Faces of migrants to Germany as Germany sees the migrants as what German chancellor Merkel calls- "A huge national challenge, not only for days or months, but for a long period of time." German civil society shows openness, and German educational institutions offer support. About 800,000 refugees will be accepted in Germany in 2015, says Merkel. An adult migrant is given 143 euros a month for pocket money and 216 euros for basic needs, medical costs are covered. Children are taken care of or attend school while their parents applications are reviewed. Registered migrants are given housing and food. The system works like nowhere else in the world, as most migrants focus on getting to Germany. The condition of the migrants is desperate- one child had not eaten for 4 days. And local doctors examine migrants, with some referred to local hospitals.

The UN badge and logo for sustainable development goals is becoming highly popular in Japan. It has 17 colors for the 17 Sustainable Development goals set by the UN- ending poverty, reducing inequality, improving education, other aspirations of the people of the world. It is something India, the US, Canada, Britain ,Germany, France and other nations should adopt in the way Japan has done. India has taken up specific goals, clean India, clean water, electrification, and made it available to all 1.2 billion people, in its own version of SDG. Introduced into Japan by 2016, this badge is now so popular that there it is everywhere says this report in NYT. In children's playgrounds, in comic books, on NHK broadcaster's video with about 1 million views, on Buddhist temple websites, and used by businesses. In 2016 it was made official national policy by Mr Abe's government and a task force established on them by the government. In 2017 it was adopted to its charter by Keidanren, the business federation.  In the US very few know about S.D.G.'s but in community oriented Japan it has been taken up with zeal. It is part of the conversation and one survey shows 40% of Japanese business were working towards the goals in 2021. It has been adopted by Education Canada Network and it is a good way to bring this idea in education to schools and colleges in North America, Britain, EU, India and China, as well as Africa and Latin America, other parts of Asia. In India some of the SDG's are already the focus of campaigns by the Modi government Goal 0  Clean Nation one that has not been coined yet one that is called Clean India or Swacch Bharat Goal 1 Zero Hunger was taken up during the vaccination for covid campaign to get free foodgrains and vegetables to all 1.2 billion people. Goal 2  Clean Water and Sanitation or Har Ghar Jal getting clean tap water to all rural homes by 2024. Goal 3 Infrastructure, Industry, Exports Goal 4 Renewable Energy The sequence is different from the UN SDG's. The difference is it is a goal set for universal meaning everyone and delivery meaning by a specific date, and the priorities are set in the numbering. The Indian SDG campaigns under the Modi government and at federal and state levels are unprecedented in history for a population of this size, and now present a model for all nations in Asia, Africa, Latin America on how to go about doing the SDG's in practice. ...

The law in Germany says migrants seeking asylum can get jobs and benefits, training, yet if their asylum claim is rejected they have to be deported to their home country. About 35% of applicants have been integrated by way of language classes, training for work. . Germany needed more people to both meet labor shortages, and to do jobs Germans did not want to do. Yet in the eastern part of Germany the mood has swung against such immigration policies and the Merkel CDU and CSU parties now see the best solution is for economic refugees to stay home and for Germany to help countries in Africa with aid and government help to stabilize the economic conditions.  ...

