U.S. president Obama called Libya and the policy of not following up on helping establish a stable democratic government in Libya his biggest mistake. Kristof of the NYT says people looking back would say Syria and not establishing safe zones is Obama's biggest mistake. He describes the 470,000 deaths in Syria as a huge tragedy that could have been avoided to a large extent by setting up safe zones. Albright says force should be used carefully so as not to aggravate the situation but action taken where needed, something that was done successfully under Bill Clinton in the Bosnian conflict following Serbia's ethnic cleansing policy under Milosevic. Not only that, with the diplomacy of ambassador Holbrooke Clinton was able to negotiate the peace accords that hold till today- a huge achievement.  Kori Schake, director of defense strategy in the George W. Bush White House also agrees. This would have improved U.S. relations with Turkey as this was a key Turkish request. And it would have reduced the dimensions of the refugee crisis in Europe, which has hurt the European Union. The Brexit "No" vote many in Britain have attributed to ads showing refugees in endless numbers streaming across Europe's borders. Similar ads were used in Austria's elections. Kristof points out that Secretary of State Kerry's job of negotiating a peace is difficult in these conditions. Another issue raised by Kristof is the lack of Obama's leadership in helping the refugees in Jordan, Lebanon and Turkey, as he points out only 41% of this is funded. David Miliband former British Foreign Secretary, who heads the International Rescue Committee , says 200,000 Syrian kids are growing up in Lebanon without an education. George Washington counseled against getting involved in the wars on the European continent for a young nation, this advice was not followed in the Reagan and other administrations without showing the carefulness needed before action is taken. As Hillary Clinton has once pointed out the situation has resembled a pendulum swinging in the other direction under president Obama, and former Defense Secretary, Panetta, has expressed similar views. Jones, served in the first term of the Obama administration, many of these mistakes were made in the second term by president Obama and his White House advisors Dennis McDonough, Valerie Jarrett who clearly lacked the deep foreign policy experience of Hillary Clinton, Leon Panetta (who served under Bill Clinton), and Gates who served under many presidents). ...

Reorganizing a large and ineffective sales force at H-P is one of the biggest challenges facing new CEO Mark Hurd, who took the job in 2005. Under CEO Carly Fiorina the situation had deteriorated. The H-P sales force has become a large bureaucracy which takes much longer to get things done, with the added problems of duplication, redundant layers of management, delays getting approvals and so on. Corporate customers had difficulty reaching salespeople, and getting simple tasks done such as price quotes or getting a sample product took way too long for customers. Salespeople spent only 30% of their time in front of customers, with the bulk of their time spent navigating the large H-P bureaucracy to get things done. Out of 17000 salespeople only 10000 sell to customers, 7000 or 40% are in support or administrative positions. Four people from different groups can be found chasing the same customer, and different quotes from different salespeople cause duplication and confusion. H-P corporate salespeople did not specialize in any particular product area. And salespeople used 30 different types of software to track sales because of years of acquisitions, including the acquisition of Compaq. There are 11 layers of managers between the CEO and corporate customers. Hurd's solution was to organize the sales force so that it was responsible for specific products and specific countries, similiar to the situation he had seen at his previous company NCR. Responsibility and authority for decisionmaking were matched and clearly assigned. Each salesperson had a narrower focus and was to be limited to 3 accounts. H-P's 2000 corporate accounts would have just one salesperson to interface with. Sales would only use one type of software from Oracle Corporation. Changing an organization the size of H-P is a slow process. A year after these changes, the VP of Information Technology at Lear Corporation, says he still does not know who has been assigned as the salesperson for Lear. He has not seen much change in H-P sales. Hurd also reduced the number of employees by 10%, or about 14,500 people. After these layoffs the layers of management have been cut from eleven to eight between Hurd and the corporate customer, still too big a set of layers. ...

Fifth the lack of any idea what $25 or $50 billion given to GM and Chrysler would get the taxpayer, because if the market has collapsed then more money will be needed each year to pay salaries and contiinue operations in 2009, followed by 2010. The market has gone from 16 milllion to a 10 million rate in October 2008, if it drops to 8 million in 2009, it would require the companies to shrink by 50% as a rough guess, and the union contracts just negotiated would be totally inappropriate for the new market and financial conditions. Getting rid of those union contracts could only be done in a bankruptcy filing, as in bankruptcy everything would have to be done from scratch. Whereas in a bailout the unions would simply refuse to cooperate as they have done in the past. This is also what readers are saying when they say let the market economy work. A look at the reader comments on similar articles in the Washington Post and the WSJ also show an overwhelming number of readers not favoring taxpayer money for automakers without serious changes, and bringing a completely new management and board to get things off to a fresh start, with no legacy from the past. ...

The Indian government's restrictions on single brand retail store ownership by foreign companies has long been an impediment for companies like IKEA. The decision by the Indian government in 2012 to allow 100% ownership removes this impediment. However other restrictions are seen as onerous- one requirement is for 30% of sourcing to be done in India. IKEA management points out that the sourcing from small and midsize enterprises may be difficult. By contrast IKEA has increased local sourcing in China from 30 to 65% just to meet price competition fom local competitors, according to Jen Hansegard, head of the China operations.

