The yield on Italy's two year bonds reached 7.269% on November 9, 2011. Italy needs to rollover $300 billion in debt over the next 12 months. And liquidity is becoming a serious problem as investors become cautious about buying Italian bonds. Investors who were attracted to the higher yields on Italian bonds now see the market as too unstable to make purchases. Peter Schaffrik, head of European rates strategy at RBC Capital Markets in London, says that the Italian bond market, the third largest in the world, was quite liquid, with investors buying or selling 500 millon euros of Italian bonds at a clip. Now, he says, its hard to trade more than 50 million euros. The only hope is to get enough stability and confidence back into the market, as Italy is too large for any rescue effort by the ECB, IMF or the EFSF. With some stability Black Rock's Fundamental Fixed Income portfolio's chief investment officer, Rick Rieder, says Italian bonds are something he would buy.

ECB president Draghi reiterated the ECB's committment for 2015 to support the eurozone economy to bring inflation to the 2.0% level. For the eurozone annualized inflation declined to 0.4% in Oct. 2014, and growth in GDP declined to 0.6% annualized rate in the 3rd quarter 2014. Financial markets responded favorably to Draghi's comments before the European parliament: "We need to remain alert to possible downside risks to our outlook on inflation, in particular against the backdrop of a weakening growth momentum and continued subdued monetary and credit dynamics." He added: " If necessary to further address risks of too prolonged a period of low inflation, the governing council is unanimous in its committment to using additional unconventional instruments within its mandate." To skeptics citing the low growth issues, Draghi said the monetary policy of the ECB has been "extraordinarily successful," pointing to the low bond yields for Spain, Italy and France. He emphasized "we need time for this monetary stimulus to go and carve its way through the economy."...

Landon Thomas looks at the European Financial Stability Facility, the organization that was formed in May 2010 to be the mechanism for raising and channeling funds to troubled eurozone economies Ireland, Greece and Portugal. He describes its evolution, its new responsibilities under the July 2011 eurozone agreement, and the difficulties it might face. The credibility of the EFSF is critical to the solution being worked out by eurozone leaders. The EFSF is based in Luxembourg and is headed by Klaus Regling, a German economist and a top official in the European Commisson's financial division. The EFSF raises funds in the financial markets. With Germany as the largest backer the EFSF is able to raise funds at low interest rates such as 3.3% for 10 years at one recent offering. The fund has a triple-A rating. In June and July the stability fund raised 8 billion euros in two auctions. It plans to come to the market four times during the rest of 2011 for funds to support Ireland and Portugal. The EFSF will need new powers and structure to meet its new role as the principal mechanism for solving the crisis. It is now given the role of the buyer of last resort for the bonds of troubled eurozone economies. This means national parliaments in the eurozone will have to approve these new powers and resources. One concern in financial markets is how the EFSF would deal with the needs of Italy or Spain if one of the two economies runs into trouble. Italy and Spain consitute 30% of the EFSF's backing, if they were to run into problems, would the burden fall disproportionately on France and Germany? And because France may have public finance problems of its own with declining competitiveness, does this mean Germany would be the real backer in that situation....

With 3.7 million workers in the informal economy Italy is one of the worst hit European countries. Italy's south, including Naples and its capital Campania is one of the hardest hit. Italy's lockdown ended May 18, with some restrictions. Affected worst are small business owners such as shopkeepers, restaurant owners and market vendors, also hit are workers employed in tourism and entertainment. The Italian government has made a 600 euro emergency payment to self employed or part time workers, and 12 million workers have applied so far for these payments, about half of the workforce. A new payment by the government will cover workers in the informal economy with a55 million euro additional aid package by the government of prime minister Conte. Italy's economy will decline by 9.5% in 2020, exceeded in Europe only by Greece. The country is seeing a further erosion of the lower middle class after the difficult period following both the financial crisis of 2008, the eurozone crisis, austerity cuts which hurt people across southern European countries, Spain, Portugal, Greece, and Italy. It is also true that Italians came together during this difficult period in a way not seen since World War II and prime minister Conte provided much needed leadership for Italy, with growing confidence in his leadership. This provides a new sense of hope that Italy can come to grips with many problems it has faced in the last 2 decades, similar to that in other parts of Europe where investment in  infrastructure and manufacturing has fallen behind. ...

