Iraqi airspace is used by Iran to ship supplies to Syria's Assad regime, and the U.S. has less leverage in the region as the Arab world goes through a transition to popular government and elections. The Obama administration shifts most of its attention to Afghanistan where the U.S. has no vital stake in the long run compared to the Middle East region, with its large population, growing economies, move towards democracy and meeting the aspirations of hundreds of millions of young people. One Middle Eastern leader says the U.S. had no long term policy under the Obama administration for Iraq, and this applies also to the rest of the Middle East region, and mostly reacted to events as they happened. The Obama administration's committment to the war in Afghanistan, just as it focussed on winding down the war in Iraq, responded to the American public's waning support for the war in Iraq. It did not reduce the total cost of the conflicts because of the initial escalation of the war in Afghanistan and later slow progress towards a negoiated settlement to that conflict. A negotiated settlement is the best the U.S. could achieve, and the best desired objective considering the limited interests in Afghanistan. In Afghanistan most of the dynamics would be determined in the long run by the situation in Pakistan, and India-Pakistan relations, which the U.S. could influence constructively only through dialogue, promoting cooperation between the two countries, and economic relations....

What happens to the 70,000 residents of Anacostia, near the Capitol in Washington DC where a third of the people live in poverty and there is a 40% dropout rate, and only 8% of all students there attend college. Vacant homes, drug use and crime sap the neighborhood here. Obama said he would bring 20 cities an antipoverty program successful in Harlem, New York that would include parenting and infant care classes, as well as early childhopod education and free medical care for children. An investment of $1 billion for 5 years for a transitional jobs program, to place the unemployed in temporary jobs. The Obama transition team did not return requests seeking comment on the 20 city plan or the $1 billion for transitional jobs, says the WSJ on January 20, 2008, the day of the inauguration. Its incredible that right in the nation's capital there exists another Washington DC of such neighborhood decline within sight of the Capitol.

Friedman says the American voter basically said Obama did not get it right the first time but we are going to let you have a second chance. The voters did not have the same enthusiasm for Obama this time. The biggest challenge he says is the lack of enough well paying jobs generated in the American economy. The good wage jobs are declining in manufacturing and in other industries. These jobs have formed the core of middle class jobs in the years since the 1950's and are now endangered. The situation has worsened since the 2008 financial crisis. Zuckerman pointed to this in a recent op-ed in the WSJ, with most of the jobs generated since 2008 being in low wage part time work in retail and other related industries. It is a problem that needs solutions that go outside party ideologies- a new level of imagination says Friedman, educational reforms and collaboration in new ways between schools, universities, business and government.

What does Business in the Republican party think of J.D. Vance?   WSJ says the book "Hillbelly Elegy" is about cultural dysfunction not globalization or economic dislocation. Vance's book is about growing up in Appalachian part of Ohio around 2000. Lyrarc Retrospect shown on this page has a Wash.Post report of Robert Kennedy's visit in 1968 to poverty stricken Appalachian rural America in eastern Kentucky.  Running through Pennsylvania and Ohio to Tennessee. Mostly rural, mountainous low income and lacking roads, highways, and lacking schools, medical clinics. JFK and LBJ as presidents in the 1960's setup the Appalachian Regional Commission to lift it out of poverty. It increased income growth modest 4% above neighboring counties. Bush and Obama wars left this region and rural regions across the US neglected till Biden pulled out of Afghanistan and made rural America a top priority with the hundreds of millions of dollars needed to invest in it. It is as tough to tackle as the poverty in a similar forested and hilly part of eastern India called Orissa and Chattisgarh, which is only now receiving the attention of prime minister Modi in his third term. WSJ says J.D. Vance called mere rhetoric as no answer to such intractable problems in his Yale days, calling mere reference to cultural issues and immigration as forms of cultural heroin that would do little to change the centuries old poverty of the region.  Of the 39 year old senator J.D. Vance migration to MAGA, WSJ says it reminds them of Obama with only 2 years experience in the Senate- Vance has only a little over a year- who with lack of experience contested for the presidency of the US only to find Republicans poking Obama for seeking the presidency with such insignificant experience. This led to one of the least effective presidencies for lack of bipartisan support similar to that of Bush, both distracted by wars neither had the wisdom to not enter in the first place or to end quickly.   ...

