All three women say it was a long and difficult journey. Women are now in parity with men in higher education yet in the Indian Civil Service women make up only 26%. Women can provide the empathy needed for development in smaller towns and villages as they take up positions in these areas early in their IAS career. More women need to take up careers in the Civil Service to provide the kind of leadership needed in running the country that India needs at a critical time in its move forward in development and modernization.

UP Chief Minister Adityanath talks about the development work during each of the years of his government during the Budget session of the state assembly. He was reelected in the 2022 election in India's largest state with a population of 250 million. He presented a Rs 6.15 lakh crore Budget for development. This years budget focus was on "Atman Nirbhar Uttar Pradesh" similar to PM Modi's "Atman Nirbhar Bharat." The US midwestern states depend entirely on imports from Canada of as much as 3.5 million barrels a day. In 2018 the Canadian government bought an unfinished pipeline from Alberta to British Columbia, the Transmountain pipeline for $18 billion. This is now finishing completion in 2024. For years the pipelines bringing oil from the north to midwest states reduced the cost differential between Canadian crude and US crude to $18 for a price of $47 a barrel. The Transmountain pipeline will take some of that oil and move it to British Columbia ports where it can loaded onto tankers heading to Asia. This will increase the cost of Canadian crude into the midwest and be reflected in prices at the pump.

William Burns is president Biden's CIA chief. He has spent 33 years in the State Department and this experience is being used by the Biden administration as Burns is sent on key missions to the Middle East. He was in touch with Putin before the invasion of Ukraine. He made 16 overseas trips since taking up the job in March 2021 with missions to Kabul to talk to Taliban and to UAE to meet leaders. Kids are eating and having full bellies so they can go learn and women are making their own healthcare decisions,” Walz says. Bank of England's governor Mervyn King says that there "has been very little reform" in the FSA and the Gordon Brown government's bank overhauls. He said in a speech to Scottish businessmen that "the belief that appropriate regulation can ensure that speculative activities do not result in failures is a delusion." Paul Volcker, former Fed chairman, is of the same view that regulation will not do what is necessary to avert another crisis, that separating speculative activities from normal deposit taking and banking activities is an essential part of reform. According to King, the capital requirements that regulators impose will not be enough as they are arbitrary, and its hard to know how much capital will be needed for an unpredictable crisis. And having "too-important-to fail" banking firms to continue existing, would require a resolution regime. The better option he believes is to draw a line between utility banking with government guaranteeing these bank's socially necessary functions, from the speculative activities that can be left to market discipline. This means breaking up "too big to fail" firms. Conservative party's Osborne, as shadow Chancellor of the Exchequer, sees the need for this separation of banking activities....

Neil Irwin in the NYT why the U.S. China Phase 1 Trade Agreement is more than a hill of soyabeans as he puts it, more than about all the soyabeans that the U.S. farmers can sell to China. China's economy was seeing the effect of U.S. tariffs. Additional tariffs to cover all imports from China to the U.S. would have worsened this. China avoided this by agreeing to Phase 1. The U.S. had looked for some enforcement mechanism based on China putting this down in a written agreement particularly for avoiding subsidies to state enterprises and improper access to U.S. advanced technologies. China's reluctance to do this led to Mr. Trump saying that China had reversed its position and Trump expanding the tariffs stage by stage. These issues are now set aside for Phase 2 still to be negotiated. Both sides taking what they could get. China relief from the threat of tariffs on all exports. The U.S. under Mr. Lighthizer's negotiating leadership retaining the enforcement idea through the tariffs that are still in place of 25% on half of China's exports to the U.S. The bonus for Mr. Trump is the goodwill China generates by agreeing to buy all the U.S. farmers can produce, farmers having not only stood behind Mr. Trump but also forming a key part of his support base. China will continue to compete in technological areas with the U.S., and the state enterprise model which worked for China as Mr. Xi tells visitors will continue. Phase 2 is just that Phase 2, when and if it can be negotiated between Trump with his negotiator Lighthizer and Xi with his negotiator Liu He. On key points neither side is budging. A key goal for Mr. Trump is to put the trade surplus China enjoys of $300 plus billion a year with the U.S. on a serious downward path, and bring so many of the jobs and manufacturing back home. On this trade data for 2019 and the plan for 2020 of both countries is clear. It should be down each year by 10-20% for the next few years, a major achievement of Mr. Lighthizer, who did the same with  Japan under president Reagan. ...

Eurozone finance ministers meeting in Brussels give Spain one more year to meet deficit targets because of a slumping economy and lower tax receipts after raising taxes. Spain now has till 2014 instead of 2013 to meet the EU's 3% deficit target. Spain can now run a deficit of 6.3% in 2012, down from 8.9% in 2011, without risking EU penalties. The 2013 deficit target is 4.5% of GDP and the 2014 target is 2.8%. Spain can also have $30 billion by the end of July in the event that a Spanish bank needs to be recapitalized quickly.

