Pearlstein says the major news stories of today all are about the same theme- of how the US was encouraged to live beyond its means by trading partners who prospered as this went on, with the tacit agreement of financial and political leadership in the US who raised no alarm about this. These stories are: the G-20 meeting in South Korea with the goal of rebalancing the world economy, the President's Deficit Commission Report recommending bold steps in changing the tax and spending policies of the US, the criticism of the Fed's decision on $600 billion of quantitative easing, and the renewed concerns about Ireland where severe cuts in public spending have failed to reverse a downward slide.These trading partners prospered by lending Americans the money to consume more than they produce. It was he says a wonderful arrangement while it lasted, because it helped bring millions out of poverty in Asia, while letting Americans enjoy a transitory period of a higher standard of living. This unsustainable arrangement converted the US from world's biggest creditor nation after World War II to the world's bigggest debtor nation. He credits Geithner for coming up with a more convincing and less confrontational way to correct the imbalances by setting limits on the deficits and surpluses of trading nations. He points out that the Chinese have barely budged on the issue of an undervalued currency, the world be damned. And the German and Chinese criticism rings hollow he says, as both countries are the main beneficiaries of the current system. The normal mechanism of correcting imbalances with a floating rate exchange system is hardly relevant, as it is incompatible with state run economy and strategy of export growth of China. Erskine Bowles and Alan Simpson have presented he says a bold deficit reduction plan that is credible, fair, economically sound. Even though it was received with the usual complacency and lack of awareness both in the media and in Congress. The simple reality after all the awfully complicated details and the painful implications is this: Americans have to consume less and produce more, and trading partners have to consume more and produce less. And this shift cannot be pushed into the future as our trading partners would like....

Air pollution concerns are leading China's National Development Reform Commission to set a higher goal for cleaner energy. The NDRC plans a 52 gigawatt increase in installed capacity for green energy in 2013, an increase from 36 gigawatts in 2012. This includes 10 gigawatts for solar energy. Clean energy will take up 57% of additions to installed capacity in 2013, compared to 35% in 2010, according to Tian Miao, an energy anayst at NSBO.

This article by Lithuanian president Dalia Grysbauskaite, on the 75th anniversary of the Welles declaration points to a path for other Eastern European countries seeking membership in the new Europe. The declaration by Sumner Welles, acting Secretary of State, on July 23, 1940, stated that the U.S. did not recognize the Soviet occupation of Lithuania, Latvia, Estonia. It says the other Eastern European states such as Ukraine need to follow Lithuania's example to fight corruption, transform their economies, and create a foundation for the future, for integration into the European Union.

Jerry Brown is likely to get a fourth term as Governor of California. Brown's focus is on a Water initiative, Proposition 1, and an initiative for a rainy day fund, Proposition 2, for the state. His campaign spending of only $500,000 suggests that he prefers to make his legacy with the right actions for the state. Proposition 1 addresses the water problems in the state which is facing a long drought. It is a water bond that will invest $7.1 billion on water storage and recycling, watershed management and loans to regional water management projects. Proposition 2 addresses the second major problem in the state of California- the failure to build enough reserves to tide over periods of economic downturn. It requires the state to set aside 1.5% of general fund revenue and a larger percentage of capital gains taxes till the rainy day fund reaches 10% of the state general fund or $15 billion for 2014. Brown is unique among the nation's governors for his ability to stay away from politics and ideologies to take a common sense approach to the state's major problems. As a former governor he returned to office decades later with experience that few governors have, enabling him to carry on the legacy of his father, a former governor, to make a huge contribution to the state. Fed chairman Volcker has started an initiative to encourage public service in the U.S., Jerry Brown has shown how it is done. According to a report from China's Environment Ministry for the first half of 2013, only 4 cities met the acceptable air quality standards. The national grade 2 standard in China is for 35 micrograms per cubic meter for levels of airborne particulate matter smaller than 2.5 micrograms in diameter. WHO standard is for 25 micrograms per cubic meter in a 24 hour period. The 4 cities with acceptable air qualty out of 74 cities monitored by the Environment Ministry are Lhasa in Tibet, island city Haikou, coastal town Zhoushan, and Pearl River Delta city of Huizhou.

