Forecasts show global oil output exceeding demand by 630,000 barrels a day for the fourth quarter of 2012. This is partly the result of extra oil supplies coming in from Saudi Arabia to counter the situation with Iran at the same time as oil demand is slowing with the economic slowdown in the U.S., Europe and China. Prices of crude declined to $85.73 a barrel on the Nymex, and $107.85 for Brent crude on the ICE Futures Exchange on Oct. 24, 2012. Goldman Sachs cut the 2013 price forecast for Brent crude to $110 a barrel from $130. Earlier the QE III monetary easing by the U.S. Federal Reserve had rallied oil prices because of a weakening of the dollar.

A steady decline in the price of Brent crude from $115 to $92 in the period from June to October 2014. Slow or no economic growth in Europe, and declining growth in China was the main reason. A cut in oil price by Saudi Arabia in September with lack of coordination in OPEC to control supplies when prices are declining, and increasing supplies from the U.S., provided additional basis for price declines. This price decline comes as large energy companies invested heavily in mega-projects to bring more oil supplies when prices were up to $128 by mid-2012. Consulting company EY estimate is that there are 163 such mega projects worth $1.1 trillion underway, most behind schedule and over budget. The projects were based on oil prices being over $100. Oil field development costs are increasing rapidly. Douglas Westwood, a consulting firm, estimate is that productivity of upstream capital spending has fallen by a factor of 5 since 2000, declining by 5% a year, as oilfield equipment and services demand exceeds supply. Greater technological sophistication also adds to cost such as Shell's Nobel Bully platform for deep sea drilling. See link- Noble Bully. Oil majors are now cutting spending, and some planned big projects are on hold. About $300 billion in assets may be up for sale. Shell plans to cut spending by 20% in 2014, Exxon and Chevron 5-6%. Shale oil projects in America need about $57 to be profitable with an internal rate of return of 10%, by one estimate. Yet this is an average and does not reflect differing producer costs. As its economy slows and facing high debt levels, China benefits by an estimated $18 billion a month from lower oil prices in 2015. The estimate is from Starfort Holdings, investment and private equity group. The estimates as China benefits from lower prices of all commodities, including oil, are of about $250 billion annually as China replenishes its stocks of commodities. With $12 million barrels imported daily China is a major emerging market beneficiary, along with India, of the drop in oil prices. Continuing pressure on prices from the expected resilience in shale oil production in the U.S. with learning and the development of new production methods means the benefits are likely to continue. China has also not renegotiated price points in deals made earlier at higher prices with China and Venezuela, as it pursues its foreign interests. Stockpiling of grains and edible oils are being increased by 33% in 2015 by $24.7 billion.

Oil prices at the pump for automobiles are declining for the seventh straight week. Prices declined to about $4. In Texas the average is about $3.67 a gallon. California has the highest gas prices at an average of $5.46 a gallon. The price decline is a result of rapidly slowing growth in China. China and India are still getting oil supplies from Russia which frees up oil supplies for the US to import. 

Public in the US is also cutting back on driving and the miles driven is likely to see a drop of 5-10% this summer. There is better planning of trips to combine errands. This helps combating climate change through conservation efforts that were neglected during the last decade.

insurance rates for oil tankers of 0.25% of ship's value increase to 1-2% in Iran war for Straits of Hormuz, US Development Finance Corporation says it will offer reinsurance to insurers to cap the price shippers pay. There is no shortage of insurers to insure ships for the Straits of Hormuz, Lloyd's of London is open for business. Shipping executives say they are concerned about the safety of the crew members, that it is about more than insurance. About 1000 shipos are waiting outside the Straits of Hormuz to make the journey through the Straits. At its narrowest point it is only 19 miles making it possible to plant mines in that area. The US is taking action and has sunk many Iranian minelayer ships.

U.S. gasoline prices at the retail level have come down only marginally with lower Nymex crude prices. The reason is the large difference between world crude oil prices and the prices for Nymex crude. Oil demand is expected to go up by 6.1% in China and 3.6% in India according to the International Energy Agency. J.P. Morgan Chase expects oil demand to grow by 1.2 million barrels a day in 2011. The IEA estimate is for 600,000 barrels a day increase for 2011.

