Ruchir Sharma, chief global strategist at Morgan Stanley, says Poland has achieved a remarkable transformation over 25 years with steady growth of 4% year after year. The bright spot is manufacturing. For emerging nations the average percentage of GDP from manufacturing exports is 22%. Poland is at 33 percent of GDP for manufacturing exports. Countries dependent on commodity exports such as Argentina, Brazil, Russia, lack this steady growth from a manufacturing base and are less likely to cross the line of $15,000 of GDP per person that qualifies for it to be called an "advanced economy" for the IMF. South Korea, the Czech Republic and Poland are some of the countries that have benefited from manufacturing exports. Poland's wages are one third of that in Germany and its currency is cheap, giving it an advantage as an export hub for German companies. Germany is the main destination for exports and the German automobile industry uses the Czech Republic and Poland as export hubs. Poland's and Czech Republic's geographical location near Germany with a highly educated population makes it attractive for German companies. Poland has gone from $2300 per capita GDP to about $13,000 in 25 years according to the IMF, and is likely to be the next country to make it to advanced economy status by 2020, says Sharma. It is important not to run up debt, to manage finances carefully, and to maintain steady growth not growth in spurts interrupted by declines, and have a manufacturing base, says Sharma.  ...

Germany went through a period of stagnant growth and persistently high unemployment leading to reforms of the welfare system and entitlements under the Schroeder administration. The reforms led to lower unemployment benefits and an effort to get the unemployed take up jobs. Instead of unemployment benefits that amounted to half the salary indefinitely, unemployment benefits ended in 12 months under the reforms, and workers were forced to take up jobs or dig into their savings. The cuts to benefits led to more of the unemployed taking jobs that were not their first choice with lower incomes. Unions agreed to defer wage demands and wages remained relatively flat for a long period. The "kurzarbeit" system of government subsidizing employers to retain workers during economic downturns, helped cushion the workforce from ups and downs in the economy. Unemployment which was in double digits a decade ago, is now 6.1%. The system still preserved some other aspects of generous benefits- parental leave of 14 months at two-thirds salary, vacation time and publicly sponsored health insurance. Recent changes include raising the retirement age to 67 from 65. The Organization of Economc Cooperation and Development estimates that the 200,000 jobs saved in Germany during the recession of 2008-2009 cost the government $7 billion. Government funds helped companies retain workers by paying a portion of worker salaries and averting layoffs.This comes to $35,000 per job. Compare this with the $38.9 billion allocated to a loan program at the Energy Department under the U.S. stimulus. 8050 jobs were created under this program according to the Washington Post- for the money spent so far in Sept 2011- 2 years into the loan program, of $19.3 billion. This comes to $2.4 million in government guaranteed loans per job. The Energy Department says that 33,000 jobs were saved under the $5.9 billion that was given to the auto industry under this program for investments in manufacturing to improve fuel efficiency. This comes to $178,000 per job. The Energy Department and Congress estimated a 5%-10% loss on the $38.6 billion loan program for loans that go sour, such as the Solyndra solar company $535 million loan. This comes to $1.9 billion at 5% loss and $3.8 billion for a 10% loss. The purpose of these figures is to show the cost of programs when the programs fail to achieve job goals or produce too little for the investment. The $3.8 billion loss under the program is over half the $7 billon Germany invested for the 200,000 jobs saved as estimated by the OECD. That ranks as a far superior investment than the Energy Department program. For the U.S. there are aspects of German reforms such as "kurzarbeit" that bear emulation, with serious questions about the effective use of the U.S. stimulus funds. For the rest of Europe the stingier unemployment benefits, raising the retirement age to 67, and other reforms send a different message. From the average German the message is: we made the tough changes, the rest of Europe cannot expect Germans to pay higher taxes while they put off similiar changes. Italy needs to change its retirement age, just as the Germans have done. As Chancellor Merkel puts it: "People in countries like Greece, Spain, Portugal shouldn't be able to retire earlier than in Germany. It's important for everybody to put in effort to make it roughly equal. Germany will only help when others really make an effort." Which is why Greece, Spain, Italy, even France are faced with making serious changes. This isn't stalling when it comes to euro bonds, from the German perspective. And it isn't about the lack of committment to the idea of a European Union, as all major political parties in Germany, the CDP, the SDP and the Greens, all strongly support the idea of a European Union. ...