The S.E.C.'s non-enforcement position on holding credit ratings agencies accountable and liable for credit ratings they issue on securities. This was done through a "no-action" letter issued in July 2010, that indicated the S.E.C. would not bring enforcement actions against issuers that did not disclose ratings in prospectuses. This decision was made for 6 months, but has now been extended indefinitely by the S.E.C. It defeats the intent of the Dodd-Frank law and opens the door to improper credit ratings being issued. This was one of the causes of the 2008 financial crisis.

Juarez, the city across from El Paso, has done well in the last 10 months with 27,000 jobs added in the maquiladoras. These foreign owned factories continue to attract business interest even with a drug war raging in the background. The reason is that Juarez connects straight to American Interstate highways and this makes it possible to deliver goods in 3-4 weeks in some cases from the time of order compared to 10 weeks for China. And wages can run as low as $4.21 an hour. Companies get incentives in the tax treatment and worker training is supported by the local government.

The London Interbank Offered Rate or LIBOR is a measure of the average interest rate for short term loans banks make to each other. It also acts as a measure of well a bank is doing. The importance of LIBOR comes from its use in setting the interest rates on trillions of dollars of coporate loans, home mortgages and other financial contracts. This is done by setting the rates on loans at a "spread" over LIBOR. Risky borrowers pay more, say 5 percentage points above LIBOR, safer borrowers may pay just half a percentage point above LIBOR. This was done under the Basic Law drafted in 1990, a mini-constitution that was the basis of transfer from Britain to China in 1997. About one in 5 German workers are in minijobs- about 7.4 million people in May 2013, according to estimates from the WSJ and Germany's Federal Employment Agency. Minijobs are a form of part time work that gets a German worker 450 euros a month free from taxes. Many of these jobs are in retail, healthcare and offer these industries more flexibility. Jobs are done by women, elderly, immigrants without work. The intent was to move these workers into full time work, but this is not happening as most workers in minijobs end up in a deadend status.

Pollution in the Indian capital as 963 new vehicles are added to the city's streets everyday. After the shift to CNG (Compressed natural Gas) a cleaner fuel by the city's buses and public transportation the air quality improved somewhat, now there is renewed fear that New Delhi will be as polluted as before and be in a toxic haze with hazardous air quality. With the introduction of a $2500 car by Tata Motors next year cars will be more affordable and with more cars on the streets pollution is likely to get worse unless something is done about it.

Dell is mired in two touch manufacturing for PC's which is costly especially for the more labor intensive manufacture of notebook computers. It is now planning the sale of all production asssembly factories to contract manufacturers. For Dell a contract manufacturer in Asia puts together the parts for a PC and the its assembled at a Dell plant hence the term two-touch. HP has more than half of its manufacturing done by contract manufacturers and its more cost effective so Dell is caught in a more costly production process which it could do with deskops for bsiness but not viable for notebooks.

The U.S. unemployment rate shows a surprising improvement. The unemployment rate drops to 13.3% in May dropping from 14.7% in April. Employers added 2.5 million jobs, as states reopen in phases. Hiring was seen in the hospitality, construction and education sectors. This is a piece of good news suggesting that the pandemic is likely to follow a pattern of rapid decline in economic activity and rapid gain in economic activity in 2020, till it gets back to close to the original level in January before the pandemic hit the U.S.  One of the reasons for the rapid gains after steep loss in economic activity is that the errors in preparing for the pandemic led to a loss of crucial weeks before responses were made giving the very contagious virus time to spread. Yet once the response was made in mid March it was coordinated - with U.S. and India acting together, and Europe also moving together with the U.S. The economic response was unprecedented in scale with the U.S. putting in close to 1.5 trillion and the European Union and British response also about $1.5 trillion. Jobs were protected in different ways either by loans to business, or payment of wages by the government or from funds for this purpose. After some vigorous debate the reopening also was done rapidly with regions less affected, and others following soon afterwards even taking some risks so that the economy could recover. ...

This gives a sobering view of the economic situation in Latin America. The Alternative for Germany AfD party's increasing popularity in the former communist eastern part of Germany based in Dresden, is hurting its popularity in the west. It is expected to do well in elections in Saxony where city of Dresden is located, and in Thuringia and in Brandenburg in election in the fall of 2019. Much of its support has come from being the only opposition to the open door refugee policy followed by chancellor Merkel, seen as goning too far.  Merkel herself and the new CDU leader Ann Margaret Kampbrauer have decided it was not the right policy considering that many or most are economic refugees. This policy is now reversed and migrants are down to a trickle, with a new policy of foreign aid and selective intervention to troubled countries to keep economic refugees in their home countries. This report says any gains in the east could come with loss of many more votes in the west as the party loses its popularity in the west. This is because far right parties always had done better in the east with its older population, higher unemployment and loss of population. This is a legacy from the communist period in eastern part of Germany, and the merging of the two Germanys that led to westward migration and loss of economic potential in the east.  ...

DJT pulling back student lending as a way to get universities and colleges to reduce prices. This is the first time any administration has done this. Universities have increased prices to the point where costs for tution are no longer affordable by a majority of the American people, and are now beyond the reach of the middle class or the working class of the Nation. Universities through management not sensitive to the Nation's needs and the needs of the American people, have kept raising tution to the point that it can cost more than the average salary in the US of $66,000 and more than 1.5 times the after tax income of $50,000 just to pay tution for an undergraduate degree- simply outrageous that educational institutions had forgotten their mission.