Ideas for a national "bad bank" to assign bad assets and help improve the rate of bank lending in the economy from Bank of Italy head, Ignazio Visco. There is a sense that the undercapitalization of business is holding back Italy's economy, and problems are not only the high government debt level of 2.1 trillion euros. Italy's business investment per worker has declined 9% since 2009, Germany's increased by 8%, France's 2% in the same period, Mr Visco said at a banking conference in Rome in Jan 2014. Visco said the idea of a bad bank similiar to that setup in Spain would at a moderate cost free up resources to be used to finance the economy. In the current situation of weak bank balance sheets and borrowers weakened by the long austerity period, banks are not able to pass on the eurozone's low interest rates for businesses to pursue growth opportunities.

The automobile market in Europe declined by 1.3% to 11.9 million units in 2013 over the prior year. In January 2014 the car market showed the fifth consecutive month of gains in the car market. New car registrations increased by 5.5% in Europe for Jan 2013, according to the European Automobile Manufacturers Association. Spain and Britain's automobile market increased by 7.6% in Jan 2014, the German market was up by 7.2%, Italy by 3.2% and France by 0.5%. VW sales in Jan 2014 were up 8.9%, and Peugeot Citroen sales up 7.4%.

In this Agenda column Simon Nixon takes on the U.S. Treasury's criticism of Germany for its current account surplus of 7% of GDP in 2012, and not doing enough for the economies of southern Europe. The German government called it "incomprehensible." Nixon says it is better for the German economy to remain strong and to boost competitiveness and consumer spending in Spain, Portugal, Italy and Greece. He says the low eurozone inflation of annualized 0.7% for September 2013, which prompted the ECB to cut rates by 0.25%, is healthy to the extent that consumer prices are declining to adjust to a decline in wages. The reduction in labor costs is a way to restore lost competitiveness, just as Germany did in the last decade. The criticism is considered by many economists to be misdirected, and seen as "incomprehensible" by Germans, as Germans ask what would the U.S. have them do- provide stimulus when the government debt to GDP ratio is currently 82%, increase wages and how would this help Southern Europeans. Focussing on Germany's current account surplus says Nixon, is obscuring the larger issues of increasing consumer and business confidence and spending in the eurozone, and increasing bank lending. The new ECB bank resolution arrangements and other changes including deposit insurance if done right should help the recapitalization and restructuring needed for restoring bank lending to support recovery. Spain is furthest along in regaining competitiveness, with changes in Portugal, Italy and Greece also supporting a gradual return to growth....

ECB president, Mario Draghi, is interviewed at his office in Frankfurt by the Wall Street Journal's Blackstone, Karnitschnig, and Thomson. Draghi quotes economist Rudi Dornbusch, who told him in the old days that the Europeans were rich enough to afford paying for it if everybody didn't work. Draghi, was head of the Bank of Italy, before becoming president of the ECB. He is acutely aware of the problems faced by Italy and other countries like Spain which have let labor markets become rigid, with extensive job protections and generous benefits for the unemployed. The result is that employers are reluctant to hire and young people face high unemployment rates- as high as 50% in Spain. For this reason Draghi sees the old social model in Europe as obsolete and already out. Draghi's sees austerity measures and spending cuts with the structural changes underway in Spain, Italy and other countries as the only way to generate economic renewal. On the Long Term Financing Operation launched by the ECB in Dec. 2011, Draghi says there was agreement within the ECB and the decision was unanimous. He makes it one of his objectives to achieve as much consensus as he can, to do what is right for Europe and to do it together with his colleagues in the ECB and the EU. That financing operation, and the binding deficit controls achieved at a recent summit of European leaders, he sees as all part of the pathway to fiscal union. ...