Merkel visits China in August 2012 with a large trade delegation including heads of SAP, Siemens, VW and BASF. Germany's largest export market is in the eurozone, at the same time growth in exports has surged to China and India. Between 2005 and 2011, German exports to the EU countries increased by 24%, to the U.S. by 6.3%, and to China by 206%, according to German government data. German investment in China was 26 billion euros in 2011. By contrast China's investment in Germany is small- only about 1.2 billion euros. The impression is that large firms such as VW and Siemens make up most of the investment. In actual fact the German Chamber of Commerce in China says 5000 German companies operate in China, employing 220,000 people, and three fourths of this is from the German "Mittelstand," midsize family owned companies. The Foundation for Family Businesses, representing 400 German Mittelstand companies says it needs more help regarding intellectual property protection in China and is not as well represented in the German trade delegation....

The yield on Italy's two year bonds reached 7.269% on November 9, 2011. Italy needs to rollover $300 billion in debt over the next 12 months. And liquidity is becoming a serious problem as investors become cautious about buying Italian bonds. Investors who were attracted to the higher yields on Italian bonds now see the market as too unstable to make purchases. Peter Schaffrik, head of European rates strategy at RBC Capital Markets in London, says that the Italian bond market, the third largest in the world, was quite liquid, with investors buying or selling 500 millon euros of Italian bonds at a clip. Now, he says, its hard to trade more than 50 million euros. The only hope is to get enough stability and confidence back into the market, as Italy is too large for any rescue effort by the ECB, IMF or the EFSF. With some stability Black Rock's Fundamental Fixed Income portfolio's chief investment officer, Rick Rieder, says Italian bonds are something he would buy.

In an intervew with WSJ's David Pearson, Tom Enders, CEO of Airbus, points to the changes at Airbus after improvements in governance in 2012, leading to a smaller role for the governments of France and Germany. One is the shift away from Europe. Compared to 2004 when Airbus orders were 50% from Europe, this has dropped to 10% in 2014. Airbus is also staying away from a 623 million euros loan from Germany for the new Airbus A350 widebody jet, because of pressure from the German government to allocate work to German factories. The same policy will be followed in future programs to rely less on government support. Enders does not want to be tied down to certain workshare agreements imposed by governments with the loans. In 2012 Airbus reduced the role of the German and French governments with a large increase in the percentage of shares traded on stock markets. In the past the funding was critical for programs. Today Airbus has 9-10 billion euros on its books because of booming sales.

Prime minister Passos Coelho of Portugal makes the decision not to ask for a precautionary credit line from lenders, as Portugal exits the EU bailout program in April 2014. Portugal received bailout funds of $78 billion euros from the EU, IMF and the ECB in 2011. Portugal's economy is expected to see growth of 1% in the next 2 years. Unemployment declined from 17.7% in the beginning of 2013 to 15.2% in 1st quarter of 2014. Portugal returned to bond markets in April 2014 with 750 million euros of 10 year government bonds at 3.575%. Still Portugal will take a long time to fully recover and the EU will continue to monitor its financial position. The last loan to the IMF is scheduled for repayment in 2024 and to the EU in 2042. Exports and a return to bond markets are the two bright areas, but the government debt continued to climb from 94% in 2010 to 129% in 2014. A 15% unemployment rate and mere 1% growth through 2015 suggests a slow recovery similiar to Spain.

VW sales including Audi were up 34% in 2012. BMW sales were up 14%, and Daimler sales were up 15%. The growth rates for the German automakers surpassed growth in China. By manufacturing in the U.S. German automakers are better able to compete with the Detroit and Japanese carmakers in pricing. A third of BMW vehicles and a fourth of VW and Mercedes vehicles are now made in the U.S., according to LMC Automotive. VW has invested about $4 billion in the U.S. since 2008, including investment at a plant in Chattanooga, Tennessee. The German carmakers are now going for mass appeal with the VW Passat. Lower priced Mercedes models now sell for under $30,000. German exports to the U.S. increased by 24% in October 2012, compared to 18% for the eurozone overall. About 40% of German exports to the U.S are autos. Eurozone exports to the U.S. were up 18% in Oct 2012, and Britain's exports increased by 11%. British exports in Oct 2012 of 4 billion euros were second only to Germany at 8 billion euros....

