350 million Chinese, or 26% of the Chinese people smoke, and 1 million people die of smoking related illnesses each year, according to the Chinese Ministry of Public Health. Apparently the smoking levels were higher in Beijing, where the Capital Medical University estimates 34.5 % of the people smoked in 1997, dropping to 23% in 2007. Now hotels, restaurants and bars and internet cafes have to have non smoking areas, and its banned in public bildings. The fine is light, ten yuan or $1.40 for individuals and 5000 yuan for businesses.

China's premier, Wen Jiabao, opened the National People's Congress, annual meeting of the Chinese parliament, by saying that China had lowered its growth rate to 7.5% from 8%. GDP growth for 2011 was 9.2%. Wen set an inflation target of 4%. The CPI index increased by 5.4% in 2011. Wen set 14% growth target for M2, China's broadest measure of money supply.

Equity markets in Europe and the U.S. are likely to see some of the 62 trillion yen, or $630 billion, which the Bank of Japan plans to add to holdings of banks and households in two years 2013-2014. A senior advisor to Deutsche Bank, Thomas Mayer, says equities of Germany, France and Britain are likey to see interest from Japanese investors, as are bonds and equities of the U.S. Japanese companies such as Toyota and consumer product companies such as Sony and Panasonic will now be able to better compete on price against their S. The refugee crisis following what is happening in Syria with Russian involvement, terrorism, financial crisis aftermath from 2008, are being used  says Zeit Online to support a movement for "order" as the state ideology now put forward from the Russian government. This could be an early indicator for the 2017 German federal elections, says Zeit Online. Merkel has said that she supports continuation of western sanctions on Russia. It is hard to see what Russia has gained in improving its economy and the standard of living of the people from this type of political action. Putin was able to achieve economic goals during 2005-2010 using good Germany- Russian relations as shown in LyrArc. This was the earlier period of Putin's terms in office, with a broad group of advisors, including finance minister Kudrin, who set forward a prudent economic course for Russia including foreign investment. The world and Russia are poorer from the departure from this earlier set of policies which would have enhanced Russia's economic growth. Kudrin was fired in September 2011, and the economic course has gradually drifted away from what is most prudent for the Russian economy and growth, and for the global economy. Nationalism was part of an earlier period before 1950, that led to frequent wars and economic catastrophes. A new course has been set since then, especially by American presidents Truman and Eisenhower, and people in India, China, the developing world, in Europe and in the U.S., would see little to gain from the politics of that earlier period in world relations.  ...

Toyota is expanding an original recall announced in late 2009 for 4.3 million cars by adding an additional 1.1 million cars. That recall involved pedals catching on floor mats. The original recall followed afatal car accident for a Lexus E350 sedan on a San Diego highway when it accelerated out of control killing all 4 occupants. For Akio Toyoda this comes as something he suspected could happen when he assumed the CEO position last June. He said then that Toyota had made amistake in the last decade with its push to become the world's largest carmaker under previous CEO's Okuda and Watanabe. See the links to this where his father Shoichiro Toyoda had serious concerns about how the company was run and a sense of foreboding about problems still to come. Shoichiro's sense was that the company was becoming too complacent and expanding too quickly. This was also the reason he worked behind the scenes to get Akio into the CEO position as someone who could take Toyota back to its original spirit. This may make swallowing the problems -and the apology which has taken so long for Akio- more difficult, as he had a sense all along that things weren't running the way they should. Under Okuda and Watanabe the quality problems were already becoming evident. Okuda became CEO in 1995 and chairman in 1999. Between 2000 and 2007 Toyota sales expanded from 1.6 millon to 2.6 million in the USA and it expanded with new manufacturing facilities in the USA- a full size pickup plant in San Antonio in 2005, a RAV4 sport utility plant in Ontario in 2008 and another plant in Mississippi. With the rapid expansion came quality problems and in 2005 Toyota recalled 2.38 millon vehicles, more than it sold that year. Watanabe who was president in 2006 delayed introductions of models for 6 months to give engineers more time to work on improvments in design. A two month internal review showed at the time that the product development process was'nt working the way it should- it showed that engineers were not conducting the rigorous quality checks that were an established practice at Toyota and sending out products relying on computer simulations. Toyota engineers from that period say the current problems may have some connection to problems that may have not been completely addressed from that period....