Policy on China in the second year of the DJT Administration- shift from adversary positions to cooperation. A shift in policy after the meetings with Chinese leaders Xi and Wang Yi at Busan, South Korea in 2025. WSJ Analysis looks at what happened in the first term of DJT, the Biden Administration that followed and in 2025 in US-China relations and how the posture changed, how Xi and his team built rapport with DJT and his team over the tumultuous period in 2025. US turned to Xi in getting Iran to the table for negotiations in Islamabad meetings after the month long effort to take out Iran's nuclear and ballistic missile program infrastructure. This was arranged in the early hours of Tuesday April 7th 2026. Throughout the US air campaign in Iran China pursued the policy it had set at Busan of not letting it affect US- China relations and the DJT visit to Beijing believing it sets the basis for the future course of US- China that affects the whole world beyond regions such as the Middle East where little headway has been made in bringing about peace. China US, EU, India, Brazil, Latin America, Africa, Indonesia, make up most of the world's population and China remains focused on ensuring the US and China can through their cooperation maintain peace in the world overall. This is reflected in this statement of China's Foreign Ministry on Busan meeting as the beginning of something new and big for the world- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone. Our focus has always been on managing China’s own affairs well, improving ourselves, and sharing development opportunities with all countries across the world. And that is an important secret to our success. China will further deepen reform across the board, expand opening up, and promote higher-quality economic growth while achieving an appropriate increase in economic output, and advance well-rounded human development and common prosperity for all. This will also expand the space for cooperation between China and the United States." This relates to China's worst fear, worst nightmare - that before it can become a fully developed economy for 1.4 billion people it would find itself in the situation that faces Japan of an aging society and weak growth something Japan faces as a fully developed economy much smaller of 120 million people. Japan per capita GDP is at $36,000 2.5 times China's at $14,000 and about a fifth of Germany's at $64,000, about a seventh of the USA at $92,000. So that if China does not continue along the path of development it has followed since 1990 working with the US and EU it faces the prospect of losing forever the prospect of joining Japan and fall into lower than middle income status when large parts of the interior of China a third of its economy that is rural are still living in poor economy status with per capita GDP of $3500, which is 8% of the GDP per capita of the poorest state heavily rural state of Mississippi in the US. Even Shanghai and Beijing with about $32,000 per capita GDP are only about 58% of the per capita GDP of Louisiana in the bottom one third of US states. Xi Wang Yi, Lifeng are doing what China must do to compete with advanced US and European economies and Japan- continue to work with the US on the development model that has worked the best for China since 1990. After suffering a deep depression Greece's economy is in 2019 24% smaller than in 2007. It may not be till 2033 that Greece recovers to its precrisis level GDP, says Oxford Economics, a consulting firm. With the creditors of Greece maintaining a tight control and requiring high taxes and high budget surpluses of 3.5% of GDP excluding interest payments, there is very little financial leeway to reduce taxes as the newly elected government of Mr. Mitsotakis of the New Democracy party has stated. Greece spent 8 years till 2018 under an austerity regime set by the European Union overseen by the IMF with eurozone authorites in return for a financial bailout loan package. Spending cuts and tax increases of 40% of GDP led to drop in GDP of 25%. Greece had misrepresented its official spending numbers to eurozone authorites in the years leading upto the crisis, leading to a lack of sympathy from ordinary German taxpayers for the country's situation. Unlike Portugal which was able to increase exports and find ways to reduce the austerity regime with sympathy from Germany, Greece lags behind in foreign investment and is 72nd in the ease of doing business ranking of the World Bank.  Unemployment is falling very slowly and is at 18%. Greece has returned to bond markets with 10 year bond yields of 10%. Growth is stuck at 2%. Pension spending takes up most of the budget, with little left for investment, education and other needs. No parties talk about cutting pensions anymore as a grandparents pension supports many families. The high taxes have hurt the private sector with the most productive people emigrating to other countries in northern Europe and to other parts of the world. About 500,000 left from 2010 to 2017, most are college graduates, and 64% have postgraduate degrees, a survey shows. Most of them will never return as it  is difficult to live and plan a life on a Greek salary. During the financial crises affecting Latin American countries such as Mexico, Brazil and Argentina for decades, the expression lost decade became common. Some like Argentina had repeat situations of lost decade before recovering. Even the U.S. suffered badly suffering close to a lost decade with faulty mortgages causing a crisis in 2009. Only Greece has proved that this can happen for nearly three decades. Greece's experience also sullied the euro currency's image, that was further damaged by the austerity policies across the eurozone's financially weaker countries. Lack of transparency and insider groups unable to take up the national interest and pursuing narrow interests left Greece in a bad position with little sympathy from stronger northern European countries such as Netherlands, Sweden, Germany. Today's political crisis for the centre right and centre left parties in Germany and other Northern European countries such as Scandinavia, Netherlands, also stems from this flawed entry of countries such as Greece into the eurozone with poorly managed finances. A combination of Tech creating low wage jobs, erosion of working class, failure of centrist parties free market policies to protect the working class, shift of jobs to low wage countries such as China, had already eroded the situation. The humanitarian response to what was both a economic and war related migration from North Africa  to Europe only worsened the image of these parties with working class people alienating them further. The eurozone countries and the European Union are only gradually recovering from these errors.     ...