This very exceptional report from the city of Recife in Brazil's northeastern state of Pernambuco, comes from WSJ reporters Johnson and Jelmayer. It is about the physicians Vanessa van der Linden Mota, and Ana van der Linden Mota, her mother, who first alerted health authorites in Pernambuco about the cases of encephaly and the links to the mosquito Zika Virus in Recife, Brazil. From 147 recorded encephaly cases, and babies born with shrunken skulls or calcified brain structure in 2014 in Brazil, the cases reported jumped to 4,180 suspected cases. Estimates of cases by 2020 for such cases run up to 50,000 to 100,000 if the problem is not tackled. The family of the van der lindens come from Dutch-German immigrants settled in northeastern Brazil, a less developed region of the country. The family is unique with five doctors including neuro pediatricians Ana and Vanessa working in public hospitals in Recife , and father Helio a neuro surgeon. The entire state of Pernambuco has a total of 15 neuropediatricians, according to this report. The Ebola Virus emerged in countries such as Sierra Leone and Liberia which suffered from war and neglect of health infrastructure. Here in Pernambuco state, as reporters Johnson and Jelmayer point out, the problem stems from neglect in public health infrastructure, especially sanitation and drinking water for shantytown dwellers and vast majority of poor residents in a city of 3.5 million, typical of developing countries in Latin America and South Asia, where development in some parts of the country have lagged far behind, and where needed public health infrastructure investments have not been made. Lack of dependable drinking water means collecting water in containers that are susceptible to breeding mosquitoes, such as the mosquitoes carrying the Zika Virus. A public debate on the lack of attention by socialist and worker's party led governments to this type of infrastructure and transportation services was already underway in Brazil leading to widespread protests in 2013. A $226 million investment in a soccer stadium in Recife, and similar investments in other smaller cities in the northeast were made under the Worker's Party government. Large investments for the Olympics now come as the economy contracted in 2015, and Brazil is hurt by another boom-bust cycle with the slowdown in China- with fiscal austerity policies, a loss of a third in the value of its currency, and the popularity rating of the newly elected government from the Worker's Party in single digits....

Fiat under Sergio Marchionne has come a long way since he joined in June 2004, and has since executed a most remarkable recovery. At the time he joined in 2004, Fiat was only using 70% of its 2.5 million capacity. Now by 2010 Fiat expects to make 3.5 million vehicles. At the time debt was 4.4 billion euros and cash flow was draining at a rapid rate. The $2 billion from GM as part of their agreement, came in handy to make several new car models. But Marchionne had to start with a whole new team, and tear up the old ways of doing business and the old hierarchy and management. He put a group of younger managers in charge, and brought in a style that was open honest and straight talking, with plenty of direct communication. By 2007 on the back of the Punto and the Fiat 500 and the Bravo and other new models, Fiat had made a record profit of 3.2 billion euros while eliminationg its industrial debt. Its a new way of doing business in Italy. Marchionne had moved quickly and decisively in making changes at Fiat. He flattened out the structure, and gave a small number of younger people the freedom to take the initiative. He also put the former design chief of Pininfarina in charge, and brought all the designers together in Turin's Mirafiori complex in Oficina 83. He put design at the core of the manufacturing process, and cut time to build new models for the Bravo and Fiat 500 from design freeze to production to 18 months from 26, by relying entirely on computer simulations and not building any prototypes. He also gave designers freedom, and took risks when it came to styling to come up with really original and exceptional designing. He also continued developing Fiat's advantage in fuel efficiency of its engines, so that its engines have lower average emissions than any competitor. On the other hand Fiat has been slow to take advantage of the growth in emerging markets in India, China and Russia. Russia for instance will soon become the largest market in Europe, larger than Germany. Fiat shows that the right manager can and does make a difference between disaster and making a big success. Alitalia is now in the situation that Fiat was then, it isstruggling to find its future. With Chrysler's collapse in the US, and the efforts to revive Chrysler, these are lessons applicable in the US also. ...