Ian Talley provides this excellent account of how this drop in oil prices is likely to add to economic growth in major world economies, removing any ambiguity about the positive effect on the global economy. West Texas Intermediate crude dropped to about $65 from $105 between June and December 2014. The IMF estimates growth in 2015 will increase from 3.1% to 3.5% largely because of the lowering in energy costs. JP Morgan Chase economists see an addition of 0.7% points in global growth in the first half of 2015. ECB president Draghi sees the lower oil prices as an unambiguous positive. Estimates from Rhodium Group show major oil importing countries seeing import bills cut by $500 billion if prices remain low for 6-8 months, with $90 billion going into the U.S. economy. IMF estimate is that only 20% of the drop in oil prices is from lower demand, about 80% from higher fuel efficiency, increased supply using new technologies, decisions by OPEC to lower oil price, increases in supply. Based on estimates by the Rhodium Group, IEA and the IMF, the extra money flowing into the economies of the U.S., Asia and Western Europe from reduced oil import bills, as measured in percentage of GDP is: the U.S. 0.5%, Germany 0.8%, Japan 1.2%, China 0.8%, India 1.8%, South Korea 2.4%. Italy and France and other oil importing countries benefit. The impact comes at a time when Japan, China, India and eurozone economies badly needed a boost after significant slowdown in growth in 2014. It could not have come at a better time and because it is technologically driven as in the case of highly fuel efficient automobiles and new oil exploration technologies, a self sustaining process. The corresponding impact for oil exporters is: Russia -4.7%, Nigeria -5.4%, Venezuela -10.2%....

Pier Luigi Bersani from the northern Emilio Romagna region, head of the centre-left Democratic party, is the leading candidate for prime minister in Italy's 2013 elections. His party has 37.8% support in a recent poll. The Democratic party has an electoral alliance with the SEL Left, Ecology and Freedom party, which has 5.1% in the poll. Berlusconi's People of Freedom party has 18.2% support and the antiestablishment party of Beppe Grillo, the Five Star Movement has 20% support. Pocketbook issues are taking increasing importance in the French election on April 24. Greg Ip of the WSJ says inflation has risen in importance more than immigration, the war in Ukraine, and other issues related to Islamist separatism. About 45% cited purchasing power as the main issue in a BVA poll, and this is even higher for people who voted for Jean-Luc Melenchon who came within 1% percentage point of Ms. Le Pen in the first round. Greg Ip says that in economic issues France has done better than Germany, Italy or the UK. Unemployment is at 7.4% the lowest since 2008. Economic output has risen more than in Germany, Italy or the the UK since Mr. Macron took office. And one study shows disposable income has risen higher under Macron than under predecessors Hollande and Sarkozy. France also spent heavily to tackle the Covid pandemic's effect on workers and companies. Ip says Macron's efforts to liberalize labor markets, simplify taxes and wage bargaining and make training programs more effective could be the reason. Youth unemployment is the lowest in nearly 40 years, and the number of apprenticeships doubled from 2019 to 2021, according to BNP Paribas. Pisani-Ferry, economist at Sciences Po says compared to past performance the French economy did much better. Le Pen has promised to cut the value added tax to tackle inflation's effect on voters. Macron has said he will be flexible when it comes to raising the age for retirement and pensions and calls Le Pen's lowering the retirement age creating problems for the solvency of the pension system and highly unrealistic.   ...

Italy and Spain get Germany's chancellor Merkel to agree to direct recapitalization of eurozone banks by the European rescue fund instead of the government having to ask for rescue funds as happened for the $125 billion aid request from Spain. The condition is that a European banking regulator with wide powers to regulate eurozone banks has to be setup first. This means Spain will have to provide the initial funds to recapitalize its banks but can reduce the stress this places on its debt by letting the banks get aid directly from the European rescue fund later this year. This is one of the short term measures needed to restore market confidence. Italy pushed hard for the rescue fund to be allowed to buy Italian or Spanish bonds in the private markets to reduce the high yields on Spanish and Italian government bonds, which reached 7% for 10 year Spanish bonds in June 2012. Merkel agreed to this with fewer strings attached. These are the immediate short term measures which were very important for Spain and Italy. Through marathon 14 hour discussions described by Monti as "hard and tense," the Italian and Spanish governments stood firm on these short term measures, and at one point indicated their willingness to let the talks collapse if Germany did not agree. France's president Hollande stood by Italy and Spain in the negotiations. Other long term fixes such as a European authority for country fiscal policy review and a detailed road map were left for future meetings in October 2012....

