Three members of parliament from Britain's Conservative Party who backed a second referendum on Brexit to cancel Britain's exit from the European Union left the party to join eight members of the Labour Party who left the Labour party earlier. They formed a new group in parliament called the Independent Group. This narrows Theresa May's majority in parliament to 8 members and increases chances for a new election. Several members of May's cabinet are threatening to quit if Britain leaves the UK without a deal.

The critical variable in knowing whether lockdowns of cities and countries are working is called the coronavirus RO, or reproduction ratio. This ratio measures the average number of people infected by a carrier A. It could be that he infects 1 person at work and transport call it B people , or in large gatherings call it C people he infects 2 persons, or in other surroundings such as restaurants he infects 1 person call it D people. The people A has infected B+C+D are the ones now not infected by A with the lockdowns such as in New York, Italy, Germany, UK and France. It is determined by global health experts that the number of B+C+D is about an average of 4 persons infected by 1 person A with coronavirus, though it may be much higher in practice in some areas. The natural rate of RO or reproduction ratio is considered by the European Centre for Disease Prevention and Control to be 3.86 or about 4, if no lockdown or social distancing or other prevention is practiced. This in a situation where people behaved as before unaware that the virus was around them. Governments such as New York and France, UK, Germany are including this key variable in their determination of how long a lockdown lasts, and for determining if the reopening is not going the right way or failing. In such situations the lockdown would be reinstated, or if it is a phased reopening such as in the U.S. and other countries go back to the previous phase. In Italy and Germany the RO reproduction ratio for coronavirus is estimated by official experts at 0.8. Germany's RO estimated by the Robert Koch Institute and Italy's by Franco Locatelli, scientific advisor to the government. In New York the margin is thin- with RO of 0.9, estimate from the state's governor. In France which has one of the tightest lockdowns of all with a document required to go outside it is at 0.6, the figure coming from the prime minister Mr. Philippe. In the UK it is below 1.0 but no accurate figure is reported. As Dr. Birx- leading the coordinated response in the U.S. - emphasizes over and over again this is a very contagious virus, about which not much is known. Social distancing, wearing masks, basic prevention measures such as frequent handwashing, and not gathering in large numbers of people, is essential for defeating this virus. This has to be followed up with extensive testing and contact tracing to win this fight.   ...

ECB president, Mario Draghi, is interviewed by Wall Street Journal reporters Blackstone, Karnitschnig, and Thomson, at his offices in Frankfurt. The reporters press questions such as- are austerity measures going to work in Greece, what happens with Portugal, what is "good" and "bad" austerity, why aren't eurobonds the answer. Draghi sidesteps the Greece question by saying it will depend on implementation of the commitments in fiscal policy and structural change. He takes the discussion to the general situation in southern Europe, in Italy and Spain, with the high youth unemployment and inflexible labor markets, making the point that there is no alternative to fiscal consolidation considering the excessive debt to GDP ratios of Italy, Spain and other countries. Good fiscal consolidation is where the taxes are reduced and government expenditure is on infrastructure and capital investments. Bad fiscal consolidation merely raises taxes, leaves current expenditures as is, and reduces capital investments. From his experience with the situation in Italy- and a similiar situation exists in Spain- Draghi points to the ways in which inflexible labor markets for the protected part of the population leads to temporary work contracts and few job opportunities for young people. The unemployment rate in Spain for young people exceeds 50%. Draghi's view is that fiscal consolidation is contractionary in the short term, but leads to growth in the longer term as structural changes are made and the confidence channel operates. It is also necessary to be put in place first, so that there is time to put the structural changes in place. He sees the program in Portugal on track. At the same time Draghi is aware of the drying up of credit in Spain, Italy and other countries even after the Long Term Financing Operation, and will respond as the situation changes. On the point of eurobonds, Draghi says it cannot be accepted that you spend and I pay, countries spend as they see fit and then they issue bonds jointly. For there to be trust its essential that each country stand on its own, and this is also a condition for setting up a durable fiscal union. This aspect of his views are consistent with the views of German chancellor Merkel and the northern European countries, Germany, Netherlands, Finland. Draghi is not new to this job after being president of the ECB for 4 months. He was on the Governing Council of the ECB for 6 years and has a good grasp of decisions made in the past. When asked if there is more that he could do for growth, Draghi's response is that the ECB will do the most it can do for price stability in the medium term and at the same time within the terms of the Treaty to promote financial stability. ...