It costs about 8 million pounds for maintenance of St Paul's Cathedral. St Paul's Cathedral income declined by 90% as the pandemic led to fewer visitors and ticket sales. The government provides 3.3 million pounds from its culture recovery fund. Because this is not enough for maintenance, much less the 15 million pounds needed for the repair of the 17th century lead roof, one of England's best known cathedrals had to dip into and nearly exhaust its reserve funds. If this is the condition of St Paul's one can imagine what decades of misallocation of capital have done in the rest of the country. St Paul's Cathedral remained a defiant symbol of British resistance in the Second World War during the Battle of Britain.  The dean of the cathedral Very Rev. David Ison says "if we don't have the resources to pay for heating and lighting we may have to close our doors." Imagine closing England's most famous cathedral and symbol of its spirit for lack of funds. The Chief Correspondent of BBC News points out the dangers facing May and the British economy as the deadline of March approaches for invoking Article 50 to leave the EU and start negotiations. The possibilities of a "disorderly break" cannot be discounted, he says. There are many hurdles. The negotiations could get bogged down on the issue of settling outstanding obligations for which Britain owes 50-60 billion euros. Consumers will feel the effects of higher prices on their budgets as prices creep up. Already tech goods prices are reflecting the drop in value of the British pound. There is little solace to be found in the 6 months of steady economy following the Brexit vote as inflation has not hit consumers hard so far. Chancellor Merkel of Germany has said that there will be "no cherry picking" allowed in the negotiations. Oil supplies are not expected to go up with Mexicio and Russia's aging fields crimping production, non opec production barely budging with 1% increase this year according to IEA. Indonesia production down by half from its peak. Countries in the middle east like Iran are consuming more and have less available for export. And the Saudis plan to build huge chemical aluminium and other plants as well as cities in the desert, and increase electricity production. This will take up some of the oil production and make less available for export. Militant strikes have shut down over 25% of production of Nigeria's 2.5 million barrels a day of production repeatedly in the last few years. And Saudi Arabia has according to CERA only 2 million barrels a day of spare capacity or 2.3% that it can add, all of the safety cushion in one country according to Daniel Yergin. Yergin sees prices up to $150 barrel based on the supply constraints. The demand side is showing declining consumption in the USA but not by enough to compensate for growing consumption in China by 5% this year, and the increase in consumption in India, Russia, Brazil and other developing countries including Middle East. The reason for continuing consumption increases in the rest of the world is that price impact has been less severe in Europe because of the strong euro and oil priced in US dollars, and in China because Petrochina is required to put price caps so gasoline price increases are not that harsh. And India also cushions the price impact to some extent to protect consumers. And autos are just taking off in large numbers in China, Russia, India, Brazil and other countries. The drop in consumption in the USA has to be large enough to have an impact. And the shift to fuel efficient targets in the new fuel efficiency regulations in the USA are too modest and over a number of years to have any impact in the short term or in the next 1-3 years. In February US oil demand dropped to 19.7 million barrels a day, down 1 million barrels a day from the US average for 2007, but this insufficient conservation to impact price. Even though new cars are shifting to higher fuel efficient small cars the impact on the total fleet is gradual as cars on the road purchased in the last 5-10 years are still on the road. Even as the consumption falls in the US the offset is occurring in the other countries like China, Russia and India. Some of this is due to the euro and some to speculation but the supply constraints are real and demand momentum is still there in China, Middle east, Russia and India to keep offsetting savings elsewhere and keeping supplies tight. The euro increased in value by 2% while oil prices increased by 10% since the 1st week of April so there is more than the weakening dollar and some speculation to this surge, which may be why the normally cautious Yergin says the price rise to $150 is realistic and says, its not just that the genie is out of the bottle, a hundred genies are out of the bottle. That is to say for the immediate future of demand momentum and supply sluggishness which could run 6-24 months, to the Olympics and maybe a year or so from then. This ties in with the thinking behind the Goldman's estimate and CERA's estimate. ...