This article in The Lancet published in February 2018 throws much light on how the ban on gain of function research on virus was lifted -research that carries with it the danger of increasing transmission of virus if something unexpected happens in the manipulation of a virus. It was lifted in 2018 in the US by officials in the US Health Ministry, NIH and HHS. The Cambridge group of scientists and experts opposed lifting the ban on such dangerous research that could make the virus more contagious through manipulation. Epidemiologist Marc Lipsitch of Harvard School of Public Health wrote at the time that the lab research to create a more lethal strain of virus could lead to "an accidental pandemic" yet he was ignored. The public in America and in the world is unaware of how this created serious risks for public health in the world through the coronavirus.  Did US health officials lift the ban on such research without consulting other countries such as India, Brazil, France, Germany, Italy, and the EU on its ramifications. Were public health experts and the publics themselves in the US and around the world not drawn into the discussion of public health and the dangers that existed. Not only did officials in HHS and NIH restart the research by lifting the ban but also sent funds overseas for such research- was this a proper or thoughtful action considering the risks involved.  Is enhanced surveillance of virus- a dubious benefit from manipulation of a virus- something a few health officials can decide for the whole world in addition to the US. How are health officials in one or two countries responsible to the people in India, Brazil, Europe and the poorest populations in the world in the world in Africa, Latin America, and Asia, people who have suffered devastating consequences from transmissibility of the virus, including children and older people with health problems. India, Brazil, Italy, Spain, France, UK, and other countries worst hit by the coronavirus must ask serious questions about how they can protect their people if institutions in the US and international institutions are seen as failing to protect world public health. ...

One of the good things after the pandemic is that people are going to spend more time in their home countries instead of travelling overseas, says this report in the DW.com. World tourism has grown too quickly and too fast in the last two decades. Places everywhere are becoming extremely congested. I remember visits to Paris, to Notre Dame cathedral and its surroundings, in the eighties and nineties and compare them to two decades later with regret that it has changed for the worse. By 2010 everyplace looked different, transport, hotels, streets were so congested as to make trips less exciting and less fun to do.  The question posed here is whether having 3 million less people travelling around the world is such a bad thing? It says the tourism industry has grown so quickly and so fast that it poses a danger to the environment, to the quiet of neighborhoods and cities, driving a commodities culture. As this writer says it drives locals away from the cities they have lived in for generations, and robs those who stay of the quiet lives they have enjoyed. In fact once the cities experienced so much less pollution during gradual reopening, and streets had less traffic, a lot of people turned to use bicycles. Bicycle lanes were replacing car traffic lanes. A return to calmer living with enjoyment of one's own neighborhoods and cities, and travel within one's own country, is becoming an attractive alternative. People now remember that it was the huge amount of airline traffic that spread the pandemic from cities in Asia to cities in Europe, and cities in America. It also spread quickly through tourist destinations inside Asia and Africa, and Latin America. Even some of the early clusters in Germany, Italy and the U.S. had their origins in the the spread of globalized supply chains in China, Germany, and Italy for automobiles. Auto industry business people traveled to places in or near Wuhan, then to Bavaria, and on to northern Italy in the global supply chain for automobile manufacturing.  As new nations like China and India with billions of people are added to world tourism this changes everything in a way never imagined before. This pandemic gives one a pause to rethink whether it was a good idea in the first place to seek fulfilment by travel outside one's own country, without first exploring it and one's own neighborhoods in a quieter setting. We travel to new places seeking fulfillment. There comes a time when the tourism today has become so big that it is not sustainable, safe or economical anymore. A rethink and new habits make sense.     ...

