Khalid al-Falih, chairman of Saudi Aramco, says at the World Economic Forum in Davos, on Jan. 26, 2016- "If prices continue to be low, we will be able to withstand it for a long, long time." With $630 billion in foreign currency reserves the Saudis are following a long term policy of full production. Gasoline subsidies are being reduced, IPO of Saudi Aramco being discussed to raise additional capital, and other steps being taken to plan for long term oil prices. Flexibility for a change in policy is diminished with the addition of Iranian oil production to supplies following the lifting of sanctions. The events in 2015-2016 of Russian bombing campaign in Syria, and the cutoff of diplomatic relations with Iran, have worsened the standoff with Iran and Russia in the Middle East conflict. As a result it appears that the Saudis are settling down for a long term policy of full production which would keep oil prices low for the long term. India, Japan, China, the U.S. and the European Union, Turkey and other countries benefit from low oil prices when their economies need a boost in 2016-2017....

Efforts by King Abdullah of Saudi Arabia to mediate differences between Qatar, which supports the Muslim Brotherhood, and Egypt's military government under Sissi, as the security threats in the region intensify. At the Gulf Cooperation Council meetings an effort to reduce differences between the Saudis and U.A.E. with Qatar, as the Middle East fragments bringing conflict to Libya and Iraq, in addition to Syria. The 1953 coup that toppled the elected Mossadegh government was supported and attributed to planning by the CIA. During a cold war with the Soviet Union countries in the middle were considered expendable by either side. Added to this was the interest of big oil companies similiar to the Anglo-French response in the Suez Canal crisis of 1956. This still rankles with Iranians. In response to the election of President Obama and his offer for an open discussion the Iranian President Ahmedinejad calls for an apology for that coup and the toppling of an elected government. This led to replacing it with the Shah's monarchy which was overthrown in 1979 after 26 years.

The P5+1 talks with Iran are stalled and not ending in agreement by August 2012. The former head of military intelligence of Israel, says the Obama administration needs to tell the Israeli parliament Knesset directly that preventing a nuclear Iran is a U.S. interest and the U.S. will take military action if needed. He points out that the U.S. with its larger operational capabilities can take additional time compared to the Israeli capabilities, but this goes against Israel's creed of not relying on the U.S. for its defense or outsourcing defense. For the Israelis to rely on the U.S. it needs this clear committment and statement of intention. In addition the Obama administration needs to take five steps to reassure Israel says Yadlin: a statement to Congress in writing that the president reserves the right to take military action, increased military presence in the gulf, provide advanced military technology and intelligence to Israel to enlarge Israel's window for military action in exchange for giving sanctions and diplomacy more time, talk publicly about the dangers of reconstitution of Iran's nuclear program, and commit to the security of U.S. allies in the gulf. The strategy Yadlin emphasizes is that if this is going to work for a peaceful goal, preparing for war is essential....

Israel's ambassador to the U.S., Michael Oren, describes Iran's efforts to make weapons grade nuclear material, escalating the enrichment process from 3.5% to 20%. He says Iran now has 225 pounds of 20% uranium and 11,000 pounds of 3.5%, enough for 5 nuclear bombs, and points out that 20% uranium can be enhanced to weapons grade in weeks. During the initial negotiations the P5+1 nations demanded suspension of enrichment acitivites at a time when the enrichment process was at 3.5%, and transfer of stockpiles abroad. As negotiations dragged on Iran escalated to 20% enrichment. current demands of the P5+1 are for cessation of 20% enrichment and removal of the 20% stockpile, and closing the facility at Qom, as a first step. This has been rejected by Iran. In this op-ed Oren says Israel alerted the world about the Iranian nuclear program 20 years ago, and as this has continued to what it is today, Israel's view is that much of that time was wasted and the window for international efforts to cease and dismantle Iran's nuclear program is almost shut. ...

Zalmay Khalizad, a former diplomat to Iraq, reports from Iraq after discussions with prominent Iraqis, describes the state of U.S. relations with Iraq under the Abadi government. He says the Ayatollah Sistani in Iraq prime minister Abadi, and Iraqi public opinion, now favor improved relations with the U.S. following the sectarianism promoted by prime minister Maliki and Iran's expanded role in Iraq. Other reports show Iraqi opinion in transition as the U.S. withdrawal promoted by Maliki has led to 2 million refugees, and huge dislocation of people with the expansion of Islamic State from Syria into Iraq. The change in opinion is also towards promoting better relations with Sunni countries. People in the region do not see a bright future with an increase in religious tensions that only lead to more destructive behaviours and increase in refugees. Towards the end of the Bush administration there was some hope that Iraq would see a bright future, only to see this reversed under Maliki's sectarian policies. U.S. public opinion has shifted away from any involvement following the failure of the people in the region to resolve differences and live peacefully. The cost of the wars with little gained as a result of the failure of the people in the region to work together in the common interest is a part of the public debate in the U.S. presidential election of 2016. Sectarianism in the region is the root cause of the growth of the Islamic State and the expansion of the war in Syria, and this has not only worsened the situation for the people in the region, delayed economic development given large oil resources, and left the region worse off than before. It has also led to the refugee flow into Europe worsening the situation in the European Union, adding to tensions in European societies such as France, Germany, Denmark and Sweden, following terrorist attacks and political parties promoting fear of immigrants. What started as a U.S. response to terrorism originating in this region in New York, followed by the war in Iraq, has led to more convulsions in this region, a huge number of refugees, whole country populations displaced, and requires a fresh rethinking about what people in the region can do to live and work together and promote the peaceful participation of people in their own development and growth, before Western societies consider further involvement. The statement about lost to Iran in the title also suggests framing of statements in the old way that are the root of the problem. When the dust settles years from now Iranians, Iraqis, Saudis, Yemeni, Turkish, Pakistani, Indian and other Muslim societies may want to look back at this period as reflecting the dangers of getting caught up in the geopolitics of world powers, letting religious sentiment override calmer thinking, and reflect on the brighter aspects of the common Islamic heritage in Iran, Turkey, India, expressed humanly as it is always is in different ways and forms. They can also take hope and confidence in the fact that European societies have struck the same rocks and emerged calmer, wiser, and better than before....