This NYT report says there is scandal fatigue among Republicans and a sense about Mr. Trump that his time has passed. Much of the political gains made by Mr. Trump in 2017 were a result of the failures of president Bush within the Republican party wasting national resources on 2 remote wars while infrastructure was neglected, and the neglect of manufacturing communities in the US with jobs outsourced to China that presidents Bush and Obama failed to stop. With president Biden ending these wars period. And with Mr. Biden getting the legislation passed to put workers and families, American manufacturing, American infrastructure to the top of the agenda, the focus has shifted to China and Russia two countries that gained during the largely failed Clinton, Bush and Obama presidencies. The Ukraine war and China's belligerence over Taiwan remain an ever present risk. President Biden has articulated American resolve in this situation in a way that matches another president Harry Truman when he addressed the Soviet expansion in Berlin, then Greece, then across Eastern Europe, not seeking conflict yet not shirking responsibility for the free world. Both wrote to Mr Mubarak in July 2010, asking that international monitors be allowed to observe the election in November 2010. Statements made by Boris Johnson, the new Foreign Secretary of Britain, and former Mayor of London, have gained wide attention in the media.  He has made controversial statements about Obama, Putin, Hillary Clinton, the European Union and written a poem on Turkey's president Erdogan for The Spectator. Theresa May, Britain's new prime minister, is described as making an astute move by making Boris Johnson the Foreign Secretary, as this keeps him  away from the Brexit negotiations, while at the same time including a leader of the Leave campaign in the cabinet.  Foreign ministers of Sweden and France expressed dismay after learning of his appointment. Johnson said of Obama that he was motivated by an anti-imperialist agenda because of "an ancestral dislike of the British Empire," following Obama's recent visit to Britain. Obama's grandfather was a Kenyan porter in British run Kenya. On Trump he says " he is clearly out of his mind," about some of Trump's comments on Muslims. He has apologized for comments on Hillary Clinton. He is in person quite different say people who know him. As Mayor of London he remained popular and helped host the Olympic games in 2012, and setup the city's bike sharing program. This opinion piece in De Zeit says there are different ways to look at Chancellor Merkel's refugee policy, as a failure, as an act of compassion, influenced by her experience in East Germany, her Christian upbringing as a daughter of a pastor, or Germany playing a role in Europe after Barrack Obama failed to provide American leadership in the refugee crisis. It says some of this commentary in the media ignores the fact that it was always the intention to accept a large number of migrants as part of a policy of European humanism in the face of misery of refugees, but to carefully manage this influx, to reduce the flow of refugees, and wind down the flow by vigorously addressing the causes. From this point of view the commentary about Merkel's failure is overdone. It is interesting that some of the weirder descriptions describe Germans conscious of the history as being outpatients in a American clinic closed down by president Obama. In any case American presidents have overreached, consider Reagan and Bush with German's strong or cautious reaction, and underreached with Obama providing cause for concern and efforts to fill in for a missing American role, with both roles difficult to fill for Germany by itself. America is not defined by its presidents and its politics alone, but by its own history, which has reflected the same values since the founding fathers Jefferson and Washington. Germany's policy has merely reflected these same values, at a time when the U.S. was simply taking a pause from its foreign involvements in regions fragmented by tribal, religious and other divisions. In doing so being the true partner it was its intention to be. ...

