. The cuts averted a complete collapse in oil prices when markets opened on April 13. By April 12 oil demand worldwide had fallen by 30 million barrels a day. That is how grave the situation was. By doing so the U.S. protected its oil industry. The sudden change in the prospects for Venezuelan bonds with the sharp drop in oil prices by Dec. 2014. Price of credit default swaps on Venezuela debt show a 61% chance of default in 2015, and a 90% chance of default in the next 5 years. In previous years Venezuela debt was considered safe by emerging market investors because of oil revenues. Venezuela and its state owned oil company, PDVSA, issued a significant amount of debt from 2007 to 2011. Analysts say the debt outstanding for PDVSA and Venezuela is $66 billion. In the short period of a year sharp declines in commodity prices have created a crisis for Venezuela's finances. Fitch Ratings has lowered the credit rating on the bonds to CCC from B. Venezuela's benchmark bonds traded at 46 cents to the dollar on Dec. 19, 2014, after dropping as low as 38 cents. Yields on short dated bonds are above 40%. Problems in Venezuela can create contagion effects for other emerging markets- Russia, Argentina, Turkey, Brazil, India, Indonesia, China- especially with Fed signals about raising rates which lead to capital outflows. ...

The impact of climate change is short term rather than long term as seen by the heat wave in South Asia today, the fires in North America and Europe. Republicans are losing sight of the importance of making the shift on renewable energy quickly with some short term pain, as they push for oil and gas solutions and a less effective program for renewable energy. Mr. Biden is taking on bigger risks in the short term in the midterms and beyond but following a sound policy of aggressively pushing renewable energy. This can also be seen in the importance renewable energy is being given even in countries with a need for coal and natural gas such as India. Japanese firms have $2.65 trillion in excess reserves as of June 30, 2014, according to the Ministry of Finance. Yet slow growth and falling prices in the last decade have made Japanese companies overly cautious in increasing wages. A declining yen makes imports more costly. Real wages were up for only 4 months during the Abe administration in 2013-2014. The first increase in the national sales tax in April 2014 to reduce the large deficit has also hit consumers, leading to a recession in the third quarter of 2014. Prime minister Abe made an effort in 2013 to get companies to increase wages, but results were modest in Spring 2014 as smaller companies held back. At the time prime minister Abe promised to do his part by reducing corporate taxes and implement pro-growth strategies, expecting companies to adjust wages upward. Analysts now say tightening labor markets are likely to create a situation where businesses will have to raise wages. A Bank of Japan survey of business sentiment in Dec. 2014 shows the number of firms seeing a shortage of workers is at the highest proportion since 1992. Declining oil prices will reduce Japan's fuel import bill by 9.6 trillion yen in 2015, and give more money to consumers offsetting the effects of the increase in the consumption tax to 8%....

Something bolder like California's at 35.7 miles per gallon target by 2016 compared to the Bush Administration's 31.6 miles per gallon fuel efficiency standard by 2015 would really have a better chance at bringing oil prices down by effective conservation. In fact the gas prices behind the studies at the Transportation department used a price of $2.86 for the years 2011 to 2015 to calculate the rule's costs and benefits when prices are already at $3.50 per gallon today, so the analysis itself is behind the curve and not upto date. This is not likely to stand the test of time as the whole issue of fuel economy is likely to change as time passes. For instance all the three remaining presidential candidates have expressed support for California's efforts to curb gasoline consumption even with resistance from EPA, and the 2 democratic candidates support fuel efficiency above 35 mpg over time. So its realistic to expect that something similar to the California standards will carry the day as time passes and as fuel economy becomes a real big issue as prices continue to escalate and environmental and other considerations also call for better management of fuel supplies through conservation in transportation not just in the USA but around the world....