Trofimov provides a much needed perspective to the situation in the Middle East in 2015. The title about redrawing borders on ethnic lines is misleading, as the essay's conclusions point to the need for various communities to find a way to live together without ethnic cleansing and intolerance in attitudes. With modernization different communities, Sunni and Shiite, already live together in the larger cities in the Middle East. Trofimov points out that the original intentions of U.S. president Woodrow Wilson were for diversity, and building modern institutions of government as the best way forward. This was not carried out by British and French rulers following struggles for independence against the colonial authorites. Following the collapse of the Ottoman Empire in 1918, Britain and France were the dominant powers, and the boundaries were drawn up for Syria, Iraq, Jordan, Palestine, Saudi Arabia and other states, under the British-French Sykes-Picot agreement of 1916. Britain and France increased the role of minority groups to maintain their control following independence struggles in Iraq and Syria, a situation which helped Alawites gain control in Syria and Sunnis in Iraq. Shiite rule in todays Iraq has not lessened tensions, and intolerance only creates tensions in the broader region. Which makes redrawing boundaries around ethnic lines in a defacto acceptance of the current situation, not the lasting road to peace in the Middle East. In Iran, Russia with Britain was involved in the partition of parts of Iran into three zones, a Russian zone including Isfahan in the north, a British zone in the south east and a neutral zone in the middle. This happened in 1907 soon after a independence movement helped write a constitution in the 1901-1907 period, showing that many foreign powers were involved in the region, not just Britain and France. The discovery of oil in 1908 by a British company created the question of how to distribute the profits, which led to 70 years of disagreement and tensions in Iran. The resulting tensions exacerbated the conflict between religious authorites and Mossadegh in the early fifties with the fear of Communism, and exacerbated the conflict between the religious authorites and the government under the Shah by 1979 with misuse of oil wealth, ending with his overthrow and the supreme authority of the Ayatollah. Oil has proved to be as divisive, and wasteful of development opportunities, in Iran as it has been in Nigeria and other oil dependent nations. Multiple issues exist in the Middle East, not just the artificial redrawing of boundaries by the French and British, which makes the defacto redrawing of boundaries along ethnic divisions, not the answer but another step with its own dangers, along the path towards peace and economic development in the region. ...

U.S. Defense Secretary, Leon Panetta, held three way talks with Egypt's president, Mohamed Morsi and the head of the military, Hussein Tantawi. Panetta said of Morsi- " I was convinced that President Morsi is his own man." Panetta said Morsi is committed to democratic reforms and representing all Egyptians. President Morsi sent a letter to Israeli president Shimon Peres expressing deep thanks for a Ramadan greeting and expressing hope for new peace talks with the Palestinians. Scott Anderson of the NYT provides an indepth look at the Arab World and its fragmentation through the eyes of five people from each part of the Arab world- Egyptian, Kurd, Syrian, Iraqi and Jordanian. He says the countries that fell apart are precisely the ones that were formed by the British and the French, and Italy, following the defeat of the Ottoman Empire  using divide and rule policies- Britain in Iraq, France in Syria, and Italy in Libya- without much thought given to setting up viable nation states. This is why Iraq has a Sunni-Shia divide, Syria has similar divisions, and Libya with a largely tribal based structure, never really held together after the colonial powers left, and were held together only by strong dictators. Today's problems trace back to these historical events. This is complicated by the largely young demographic and restlessness of the people for change coupled with problems of underdevelopment in education, tribal loyalties, religious loyalties, and lack of political and social structures that could keep the countries together as change and transition to democratic processes took place. The role of the military further complicated matters in Egypt. Even Iran experienced these divisions because of the intervention of the great powers including Russia in Iran since 1900, leading to swings between liberal governments, foreign power supported governments, and a swing back to religious leadership as at present. This is one view of the region, others are presented by Ramadan (Oxford),  Bernard Lewis (Princeton), and leaders in Qatar and Emirates, other experts, some of whom point to the failure in leadership and the elites to find solutions to the problems of underdevelopment, in education, health, infrastructure, and aspirations for a voice in their governance. As the same divisions left by colonial powers affected Asia- in India, China, and Korea, but a larger vision of progress prevailed through crises and difficulties.        ...