China and India want industrial countries to commit to midterm goals in the next 10 years , and are willing to make unspecified reductions in emissions. Feldstein says that for the 85% of the people who have healthcare the Obama proposals are not a good deal. The Obama proposals mean higher taxes in the long run to pay for the $1 trillion cost of healthcare for the uninsured group over 10 years. This lower income group has no coverage despite the $300 billion Medicaid program. Feldstein says there surely must be better and less costly ways of getting this lowincome group healthcare. Raising the top income tax rate to 45% from 35%- as a result of letting the Bush tax cuts expire and adding aproposed health surcharge on higher income individuals- would actually lower revenues for the government, as it would change behavior of high income individuals in ways that lower their taxable inome. The result is higher deficits and higher taxes when even without this large deficits are projected for the future. How to slow the rapid growth in healthcare spending? The Obama plan is to cut spending on Medicare. Feldstein sees the govenment's effort aimed at reducing the amount of medical services, as reduced spending comes from fewer services, not reduced payments to providers. Will this result in enough of acost reduction to make the system work. And if the cost reductions are too heavily weighted towards reduced services and not reduced payments to providers would this result in large cuts to services to affect the quality of healthcare for the 85% who are accustomed to a different pattern of healthcare, even though it is structured to allow cost escalation. Feldstein offers no solutions to the problems of cost escalation except to suggest that the Obama plan does not really tackle the cost escalation issues directly with providers, and instead burdens the national finances to an extraordinary degree. And the need for apause and reflection....

Rebuilding the Russian economy with the help of investment from the US and Europe was a key job for Elvira Nabiullina at the Russian central bank and Vladimir Putin as head of the administration during the 10 years after the Yeltsin government from 1998 to 2008. Much of these gains may now be lost with the invasion of Ukraine, and the miscalculations of both western leaders Merkel in Germany and Bush-Obama and Mr. Putin as shown in a recent WSJ report on the miscalculations of the last 20 years.

Utilities moved away from coal under the Trump administration. In 2024 energy from coal is three times costlier than energy from solar or wind. Coal is now being phased out as it now produces only 16% of the US energy needs from 50% under the Obama administration 2008-2016. First there was the shift to fracking natural gas from coal and now there is the shift to solar and wind. States needed by the two parties such as Michigan, Arizona and Wisconsin are not coal producing states.

Medicaid is now costing the US about 880 billion dollars in 2025. Of this 69% is covered by Federal dollars sent to the states. WSJ reports- 2025 DJT action on Medicaid calls for around $800 billion  savings over 10 years in Medicaid cuts that would come from $109 billion savings over 10 years for work requirement. And $600 billion savings over 10 years from paying only 90% (not 100%) for the people added to Medicaid by Obama that are in better health than the core Medicaid population who get only 90%.

Krugman points out the gains on three fronts evident from the Census Bureau report of 5.2% gain in median income of households in the U.S. He says the first is the growth in incomes of ordinary working class and middle class families, second the large decline in the poverty rate, and third the further rise in insurance coverage in 2015 for people without health insurance. He points to the steady efforts of the Obama administration to improve lives of ordinary families as working based on the Census report though results have taken time, and could have been better. The Stimulus, says Krugman could have been larger following the blow of the 2009 financial crisis and increased unemployment at the time. Janet Yellen at the inequality conference of the Boston Fed in 2014 pointed out the problems of 62 million households having net worth of about $10,000, and why this was running against the American idea of a better life for all Americans. In that sense the Census report is a movement in the right direction but a lot remains to be done.   ...

Vice President Biden talks with Charlie Rose and tells hime he thinks BP has done the best they could . Apart from being slow in giving the correct figures about how much oil is coming out of the pipe, Biden says BP as responded to every request of the Obama administration. Charlie Rose specifically asks Biden, hasn't his administration lost its story and isn't it looking more and more like the Carter Administration during the Iranian Crisis. Biden's response is that the President has acted swiftly. Rose asks about the talk of a new norm for unemployment as unemployment remains sticky on the way down, and hiring has not picked up though layoffs have slowed down. Biden's response is that he and Obama don't buy into a new norm and are out to build anew economy. It appears there is a misconnect somewhere between the questions about genuine concerns and the responses.
