The crisis facing investment bank Jefferies Group about the extent of its holdings of European sovereign debt. Jefferies faces rumors about its financial condition. The desperate effort of CEO Handler to contain the crisis by listing online its holdings of debt by country and maturity with every ID number for every bond to show that it was not using credit default swaps to hedge investments. Shares of Jefferies Group fell 20% in October and 60% for 2011. As a safety measure Handler sold off $1.1 billion of sovereign debt of Portugal, Italy, Ireland, Greece and Spain in November, and continued to reduce its exposure during the last week of November 2011. The collapse of MF Global for making large bets on European sovereign debt followed by crisis in market confidence was the background in which Jefferies Group fought for survival.

As early as June 15, 2007, internal J.P. Morgan documents show, high-level risk management officers at Chase's investment bank sent e-mail to colleagues to report that Madoff was suspected to be running a Ponzi scheme. In Feb 2006, a risk analyst at Chase reported to his superiors that the returns of the Madoff Fund did not make sense, as it did far better than the securities reportedly in the portfolio. A lawsuit is being filed by the bankruptcy trustee of the Madoff Fund against Chase for allowing Madoff to bring billions of dollars of investor's cash into and out of his Chase bank accounts right upto the day of his arrest in Dec 2008. At the same time Chase had withdrawn $241 million of the $271 million it had invested in Madoff-linked hedge funds.

Total's new CEO, Patrick Pouyanne, is moving ahead with plans for the $27 billion Russian Arctic Yamal LNG project. As China shifts away from coal with increased imports of LNG and pipeline natural gas, it is keen on providing financing for the project. Chinese banks will provide the bulk of the financing. Pouyanne disclosed in an WSJ interview that this would be $15 billion in Chinese bank financing to be arranged in 2015. Most of the LNG will go to meet China's needs. Partners in the Yamal project are OAO Novatek of Russia, and China National Petroleum Corporation. OAO Novatek's major shareholder is on the western sanctions list making it difficult to obtain financing from western banks. This makes the project riskier because of foreign exchange risks taken on by Total SA which are to hedge against.

The top three books in Vanguard's recommended reading list for serious investors say its not more profitable to get into complex investments and strategies- simple investment approaches of putting money in Vanguard core funds or mutual funds of Vanguard and Fidelity are more likely to produce good performance. 2013 was another year in which this proved to be true, and to a remarkable degree. Hedge funds and complex strategies did worse than investing in broad index funds that produced about 29% in returns similiar to the rise in the broad market averages. Malkiel and Ellis suggest the simple approach in Elements of Investing. Swensen in Conventional Investing, and Bernstein in Four Pillars of Investing provide evidence of the wisdom of such an approach for serious investors. All four authors are financial experts who have followed the stock markets for six decades since 1950.

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

This report in The Times shows the need to counter misinformation in parts of the media about vaccines. Inadvertently or through a poor comprehension of the data, German media reports in Handelsblatt and the Bild have stated that vaccine effectiveness for older people is 8%. Here in The Times of London, Oxford University and Astra Zeneca point out that the 8% figure is for the number of people in the trials who were given the vaccine in the age group 56-70 years. This does not refer to how effective the vaccines were in older people.  The first dose increases monoclonal antibodies for people of all ages, say Astra Zeneca and Oxford. We are now beyond trials in a sense today as Israel has vaccinated large parts of the population and the UK, India are vaccinating millions of British and Indian citizens. Israeli reports from one of the major medical centres show that the second dose increases monoclonal antibodies by multiple times and provides effective protection. As British data is available from medical research institutions from the vaccination drive in Britain, and from India, the effectiveness of the vaccines used in Britain and India will be shown more clearly. India today has used a package with near 100% compliance to tackle the virus relatively effectively by combining safety protocols (masks+ social distancing+ hygiene) with nutritional, medicinal protocols, restricted overseas flights. Cases are down to 13,000 for 1.2 billion people, with positivity rate in testing down to 1.66%. One readers comment in The Times says a lot- She says her 79 year old Irish mother was given the vaccine today in Coventry, England. She was given the Astra Zeneca Oxford vaccine jab by a British Asian doctor who took the time to talk to her, and listened to her and thanked her for her service as a midwife for 40 years. That these few minutes were the happiest time in 10 months for her mother. It also showed she says the very best of this country.   ...