If all the US seeks out of an agreement is getting nuclear material out of Iran to keep nuclear weapons out of the Middle East based on 5 decades of war in the Middle East- Afghanistan, Syria, Iraq, and now Iraq/ Lebanon- this is to protect the people of the world from nuclear weapons, including China, India, Brazil, Russia, EU and other nations. This was the goal of Democratic administrations also, only the Republican approach is to err on the side of safe and take zero chances on future nuclear escalation while the Democratic administrations were based on trust, trust which is not a sure thing in the Middle East political and cultural environment. Some of DJT comments were bluster, but the basic position is the same- against nuclear proliferation for a safer planet. In this light the Naval Blockade only seeks not to block Iran's path to a prosperous economy and a bright future for its people. Iran's economy is affected in the same way that India's and China's, Africa's is affected, for upwards of 4 billion people compared to 100 million for Iran. Africa, Pakistan and Bangladesh, Indonesia, among the poorest in the world, poorer by far than Iran. The economic impact on this part of the world is not part of Iranian perceptions. The economic impact on Gulf kingdoms an adversary of Iran is by comparison only a small fraction of the impact on the poorest countries. In this situation US is working to support the poorest segments of the Chinese people ( the part of China in the hinterland that is the one third not urbanized) and the Indian people through its cooperation and direct or indirect support. In this perspective the US economy stands as a steadfast support for US policy of fairness and respect for all nations since 1900- US is not one of the colonial powers such as Britain and France who created some of the artificial states Syria, Iraq, out of the remains of the collapsed Ottoman Empire in the interest of their Empires by 1921, and setup regimes in Iran for its oil, that are the source of today's problems and wars. No Empire of Britain and France promised Iran $28 billion as this Nation does today if Iran ships nuclear material out of Iran for a 100 percent shift to a peaceful Middle East that works for the modernization and industrial development of its economies in the interests of the people. ...

It might not all make sense that the Pakistan/China mediated ceasefire conditions (including US and Israeli condition of no nuclear weapons development and ballistic missile development) are really not known even in the media today, only known to the Iranian government and the US government. In these conditions Iran's government gets to show that it had achieved its goals, even with enormous reconstruction costs of the damage done during the war. DJT had pointed to a sort of regime change in Iran after most of the earlier leadership has been removed, and new leaders in place who are keen on setting up conditions for their own administration replacing the old one.  Over the period 2027-2030 the prospect is real that China, India and Japan may shift their oil supplies sources to other regions, increase conservation per unit of GDP, and increase supplies of renewable energy, steps already taken by Germany over the last decade. Most media looks only what happens today and in 2026. This may be the last of the Middle East Wars before Europe and the US, and India, China, Japan shift away from the Middle East to get supplies of fossil fuels, and it may bring new renewables technologies that reduce the dependence on fossil fuels to the point of making a true transition to renewable energy. It may also be the last of the Middle East Wars in the sense that people of European nations and the US insist on no involvement in MIddle East as a sort of quagmire for squandering American, European and Asian vital resources of people and capital, ample example being given over the last 40 years. Considering the costs of the war and the moral cost of destroying infrastructure such as power plants that hurt the local population more than the regime in power, China, Japan, the US, and EU, India may find it is easier to race each other in coming up with alternative supplies and shifting to renewable energy faster than planned, making Middle Eastern oil supplies  and volatility in prices redundant, which would be a good thing after the hugely negative and costly experience of the last 50 years of dependence.     ...

