The government bailout of Fannie and Freddie was expected to cost hundreds of billions of dollars according to some estimates during the financial crisis in 2008-2009. The costs peaked at $187 billion in 2011. The transfer of $59.4 billion by Fannie Mae to the U.S. Treasury in 2013 lowers the net cost to $60.5 billion. The net cost of the Troubled Asset Relief Program or TARP has decreased to less than $23 billion. At one point the cost of TARP reached $419 billion for the U.S. Treasury. The government sold the last of its shares in private insurance company AIG and made $22.7 billion in gains. Treasury and Fed loaned $182 billion to AIG and at one point owned 90% of the company. Chrysler exited the TARP bailout program in 2011 at a net cost to the U.S. government of $1.2 billion. So far in May 2013 the GM bailout cost $19.6 billion, this would come down to about $11.82 billion if the U.S. government sold its GM shares at the price in May 2013. The U.S. Federal Reserve says it has not lost money in any of its emergency lending facilities, even though some loans are outstanding. The FDIC says its fees from rescue programs exceed losses....

The NYT editorial says the negative feedback loop of foreclosures begetting falling house prices, which beget more foreclosures, and further weaken banks, is well under way. One way to have broken this, was to enable good types of loan modifications, which reduce the principal for homeowners and reduce payments significantly. Sheila Bair at FDIC says 32% of prior payments is about the right amount. The bad types of loan modifications that lead to no reduction in principal, and put homeowners back in redefault because of large payments that homeowners "under water" or a lost job cannot afford, have so far been the dominant kind of loan modification. At present 14 million homeowners are "under water," in that their homes are worth less than what is owed on the mortgage. One of the crucial measures which would have enabled this, has not been pushed by the Obama administration through Congress. This was to pass an amendment that allowed bankruptcy judges to modify troubled mortgages. Banks which have taken billions of dollars in loans from the federal government were allowed to lobby aggressively to kill this amendment, and the Obama administration did little to push this amendment in Congress. 12 Senate Democrats joined 39 Senate Republicans to block a vote on the amendment. Says the NYT editorial "when the time came to stand up to the banking lobbies and cajole yes votes from reluctant senators-the White House did'nt. When the measure failed there wasn't even a statement of regret." This could turn out to be a major mistake, because as the NYT points out voluntary loan modifications have shown poor results. The administration's plan to provide incentives for loan modification is untried and tested, and may not produce significant results. With 14 million homeowners under water, and spiralling foreclosures, the situation may get out of control and seriously damage the economy. After the moratorium in home foreclosures ended there is expected to be a big surge in foreclosures, with estimates of 290,000 to 341,000 foreclosures in March, 2009. If this is allowed to continue it will undo all the good work in other areas, the stimulus spending, rebuilding the auto industry and other steps. It will also be more difficult to reverse as valuable time passes and the cost of the crisis escalates. A consensus among many experts was that stronger action in connection with the banks was required, and Martin Feldstein has warned about the danger posed by foreclosures since early 2008, see links....

The designers finally get their say to bring a new vehicle to the market which is something quite different. Sales tends to be conservative and in this case the concept vehicle for the Flex was first shown at the 2005 International Auto Show in Detroit. Usually this is where so many people take different shots at it that by the time engineering, sales and production have modified it does'nt look the same. This is on situation in which the concept vehicle made it all the way to a production model at the New York Auto Show in 2007. The designers were able to sell it as a new kind of crossover idea to seat a family and draw customers who were dumping their large SUV's fpr other vehicles. As some designers see it a mix of the Mini Cooper and a Ford 1940's classic "Woody". Its one of the bold moves by Ford. Mulally after he took the CEo position at Ford supported the idea and its due to be in showrooms in summer 2008. Toyota is reducing its dependence on the US market by growing in China, Russia and the Miidle East and with plans for growth in India with a lowcost car. The market in China and Russia has grown by 40% for example and this should mean there is room for overall global growth even with the slowdown in the US. In China Toyota is falling short of demand as its consistently underestimated the growth in the market. When Toyota thought the Chinese market would hit 8 million vehicles by mid 2007 it actually hit 8.5 million. So in many countries like China, Russia and the Middle East and India Toyota may be scrambling to meet demand in the future which suggests that in the long term Toyota may be less affected by the ups and downs in the US market. The US manufacturers like GM are following a similiar strategy. Competing with Toyota overseas the US makers have none ofthe liabilities they face in the US market, years of sloppy service and image, pension and health liabilities, union rules and restrictions, and they are moving some of the best technology and design into overseas markets so the competition there should be on more even ground....

After major declines in production in 2011 following the tsunami and earthquake, Japan's big three automakers are rebounding quickly in the domestic market. Toyota says its sales in April tripled to 107,826 in April from the prior year and exports increased six fold to 180,050. Nissan says domestic sales increased by 64% to 39, 413, and exports tripled to 52,660. Honda says domestic sales doubled to 55,500, and exports triped to 217,977.