Credit Suisse research of loans at 3,550 nonfinancial services companies in India with total borrowing of $385 billion as of March 31, 2011, shows 30% had net debt more than six times current earnings before interest, taxes, depreciation and amortization. This is an increase of 50% in 5 years. Goldman Sachs estimates gross nonperforming loans including restructured debt will climb up to 6% of total loans in the next financial year. This is an increase from the 5% in March 2011. The Reserve Bank of India's stress test report of Dec. 2011 forecasts 5.8% of non-performing assets in a worst case scenario. This is twice the current level. This is largely a result of Indian banks increasing lending after the 2008 global financial crisis, with the worst affected and leveraged sectors being private airlines, construction companies, utilities and real estate developers. At the same time prudent regulation has ensured a capital to risk-weighted assets ratio according to RBI of 13.5% at the end of March 2011. This compares with the same ratio at 14.5% as of March 2010. Additional risks come from declining economic growth. Industrial output in October 2011 was down 5.1% from the prior year. ...

Tyler Cowan says slower growth in India is a troubling sign in 2012, and as significant if not more than the eurozone crisis. A less mentioned and major problem is the low productivity in agriculture, and he points to Japan, Taiwan, and S. Korea where major increases in agricultural productivity preceded successful industrialization. With growing population and continued growth India will be one of the largest economies in the world. The other major problem is shortages of energy supplies and the inability of state owned company, Coal India, to upgrade technology and increase output.

America will not long remember what happened in 2018 or 2024, but it can never forget the loss of literacy and cultural literacy from loss of reading comprehension, among American children, the basic building blocks for democracy or economic progress. This WSJ report by Randazzo and Barnum uses a lower bar for reading proficiency called the Basic. There is a second bar that is the Proficient Level for Reading Proficiency in NAEP test scores which is shown here. The US should strive for NAEP Proficient standard in Reading Comprehension not some Basic standard, to strive for leadership in a world that strives for NAEP Advanced. Only 8% of NAEP Test scores for 4th graders were at Advanced level in the US schools in 2024, only 31% making it to Proficient level standards. NAEP defines Basic as- "This level denotes partial mastery of prerequisite knowledge and skills that are fundamental for performance at the NAEP Proficient level." This is an inadequate standard and only leads to student in 4th grade struggling as readers in 9th grade leading to being not proficient for entry to college or skills programs for work. Dismal reading scores from before pandemic only get worse in 2025. Two thirds of American 4th graders across the 51 states, across urban, rural and suburbs fail to pass PROFICIENT reading levels on NAEP test scores in 2024. How the Australian Central Bank raised rates starting in May 2002, with the key lending rate at 5.5 % in July 2005, compared to 3.25 % in the USA. The idea was to control the housing bubble which has scaled back, with the Australian economy growing at 2% and this growth coming mostly from the commodities demand in global markets. Meanwhile the US central bank under Greenspan is holding onto the view that its hard to tell when a bubble is occurring, and it would hurt a healthy economy to raise rates to cool developing bubbles. Australia's central bank holds onto the other view that it is wiser to act now before the bubble gets out of hand. Governor MacFarlane of the Australian central bank said in aspeech in early 2003 that a "scaling back" of household borrowing and property development would be in "the longer term interest of the Australian economy." And the state of New South Wales, which includes Sydney, instituted a 2.25% tax on the sale of investment properties. This move discouraged speculators who bought and "flipped" properties for quick profits. By early 2004 a glut of downtown apartment units emerged in Melbourne, and the bubble began to scale back. During the height of the boom consumer spending was growing by more than 6% ayear, in 2005 this has slowed to 3.5% a year. Because of commodity demand, Australia was able to see growth at 2%, and still avoid the longterm effects of a bubble in housing markets by scaling them back. Patrick Barta closes with a reference to Texas in the 1980's and early 1990's, and Southeast Asia in 1997, when housing prices and the economy went down in tandem hitting employment in the oil and banking industries in Texas. In the case of Asia hitting the economies of some Asian countries with the fall of their currencies. He refers to the overstretched US consumer with load of debt, and the possibility of housing and the economy going down in tandem in the USA, similiar to what happened in Texas and Southeast Asia....

