Experts say there are only a couple of hundred high-integrity welders in Britain. Many manufacuring jobs go unfilled because of lack of skilled workers. Britain is trying to close this gap and reduce unemployment for young people by increasing apprenticeships in industry and worker training. The UK government allocated 1.57 billion pounds on worker training programs in 2013. Britain had 868,000 people in apprenticeship programs in 2013. EEF, a British trade group, says 80% of manufacturers have difficulty finding skilled workers with technical skills. Britain has done very poorly in the area of worker skills training according to the OECD. About 2.74 million new manufacturing jobs are expected to be created in Britain by 2020, of this 1.86 million will require engineering skills, according to EEF. A lot more needs to be done, as companies need to double the number of apprenticeships to meet expected needs.

The 3 days of mourning announced by the government and its sensitivity to what ordinary Chinese are saying shows the effectiveness of Internet as a medium of expression in a time where most official media is controlled by the government. In this case the government actually welcomed the free expression on the internet because it was seen as an expression of national feelings and so respected and treated. It also influenced the actions of individuals and business in the private sector. So the earthquake may have produced some positive things in terms of promoting democratic free expression of thoughts and ideas.

Eco-power washes for engines developed by Pratt and Whitney, a manufacturer of jet engines, is aservice that costs $3000 to $5000 per wash. It helps take the dirt and sludge off the engines that accumulates after ears of flying. The caked on grime from the inside of the engine can reduce fuel consumption by 1.2%, which adds up over time. Pratt estimates that if the entire industry used this service $1 billion in fuel costs could be saved and emissions of carbon dioxide reduced by 3.2 billion pounds. There is additional savings in maintenance as the engines run cooler when cleaned, and airlines can avoid costly overhauls for as long as 18 additional months. Wasdhing takes 90 minutes, is clean and pays for itself in weeks. Southwest started its program in April and by late May 2008 had done 248 washes. It estimates savings from these washes at $1.6 million.

India signs a deal with Canada for the supply of 7.1 million pounds of uranium concentrate by Saskatchewan's Cameco Inc. over the next 5 years. At the current market spot price this is worth about $300 million. Cameco exports about 31-33 million pounds every year. India plans to dramatically increase electricity production using nuclear energy, from 6000 megawatts meeting only 3% of energy needs to 45,000 megawatts by 2032.

How the shorter workweek is being tried at places such as Microsoft Japan, Toyota Gothenburg, Australian software company Icelab, and South Korean e-commerce company Woowa Brothers, with good results. Results include better collaboration, setting priorities effectively, and mutual respect for time. Workers get time to think, gain new perspectives, gather new ideas, and recover from weekly pressures. This WSJ reporter looked at over one hundred companies and found that if  done right it can improve company profitability and productivity. In a 4 week trial Microsoft Japan improved productivity by 40%. Alex Pang shows how this is being done in a new book - "Shorter: Work Better, Smarter and Less- Here's How." One way the shorter workweek works is by making everyone think what was not working during hectic work weeks without desired results, more work just adding to pressure and not producing results. For instance meetings had to be shorter and confined to certain hours only. Distractions had to be cut down effectively. Even soft music could help people concentrate. Building a new culture also helps bring people closer and find ways to work more effectively than in the past. The reinvigoration and ability to recover from pressures works wonders say experts and brings a new level of concentration, motivation and effectiveness. It is interesting to note that some of the pioneering effort in this area is coming from Japan and South Korea where long hours were tried and people began to realize that this approach to better results had serious drawbacks, and there had to be better ways.    ...