Russia stated at a meeting of OPEC oil producers that it would not accept cuts in oil production to stabilize the oil market. The coronavirus effects on the world economy have resulted in a sharp decline in demand for oil. This lack of an agreement among oil producers is leading to a steep drop of 30% in oil prices on March 9, 2020. The Russian position in talks was that it was too early for deep cuts considering that the  true impact of the coronavirus on the world economy was unknown, and that the loss of 1 million bbd from Libya had already reduced production. Experts say the Russians wanted to stabilize oil prices around $50 a barrel and the Saudis a bit higher. Under the OPEC agreement Russia would have to reduce its production by 1.5 million barrels per day (bbd), in addition to 2.1 million bbd from previous cuts that would be extended to March, which it found unacceptable. The impact of the double whammy of continued increase in coronavirus cases around the world and the drop in oil prices as a reflection of business confidence was also felt in world stock markets.  Russia's budget is less sensitive to oil prices than the Saudis. The Saudis need somewhere near $80 per barrel to breakeven. Analysts say Russia does not want to lose market share to American shale oil companies which do not have output cuts and benefit from lower oil prices. Shale oil companies in the U.S. are struggling in the present situation of low prices as many of them need $65 a barrel in price to breakeven. About 208 shale oil companies in the U.S. made bankruptcy filings since 2015.  The oil importing countries with increasing oil imports such as India will benefit from the drop in oil prices. Politics in the Middle East also may play a part in decisions as the Saudis oppose intervention in Syria and Iraq by Russia and Iran. Rising shale oil production in the U.S. could also be one of the additional targets of Saudi policy. One consequence is that OPEC is divided with the Saudis going their own way.

Shale oil producer spending in the U.S. is forecast to drop by 3%, but this will still add one million barrels a day of additional shale oil production. Prices are now at about $45 a barrel and shale producers are cutting back on production rigs in operation with the 40% decline in oil prices. Chevron CEO John Watson says the U.S. needs more affordable energy, and this means it needs to find more fossil fuels. It needs more oil gas and coal. He says the U.S. should take advantage of its own fossil fuel resources. People want strong environmental standards, but as Watson puts it, their top most priority is affordable energy which creates economic growth and jobs. He criticizes the Obama administration for not pushing ahead with developing of U.S. offshore oil, because BP's problems were not systemic and industry wide. He calls for dramatically increasing U.S. oil production, and doing this immediately. Worldwide Chevron plans to invest $26 billion for its exploration budget, and plans to drill in Australia, Western Africa, Gulf of Thailand and other locations. Watson points out that the dynamics of oil production are affected by two factors, price and technology. With current prices at over $100 a barrel more oil is accessible. At these prices new technologies can make it possible to use existing older wells to increase production. He cites the example of Bakersfield, where steam flooding is helping get 70 to 80 barrels out of every 100 barrels in the ground, when in the past Chevron could only get 10-20 barrels of oil. Another technology he mentions is hydrofracking for producing large and cheap supplies of natural gas. Chevron acquired Atlas Energy for $3.2 billion in 2010 to enter this market. Ailworth and Faucon describe the ways in which shale oil producers such as Continental Resources in Texas and S. Dakota are responding to the drop in oil prices. One strategy adopted is to put off 60% of the expense of production by not completing the final stages of production of hydraulic fracturing, but keeping the wells ready so that production can quickly be ramped up if prices go to the $60-65 range. EOG Resources, Andarko, Apache, Chesapeake Energy, are also following this strategy. There are about 3000 such wells, not pumping but drilled and ready for hydraulic fracturing, according to RBC Capital Markets estimates. This strategy would mean large shale oil supplies well into the future to keep oil prices low. Production from lower cost wells continues with U.S. oil production climbing to a new high of 9.4 million barrels a day for week ending March 6, 2015, according to federal data. This shows that this is a new situation and the resilience of shale oil supplies may have been underestimated. Another strategy adopted by other large companies such as Exxon is to continue to develop technology by learning to get the oil out of the rock in the most cost efficient way. The capital investment in U.S. shale oil has dropped by $50 billion in 2015 compared to 2014. The number of oil rigs drilling declined to 866 in the U.S. by March 2015, according to Baker Hughes....

This increases US military sales to India to over $20 billion. FOr India to get a good trade agreement with the US, the US government set two conditions - increase purchases of US products and stop funding Russian attacks on Ukraine by reverting to the situation in 2019 when India purchased about 4% of its oil from Russia. India's purchases of discounted oil from Russia are a recent development. Indian and Chinese refiners have cut purchases of Russian oil, according to recent reports in WSJ. The increasing arms purchases from the US is a development that has taken place throughout the Modi administration since 2014 cutting dependence on Russian supplies including India's building its own capacity for defense products.