Ms. Slaughter says in her new book that part of the unfinished business for women in the workplace is to give women time for child care duties in a way that does not hurt their careers. Anne Marie makes the case on the grounds that this is a social bias. Yet there are many reasons beyond simple fairness, and the value of parental work. Women can contribute to society in different ways than men. For example reports show women are more interested in using technical skills in ways that will benefit developing countries. Women bring a different perspective than men. Women are also prominent in scientific fields. For this contribution to grow and enrich society it can be enlarged by giving women proper benefit for maternity leave, and preserving the ability to come back and contribute in the same way after the maternity leave period is over. Toshiba did this for a female engineer who had made significant contributions in the technical field. Doing this would also help in other ways. It could make it more attractive for women to have kids knowing it will not hurt their careers or the careers of their partners. This is needed in western societies with falling birthrates and declining number of young people to support larger numbers of older people....

The SNP Scottish party and the Liberal Democrats favor early elections and will push for this in parliament. The thinking is that both parties can do better in an election before Brexit is passed. A You.Gov poll for The Times shows only one person in five or 19% see the EU withdrawal deal negotiated by Boris Johnson as "a good deal." SNP, and Lib Democrats say this means voters will vote for parties with clear for or against positions on Brexit including the Independence Party of Nigel Farage. Both SNP and Lib Democrats are for Remain. Labour Party under Corbyn is divided on how quickly to go into another election. The Tories under Boris Johnson are relying on polls showing they are leading by 10 points yet this can change as Theresa May faced a similar situation and called for an early election which led to losing its majority.  Experts on BBC say a December election is highly unusual and most unpredictable, posing big risks for Boris Johnson and the Conservatives particularly now with Johnson advisor Cummings tactics dividing the party. ...

As this editorial in the Hindu points out enabling land acquisition for industry is still one of major problems facing India as it struggles to modernize its economy and create manufacturing jobs. Amendments to the land acquisition law was a top priority of the Modi government in its first year in 2014-2015. The effort stalled with Opposition resistance and opposition of farmers groups. Even as India moves up in the World Bank's Ease of Doing Business index it still remains below the top 50. The prime minister of Singapore on a visit to India made it clear that these problems restrict the level of investment in India and the speed of its modernization effort. As the Hindu editorial points out the need to win farmers votes has prevented further moves to amend land acquisition laws so that industrial development can move ahead. This can be costly for India if it means fewer jobs created, and costly for the government in its effort to win votes without being able to show the results of modernization in new development, new infrastructure and new jobs created.     ...

A committee constituted by the Indian Supreme Court headed by former Supreme Court judge Justice AM Sapre in a 173 page report says that based on data from stock market regulator Securities and Exchange Board of India (SEBI) it sees "no evident pattern of manipulation" in  the steep stock rise of Mr. Adani's companies that can be attributed to "any entity or group of connected entities."  It also said that it was not possible for it to conclude that there were regulatory failures  regarding price manipulations.

A former Interior Secretary Bruce Babbitt says the Interior Department needs to take up authority it has for contract approval on use of water by individual entities in the states of California and Arizona. The department can look at how efficiently water is being use to give approval. He suggests this approach as the states of California and Arizona are nowhere near agreement on use of water from the Colorado river. Babbitt says there is risk of deadpool where the water in Lake Mead drops to levels that make water to stop running from the lake downstream to Arizona and California.

German arms exports went up by 65% in 2019 over the prior year, reaching $8.8 billion, according to the Economics Ministry. The previous record was set in 2015, followed by 3 years of declining sales. Exports to crisis region can destabilize, as in Yemen. In some situations such as Sahel Africa Chancellor Merkel sees a constructive role for German arms exports to allies.

The largest buyer is Hungary at 1.77 billion euros as Hungary is upgrading its military. Next is Egypt at 802 million euros, and the USA at 483 million euros.

This editorial in the WSJ points out that president Trump's and the Iranian government's response in the firing of missiles at a U.S. airbase in Iraq were intended to quiet things down so that there was no escalation. Both sides were in effect standing down which president Trump called a good thing.

France and Britain are at loggerheads over fishing rights in UK waters. UK will now have 4 Navy patrol ships protect its fishing waters in the event of a no deal Brexit. French and other EU fishermen get 60% of the fish taken from UK waters. UK exclusive economic zone extends 200 miles from the shore. Conservative ministers have doubled the total fleet of patrol ships from four to eight. During patrol in extreme cases a EU boat can be impounded and taken to the nearest EU port, otherwise it could be boarded and inspected.

The EU has agreed to allow a new Brexit extension, this time till January 31, 2020. According to the paper agreed on by member states the UK can leave on the first day of the month that a deal is ratified if a deal is ratified in parliament before the new extension date. The EU has also put in a declaration attached to the agreement that it will not renegotiate the withdrawal agreement. EU leaders did not have to meet to do this as it was done by a written procedure used by EU council president Donald Tusk.

A new French law will ban cellphone use for students age 3 to 15, from preschool to ninth grade, on school grounds. The law aims to reduce distraction so that children can read a book or a play outside during recreation. One parent says children lack the maturity for smartphone use.