Marco Rubio has shown an exceptional grasp of Latin America from his days representing Florida in the Senate, about a decade in the Senate when he has closely followed events and acquired a deep knowledge of Latin America. His answers at Congressional hearing were exceptionally good, and showed an ability and earnest desire to get good results for the Venezuelan people, sharing aninterest in the good for Latin America being a person of latin American origin who speaks fluent Spanish as a native language. Points made by Venezuela in answering questions from senators in the US Senate hearings- All of Latin America welcomed the US action to remove Maduro from Venezuela.  It affects Colombia and neighboring countries. Colombian rebel groups control parts of Venezuelan territory and operate from there.  Multiple administrations had deals with Maduro. Maduro kept none of the deals including the one with Biden for free and fair elections.  To be realistic in situations such as Spain, Paraguay, there were transitions before safe and fair return to normalcy and democratic government returned after decades of dictatorship. RUbio showed an exceptional grasp of the Latin Ameican situation and reminded senator Murphy that he had been in the Senate for decade and worked with the senators now on the other side to remove Maduro amd nothing had worked. Venezuela is a rich country , the most affluent in Latin America. It does not need money from the US. Before the Chavez dictatorship it was a country with democratic forms of government, and a country friendly to the US.  The action taken was a quarantine not a blockade. By controlling oil going out of Venezuela the lifeline for the country the US has control over its finances and the economy, budgets, the government finances. The immediate task was getting the oil out of the country as there was no place to put it and US had it sold at market prices not sent to China at a 20% discount for which Venezuela got nothing except paying off debt to China. The current authorites are cooperating with the US on the budget, they have to submit budget requests and the US approves it item by item and an audit agency is being set up including Ex-Im. Bank an other options to make sure the money is being spent on salaries and for the Venezuelan people. The money goes to an account for Venezuela at the US Treasury Department. In 4 weeks a lot has been accomplished. What happens in 6 months - for that actions are more important than words, it should be a marked improvement over today. Including setting up the US diplomatic presence in Caracas which means talking to the government on the ground, talking to civil society, talking to the Opposition.  ...

DJT on Iran and the midterms-  "voters understand that" about Iran not having a nuclear weapon and calls for Saudis, Qatar, Pakistan, Oman, Turkey, to sign the Abraham Accords. He says the electon results in some states May 26 showed Republicans and much of the Nation with large majorities for candidates endorsed by DJT- voters understand the president's policy to not let Iran go for a nuclear weapon. This WSJ report cites concerns of Republicans about the midterms yet as soon as it appeared that the president was about to reach a  deal that would be similar to Obama's- that failed and financed Iran's third effort for nuclear weapons- over the weekend, as soon as this appeared to be the course many Republicans and the WSJ Editorial Board, said this was a bad idea. The president paused that effort. At a Cabinet meeting DJT said  about the Arab states signing the Abraham Accords- the Saudis and Qatar, Oman, Turkey,Jordan, “I think they owe that to us to be honest.”  “I’m not sure we should make the deal if they don’t sign." On Iran getting funds from the US which could go right into making a nuclear weapons program again as it did after the Obama administration did this, DJT had this to say- “We’re not talking about any easing of sanctions, no giving money. When they behave properly…we’ll let them have their money.” Repeatedly at campaign events and rallies across the country for 10 years DJT has said Obama made a serious mistake in handing over funds that were put right into building a nuclear weapons program with a ballistic weapons program, for a third time. This has happened before in North Korea. Obama allowed 11 tons of uranium enriched at 20% to be shipped to Russia- that did not stop Iran from a new nuclear weapons program and a threat to Israel. There is also considerable Republican skepticism about any deal that does not remove nuclear weapons. About sending the Iranian uranium to Russia or China DJT said- “No. That would not make me comfortable.”  About Iran's economy DJT said inflation is "at 250% "and they are negotiating on fumes." DJT calls it a "conflict" (the blockade not committing US troops) and not an open ended war. ...