The first year of the Modi administration in India brings a sense of moderation to high expectations following the election, considering the many problems that need to be tackled. It also brings some help in the form of lower oil prices coming at a critical time for the Indian economy, which is overly dependent on oil imports. This enabled the government to cut fuel subsidies and control its budget deficit. By April 2015 inflation declined to 4.87%. Foreign direct investment increased by 25% to $28.8 billion in 2014-2015 fiscal year. Major steps include deregulating prices of diesel, petroleum and cooking gas, increasing foreign ownership limits for defense and insurance sectors to 47%, and opening 125 million new bank accounts for poor households. Coalfield leases and telecom spectrum allocations which suffered from lack of transparency and sold at low prices under the previous administration were reallocated in a transparent process.

Russians vote in 2021 parliamentary elections. With 30% of votes cast the United Russia party of Mr. Putin wins 45% of votes cast, followed by the Communist party of the Russian Federation with 22%, and the Liberal Democratic party getting 8%. Russia has mixed voting system with half the seats directly elected from party lists, and the other half assigned to individual candidates. United Russia had 334 seats out of total 450 seats in the outgoing parliament. Putin will need over 300 seats in the new parliament to get the two thirds majority to enact changes to the constitution. Putin needs this to extend his current term which ends in 2024.  Putin draws most of his support from the older part of the population that has seen the hardships imposed following the collapse of Communism around 1990. This led to collapse of the ruble currency, increase in poverty, an effort by oligarchs to capture state enterprises, and a chaotic period for law and order. Shockingly during that period even life spans of Russians declined as reported in the WSJ. Liberals who supported the shift to democracy had not anticipated all the ill effects of introducing capitalist free market systems in such a sudden and free fall way. Such sudden shifts to free markets are now better understood and seen as the wrong way, as western capital markets fail without inbuilt protections, safety net for workers and retired people, and are subject to serious distortions if no vigilant authority exists. This is in reality not a free market but a market captured by the few, in the interests of the few. Once this was clear retired people, pensioners, military, law enforcement, and liberals realizing what had happened shifted support to United Russia founded by Mr. Putin. Mr. Putin faces the typical situation faced by incumbents over long periods where there is a sense of the need for change. Yet the pandemic and other economic crises that could happen in the event of mismanaged economy are never really too distant for countries such as Russia, China, India that are developed but yet have not the strong industrial base of US, Germany, France. Such economic crises including the ruble currency and Russian energy companies were better managed under Putin than under the chaotic period following the collapse of communism and the introduction of so called "free markets" that were anything but. During the recentfree fall in oil prices Putin was able to manage a transition period with the help of president Trump who negotiated a price for oil with the Saudis to protect US shale oil workers and companies, as well as Russian workers and oil companies. As a result Russians particularly young people look for alternative places to vote for opposition parties such as Liberals, Communist party, and other parties. But the majority of Russians including those working for state energy and other state companies tend to stay with Putin's choices for state, regional and federal administration and for parliament. Nationalist spirit also provides additional support as Putin has restored Russia's status as one of the important nations in the world. Some missteps such as interference in US elections have led to a loss of some of this international influence, yet even president Biden understands the situation in Russia and is willing to work with Putin with new rules of conduct Under the Russian system about 70% of the laws are not made by parliament but are done by the government and the administration of the president and then go through parliament. Note that Goldman Sach's analysts who first predicted that oil prices could reach $100 are now predicting that the downward momentum is building up. The prediction from them now is that prices may go up further than the $96 right now but should drop to $80 by April. Its not too difficult to see why. First on the supply side the momentum for downward shift is not so significant but still there are signs. The Iraqi oil flow disruption either from a Turkish invasion of norther Iraq or from internal disruption is shrinking as the Turks see this as a small operation at most, and the Iraqi law and order situation is improving. The Iranian situation may be stabilizing without US intervention possibilities shrinking. On the supply side the oil majors except for Total see their output shrinking somewhat, and OPEC has not increased supplies significantly as oil inventories have not built up as they do before winter. But overall the supply situation is stable. On the demand side is where the significant downward momentum exists. With the US economy slowing down amid the buildup of the housing tumble and the credit crunch which looks to get worse in 2008 before stabilizing in 2009 and a stronger euro and other factors affecting Europe's expansion oil consumption by industry in the industrialized countries is slowing. Much of the pressure on oil prices comes from increases in demand each year from China and India. Here gasoline is subsidized by the government and this reduces incenive for conservation. The policy of letting market prices be reflected at the pump to a limited degree so as not to seriously affect people is now taking hold in these countries. In China prices were raised 10% and there is likely to be further increase in the near future. This along with the increasing awarenes of the dependence on foreign oil and the need for conservation in both China and India should build pressures in both countries to make the best use of resoures and have users share some of the burden of higher prices. The American and European gasoline market is driven by a public that has not been too conscious of conservation especially in America. It appears that high oil prices have not encouraged conservation, witness that with rebates for higher oil prices and zero interest rates financing large pickups are still selling at levels of 2005, and there has not been a significant reduction in consumption at the pump. What may shift this equation now is probably government mandated fuel economy standards. Europe already has new standards and the automakers there are racing to meet it with new technologies, in America its now almost certain that public sentiment and congressional sentiment is likely to lead to similiar standards or at least significantly improved standard. Public sentiment is already pushing the automakers in the USA to introduce new models with higher fuel economy and use this as a n advertising and competitive edge. This reduction in gasoline consumption at the pump through new technologies in the industrialized countries and through price increases being allowed to flow through in the developing countries of China and India in a stable supply environment where the downward political risks are stable may be the pivotal turning point for the price of oil. ...