Here DW.com, looks at other German expressions with wonderful pictures of people and scenery in Germany to accompany each expression that has a soothing, calming effect on all. The meanings are given by DW.com, the German national broadcaster which also helps people learn German. "Die Dinge Laufen Lassen," is another German expression that has a Zen nature and is one that one take comfort in for its calming effect. It means "let things run their course, and everything will be alright in the end." "Noch in den Kinderschuhen stecken It means things are only in the early stages, beginning to develop, unfold, the ball is only beginning to roll. With it goes "Laufen Learnen" which means you have to walk before you can run. "Lugen Haben Kurze Beine" means "Lies have short legs." It suggests walking or running. It says you won't get far with lying, you won't get ahead with it, somebody will see through you. "Auf dem Ruder laufen" means to lose control of an oar while rowing a boat to stay on course. It also means hang tight and things will right themselves eventually. And to go with this is the German expression about learning the procedure or techniques for getting the work whatever it is done correctly. The contrast between lack of effective measures taken in the Lombardy region with the aggressive action in Veneto that has proved effective. Veneto followed the method of quarantining, mass testing for clusters and isolating the affected people.  The Italian government took the first steps to close off northern Italy Feb 22, and it was not till March 10 that a nationwide lockdown was done. The action taken in the Veneto region is shown here in this WSJ report with the town of Vo as an example of steps taken that worked. A microbiology professor and infectious diseases expert at the University of Padua, Dr Crisanti, developed a test for the coronavirus as early as mid-January using the information made public by Chinese doctors. Dr. Crisanti oversaw the testing of 95% of residents of Vo, a town of 3400 people in Veneto region. He found 3% of the population was infected, with half testing positive asymptomatic. Following the aggressive lockdown the tests were done two weeks later and the rate of infection had fallen to 0.1% with only 8 new infections. "The main lesson from VO is that when you have a cluster of infected people, you should do a very aggressive lockdown and then test as many people as possible," Dr Crisanti says. The results from Vo led to Veneto increasing testing in the rest of the region carrying out 80,000 tests, compared to 88,000 in Lombardy, with double the population and 5 times more infections. Lombardy followed government directives to test only those with symptoms. When it spreads it is harder to do the test isolate clusters, test isolate clusters, in a continual loop, yet this remains the method cited by Dr. Brx in the U.S. today as the right way to target clusters in a laser approach. In yesterday's briefing at the White House Dr Brx said this is a method the U.S. is familiar with and has used in Africa to tackle HIV, Ebola Virus. It is possible using GPS to target down to a specific clinic in a specific place, which is how it was successfully done in Africa. ...

Obama vists Acrra, Ghana, July 11, 2009. It is an emotional moment for Obama, and for Ghana and the African continent as a whole. It seems the whole nation was out on the streets,on crowded rooftops, packing balconies, leaning out of windows, to get a glimpse of Obama. Particularly emotional is the moment when he stood at the Door of No Return at Cape Coast Castle, a notorious slave port perched on the ocean. He spoke about the existence of "evil" that he had seen at Buchenwald, and here again. He spoke up against the poverty of Africa that is compounded by the greed, corruption and the lack of responsibility of the elites in African countries. Obama said "Africa doesn't need strong men, it needs strong institutions." He talked about his personal experience: "I have the blood of Africa within me, and my family's story encompasses both the tragedies and triumphs of the larger African story. Some of you know my grandfather was a cook for the British in Kenya, and though he was a respected elder in his village, his employers called him boy for much of his life." And where because of the corruption and lack of responsible government, influential Nigerian voices themselves feel this was the right thing to do. This is one area in which Obama picks up from a strong effort by President Bush. Bush tried to frame policy by rewarding good government and building institutions through programs like the Millenium CHallenge Corporation, an antipoverty effort that gave Ghana $547 million in 2006. Academy Heights Elementary, of Pinehurst, N. Carolina, is expected to close as part of the cost cutting efforts in North Carolina. The state is trying to close a budget deficit. Monroe County's superintendent proposed closing the school to save $500,000. The school has a 98% pass rate on state exams, an award winning math program. It is ranked the second best kindergarden to 5th grade schools in North Carolina. Parents and teachers point out that many of the students come from middle class families where both parents are working, and military families from Fort Bragg, and this is not just the demographics of being near Pinehurst resort; as higher income parents tend to send their children to private schools. They point to the way staff, parents and students work to create an environment that challenges children to learn. The questions here remain ones that are being taken up throughout the country- how to invest or disinvest in education in the face of budget deficits. Should education take cuts and how much? Another twist here is that Academy Heights is in a depressed black neighborhood of Tarrytown whose residents go to to other schools even though Academy Heights urges students from Tarrytown to apply. It is an elementary school and as elementary education has a special role to play in early childhood development, how much of these cuts should fall on elementary schools? Should the best schools be cut under any circumstances or should they be supported with sacrifices made elsewhere or do moderately higher taxes make sense in these situations? Does it make sense to preserve existing excellent schools even as the search for improvement in educational systems takes place -with investments like the $290 million the Gates foundation is committing to improving selected schools? produce excellence in other schools?...