Britain has missed 400 billion pounds of growth as a result of Conservative governments spending cuts since 2010, says this TUC report cited in The Guardian. The Institute of Fiscal Studies and other reports also support this- that the income from work has fallen behind the income from owning assets in Britain- benefitting only the top 10% of households, hurting the rest and and creating a socially split and fragmented society. This has hurt Britain's economy. If the pre 1979 growth rate was maintained Britain's GDP would be 2 trillion pounds higher says this report citing the TUC. It has not improved the public finances as weaker growth means lower revenues, has weakened growth of the whole economic potential of the economy. At fault are institutions the IMF and the OECD and others that created a culture of misinformation that government spending gives only a modest spurt to growth so that austerity cuts can be prolonged with little impact on GDP. These institutions have later revised their analyses but the cultural impact of such perceptions has led to austerity cuts being accepted way of operating without thinking of the damage being done to the economy and to society. US president Biden has moved firmly to make the kind of targeted investments in infrastructure and to cut inflation that yield results and create a sense of optimism for the country. ...

Matt O'Brien points out that the Chinese currency may be overvalued as other currencies including the euro and the Japanese yen weakened. Since 2005 China let the yuan appreciate very gradually. As China's economic growth slowed in 2014 investor outflows have increased with an estimated $800 billion leaving the country. China has spent some of its reserves to keep it stable. Before the move the yuan was managed by letting it trade up or down 2% each day around a midpoint set by the government. The new setup keeps this but lets the market set the midpoint based on where it closed the prior day. This move was recommended by the IMF to help in the transition of the yuan to becoming a reserve currency. O'Brien points out that the soft peg to the U.S. dollar means the yuan appreciated 9.2% against the euro and 57.8% against the Japanese yen in the years 2013-2015, and this is happening as the U.S. Federal Reserve is planning to raise interest rates- the real trade weighted exchange rate being up 14% for the yuan in the last 12 months. The 8.3% decline in the exports for July 2015 over the prior year led the government to this action. The increase in investor outflows as a result will lead to further declines, with some estimates of the eventual decline in the yuan at about 10%....

Opinion polls in France show a drop of 20 points in popularity for president Hollande after just 6 months in office, from 60% to 40%. Hollande is seen in France as slow to make decisions compared to his predecessor Sarkozy. Hollande has suffered in popularity over the decision to increase value added taxes to give tax rebates of $26 billion to companies hiring new workers starting in 2014. The opinion to the left is that this hurts the working class which has to pay more in taxes. Jean-Luc Melenchon of the Leftist Front, which asked voters to vote for Hollande, went so far as to cal the program "a shame." And the Greens with two ministers in the government have discussed withdrawing from the government. The conservative supporters of Sarkozy question the need to wait till 2014 considering the 10% unemployment and closing factories. They also cite the $39 billion figure recommended for payroll tax cuts, not tax rebates, by the commission setup by Hollande to look at ways to revive the economy. Centrist parties say the bloated government which takes up half of the economy is a cause of the problems. Hollande's Socialist supporters question the wisdom of moving this quickly to reduce the budget deficit to 3% of GDP by 2013, as required by committments to the EU, especially now that the downturn is seen by the EU, the IMF and the Bank of France as prolonged....

Retail sales in Vietnam for the first 2 months went up by 21% from same period in 2008, down from 32% growth the prior year, but still holding up. At its height Vietnam's consumer price index went up by 28% in 2008, now its down to 14.8% in February 2009. This gives a big boost to disposable incomes. As a result Vietnam expects growth of 5% a year, according to the IMF. It was 8.4% in 2007, 6.2% in 2008. Vietnam is less dependent on exports and this has helped sustain growth. The inflation shock acted as abigger brake on GDP growth, and now this is easing. And exports were down by 5.1% for the first 2 months, not the steep decline in countries like Taiwan and S. Korea. The Philippines has 30% of growth dependent on exports compared to 70% for Thailand, and it has a steady flow of remittances from workers overseas employed in stable fields like health care and education. These remittances go into disposable income and are spent quickly so they acted as a stabilizer. Indonesia also has a growing domestic market, and is not as dependent on exports. Domestic consumption in both countries should help them see 4% growth according to government estimates for the Phillippines and Indonesia. Sanger and Gordon point to critical elements of the nuclear deal that were needed but will now be missing. Iranian negotiators now say they will not ship atomic fuel out of the country. For the agreement to be serious and credible about Iran's peaceful intentions for the use of nuclear energy, it was important that the atomic fuel be shipped to Russia, where it would be converted into specialized fuel rods for the Bushehr nuclear power plant. If Iran at some point decided to opt out of the agreement the use of this atomic fuel for peaceful purposes cannot be assured.