Under a new program the ECB will tilt the purchase of bonds for maturing debt towards weaker economies. Leading to purchase of $208 billion of bonds of weaker  economies such as Italy. Italy's bond yields climbed to 4.2% in June 2022. This will help prevent the fragmentation of the bonds in Europe into segments and is part of new thinking at ECB after the pandemic. Italy's bond yields dropped and stocks gained after the announcing of the decision. Under Merkel such decisions simply would not take place with the different thinking under that administration.  Today solidarity is uppermost in EU after the pandemic at EU in Brussels, at the ECB, and at the chancellor's office in Germany. No one even thinks twice about this.  Italian bond yields dropped from about and its stock index gained 3.2%. The stress in eurozone is reflected by the gap between the yields of 10 year German and Italian government bonds. It dropped from 2.4% to 2.13% after the decision. To keep the two yields close and not fragment eurozone yields is what preventing fragmentation means. ...

The prime ministers of Italy, France and Spain push jointly for deposit insurance to cover European bank deposits, Europe wide banking supervision, and bailout funds to directly purchase sovereign debt of Italy and Spain without conditions. This takes place June 22-27, 2012, with the EU leaders increasing pressure on Germany for the first time in concerted fashion. Ms. Merkel and her coalition partners the Free Democrats see this as an effort at mutualizing debt. Spain's banks have government debt holdings as a percentage of bank assets of 6.8% compared to 13.1% for Italy's banks. This is based on data available from the IMF. But Italian banks are far better capitalized than Spanish banks. Bank shares of Italy and Spain hit post Lehman lows in July 2011, but Italian bank shares are likely to recover faster than Spanish bank shares. Italian banks raised 8 billion euros of capital in 2011 and most banks have an average core Tier 1 ratio of over 8%. By contrast Spain's bank sector is perceived by markets as undercapitalized and the IPO's of savings banks Bankia and Banca Civica will be affected by the unsettled markets.

Peter Magyar says-  "You performed a miracle today, Hungary made history today." Magyar's party needed 133 seats in the 199 seat Hungarian parliament to reverse some of Orban's more controversial policies on the judiciary and on government. Magyar's party Tisza won 138 seats and 57% of the vote compared to about 38% for Viktor Orban's Fidesz that has ruled Hungary from 1998-2002 and 2010 to 2026. Magyar likens the win to the Hungarian Revolution of 1956, a spontaneous uprising against Soviet rule, and an earlier revolution in 1848. Voter tunout was the highest it has ever been at 78%. The city on the Danube river Budapest was lit up, parliament was lit up as Hungary celebrated a win for reintegration into Europe. For 400 years since 1600 the Hapsburg dynasty helped push back the Ottoman Turks invasion of Hungary and Vienna, and was one of the major Empires of Europe, with Britain, France, Russia, Prussia competing for influence. The Hapsburg  base was in both Vienna and Budapest and reflects the history of Central Europe from the Renaissance to the Scientific and Industrial Revolution. Magyar's first visit is to Poland. He will join European leaders from France, Britain and Germany, Italy, as they formulate policy on Ukraine and the future of the European Union. Under Orban Hungary was the lone dissent or combined this with Poland's Law and Justice Party government in the European Union. In 1923 the Law and Justice Party was defeated, in 2026 Fidesz is defeated, and the European Union is now able to speak with one voice in its opposition to Russia. As the US moves away from NATO the new European Union is in a better position to take on responsibilities for its defense. ...

Mario Monti says he had to do things quickly after his financial emergency government took office in 2011. There was less consultation and most of the initial reforms were done under pressure from the EU and a crisis situation in financial markets. Change takes some time to accomplish, says Monti, his period in offfice was too brief to tackle the entrenched interests and bureucracy. He and many of the cabinet had never been part of any government, yet had to act quickly. The oath of office on Nov. 16, "Save Italy" decree on Dec. 4. His government simply told the unions this is the pernsion reform, did not consult with them. As the crisis receded the pressure receded, and with 2013 elections approaching the political parties were back to electoral politics. Monti's view is that for decades the interest and corporatist groups have taken over government. Under the right, the inital mood of change gave way to takeover by entrenched interests leading to no changes under Berlusconi. The left feared pension reform would hurt them politically. If he had five years, Monti says, he would have tackled the bureaucracy the first day. In the end, Monti views his coming to Rome as landing from Mars, someone from the outside tackling deepseated problems in a short time frame. An assessment of Monti's contribution should take this into account. He was unpopular for the austerity measures which may have deepened the recession. Yet his contribution was in bringing a new seriousness to Italy's problems after decades of neglect by both the right and the left in Italian politics and government, and by corporatist interests in government. The beginning made by Monti, now gives Matteo Renzi a chance to make the tougher changes needed for Italy to return to growth....