In a Wall Street Journal/NBC poll taken December 11-14, the results show how fast things have changed in one year for the Obama administration. Today less than half of the people approve of the job Obama has done as President. And among core constituencies which helped Obama win the election he is losing support. A third of voters 34 and under feel negative toward the Democratic party. When asked about their sentiment Mike Ashmore, a23 year old from Lansdale, Pa., an independent who supported Obama what bothered him most was the lack of action on jobs. With Hispanics those who are positive about Democrats has dropped steeply from 60% to 38%. And Mr. obama's personal popularity has dropped, now only 50% feel positive about him down from 68% in January. Overal 35% feel positive about the Democratic party in Dec 2009, compared to 49% in February 2009. Something serious is happening here. Because this does not translate into gains fro the Republicans who are where they were earleir in the year. Only 28% of voters expressed positive feelings for the Republican which is what it has been all through the summer and fall of 2009. On Afghanistan only 44% feel its the right approach to do atroop buildup, 41% oppose. So the President support especially in his own party is not much here. If 28% of voters feel positive about Republicans, and only a litle more 34% feel positive about Democrats, then how will voters make achoice between candidiates in elections? Would they go by the merit of the candidate regardless of party. Something else that Americans are beginning to sense is that the country's prospects look grim with the economy, jobs, and the national debt and deficits, as well as a sense of lacking much needed renewal. ...

Somini Sengupta reports on the Green Revolution and its aftemath from Jalandhar (Jullundur in Hindi) in the Indian Punjab wheat belt. Problems facing farmers here are the shrinking water supplies as more of the table water is exhausted through pumping from tube wells, lack of government investment in agriculture, the low grain prices paid to farmers by the government, and poor storage and transportation to market. Also affecting the suuply of grain and lentils and agricultural produce is the progress of industrialization as more farmers either grow crops that are in demand in the cities like baby corn instead of wheat, and the farmers who sell of land for industry or commercial use. Only 40% of the land is irrigated so too much depends on the monsoon and other rainfall, which is why India's large agricultural component in the economy affects the growth rates depending on the monsoon rains. What happens here affects food supplies worldwide and prices. When India is self sufficient or able to export there is less pressure on prices. Two years ago the situation deteriorated and India imported about 7 million tons for its grain stockpile. Since then the government raised prices for grains the situation has improved, farmers planted more wheat and sold more supplies to the government for building up buffer stocks of grain. Now the emphasis shifting to USA-India cooperation in the field of agriculture for a second Green Revolution. Agreements for the agricultural improvements were signed as part of the agreements signed for cooperation during President Bush's vist to India. The government of Manmohan Singh was elected for another 4 year term and is committed to helpiong Indian farmers. A more organized funded effort is needed especially with the economic crisis. The Labour party's support for not withdrawing from the European Medicines Agency is the subject of an argument after Prime Minister's Questions in the British parliament. Labour leader Keir Starmer confronts prime minister Boris Johnson in parliament after Johnson reminds Labour that it had on repeated occasions called for the UK not to withdraw from the European Medicines Agency.  The UK vaccination drive is far ahead of the vaccination drive in European Union countries including France and Germany, because of British initiative in boldly betting money on vaccine supplies with pharmaceutical companies, and earlier approval by the UK health regulatory authority. Here is the comment in the House of Commons by Boris Johnson- "If we had listened to (Starmer), we would still be at the starting blocks because he wanted to stay in the European Medicines Agency and said so four times from that dispatch box." Starmer disputes the statement. The Times cites Hansard, the official record of the House of Commons. It records that Starmer questioned why Britain would want to withdraw from the Medicines Agency in Jan. 2017. In 2018 Labour party supported an Amendment to the Trade Bill that called for the UK to seek participation in the European Medicines Agency. Germany, Spain and France are hit hard by the second wave of the coronavirus and the lack of adequate vaccine supplies is causing grief in European Union. The EU president Von der Leyen, another European Union style bureaucrat, seen as having bungled the handling of vaccine supply. ...