Venezuelan president Chavez says his cancer has returned and he will need more surgery in Cuba. This comes shortly after winning the presidential election. He asks Venzuelans to support vice president Nicholas Maduro, a former bus driver and union leader, for president if new elections are held. U.S. Federal Reserve chairman Bernanke, says the Fed will keep interest rates low till unemployment reaches 6.5%, as long as inflation remains at about 2%. If unemployment reaches 6.5%, and this is because more people are dropping out of the labor market, he will take this into account. If unemployment stays high the Fed indicated in its statement that it would tolerate a higher inflation of 2.5%, as long as the longer term outlook was for inflation to be at 2%. Bernanke said this doesn't mean monetary policy is on autopilot, because the Fed will watch conditions carefully and will leave room for flexibility- keeping an eye out for new asset bubbles that could develop, and monitoring labor market conditions and inflationary pressures and inflation expectations. If inflation falls well below 2%, or unemployment rate falls mainly because of people dropping out of the labor market, the Fed may continue to keep interest rates low. This policy was announced as U.S. fiscal cliff deficit negotiations continued in Dec. 2012 with one scenario being considered by both political parties being going over the Jan. 1 deadline before coming to an agreement. Bernanke pointed to this, saying "this is a major risk factor right now." The Fed's activist policy in economic policy has given financial markets and business a measure of stability not provided by government and Congress. Fed policy is to buy $40 billion of mortgage securities, and $45 billion of long term Treasury securities for each month in 2013. It will fund the purchases by adding reserves to the banking system, which is to say that it will print money to buy more bonds. This is a major decision by the Fed in that the Fed has shied away from unemployment targets in the past. Bernanke described this action as a new"automatic stabilizer" in the U.S. financial system- if unemployment rises investors know this pushes the Fed's interest rate increases further down the road and would drive interest rates down, if unemployment drops sooner than expected, investors anticipating Fed's rate increases would drive long term interest rates up, to keep stable growth....

China's leaders including president Xi Jinping, and China's financial regulators have frowned on the lack of regulation of the financial businesses of Alibaba. They see the state banks which are highly regulated with capital requirements as supplying the capital on which Alibaba makes a profit on transactions, yet having to take on the risks if something was to fail. Alibaba itself has avoided the financial regulation needed for stability in its rush for growth. At one point says the WSJ, Xi and other leaders were infuriated and decided to halt the Ant initial public offering that would provide accumulation of wealth and a pay day while increasing risks in the financial system for China.

Britain lifts the lockdown quickly after the Business Secretary and the Finance Minister warn of possible loss of 3 million jobsin the hospitality sector if it remains closed over the summer. Much of the job gains in the U.S. in April came from surprise additions of jobs in the hospitality sector.

Britain will now relax planning controls to allow pubs, restuarants and cafes to open outside areas for business. Outdoor weddings will now be permitted, with indoor weddings of upto 10 people allowed by early July. Places of worship, churches, open June 15, as do non-essential shops. 

The R rate has risen slightly yet it remains between 0.7 and 0.9.

The tariffs dispute with China escalates as China increases the tariffs on $60 billion of U.S. goods from 5-10% to 25% starting June 1st. The U.S. put its tariff increase on $200 billion of Chinese goods in effect on May 9, increasing it from 10% to 25%. The U.S. exports less to China than China does to the States by a wide margin making it possible for Mr. Trump to up the ante. Different estimates on how quickly and how much additional oil would come into world oil markets if sanctions are lifted. The time estimates range from quickly to 6 months for additional new supplies into world oil markets. Estimates of how much production can be added range from 500,000-800,000 barrels a day from private estimates to 1 million additional barrels a day from Iran's oil company, if sanctions are lifted. UK foreign secretary, Philip Hammond, says "there is still a long way to go if we are going to get there." He told a parliamentary committee that the nonnegotiable part is a window of one year advance notice if Iran were to break out and go for a nuclear weapon, which would be based on technical expert opinion of how long it would take Iran to build a nuclear weapon using its knowhow and materials at that Mr Zanganeh took over as oil minister after the election of Rouhani as president 18 months ago. Zanganeh calls the effect of sanctions and the mismanagement of the previous government as "a catastrophe," and he has tried to instill anew discipline in the oil sector. Iran currently produces about 1-1.2 million barrels a day under sanctions, half of earlier levels before sanctions were tightened in 2012 because of the nuclear weapons development issues....