Italy's prime minister, Mario Monti, in an interview with Britain's Guardian newspaper, June 22, 2012, says the detailed blueprint for action will not come out of the meetings in Rome of European leaders at the end of June. But he added: "there will be some strong elements and a short road, I hope, short, a few months, to get from there to the overall project." Separately Christine Lagarde, head of the IMF, said after meeting European financial leaders in Luxembourg: "A determined and forceful move towards complete European monetary union should be reaffirmed in order to restore faith. At the moment, the viability of the European monetary system is questioned." Monti is a former senior EU official, and Christine Lagarde was France's finance minister under president Sarkozy. The difference now compared to meetings in 2010, is the changes in France, Italy, and Spain, and at the IMF, with new leaders Hollande in France, Monti in Italy, and Rajoy in Spain, and Lagarde at the IMF, and a new context in that the austerity policies by themselves are seen as failing to produce the desired results. A further change in the dynamic is the win by Social Democrats in regional elections in Germany and Hollande opening a dialogue with the German Social Democrats. The dialogue with Merkel has been enhanced by appointing seasoned EU officials in key positions in the Hollande administration in anticipation of a tighter fiscal union in the EU....

The educational system in Italy suffers from the same problems as the economy- a strong tendency to exclude young people who can bring new energy and new skills to the classroom or the workplace. New teachers are made temporary working at lower salaries with only 1 year contracts. The average age for teachers is 50. A teaching exam for new positions would normally be held every 3 years. The Education Ministry simply postponed this and the exam held in 2012 is the first since 1999. Upto now hiring freezes and budget cuts were common. The exam held in 2012 attracted 321,000 applicants for 11,500 job openings. Young people in other professions such as law who were stuck in temporary work also applied. This also reflects a high unemployment rate of 14% for people ages 24-35.

Airline studies show one way fares have come down drastically to about 11% premium over round trip, as a result about 44% of travellers chose one way fares by April 2018. Fares to Europe direct to Italy and Greece could cost $2000 in summer. Using one way means taking advantage of cheaper flights to Iceland or London, or Copenhagen, Oslo, Helsinki, and then going south on budget airlines such as Ryanair or Norwegian airlines.

Paul de Grauwe, a economist at the London School of Economics points to two problems with the June 28, 2012 EU deal that allows the EU rescue fund to buy Spanish and Italian bonds and provide capital aid directly to Spanish banks. One is the limited funds of the rescue fund, European Financial Stability Facility or by its other name European Stability Mechanism. The EFSF or ESM lacks credibility because it lacks resources, it has only 248 billion euros, and has to first raise money in the bond markets. A better approach would be for the ECB to buy Spanish and Italian bonds aggressively, allowing a smaller spread between these bonds and the German bonds, says Grauewe. Germany is the largest shareholder at the ECB and opposes this move as a form of mutualizing of debt in the EU. Grauwe's recent paper shows that the depressed bond conditions for Spain and Italy are driven largely by a psychology of fear and not hard true economic numbers. Christopher Marks, global head of debt capital markets at BNP Paribas, says it is important to create the confidence to get longer term core investors such as pension funds, sovereign wealth funds and insurance companies back into this market for Spanish and Italian bonds by reducing volatility and yield. These longer term investors have left the market creating a severe problem. The shorter term investors, who came into this market in the last 1-2 years, are now the loudest voice saying Spain and Italy are likely to fail. These shorter term investors are either selling these bonds short or getting credit default swaps. A big problem coming out of the June 28, 2012 agreement, is that it is short on details. The details of how the rescue fund will operate, its funding, and the conditions for making making direct loans for stakes in banks or buying government bonds are still to be clarified. Germany's Constitutional Court also will rule on how this would be conducted and the Merkel government would continue tough negotiations on the details creating added uncertainty. ...