Spain's Finance Minister Luis de Guindos talks with reporters House and Perez from the Journal in March 2012. He says the situation Spain faces is very serious and the risks of declining growth are high. He points out that either way Spain loses, if the spending cuts and higher taxes lead to further decline in growth, markets are likely to penalize Spain with higher interest rates on its debt; and if Spain is seen as not doing enough to reduce its deficit, markets will penalize Spain. The yield on Spain's 10 year bond increased to 5.3% on April 2, 2012. The 2012 budget presented by Luis de Guindos calls for 27 billion euros ($36 billion) in cuts to reduce the deficit to 5.3% from 8.5% in 2011. Spain's situation is precarious because the cuts come when unemployment is at 20%, and youth unemployment exceeds 50%. A general strike in March 2012 over labor reforms brought protests drawing over 800,000 people. The government's forecast is for the Spanish economy to contract 1.7% in 2012. Luis de Guindos says half of the 2012 budget provisions have been implemented, with 15 billion euros of cuts implemented in December 2011, and new taxes presented in the 2012 budget implemented immediately. To help local governments with poor finances and owing suppliers 30 billion euros, the Spanish government has set up credit lines as a stimulus move. The net impact of the budget actions, stimulus move, and declining economic growth will be to increase Spain's debt to GDP ratio from 68.5% in 2011 to 78.5% in 2012, according to Luis de Guindos. Spain's plan is for gross issuance of government bonds of $86 billion in 2012....

The deterioration in the Irish banking crisis. An additional 13 billion euros will be needed by Irish banks to pay bad real estate debt, after this round of stress tests in March 2011, according to Ireland's Central Bank. This is on top of the 85 billion euros rescue package after collapse of the banks, and the 10 billion euros given by the EU and the IMF. Some estimates say the cost of the banking bust could reach $140 billion for a country with GDP of $241 billion. Ireland's interest payments on debt are estimated to rise to 13% of government revenues by 2012. Serious calls are being made for bondholders to share in the losses as the crisi escalates. Daniel Gros, Director of the Center of European Policy Studies, says policymakers in Europe saw the experience of Lehman Brothers and do not want to see a repeat of that experience at any cost. The weak banks in Germany and other lender countries are too politically connected in his view to be allowed to fail. German banks hold $62 billion in Irish Greek and Portuguese debt and French banks hold $26 billion. Hypo Real Estate, taken over by the German government, holds $14.5 billion of this debt. Bank assets in Europe are a larger share of the national economies in Europe than in the U.S. making the situation more intractable- In Britain over 3.5 times the economy, Ireland 2.5 times, in Netherlands 4.4 times, in France 3.25 times, in Spain 2 times and in Germany 1.5 times GDP, compared to 60% of GDP in the U.S. After the Irish government decided to guarantee the debt of its banks two years ago, Irish taxpayers are stuck with the entire cost of bad debt at the Irish banks....

Small businesses will have access to 10,000 euros per month of assistance, employees get short term work assistance, and people having trouble with rent receive assistance. Germany's furlough scheme is called Kurzarbeit. About 10.1 million workers are signed up for the scheme with about 5.6 million actually using it because they are working shorter hours than normal. Under the scheme about 60% of workers earnings are normally replaced with government aid with contributions from companies. For the pandemic the German government increased benefits to cover 70%-80% of lost earnings if a worker has lost over 50% of working hours. It cost about 9 billion euros and payments are made by the German Employment Agency. This scheme is being extended from the initial 12 month period to 24 months. A similar scheme in Britain that ends in October covered 80% of earnings for workers lost earnings up to 2500 pounds a month, at a cost of 35 million pounds up to August for 9.5 million employees at the peak. The British scheme is not being renewed. The U.S. has its own program of payments and unemployment insurance, yet unemployment is higher in the U.S. In Germany it was 6.3% in July, a moderate increase.  ...