Repairing his sail near New Zealand gave Charlie Daniel the right mood to sail again. He wrote on the bulkhead on the cockpit- "Sail like yourself and enjoy it." Underlining yourself. From the coast of Brittany to the world sailing on the Vendee Globe race, solo, nonstop and unassisted, is one of the great achievements. Charlie Daniel made the trip to the Cape of Good Hope, to the coastline on the coast of South America, up to the Equator, and back up the French coast in 64 days. Here he is interviewed in Le Monde about key moments on that trip. Competing with fellow sailor Yoann Richhomme who he has known and sailed with for 20 years, Charlie Daniel was aware that mistakes could be costly. He stayed vigilant, analyzed every weather file until the very end, to take the best rout and not make errors. At times he felt Richhomme was overcanvassed and pushing too hard, in the Southern Ocean, Daniel doing 600 miles in 24 hours told his team that it was too intense that it was wearing down the boat with a long way to travel and he proved right. A crack in the hull was on the inner side which he fixed in New Zealand. At the time he had a negative mood that did not last. ...

Berlin's most famous hospital. Half of Germany's Nobel prize winners for medicine and physiology worked at Berlin Charite Hospital. It was setup in 1710, by 1810 it was a medical university, and today a leading world medical centre. Mr. Navalny is being treated here. It is also a centre in the fight against the pandemic.

Here DW.com gives pictures of the hospital over the 300 years of history. It was part of the controversial period in Germany in the thirties and was part of the GDR after 1945. It was part of the fight against the Ebola virus in 2005 and now leads the fight in Germany against the coronavirus, showing how Germans can play a international role that brings dignity to the German people.

This NYT report by Eric Schmitt describes the efforts of U.S. troops in Europe under Lt. Gen. Frederick Hodges to build  a fast movement capability to counter the threat from Russian forces on the borders of countries in Eastern Europe. Hodges says speed of movement is crucial. American forces are deployed in smaller numbers than the Russian forces. A 10 day exercize under Hodges involved 25,000 American and allied forces across Hungary, Romania and Bulgaria. Russian forces exercizes involve more than 100,000 troops. The war in Ukraine involved a breakaway region in the east supported by Russian forces.

Commanders and younger officers were trained to address the Cold War threat with the soviets. Then for over a decade the focus shifted to Afghanistan, then Iraq and Syria. Now the focus shifts back to the Eastern European area with a new Russian threat.

Chile, Mexico and the U.S. rank high in the diabetes rate for top soda consuming countries. In the U.S. the diabetes rate is at 7.7% of the population, in Chile 9.6% and Mexico 9%. Soda consumption per capita was at 165 litres in the U.S., 146 litres in Mexico and 134 litres in Chile, and 145 litres in Argentina where the diabetes rate is at 3.9%, for 2012. A new public service ad in Mexico City subway stations says it all, showing an ad with a soda bottle and the words- "Would you take 12 teaspoonfuls of sugar? Soda is sweet, diabetes isn't." The new Pacto de Mexico agreed to by all major political parties includes the soaring diabetes rate in Mexico as a problem to be tackled, including lunches at public schools and the consumption of coke and sodas by children. A particular acute problem in Mexico is the lack of clean drinking water in many areas and the dependence on coke and sodas for liquids. But bottled water could be used in its place if available at lower prices. One proposal is for a soda tax which could generate $2 billion and be used for setting up clean drinking water fountains in schools and other places. Elected officals in Mexico are firm about the need for action, as Mexico recently became the first country over 100 million inhabitants with the highest obesity rates at 7 adults out of 10 over the age of 20 obese or overweight, and the consequently high diabetes rate. Diabetes is the No. 2 killer in Mexico, and a serious health danger. Coca Cola gets its second highest revenues from Mexico after Europe, and the situation has evolved after years of heavy coke advertising to the point where Coca Cola is taken at every meal by some Mexican families, and is a sign of prestige. The company's response is to fight the public service ads with ads showing people burning off 149 calories by walking. The country now faces a long and uphill fight. Russia is one of the countries which is also conducting a similiar fight against soda drinks. The Bloomberg Philanthropy is financing efforts against soda drinks in Mexico, as part of its campaign against smoking and sodas as health hazards, and this maybe Bloomberg's bigger contribution to society than his service to New York City. Developing middle income countries such as Mexico, Chile, India, China, Brazil, are the hardest hit by soaring diabetes. And the costs to their health systems in 10-20 years from uncontrolled obesity and diabetes will be enormous. The U.S. is a developed country with similiar high rates of obesity and diabetes, with soaring medical costs, and serious problems that strangely have not received the public awareness and efforts that one should expect. ...