Simon Denyer's interview with Vinod Rai, the Comptroller and Auditor General of India. Rai has persisted in uncovering corruption in India. He was appointed by prime minister Manmohan Singh from India's Finance ministry five years ago, and runs an organization with 63,000 employees with accountants in all Indian states. Reports by his agency have uncovered giving away of natural resources and telecom licenses worth billions of dollars. He describes the amounts involved as huge and attributes the increase in accountability of politicians and ministers to active citizens groups. The Indian media and Supreme Court have supported efforts to increase accountability. The CAG has constitutional protection. Rai sees the CAG's role as examining government spending to uncover irregularities and make it accountable to parliament. India is rare in this respect compared to China, Russia and other emerging market countries because of its vibrant media and democracy. A 2010 report uncovered corruption in giving away mobile phone network licenses and a 2012 report uncovered allocation of coal land without a competitive auction, with loss in government revenues estimated at $30 billion. The reports showed prime minister Singh aware of the irregularities but unable or unwilling to call for transparency and proper process. Rai's six year term expires in May 2013. ...

Russian planes fly very close to a U.S. destroyer in the Baltic Sea in 2016, sources say about 30 feet. The. U.S. protests the incident and this is discussed at a NATO-Russia Council meeting to avoid accidental flareup of tensions. Russia sees higher U.S. military presence near its borders as a threat. Russian response is to upgrade its nuclear submarine fleet and operate in the Baltic Sea, North Sea, Atlantic and Mediterranean. Russian intervention in Ukraine led to increased U.S. presence to protect the Baltic Republics and Poland, members of the NATO alliance. The U.S. and NATO is conducting Operation Atlantic Resolve to deter any Russian action. Chancellor Merkel called for a "persistent NATO presence in the Baltic States" during the Ukraine war in 2014, in a visit to Latvia. Germany led an early version of a Rapid Response Force of 5000 troops deployable in 48 hours setup in 2015.

Research by Matthew Slaughter of Dartmouth shows that only 4% of all American firms and 15% of American manufacturers export. Overall 80% of America's trade is conducted by just 1% of the firms that export or import. Exports as a share of GDP are 10.9% in 2009, much lower than other exporting countries. These numbers will increase as America focusses on exports to rebalance the economy.

Commodities prices hit a low in June before the second Greece election on June 16, with lower unemployment numbers in the U.S. and growth of 6-7% in India and China. Still average prices of oil in 2012 of $115 a barrel are higher than the level in 2011. And corn prices dropping to $5.25 a bushel are still high compared with prices earler. Corn farmers in the U.S. are adding to acreage. The relatively lower prices also give more room for smaller stimulus by central banks to stimulate growth. Freeport-Mining CEO, Richard Atkinson said in a presentation that the growth is coming on top of a bigger baseline for China, India and Brazil. China's copper consumption went up by about 6 million tons a year, averaging 13% growth a year in the period 1995-2010. Now even with slower growth at 6% a year, by 2025 he estimates China's copper consumption at 9 million tons per year. This is a structural change that is supporting commodity prices, says Amrita Sen, analyst at Barclays Capital.

The Empire State Trail in the Adirondacks is the longest trail in the US, a 750 mile bicycle route from southern tip of Manhattan to the Canadian border. It passes through the Hudson Valley, the Catskills, and along Adirondack park's eastern edge.

During the pandemic this is a popular route. The cool thing says one local in Saranac Lake, who guides people on cycling trips, is that people who don't normally venture out in cycling are doing this to get away from the pandemic. The idea of being on a bike and pedaling out in the wilderness to get the beneficial health effects of the outdoors is capturing the imagination of people.