The Fabian Society suggests extending the freeze on income thresholds to generate 12 billion pounds. The reasoning is that it would be fair to most of the middle and lower income households- only the top 20% would pay higher. “The chancellor  (Reeves) recently she wanted to ensure that those with the ‘broadest shoulders pay their fair share of tax’. Our modelling suggests that half (49%) of the revenue raised would come from the highest-earning fifth of households. Conversely, the poorest fifth of households would bear just 4% of the cost,” he writes. “With our public services in dire need of investment, and our public finances under great pressure, there are few good options. Continuing the freeze in income tax thresholds for a further two years is surely one of the better ones." Reeves has been a poor choice for chancellor throughout this Labor administration as she lacked the ideas to go with the grassroots and the people all across Britain struggling to live beyond paycheck to paycheck including the middle class, and follow Labour's own instincts about what was right for Britain at this time in 2025. In this case 49% of the revenue would come from the highest earning fifth of the households and only 4% from the poorest fifth of households. Such choices have inevitably to be made and a lot is needed for the infrastructure and services that benefit all segments of the population and most the four fifths of the population. ...

Each year malaria kills 500,000 people mostly in Africa, including 260,000 children. A vaccine jab for malaria has finally been developed. It took 34 years for Dr. Ripley Ballou, 70 years, to refine the technology while working at GSK in Britain to get this done. Ballou himself had malaria and could experience its debilitating effect. This made him resolve to find a solution. The vaccine jab is the first for a parasite and the first developed from scratch for African children. Its effectiveness wanes over months so that its use is intended for the rainy season. By giving 3 shots just before the rainy season when malaria is at its peak it can reach 70% effectiveness, say British experts. It is cost effective as other prevention measures as nets over beds- it will cost about $2 -$10. When combined with other anti-malarial medicines it is about 90% effective. Its safety is proven after having given 2.3 million jabs of the vaccine in African countries. Experts estimate it will prevent 5.4 million cases of malaria, from Mali to Kenya, and from India to Indonesia where malaria is still a danger. Malaria can repeat itself many times for the same person over a lifetime, increasing the health risks and damage to health. The vaccine was developed using technology that produces a protein that is also found on the outside of the malaria parasites in the early stages of its lifecycle. It exposes the immune system of a person to this protein to build up immune defenses. This British discovery will help African  Asian, and Latin American countries build confidence in their health systems ability to cope with dangerous diseases. In doing this it will improve the quality of life and combined with other health actions provide a better life in the poorest countries.   ...

For a change see parts of Tokyo you normally do not see, and way down in Kyushu island see the Kagoshima region. It is part of this trip to Japan for a 4 day break suggested in The Times of London. 1) Take the Toei streetcar- take the Tokyo Sakura tram running from Minowabishi station in Arakawa, where bits of old Tokyo still exist in narrow alleyways and pubs. Take the tramcar to Waseda station in Shinjuku. An hour's ride and 30 stations with a one day ticket to hop on and off as you feel like. 2) Take in the Sumoida Hokusai museum, and see the famous works of Katsuhika Hokusai, at a museum dedicated to him. Don't miss the woodblock print Under the Wave off Kanagawa, and the series Thirty six views of Mt. Fuji.  3) On Day 2 head to Kagoshima, a 2 hour plane ride from Tokyo. There are 20 flights from Hnaeda airport in Tokyo to Kagoshima airport. You will see Mt. Fuji from the plane at 11,000 feet. In Kagoshima take the airport bus to the city centre and get on the Sakurajima Ferry, about 15 minutes running 3-4 times an hour, 24 hours a day. It goes to Kirishima-Kinkowan National Park, with active volcano Mount Sakurajima, cedar woods, sandy beaches, azalea covered mountain slopes. Try the mineral springs or onsen for a serene atmosphere. 4) For Day 3 take the Ibutama train for an hour ride from beachside town of Ibusuki for sea views, and look for "Mystery Island." During the summer months a sandbar causeway appears for some time allowing one to cross and look at the uninhabited island amidst the sound of the waves and sea air. Then back to Tokyo after a zen period of serenity and calm.   ...