After Barcelona's poor decisions in letting Neymar go to PSG, and the recent letting go of Luis Suarez, there was little incentive for Messi to go on. In fact the way Messi sent a fax to Barcelona about his intention to leave made headlines, it also showed that Barcelona is not what it was in its glory days. Barcelona's focus on money in its deals asking a huge transfer fee of 700 million has turned off fans.

Pep has so much faith in Messi that here he tells the reporter Messi could go on playing till he is 40 because of his style of play.

Ways to know when social media use is unhealthy are shown here. It includes compulsive checking of feeds, and being anxious without one's phone. Better still do away with social media use altogether. The world did just fine in the time upto the year 2000. Social media is a relatively recent phenomenon and around for a short time to be thought of just as a fad that came and passed like so many fads before this. News media is best done by those with the accumulated experience of generations and not by social media or tech companies. Life could return to a better state of affairs that existed before all the turmoil from social media and so called tech in news that almost ditched the greatest democracy in the world. And provided the distractions from the dangers that now threaten the Free World in America, Latin America, Europe, Asia and Africa from pandemics, food security, dependence on foreign manufacturing, high inflation, mental health, and threats from Russia and China. ...

Voter fatigue with the Conservatives under prime minister Harper is showing up in the province of Ontario. The area around London, Ontario, and Toronto is critical in the 2015 general election. A large loss of manufacturing jobs has left this key manufacturing region of Canada so weakened that the recent 20% decline in the Canadian currency is not leading to a rebound in the manufacturing sector. The Liberals under Justin Trudeau have promised to run a slight deficit to invest in infrastructure that would help the manufacturing sector, while Harper's Conservatives plan to keep the status quo. The vigorous campaign run by Trudeau, the son of a former prime minister, is also helping the Liberals, who are moving ahead in the polls.

It predicts a "disorderly exit from the euro" without further help. Protectionist sentiment in the USA is keeping tariffs high on ethanol to keep out Brazilian ethanol. Some of the arguments used for keeping it out are concern for the Brazilian rainforests, for food prices, for labor. Are these concerns real or just a way of keeping out imported ethanol by farm lobbies in the USA. Brazilian ethanol packs 8.2 times as much energy as the energy used to make it compared to just 1.5 times for corn ethanol, according to the Woodrow Wilson Center. It is grown in Sao Paulo state or the northeast miles away from the Amazon so it is not deforesting the Amazon. About 65% of it is grown on land that was previously pasture, the rest was used for other crops according to Conab, a government agency. Also sugar cane occupies only 7 million hectares or 17 million acres of Brazilian farmland compared to 200 million hectares for cattle ranching so it is not pushing cattle ranchers into the Amazon. So it does not have a noticeable impact on food or beef prices. And sugar cane production may benefit from higher yield varieties with more research. In 2005 of the 440,000 workers, 453 died, 17 were killed in accidents according to a study by a researcher at the the University of sao Paulo. In the same year of the 2.16 million workers in other branches of Brazilian farming, 2900 died and 135 were killed in accidents, so the situation in the sugarcane industry is not much worse than the rest of Brazilian agriculture. Moreover cane cutting is getting mechanized. At Santelisa Vale 60% of cane cutting is mechanized. So the arguments of protectionists in the USA about environmental impact, labor situation, and others do not carry much weight. The tariff on Brazilian ethanol makes it less attractive to import ethanol from Brazil and it creates uncertainty about future imports if the prices of corn based ethanol drop in the USA. Removal of the tariff is supported by John McCain. The tariff is 54cents on each gallon of imported ethanol. Importing ethanol from Brazil would have less impact on corn supply in the USA and on on corn prices so it would put less pressure on the world food supply and world food prices. ...