WSJ looks at the 75 years of the US Saudi Arabia relationship that started when US president Franklin Delano Roosevelt met Saudi king Ibn Saud at Bitter Creek, Egypt, on a US Navy destroyer ship in 1945. It has gone through many phases over this period and mainly involved the Saudi kingdom maintaining its supply of oil to the US and Western Europe. This relationship went through an oil embargo during tense periods of Israeli Palestine conflict as in 1983 with an oil embargo that pushed up oil prices. What is different this time is the situation in Yemen where Iranian supported Houthi rebels near the border with Saudi Arabia are engaged in a conflict with the Saudis. Democratic administrations under first Obama and Biden today support reaching a deal with Iran on nuclear weapons development and limit US military support for the war in Yemen. The Saudis for their part are not keen on a regional war and turned down efforts by president Trump to respond to attacks from Yemen. Mr. Biden's envoy has arranged for a deal to reduce tensions between the Houthis in Yemen and Saudis. The diplomatic impasse in relations stems from the Kashoggi incident and president Biden's concern for the human rights situation in Saudi Arabia. Other factors making relations difficult are the economic interests of the two countries diverging. The relationship Roosevelt started in 1945 has changed in its fundamental character. Oil supplies for imports into the US is no longer a factor for the US which was the original interest of president Roosevelt in Saudi Arabia. This changed by 2015 as the US fracking industry enabled US to become self sufficient in oil and able to supply LNG to western Europe. Instead of the US Saudi oil now goes to China. Russian oil also goes to China as its industry expanded with American investment. This has led to a new Saudi relationship with China which has changed the dynamic of the American Saudi relationship. Some of the new aspects of this can also be seen in Saudi relationship with South Asia. Saudi ties have increased with India and India in 2021 was the first country to provide vaccine supplies to Saudi Arabia. Saudis, Qatar, United Arab Emirates are building relationships with India as a close neighbor in the region. Relationships are in some ways improving in the Asian region compared to the period when oil was simply exchanged as a commodity for defense supplies from the US without regard to cultural, educational and other changes in Saudi society. In a sense US and Western Europe paid little attention to the huge democracy of over 1 billion people right in the middle of Asia and followed policies that led to major investments in China and little or no investment in India, and without realizing it followed a policy that the British had pursued in the British Empire of treating different communities and religions as separate as opposed to one community of people in South Asia that were engaged in modernizing, building infrastructure and changing centuries old ways of living. The British Empire was sustained by this kind of thinking, and as long as Indians were complacent and lacked the will to make their aspirations for a better life and infrastructure for modernization this kind of thinking prevailed. The economic crises in Asia have reinforced the idea that there is one community entirely focused on development and modernization in South Asia. The people in South Asia care most about the cost of living and the infrastructure and services for the quality of life they live and their children can aspire for- same in European Union that chose the Greens and chancellor Scholz, and same in the US that chose president Biden to invest infrastructure and people, the same in China and the same in India and the rest of Asia. This is the situation that the US and Britain, and the European Union are now beginning to learn and adapt to that is a constructive aspect of these changes to rebuild the connections and supply chains that were sorely neglected before now. ...