The former head of U.S. Homeland Security ministry, Mr. Chertoff, and the former head of NATO, Mr. Anders Rasmussen, say the U.S. and European allies are not prepared to meet Russian meddling in elections two years after the U.S. elections and elections in the last year in Germany, France, Spain and Italy. Both co-chair Transatlantic Commission on Election Integrity. They expect 20 elections between now and 2020, and see 20 opportunities for Russian meddling in these elections- suggesting the response to the recent meddling is very inadequate. They cite the shift from fake news to hyper partisan narrative used in the Italian election. This approach uses some content that is true to weave a narrative that leads to an exaggerated version of events. It was used on immigration to appeal to immigrant weary Italians to lead to a situation where the anti-immigrant party Northern League attracted a large portion of the vote. This approach is not new as it was used by pro-Brexiters with ads showing an unending wave of immigrants crossing European borders. Suggesting Britain itself was facing this wave of immigration, using pictures of immigrants from Africa crossing the borders of Hungary and Austria. Placed on buses and billboards this influenced the election, including hyper narrative stories about what how the UK was sending 350 million pounds a week to the European Union which could go to the NHS instead. Britain's Liberal Party leader Nick Clegg and Joe Biden former Vice President are members of the new Commission. ...

Syrian refugees number 1 million in Germany and Austria. In Turkey 3.5 million, in Lebanon 800,000, Jordan 600,000. 6-7 million Syrian refugees all over the world. The figures are large for displaced people and refugees worldwide. About 60 million displaced, over 30 million refugees and about 6 million asylum seekers. (UNHCR figures). Some are in transit as one report in The Times shows 800,000 entered Greece in 2015. It was at the time of the financial crisis in Greece and other countries, putting a great strain on resources. Even as illegal migration is criticized in many European countries, the fact that Europeans have given refuge to so many at risk of strain in their social systems is also something the says a lot about the goodwill and resilience in European societies after two world wars. A similar show of sentiment is appropriate from these countries in the Middle East and Africa, from the diaspora, and needs to be translated into action by looking at better models of managing the economies and government of these nations so that mistakes of the past are not repeated and there is a place for all. ...

Lessons learned from the earlier wave of Turkish migrants to Germany in the early postwar period, and how Germany is using the lessons learned to integrate the new wave of Arab migrants in 2015 from the beginning. One part of this effort is the openness of educational institutions throughout Germany to offer free language classes and easier access to schools and universities. The media is cooperating in the effort by creating a positive perception of the new migrants to help integration into German society. The Economist describes efforts in the European Union countries to come up with a common approach to the problem of integrating migrants into the European Union. There is the problem of migrants from English, French or Italian speaking regions in North Africa or the Middle East preferring to immigrate to countries where knowledge of the language makes integration easier. Germany has come up with an approach to integrate migrants that is the largest and furthest ahead in the EU. Finland has a program to integrate migrants from Somalia. The Economist points out the need in the EU as society ages, for young people from outside to fill the need for workers to support a larger numer of pensioners. For this to happen governments in Europe have to manage this carefully, so that fears of terrorism and political backlash in society against immigrants can be overcome.

Not a very flattering picture of the chancellor. She has already lost 1.3 million CDU voters to the Greens, and about 260,000 to the far right AfD party. In all about 4.3 million CDU voters have shifted from Merkel's CDU to other parties on the right or the left and to the Greens, between the general elections of 2017 and the European elections in 2019, according to Infratest Dimap. It had 33% of the vote in 2017, now it polls at 27%, down 6 points. The Greens come next at 22%, in recent Politico poll. Merkel's sentiments may have overtaken the reality of how much Germans wanted to integrate war and economic refugees from Africa and Asia. She has since revised her judgement that it was a decision made at the time based on what happened at that time without enough time to prepare for the sudden influx of refugees from Budapest. A new party the Alternative for Germany AfD emerged from the migrant crisis in the eastern part of Germany that had 13% of the votes in 2016, building on discontent from reunification, depopulation of the east, and a sense of drift and neglect. Even a sense that the affluent western part of Germany was more concerned about refugees than its own economically insecure countrymen in the east. After being in power since 2005 Merkel's period shows signs of aging. Her record on investment infrastructure and health, education and child care is also found to be weak. The effort to maintain austerity for so long following the financial crisis of 2008 by profligate banking and bad accounting by member states in the EU including Ireland, Spain and Greece, has hurt parts of the middle and working class stuck with low wages and inequality in the EU and in Germany. The migrant crisis and refugees have split her party and German opinion adding to the problems of the economy in the EU and Germany.  ...