Tech is not going to fix this, say software experts from tech companies. Google and Apple's efforts in coming up with an app have fizzled out, says this report in thee WSJ. Has the U.S. lost precious time in waiting for an app by tech companies to be developed, instead of doing what India and Britain have done. India introduced its own app Aarogya Setu app from the Indian government. Britain had the National Health Service develop its app. India acted quickly. Is an app needed or essential? Germany decided that contact tracing based on Asian country experience was mainly about human contact tracers with skills to make the phone calls. All they needed was a centralized database on a computer and a phone. Germany set up teams at offices in each district in Germany and quickly plodded ahead even if all the offices were not fully staffed. In fact a third of the offices needed more people and resources. Yet the speed of action is something like 80 to 90% of the contact tracing effort when the team has the skill set to call. This is because clusters of infections do not wait - they spread. There is simply no time to waste. The German effort has produced the best results so far of any country of this size- Germany has 85 million people. The reproduction ratio is at 1.13 and Germany remains vigilant. It is the first country to reopen in Europe, and is methodically doing the right actions, much that the world can and should learn from. Contact tracing teams worked round the clock in the early days, they are still hard at work today, using their human skills to talk to people and find out who they were in contact with, calling the contacts in turn, at each step working to isolate where needed with followup calls from the state health departments. ...

In efforts to get Iran to end its uranium enrichment program a package of incentives includes full involvement in Iran's oil and gas industry, and full integration into organizations like the WTO. It includes offering state of the art light water reactor technologies for electricity generation, and a substantive package of nuclear R&D cooperation. This is a set of terms offered by the US and European partners as a combination and presented to Iran by the EU's foreign policy chief Javier Solana. Iranian negotiator Ali Larijani stated in response that Iran was ready to enter a another round of talks to reach a balanced conclusion and Bush called it a positive response. Robert Einhorn, a proliferation expert at the Center for Strategic and International Studies, argues that the main issues for Iran are prestige and security. And the only way the U.S. can address this he said is for the Bush administration to restore normalized relations with Iran.

Bill Gross of PIMCO on how he had 10 Credit Anaysts in PIMCO go out into the real estate market in 2006- two or three times a month as home buyers- to find out what was really happening in the real estate market. This went on till June 2008. In this way he found things about the lack of down payments, poor documentation, and practices in the real estate mania that helped PIMCO get a better sense of the market. Staying out of the real estate market meant underperforming relative to peers, and this wasn't easy for the 9-12 months before the Lehman Brothers bankruptcy, says Gross. Gross points out that as an investor its hard to get the timing right, as hard as when he has that extra hour and half being up at 4.30 am instead of 6.00 because he isn't sure he can get it right waking up at 6.00.

Tax cuts initiated by the Bush administration and to a smaller degree by the Obama administration account for $6.3 trillon of the $10 trillion deficit in 2011. This is about half the $12.7 trillion gap between the $2.3 trillion surplus predicted by the CBO a decade ago for the year 2011 and the current deficit of $10.4 trillon. Two wars and higher defense spending add another $2 trillion. The Stimulus added $700 billon. The Prescription Drug Benefit for seniors $272 billion. This is based on new analysis of CBO data by the Pew Fiscal Analysis Initiative. The record shows unrestrained spending by both parties has led to the current mess. Pete Domenici who chaired the Senate Budget Committee at the time of the first tax cuts in 2001 says "in the end the floodgates were opened." This also shows how quickly the situation can change if sound fiscal practices are abandoned. Two wars were financed entirely with borrowed money for the first time in U.S. history.

The new Apple iPhone 4S failed to impress analysts looking for further advances in design and capabilities. This is the fifth generation of the iPhone that was first introduced in 2007. A personal assistant software Siri enables voice commands for checking weather and responses to text mesages. Prices start at $199 for 16 gigabyte models with a two year contract. Sprint, AT&T and Verizon will offer the phone.

Andrew Ross Sorkin points out that investors are sitting on their hands and money is moving out of the stock market. About $171 billion has moved out of mutual funds over the last year, according to the Investment Company Institute. About $208 billion has gone into the bond market in the same period. There are now fewer long term investors and the market is dominated by professionals which increases the volatility. There is a lack of confidence in the economy, the same reason that businesses in the U.S. are sitting on $2 trillion in cash that could be invested, and for investors the feeling that the market is rigged to favor insiders. The Financial Literacy Group surveyed 878 students at 18 high schools in 11 states in the U.S. It found that three fourths of the students agreed with the statement: "The stock market is rigged mostly to benefit greedy Wall Street bankers."