A big change for the presidential election in 2012 is the lopsided way in which white voters who are struggling with job losses or seeing economic difficulties are alienated from President Obama. By 58% to 32% these voters favor Romney over Obama in a May 2012 Wahington Post-ABC News poll, a 26% margin. Of those struggling financially about 7 in 10 lack a college degree. This is happening even though 31% of these voters in this poll say they are Republicans and 27% Democrats. It is true that Obama could still win in 2008 losing this group 58% to 40%, an 18% losing margin, similiar to Kerry in 2004, and Al Gore in 2000. A wider margin of 26% poses more risks if the unemployment situation and the economy looks weaker by November 2012.

Volvo is the economic centre of western Sweden. It merged with Geely of China after Volvo executives met with Geely Auto Holding group executives. Ford Motor acquired Volvo in 1999 for $6.45 billion but failed to invest in the company. Geely has invested $10 billion since the merger with Volvo and Volvo sales have increased. Volvo was able to operate autonomously under both Ford and Geely. There is now considerable uncertainty about the future of Volvo and its autonomous operating status after deterioration in relations between Sweden and China. 

Sweden has seen acquisitions of technology companies in Sweden by China and there is concern in Sweden from the standpoint of national security. In this new context there is considerable uncertainty in Sweden about the future of Volvo.

The difficulties Cerberus is having selling $4 billion of the debt it incurred in buying Chrysler and its pullout of the United Rentals deal are signs that private equity deals are fraying. The credit crunch looks like its going to get a lot worse. Prices of gasoline for automobiles is in the range of 8 dollars a gallon. In France its about 1.40 euros a liter or about $8.20 a gallon. In Spain gasoline costs 1 to 1.25 euros a liter. The cost of a liter of gasoline is up 17% in the UK, 15% in Austria and 8% in France and 7% in Russia, compared to 12 months prior. So are Europeans used to paying higher taxes on gasoline and higher prices for gasoline complaining. Forthe first time gasoline prices are becoming a serious issue in Europe. And there have been strikes across Europe by truckers, fishermen, port workers, farmers and others asking for tax rebates or tax reduction. While Sarkozy in France called for the EU to cap fuel taxes, Gordon Brown of the UK is not in favor of this idea. Many European countries depend on gasoline taxes to support their budgets. European Commission's position is that artificially lowering prices would not help energy conservation and efficient use and is supported by consumer groups. The European Commission said last week that short term relief should be focussed on the poorest families. On the other side the German Federation of Consumer organizations is lobbying the government to spend 5 billion euros in public transportation and 10 billion euros in subsidies to households that install energy saving devices. ...

Conversation with Ford's marketing chief Jim Farley who had 17 years with Toyota and marketed the Scion brand. He is a guy who likes to get a fresh look at things like talking to a security guard before coming up with a marketing plan for the Scion, and talking to a maintenance technician about the 150, all off the beaten track. This is reflective of the approach of Jim Farley. Even talking to psychologists about how to convince people to come and try out Ford cars. He is excited about Ford's Eco-boost engine which is a direct injection technology engine which Ford can democratize as he puts it to put it, on some 500,000 cars and trucks by 2013, something not done before. This is a technology that scales up pretty well. Drivers in Western Europe are familiar with direct injection diesels as a way to cut high gas costs and cut emissions, but Americans are not that familiar with it. It boosts fuel economy by 20% and reduces emissions by 15%, and giving a V6 the power and torque of a V8 engine. Basically it injects fuel directly into the engine in small specific amounts so that very little is wasted and the turbocharger uses waste energy from exhaust gas to drive the turbine. He is also in charge of promoting and marketing the Eco-Boost engine, which will show up first in the 2009 MKS Lincoln sedan. ...

Manufacturing in the US is adding jobs for the first time since 1997, according to government data. Job growth in 2010 was 1.2%, or 136,000 jobs. IHS Global Insight expects total manufacturing jobs in the US to increase in 2011 to 12 million. Manufacturing will be a modest contributor to job growth according to economists. Economists projections show a gain of 2.5% or 330,000 manufacturing jobs in 2011. Moody's Analytics estimates job growth of 2% a year through 2015. Government incentives, need to replace aging equipment and rehiring in the automobile industry will help manufacturing. At the same time manufacturers are cautious about hiring and increases in automation reduce the need for workers compared to earlier periods. Overall the loss of about 6 million manufacturing jobs since 1997 will not be made up. Yet the improvement is a positive sign as the US faces high unemployment and companies make investment in new factories overseas to meet growth in emerging markets.

Chrysler's second quarter loss of $172 million, follows a first quarter loss of $197 million. Operating profit for the second quarter was $183 million, compared to $143 million in the first quarter. Chrysler's forecast is to breakeven on sales between $40-45 billion. Revenue was up by 8.2% in the second quarter to $10.5 billion. Main problem Chrysler faces is an old product lineup. A slowdown in the economy in the second half of 2010 and in 2011 could hurt Chrysler more than the other automakers. Chrysler has available cash of $7.84 billion and additional $2.3 billion available from U.S. Treasury and Canadian government loan agreements.