Tempelhof airport is chosen as place for additional housing space for thousands of refugees arriving in Berlin in 2015. Berlin is expecting 40,000 refugees under the quota system. Housing space is hard to find to accomodate refugees arriving in large numbers in September 2015. The airfield has been preserved by conservationists as a place for children to play frisbee and as outdoor park space. Now the hangars at Tempelhof can be used to create housing space as winter approaches and tents become inadequate. During the Berlin Airlift 200,000 flights by the air force of U.S., Britain, Canada, Australia, South Africa, participated in sending food and medical supplies to the people of Berlin when the Soviets blockaded Berlin on April 1, 1948 till May 12, 1949. It was lifted when it was clear as much in supplies were delivered by air as before the blockade. As this time Germany takes on a similiar humanitarian challenge the memories of that period provide inspiration for the effort.

In a closely watched election Mr. Wilders of the far Right in Netherlands gains 20 seats, far behind centre right People's Party for Freedom and Democracy of prime minister Rutte who won 33 seats. The Dutch Green party which is strongly pro- Europe went from 4 seats to 14 seats, the Christian Democratic Appeal party gained 19 seats and the pro-European Democrats 66 party also gained 19 seats. In the 150 member parliament Rutte needs 76 seats to form a new coalition government, and he is likely to ally with these other parties to form a new government that supports strongly the European Union. This editorial in the NYT says the people of the Netherlands turned out in large numbers to support pro-European Union parties. Next the focus is on France and Marie Le Pen's challenge from the far Right. Cyber threats from Russia are seen as a way to discredit otherwise strong candidates, and the French government is taking this seriously. Chancellor Merkel said she "was very happy that a high turnout led to a very pro-European result," and president Hollande said this was "a clear victory against extremism."  ...

A major shift in foreign investment may be taking place as the 2014 St. Petersburg International Economic Forum takes place in May 2014. Russian policy in Ukraine and tensions with the U.S. and Germany could lead to a shift in investment to other emerging market countries. China's tensions with Japan could lead to a similiar shift of Japanese foreign investment. At the same time India has elected a new government with an absolute majority and an overwhelming mandate from young people to accelerate development. The new government under the BJP party's Modi has a decade of experience attracting foreign investment in western India. Indonesia, Vietnam, Africa and other emerging market countries, could benefit from the shift in investment. Investment could also return to the home countries with lower labor costs in Southern Europe, lower labor/energy/transport costs in North America. For Russia the debate at the St Petersburg Economic Forum was about pursuing one of three policy paths with some riskier than others, or some combination also risky and uncertain- depending on state banks and oil windfall funds, increasing ties with Asian countries, continuing on the current path with lower foreign investment and continued capital outflows. The failure to use the time wisely to diversify the oil based economy which could have been better accomplished in an economy not overly dependent on crony capitalism and centralized economy, both current characteristics, will affect future progress. A key weakness for Russia compared to China is the centralization under one person Putin, more so in the third term. In China the two man team Keqiang and Jinping is part of a larger team chosen by consensus and negotiation and part of a rotational scheme. It has senior leaders who initiated the changes to a market driven economy in the nineties determined to see China on track....