Merkel expresses her support for Portugal during a meeting with prime minister Pedro Passos Coelho of Portugal in Lisbon on Nov. 11, 2012. In a news conference which was live on German television Merkel said: " I feel a great sense of determination here in Portugal to overcome this difficult phase." Recognizing the cost of austerity measures and spending cuts, the 16% unemployment rate, Merkel added: " I know that its very hard for some people. Unemployment is high, especially among young people. Consequently, Germany in particular wants to support Portugal through professional training for young people." The German chancellor is travelling with a German business delegation which is meeting with Portuguese executives to determine areas for German cooperation with Portugal to generate growth in the economy.

Different perspectives on the "zero tolerance" policy implemented by Martin O'Malley when he was Mayor of Baltimore during 2000-2006, are described here by WSJ's Laura Meckler. O'Malley sees the policy as having reduced crime in the city, yet David Simon a reporter for the Baltimore Sun, who created the HBO series 'The Wire,' sees this differently. The HBO series was critical of the Mayor and painted a less flattering picture of the city, showing city leaders and institutions not tackling the real problems facing the city. Following the riots in Baltimore the conflicting versions of progress and lack of progress are emerging. Simon says the pressure on the police to show reduced crime led to arrest of people for minor offences.

Here he offers a litmus test for education policy designed to help the middle class and improve economic and social mobility- does it help 12th graders make a large increase in their vocabularies? He introduces the idea of vocabulary inequality that takes away a whole world of reading and the imagination from young people. Most important is systematic knowledge building by exposing children to more and better content in non fiction literature. Content-indifferent approaches which ignore this are the wrong approach. Reading and content which expands knowledge and brings new horizons go together, in a gradual cumulative process as young people read more content.

Ford Motor Company's $5.9 billion loss in fourth quarter 2008, and its decision to draw down its $10.6 billion credit line. Ford has $24 billion in cash and carries a debt of $25.8 billion. Job cuts have already reduced employees from 122,000 in 2006 to 75000 at the end of 2008, about a 39% decrease. Analysts say a lot depends on how 2009 turns out. If as expected there is a continued sharp downturn from here and things don't get much better even with the stimulus spending during the second half of 2009, then losses in the magnitude of the $5.9 billion loss for 4th quarter 2008 may happen. In that case Ford may have to look for government assistance.

As Japanese prime minister Noda prepares to restart the Oi nuclear plant in June 2012, former prime minister Naoto Kan, who was premier during the Fukushima nuclear disaster, answers questions in a parliamentary inquiry. He says he realized how dangerous nuclear power can be when it got to the point where the evalcuation of Tokyo was being considered, Japan was then on "the verge of national collapse." His fears were that a number of meltdowns could together " release into the air and sea many times, no, many dozens of times, many hundreds of times the radiation released by Chernobyl." The Japanese public has focussed on the parliamentary hearings because the previous inquiry is thought to have been perfunctory, and not really examined in depth all the issues the Fukushima disaster had raised, and the general feeling is that a proper public dialogue had not taken place. In contrast in Germany the issues had been discussed openly, and the Angela Merkel government which had been receptive to nuclear power reversed its stand on nuclear power. Germany is phasing out dependence on nuclear energy. Kan pointed out that the "nuclear village," the network of nuclear power companies, bureaucrats, and researchers, had hijacked national nuclear policy and was putting Japan back on the same path. He went so far as to compare it with the situation facing Gorbachev in Russia after Chernobyl: "Gorbachev said in his memoirs that the Chernobyl accident exposed the sickness of the Soviet system. The Fukushima accident did the same for Japan." In his assessment of what happened Kan said: "It is impossible to ensure safety sufficiently to prevent the risk of a national collapse. Experiencing the accident convinced me that the best way to make nuclear plants safe is not to rely on them, but rather to get rid of them."...