Venezuela's economy declined by 2.8% in 2014, according to the government. In 2015 the GDP decline is forecast at 7% by the IMF. Venezuela is finally confronting the serious problems it faces by giving gasoline at the pump at pennies a gallon. The huge subsidy leading to waste and smuggling in the border regions with Columbia was wasteful at crude oil prices of $100 a gallon, and is now a burden on the economy at crude oil prices of $50 a gallon in Jan. 2015. In his annual address at the National Assembly president Maduro confronted this by saying- "It's a distortion, you have to admit it, you can crucify me if you want but there's a need for us to go to a balanced price." On devaluation of the currency, the Bolivar, he said a state run operation that sells U.S. dollars at the rate of 50 Bolivares per dollar would now be run by private brokers. As this is the lowest of a three tier exchange rate run by the government for all foreign exchange transactions it effectively would be a devaluation of the currency. It would help the government meet its budget deficit by bringing in more local currency, which private economists estimate at 14% of GDP. At the same time it would worsen already high inflation of about 64%....

So much for political campaigning and talk of inflation, inflation comes in lower in September after DJT tariffs of 10-15% on EU, Japan and other trading partners. The higher tariffs on China are action needed to reduce trillion dollar trade deficits the world has with China, deficits that are economically destabilizing for the world economy, with supply chain concentration a serious problem. US inflation in September came in at 3.0 percent lower than expected.  One reason is that the headline numbers are high but in actual practice the tariffs are on average at 12.5% not 17% or 25% as headlines show. The tariffs vary by country and the US was careful to keep them at 10% for the EU and Britain and 15% for Japan, the key trading partners. China is an exception at 47% because it is US policy to reduce the world's 1 trillion trade deficit with China and cutting this is a major goal. For decades the US tried every possible way to bring it down to no avail till this effort with tariffs. Another is exceptions in products- for India this includes semiconductors, smartphones and pharmaceuticals. Another factor is that postpandemic inflation in 2021-2022 created higher profit margins in auto, retail and other sectors of the economy. As a result only 30-40% of the tariff gets passed onn to consumers. In autos only about 20% because buyers cannot afford the high prices. Some tariffs are still being negotiated and are a foreign policy tool to get India to stop funding Russia in the Ukraine war knowing that India was importing most of its oil from non-Russian sources till 2019. China is also funding Russia, that is true but the US can insist on exercising its leverage with Asian partners not China. With China the tariff on fentanyl and the overall 47% tariff- down from 57% after meetings in Busan, South Korea between Xi and DJT last month- shows the US takes the Chinese role in distorting world trade to its benefit seriously.  ...

Lower volatility in oil prices as a result of a new stream of shale oil supplies at competitive prices is good for oil producers and for consumers. This report in the WSJ shows that volatility and swings in oil prices have gone down with the ability of shale producers to respond to price signals or geopolitical situations and increase supplies. Shale producers can increase supplies in months compared to the years it would take for oil producers in offshore drilling. The new technologies in shale rigs have tripled production since 2011 for the same number of rigs operating in the U.S. Permian Basin from West Texas to New Mexico. The core producers can now supply and be profitable at $40 a barrel.  Supply cuts from OPEC and Russia as currently the policy of both countries mean inventories do not rise too high. And geopolitical problems such as Yemeni attacks on Saudi oil facilities, the reinstated sanctions on Iran by the Trump administration that reduce oil supplies, Venezuela's problems, can be met by increased supplies from the U.S. shale industry in a short time to prevent inventories from dropping too much.      ...