Secretary of State Kerry says the target is consistent  with the idea that all countries need to do more, and if we could do more we would. Key points in Putin annexation speech are shown in the Washington Post. Putin presented an anti-western view that went over European history of colonialism in Africa and Asia. It presented a Russian nationalist view oof European powers and the US as trying to diminish Russia throughout history, that refers more to the British than for the country that emerged from British colonies in America with the idea that "all men are created equal." This was similar to a speech made at the beginning of the conflict in Ukraine that stated some of the same points. Putin referred also to the use of total bombing on Dresden, Hamburg and Cologne, by the US and Britain, and the nuclear bombs dropped on Hiroshima and Nagasaki by the US in 1945, the US action in the Vietnam war. Putin's view- "I emphasize that one of the reasons for the centuries old Russophobia, the undisguised malice of these western elites toward Russia is precisely that we did not allow ourselves to be robbed during the period of colonial conquests. We forced the Europeans to trade for mutual benefit." About this version of history of European colonial powers - it is not entirely true, because as Cambridge historian Brendan Simms points out in his  book-  Europe- the Struggle for Supremacy  from 1453 to the Present,  Russia is itself throughout this period one of these European powers. Russia was also one of the powers present in China before the Boxer Rebellion in 1900, and in 1901 when the concessions were drawn from China in that period. Of the military force of 19,000 that entered Beijing in 1900 and crushed the Boxer rebellion of local Chinese calling for ouster of foreigners from China, Britannica.com shows that most of the them came from Russian and Japan, with lesser numbers from Britain, France, the US and Austria Hungary.  After suppressing the Boxers the foreign powers including Russia, Japan, Britain, France, Germany, Austria-Hungary and also the US asked for reparations and concessions on Chinese ports. Tsingtao went to Germany, The British and Russians getting concessions in Tianjin. Only America stated under president Woodrow Wilson that the reparations were excessive. Wilson converted American reparations into funding for Beijing's first modern university Tsinghua University, where  many of China's leaders were educated. During the period 1901 to 1945 the US opposed British colonialism in India and China. The US opposition with its Pacific fleet was strong enough to prevent further division of China among the colonial powers. In the 1940's the US under Franklin Roosevelt and his representative in China General Jospeh Stilwell carried out the campaign against the Japanese invasion of China so that the national integrity of China could be preserved. Stilwell called for reforms of the corrupt Chiang Kai Shek Koumintang government which rejected Stilwell's advice. Leading to its gradual collapse to the Communists under Mao-tse-tung, as the popular support shifted. It is now known what exchanges took place between Franklin Roosevelt and British governments including Churchill and Clement Attlee, and it can be said that the US under FDR was always putting pressure on the British Empire to free India from colonial rule. In 1942 there is the letter from Gandhi at Wardha to Roosevelt asking for help just before the Quit India movement, and Roosevelt's response is clear in the way he told Churchill by 1943 that America would never go along with Britain's unfair and impoverishing rule of India after winning the war. Roosevelt did not need Churchill's "growling" response, he had already put the British as a junior and much diminished partner. American help was crucial in convincing the British to quit India, which is also why it happened so quickly after 1945.  During the Soviet occupation of Eastern Europe after defeating Germany in 1945, much of Eastern Europe came under Soviet and Russian domination. Poland was partitioned between Germany then called  Prussia, Austria and Russia, as colonial powers in 1772, followed by further partitions. The roots of the Ukraine crisis in some ways involve Poland and Polish history, as Lviv is only 70 kilometres from Poland. As the view on the Ukrainian side reflects this colonial history of Russia and of Germany in western parts of Ukraine. America under Abraham Lincoln fought a great war of Emancipation to live up to the document of the Declaration of Independence of 1776 that "all men are created equal." The United States of America did not look to colonial possessions for its wealth because of the abundant land in a new continent and the early developments of the Industrial Revolution. Of rail, steamship, of mechanized agriculture and industrial production, in the period after 1850 that made America unrivaled in its industrial strength right upto the 1950's, and  which continues to the present day.  The industrial development of of Japan and South Korea, then of China, and now in India would not be possible without the  hand extended out by America to nations in Asia,  a benevolent hand in creating a tide that lifts all boats. ...

German chancellor Merkel and foreign minister Steinmier visit Ethiopia and Nigeria to stem the flow of refugees from economic crisis at the source with aid and support, as Germany works on its own efforts. France's Hollande tells Putin a visit to France would have only Syria as topic for discussions and calls for Syria to be brought up as war crimes. Even the Telegraph's title is misleading as the article covers the debate in the House on Commons on Syria, but the title appeals to Telegraph readers critical of Corbyn when the debate is about Syria and what action to take about the bombings.   ...