Proposals for using a plan in the euro-zone, such as the Brady Plan. The Brady plan arranged for bondholders for Latin American debt to take losses of 30% in return for longer term debt instruments with lower rates, and backed by 30 year US zero coupon bonds. This helped restructure Latin American debt in the late 80's and early 90's, and helped countries in Latin America forge an economic recovery. At this time Angela Merkel from the German side is pushing for bondholders to take losses for having made risky loans, which was made part of the EU bailout plan in late November 2010. However investors in financial markets continued to push up bond yields for Belgium, Portugal, and also for Germany. There is the sense that something is needed that would require bondholders to take losses, with some compensating mechanism such as the Brady bonds. Also needed is a restructuring of debt without which euro-zone countries cannot stage an economic recovery. Ireland, Portugal and Spain can no longer devalue their national currencies as a way out of the financial crisis. This increases the urgency for coming up with a solution. Mr. Brady was asked about this at a financial markets conference recently. He said what is needed for such a plan to work, is to have a unified decision. In the Brady plan the US took the lead and agreement was arranged bringing together the bondholders and the sovereign countries. Nicholas Brady was Treasury Secretary of the US in the 1980's. Argentina, Brazil, Mexico and other countries restructured their debt, and commercal banks were able to reduce their exposure at a discount. The principal benefit to the lending banks was that they were able to exchange their claims on developing countries into tradeable instruments, and were able to get this debt off their balance sheets. The negotiations for the Brady bonds involved some form of "haircut" - meaning that the value of the bonds resulting from the restructurings was less than the face value of the bonds. Charles Dallara, managing director of the Institute of International Finance, which represents large global banks, describes the deal that was reached by eurozone leaders for restructuring Greece's debt in July 2011. He was one of the key negotiators. He says the agreement helps prevent contagion to Spain and Italy, and helps increase confidence in banks. By showing the losses are better understood and seen as manageable conveys a message that builds confidence for the banks and for the EU. And the effort to create the conditions for growth in Greece will make all the difference, he says. The Institute of International Finance estimates the deal will cost the banks and other investors $54 billion. Dallara says the turning point in the talks came in mid-July when European governments agreed to a plan for banks to swap Greek debt for new securities, backed by collateral.The focus then shifted to shaping the details. Josef Ackermann, chief executive of Deutsche Bank and chairman of the International Finance Institute, used his skills to pull the package together with European leaders. Dallara has experience going back to his days working on the negotiations for the Brady deal for Latin American debt in the 1980's. The Brady deal was also designed around banks swapping the old bonds for new ones with longer maturities and reduction of principal, and lower interest rates. In return the banks were given guarantees of repayment removing uncertainty- through 30 year U.S. zero coupon bonds- and making it possible for banks to start anew. The reduction of principal in the July 2011 eurozone agreement is around 20%, the Brady reduction was much larger, around 30%. This suggests eurozone governments are putting up more of the funds in this situation with the weaker condition of banks which may need to be recapitalized at some point, and the preservation of the euro itself at stake....

Chancellor points out that economists from Irving Fisher in 1929 to Ben Bernanke in the mid-1990's have often played the role of academic shills during each successive period of "This Time its Different, " claiming that there was some new event, technology, or innovation, that justified higher valuations of assets and higher institutional debt levels. He quotes Walter Bagehot who says about merchants and bankers of his day-" they fancy the prosperity they see will last always, that it is only the beginning of a greater prosperity." The significance of the book is that it suggests an hypothesis that is quite different from the general idea in 2011 that there won't be a protracted period of slow or marginal growth after a bubble of this nature. Because the bubble is also in other countries, in countries of the euro-zone, China, Turkey, Brazil, and other countries, the situation takes a much longer time to heal.

U.S. exports reached $2.34 trillion in 2014, increasing by $760 billion over the figure in 2009, according to the Commerce Department. Exports accounted for one third of the U.S. economic growth since 2009, say Pritzker and McNerney. Goods and services for exports supported 11.7 million U.S. jobs in 2014, and a Commerce Department 2010 paper shows these jobs pay 18% higher than jobs unrelated to exports. Commerce Department Secretary Pritzker, and McNerney, chairman of the President's Export Council, say free trade agreements and investment by private business is critical to supporting export promotion, but make no mention of the effect of the stronger dollar on future exports. In a period of a few months in 2015 the euro is approaching parity with the dollar and the yen is now 120 to the dollar, giving European and Japanese business a significant advantage, and raising questions about the strength of the U.S. recovery going forward.
