WSJ reporter Bradley talks to Maliki's aides who say he is only interested in personal power not the future of Iraq. Gen. James Jones, National Security Advisor to U.S. president Obama 2009-2010, says Maliki's corrupt policies and using increased sectarian conflict to further personal power, and president Obama's failure to act in Syria when chemical weapons were used as well as not maintaining a training presence after the withdrawal, are both responsible for the summer 2014 collapse in Iraq.

Eyk Henning of the WSJ points out the slow response of regulator BaFin to information about problems at Deutsche Bank that suggest a broken culture in a report on March 28, 2014. This comes 6 years after the WSJ first reported the LIBOR rate manipulation in 2008 leading to British and U.S. regulatory investigations. In April 2015 Deutsche Bank made a legal settlement for LIBOR rate manipulation of $2.5 billion with U.S. and British regulators. As the time when regulatory authority passes to the European Central Bank, and after a period of 7 years since the 2008 WSJ report, BaFin finally sends its report on the broken culture at the bank. A month later the two co-CEO's at the bank resign.

More mammograms are done the more cancer is suspected, with many women being treated when there was no cancer. Some lives are saved but the large number of women who begin treatment when they have no cancer shows the technology is still not there for effective screening without arousing fears that are not founded. Both studies confirm this from decades of data of women taking mammograms.

The children of migrant workers were mostly brought up away from parents in rural areas by grandparents. The children born under a single child policy in urban areas had the opposite happen, with too much attention from doting parents. Both groups were raised in a manner not seen anywhere else in the world and face growing pains and lives with different burdens and needs than the rest of us. China's social and economic experiment may have come too fast, as policy planners may only now begin to realize. A lot may need to be done to address their needs and burdens, not so easily seen as the burdens of pollution and contamination whicha are easily observed.

Jiang Zemin, 86 years and former president, who set China on the three decade push for modernization, put his imprint on the seven member Politburo Standing Committee that runs China. Jinping and five other members of the Politburo are close allies of Jiang Zemin. Zemin was Mayor of Shanghai, China's business capital during the Koumintang pre war regime and now in the post war period. He made some of the reforms that led to China's entry into the World Trade Organization and its subsequent rise as a major trading nation. His support for Jinping gives the new president room for making political and economic changes that are needed in this period. The older members of the Politburo, most in the mid-60's, placed on the Politburo by Zemin are likely to be cautious and the outlook for change is uncertain.

The state acted responsibly by obtaining a supervisory role over the city's troubled finances. With all the surrounding atmosphere and talk of Republican deadlock with Democrats in the White House and Congress, Snyder, Walker, Judge Rosen, and others showed rare wisdom and courage to come together for innovative solutions.

Egypt and the Arab world is no exception. The Saudis and Emirates are able to deliver in economic terms as long as oil supplies and prices are high. Egypt has to find its own path and learn from the past to build the future.

Morales cited as a reason the $150 million in smuggling to neighboring countries of the $660 million in gasoline imports, wasting a significant part of the $380 million annual state gasoline subsidy which could be used for infrastructure. In Venezuela both opposing candidates for president Maduro and Capriles supported the state subsidy for gasoline that is exceptional among developing countries, and at a time when Venezuela is short of foreign currency for other imports.