WSJ looks at the changes in the way medicine should be practiced in the light of what we have learned from the pandemic.  Medicine practiced before the pandemic and still today relies mainly on a visit to the doctor or specialist who is short of time. There is a shortage of doctors. Patients have many illnesses as a result of decades of neglect of proper nutrition, and exercize habits. Obesity is at about 40% in the U.S. about 30% in the UK and 17% in France, and high also in other parts of the world. These high rates were unknown throughout history and result in many illnesses and increase by four times the vulnerability to the coronavirus. One authority in medicine calls obesity pouring gasoline on a fire for effects of the virus.  A doctor's appointment with doctors short of time with no coordination around a whole range of factors related to obesity, illnesses, health checkups, mental health, is now seen as a heavily handicapped way to practice medicine or for patient healthcare and wellbeing. The alternative is discussed here as the way forward. A  team will be responsible for a patient's care not just an individual doctor. The team would care for general health after a patient's checkup, cover individual illnesses, weight issues, mental health, exercize nutritional needs and other good healthcare habits. Instead of relying on doctors at a time of shortages of doctors the team would be led by nurse practitioners.  A nurse practitioner is someone with a bachelors degree and a masters degree or doctoral degree in nursing with 1000 hours of clinical training. Studies have shown that they are effective and even more effective than individual doctors. Today particularly with the problem of doctors with limited time compounded by the built up problems of decades of bad habits in nutrition and exercize and poor "cultural" habits getting entrenched, there has never been a greater need for a better way to practice real healthcare for a person's wellbeing. Particularly in rural areas with an even larger shortage of doctors the health practitioner led team will play a big role. Patients will under this setting receive more care virtually and get more followup care by phone and video messaging. The numbers tell the story- there are shortages of doctors in USA, Europe, Africa, Latin America and Asia. In the U.S. shortage of doctors is 55,000 projected to 2033 by Association of American Medical Colleges. There are 290,000 nurse practitioners licensed in the U.S. and 131,0000 physician assistants. The goal will be to get an adequate number of nurse practitioners licensed in this decade to take care of these teams. The pandemic has made virtual visits to doctors and nurse practitioners popular. Medicine reimbursement should and would be practiced on the basis of how well a patient is doing not on a fee for each micro service that is delivered. For this to happen the teams led by the nurse practitioner have to commit to patient education of the benefits from good practices and good habits for nutrition, exercize, caring for oneself. A doctor short of time is hardly the person to carry on this patient education which is where the major opportunities for a new system arise. The virtual care also provides a new medium for patient education and awareness of the risks of getting illnesses, preventive actions to be taken in advance. One approach being tested in California and Texas is for a monthly fee for patients more payments by health plans to doctors or healthcare teams if the patient is healthier. Additional health professionals are added to the team including health coaches, dietitians and medical assistants to increase its effectiveness in counseling and education and monitoring.  The nurse practitioner team approach is already being practiced in parts of the U.S. including the example of New Hampshire shown here, and is predicted to be the approach for primary care in the next decade. ...

Amazon was started in 1994.  Amazon's growth comes from carefully focussing on specific growth fields, first retail, then cloud computing, and changing the way business is run with innovative ways of conducting business. One click and Prime in retail, Kindle e reader in books, and massive investments in logistics, warehousing, cloud computing to run its business efficiently. During the pandemic criticism of low wages for warehouse workers was met with an increase in wages to $15 an hour.  Management style discourages meetings. Most meetings are held in the morning, and after 10 am. The person presenting is asked to hand out a six page memo which is read in silence before the meeting. The idea is that writing it out helps make the ideas clear. Decisions are made in this way. Employees are asked to think in innovative ways to run the business. Thrift is practiced as part of the Bezos way. Bezos is relatively young, only 57 years. Bezos was born in Albuquerque, New Mexico in 1964 when his mother was in high school. His mother married a Cuban immigrant, Miguel Bezos 4 years later and the boy took the name Bezos. He spent much time at his grandparents ranch in South Texas working on the farm, and went to school at Princeton University, graduating in 1987. In 1993 he married Mackenzie Tuttle, a novelist, then started an online bookstore called Amazon from Seattle. Before this he worked at a telecom company and at a hedge fund, which helped him finance his new online bookstore.