Fuel efficiency rules require average fuel efficiency in the U.S. of 35 mpg by 2016. The debate is now on what to do for 2017 to 2025. New technology such as the P2 systems for hybrids already used in VW, Nissan and Hyundai vehicles makes a 20% increase in fuel efficiency possible. Large investments are being made to bring new technology to bear on increasing fuel efficiency significantly. Government agencies are looking at different scenarios by which the new fuel economy standards beyond 2017-2025 could be set between 47 mpg and 62 mpg. An additional factor is the reduction in greenhouse gas emissions- at 47 mpg the reduction would be 3%, at 62 mpg the reduction would be 6%. Another factor is how much the impact is on the cost of vehicles and reduced cost on gasoline. Here there is a wide range in the numbers for average mpg rules at 62 mpg- with EPA estimates at $2800-$3500 increase in vehicle cost and $5000 savings in fuel cost, Centre for Automotive Research estimates at $9790 increase in vehicle cost. The 62 mpg translates into "real world" actual efficiency of 45 mpg. In April 2011, 17 senators put out a letter of support for the 62 mpg proposal. There is a public value involved in this that is also significant- the reduced dependence on foreign oil means savings in defense expenditures in parts of the Middle East, and an economy that is less impacted by volatility in the price of oil. As this aspect of public value or benefits cannot be quantified easily even though they are significant, this may tend to be lost in the debate and the politics of fuel efficiency. For automakers there is significant marketing value in having a visible and strong presence in fuel efficient vehicles because of perception as forward looking- something that hurt Detroit carmakers in the last decade. During periods of gasoline prices at $5 a gallon this provides carmakers with an extra cushion of safety in securing car sales. Carmakers in one country such as the U.S. also have to worry about what carmakers in other countries such as Japan and Germany are doing- if the standards in the U.S. develop a gap compared to other countries developing advanced fuel efficiency technologies this poses significant risks because of the global nature of the automobile marketplace. Many of these less quantifiable factors do not get the attention they deserve because they are significant from experience but not easily quantified. Throw into this the large unknown of what new technologies not yet developed lie ahead with a burst of effort by one country or another, which bring cost reductions at the same time - and the debate requires as much a good sense of what is the path offering the greatest advantages in years ahead than a pure exercize in numbers. ...

Keith Bradsher's NYT interview with Raghuram Rajan, Governor of the Reserve Bank of India, comes when Rajan has come under criticism from the business sector and the small business support base of prime minister Modi's party. The criticism centers on the drop in oil prices since Nov. 2014, and Rajan's failure to drop interest rates at the Dec. 2, 2014 central bank meeting. Rajan says it was not clear whether oil prices would remain low for an extended period at the Dec. 2, 2014 meeting. Since then new inventory data, EIA estimates and OPEC policy guidance have confirmed low prices will remain for an extended period. Rajan lowered interest rates on Jan. 14, 2015, by one quarter of a percentage point. Under India's setup the central bank chief makes decisions on interest rates, compared to the decisions made by the Federal Open Market Committee at the U.S. Federal Reserve. Rajan says there is full understanding between the central bank and the Modi government economic team led by finance minister Arun Jaitley, Jayan Sinha, deputy minister of state for finance, and chief economic advisor Arvind Subramanium. Modi and Jaitley prefer to rely on the advice and policy direction of economic policymakers with long experience in the U.S. and international circles. Both Subramanium and Rajan bring this level of experience and expertise. Subramanium brings experience from his years at the GATT which preceded the WTO, the IMF, and the Peterson Institute of International Economics, and Rajan brings experience at the University of Chicago, and as chief economist of the IMF. Modi is a dilgent listener and policymaker giving careful attention to the best advice, making it unlikely that Rajan would be seen as a holdover from the administration of Manmohan Singh. Other criticism that the business sector has made of Rajan are as financial regulator in asking state banks to increase collateral required from large business firms for large bank loans. Rajan points out the need for business to bear the costs as well as the benefits of taking risks. Under previous governments the state banks allowed large firms to keep their holdings at companies even when the risk taking resulted in losses. Rajan has also not tried to reverse the sharp decline in the rupee, which hurts business firms which took on dollar denominated loans. Rajan has instead followed policy of building up the reserves by buying dollars. The reserves were depleted in 2013 by a policy of currency interventions to reverse that decline. Inflation in India reached 9.9% in Dec. 2013, with policy of the central bank under Rajan set to bring it down to 8% in 2014, and below 6% in 2015, so that India could get out of the trap of persistently high inflation with slow growth. This is critical for a new Indian success story. A goal set by Rajan in Oct. 2012 when he was appointed as central bank chief, was to increase foreign investment and encourage new business so that India was no longer dependent on large companies for growth. This is also critical for a new Indian success story, as the Modi administration and the central bank are both keenly aware. Just as Bernanke and now Yellen at the U.S. Fed face criticism for quantitative easing monetary policy, focus on the high long term unemployed, and not focussing on inflation- with their focus on the long term economic recovery in an environment of low inflation below 2% in the U.S.- India's Reserve Bank faces a different kind of criticism for careful and prudent policies to ensure long term growth....