WIth India's oil imports at four fifths of the country's oil needs, the depreciation of the Indian currency, the rupee, is especially painful. The rupee exchange rate has declined from 55 per dollar at the end of May 2013 to 64 per dollar in August 2013, a 14% decline. India provides full subsidies and this accounts for a large part of the current account deficit. Government cuts in fuel subsidies to reduce the current account deficit are diluted by the depreciation of the rupee, with a fall of one rupee in the exchange rate equal to 4 months of cuts in subsidies, according to Moody's analyst Vikas Halan.

This WSJ editorial says president Obama's second inaugural address missed the opportunity to bind old wounds with a reference to King on Martin Luther King day. The president chose to set forth a broader liberal agenda including climate change. The editorial points to the tone of the inaugural as setting the tone for the rest of the term and the possibility of return to the rancor that characterized the first term. "We the People" from the Consititution was mentioned several times in the sense of "collective action" that defined this text as government action. The programs of Medicare Medicaid and Social Security as "committments we make to each other." And the programs "do not make us a nation of takers; they free us to take the risks that make this country great," which are seen by the Journal as not appropriate for an Inaugural address that rises above the fray of politics.

This response by experts on transatlantic relations rejects the other view expressed in Zeit Online that the U.S. under Trump remains estranged from Germany and the EU. These experts from the American Institute for German Contemporary Studies, American German Council, and Centers at John Hopkins and Georgetown for German Studies, reject the view that the Trump administration and Germany are that far apart on many issues as it appears from media coverage.  Foremost it points out that civil society relations are sound and growing. About 50 million Americans trace their descent to Germany, including president Trump, much larger to over half the U.S. population considering European descent. Much larger is the sense of a culturally shared future with the European Union, with the nations of Europe including Germany, France, Italy, Spain, the nations of Eastern Europe, and Britain. The civil society relationships run deep in a way that is hardly affected by the Trump administration. Within the Trump administration the policies to Europe these experts remind the reader, are determined by the "adults" in the administration, who are senior members of the administration. This is a crucial point as Trump administration policy is not determined by the president's liking for tweets as much as by senior cabinet members Tillerson at the State Department, Gen. Mattis at Defense, Kelly at the White House, and senior members of Congress including Senators Corker and other senior committee members. This is why Republican Senator Kay Hutchinson was chosen as Ambassador to NATO. It should be noted in this context of German-EU relations in president Trump's first year that there was a period of German disillusionment with president Obama, exacerbated by the NSA spying on German chancellor Merkel and on the EU delegation to the UN, with president Obama's failure to offer any apology. Relations recovered from that low point. No one suggested that there be a German led decoupling of the EU with America at that low point, or at another low point in German-U.S. relations with the setup of American Pershing II nuclear missiles on German soil under the Reagan administration when there were large scale protests.  The American view that the U.S. should not have to shoulder major responsibilities for defense and foreign relations by itself is not new say these experts, and goes back to earlier administrations before Trump.  The experts argue for an active role by Germany with its partners in Europe for defense and foreign relations, which should not be seen as a result of U.S. pressure, only responding to the situation as it has evolved upto this time. Views on immigration are also changing with effort by the EU and Germany, France, to reduce immigration from the source countries in Africa, and the changing perceptions about uncontrolled immigration in Germany and France, say the authors. A coordinated policy towards Russia  is seen as not having changed. And much as a reset in relations was advocated by Obama in the first year of his first term, the current policy of the Trump administration to work with Russia to lower tensions can be seen in the same way say these experts, and not as a fundamental shift in American policy. The deep relationship of Germany and the EU with China is another positive aspect that will also help the U.S. in framing its own policies towards China. The German-American relationship, and the European Union relationship with the U.S.  is seen as basic to the values and interests of the U.S. and Europe. This relationship is too deep and supported by civil society and Congress, the Republican Party, and the Democratic Party, by large trade relationships, to be affected by temporary differences under any one administration. Even these differences are part of a larger debate that is part of dialogue on issues in a democratic society, sometimes raucous and loud, and could be welcomed and carefully channelled in constructive ways.     ...