Spain's residential real estate mortgages are expected to be more stressed in the future as unemployment continues above 20%, and with the austerity policies of the government. Experts say that the 2.6% of residential mortgages that are 90 days past due - down from 3.1% last year- does not reflect the true condition of borrowers. Banks have encouraged low interest deals with borrowers and found ways to keep them from becoming delinquent by working with borrowers. Most loans are on first homes and on average for 60% of the value of the property. Even if a debtor defaults he keeps the mortgage debt for 15 years, which discourages default. Unemployment is lower than the 20% figure because of jobs in agriculture and services that are not reflected in the statistics. These factors have mitigated the extent of residential mortgage defaults. But a continued downturn in the economy, experts say, will show up in higher number of residential mortgage defaults in the future.

Mohamed El-Erian, CEO of PIMCO, on the European crisis. Things he says to watch, whether the Greece problem is treated for what it is, which is a solvency not a liquidity problem. The current solution he says relies too much on fiscal cuts which can end up worsening the recession, and keeps Greece under a cloud that will further reduce new investment and lead to drops in GDP, and the increase in the debt-to-GDP ratio for Greece is likely. He calls defending Greece's high debt not something that can be defended with the actions taken to date. Other things to watch are whether ways can be found to limit the damage for European growth and the world economy, and whether serious steps can be taken to limit market swings that are a result of investors again overleveraging themselves. Krugman questions whether the assumptions behind the austerity policies are true- that they would inspire confidence in economic recovery, or that in the absence of austerity policies borrowing costs would go through the roof. The recent events in Holland with the collapse of the government in the Netherlands- when a party leader supporting the government said he did not want to hurt pensioners in the Netherlands just to satisfy German opinion- and the mood in France with economic anxiety vote going to Marie Le Pen and Francois Hollande in the first round of presidential elections, shows that very little confidence has been created. High unemployment and economic anxiety are leading to a reappraisal of austerity cuts that depress the economy and reduce tax revenues, but Krugman says no changes are taking place to correct these policies. This is true for Spain with its high unemployment, and Britain which now has two quarters of negative growth.

The poor decisions made by former CEO, Mark Hurd, leading to underinvestment in research and development and lack of funding for H-P Labs, leave H-P in a weaker position. The cuts were lauded at the time by the financial media but left the company with weaker technological capabilities. The distractions since 2005, with changing CEO's and lack of proper direction in the company, a weak board of directors, a large bureaucracy and inefficient sales force, and the emergence of low cost competitors from Taiwan, are hurting H-P's performance and capabilities. Meg Whitman, the current CEO, plans another round of layoffs, following the layoffs under Hurd. About 30,000 of 324,000 existing employees will be retired or laid off. H-P generated only $1.7 billion in net earnign on sales of $127 billion in fiscal 2011. In smartphones, cloud computing services and tablet computers, H-P has either stumbled or still struggles to develop clear winners.

The top 1% of billers get 17.5% of the payments from the U.S. Medicare program for 2012, according to the Medicare agency's reports. The Medicare agency released data with details of payments to 950,000 doctors, medical providers, certain health care companies, the second year this information is being released. This covers $90 billion of payments. Astonishing as it may sound the transparency comes late, after large increases in medical costs and the increasing U.S. deficit. It happened only after the long and persistent effort by the Wall Street Journal to overturn a 1979 ruling that required such records to be kept secret. By intervening in that suit in 2011, the WSJ's parent company Dow Jones was able to convince a judge about the need for transparency, leading to reversal of the injunction in May 2013. The WSJ and the media has used this information to monitor the waste and fraud in the Medicare system, a vital role only the media can perform to protect the public interest.