Prospects for the global economy in 2016- debt to GDP ratios high in Turkey, Brazil and China lead to problems and slowing growth. India an exception in emerging markets with growth rate above 7%, benefitting from increasing foreign investment and halving of oil prices. U.S. recovers slowly, and the eurozone emerges from the debt crisis with need for further quantitative easing by the European Central Bank. Russia recovers gradually after a steep devaluation of the ruble. Ironically just when a slow recovery is taking place in 2015-2016, the private sector governance improvements, and serious tackling of debt problems, lead one to conclude that prospects for the long term are better today than in 2005 when the optimism was not well grounded because of weak governance and debt buildup.

Experts compare the performance of two states with thriving economies California and Texas, but run by governors who are different, one passionately liberal Democrat and the other passionately conservative Republican. The Texas economy is slowing following the drop in oil prices. The Dallas Fed has lowered the forecast for growth in Texas to 0.5%-1% from the 1.5% rate projection. This compares with a growth rate of 3.4% in 2014. During the economic downturn following the financial crisis of 2008, Texas was lucky to have laws that prevented the kind of housing bubble that happened in California. It also benefitted from high oil prices. California has recovered from the worst effects of the crisis with unemployment dropping from 12% in 2011 to 6.3% in 2015, and half million jobs added in the last 12 months. Many of the jobs are in the higher paying tech sector. Critics point to the weakness in education and lower paying jobs in Texas. Texas has diversified ite economy since the 1980's, with about 13% of the state's GDP from the oil and gas industry in 2015 compared to 19% in the earler period. ...

The US is on track to bring back 350,000 jobs in 2022 that were taken overseas during the two decades of hyper growth in China, according to the Reshoring Initiative. A false idea was created mostly by economists and business that shifted jobs to China during two Democratic and one Republican administration, the Clinton, Obama and the Bush administrations, that this would benefit the American workers and families through lower prices at the retail level. It ignored the severe damage this would do to jobs, incomes and whole communities when factories on which they depended for a living were shipped overseas. It damaged labor in ways that destroyed much of the American working class and the families built during the years of FDR, Truman, Eisenhower, Kennedy and Johnson. Business failed during this period to meet the challenge of higher American wages and productivity issues by using innovation and other steps to keep manufacturing at home.  This led to the hyper growth that did not benefit China, because a moderate pace of growth would have helped China control the rampant contamination of its air, water and soil. It also was leading China to a dead end reached during the 2016 election campaign with the election of president Trump with deep discontent from workers in midwestern states. The pandemic simply underscored the need for supply chains that were close to home and reliable in crises. By 2020 president  Biden was committing to a restructuring of the supply chains and pushing forward with it with legislation in the $369 billion Climate bill, and SCIENCE and Chips Act, to make solar panels, semiconductors and other products in the US. Reports from China showed that growth was slight or flat during 2022 and youth unemployment at 20%. The policy was to shift people back from the cities to the rural areas and support the informal economy, a sense of nationalist sentiment, and preparing for a future where the supply chain for the US and the European Union had moved away from China. In the long run the policies now look as ones that benefitted neither the US, the European Union, India or China.  ...
