This exceptional report by Chulov in the Guardian shows the changes in the war in Iraq and Syria in 2015-2016 since the downing of a Russian jet by Turkey in late 2015. It says that the Syrian government's future was uncertain in late 2015 with Turkish support for rebel forces in the north. During this period Russia curtailed trade and tourism relations with Turkey, and improved relations with the Kurds. Russia intervened in northern Syria directly to prevent a collapse of Syrian government forces in the north. Kurdish forces were already controlling large parts of the Syrian territory adjoining Turkey, and Turkey was concerned about the support to Kurds within Turkey from Kurds in Syria and a historical movement for  Kurdish independence. In April 2016 Russia made a move to win Turkish support by saying it would support the territorial integrity of Syria, so that no support would be given to the Kurds. As the U.S. consistently supported the Kurds in the fight against ISIS, Turkey under prime minister Erdogan changed its policy of support for rebel forces in Syria to focus on what it perceived as the threat fom Kudish control of the region at its Syrian borders. Rebel forces were told to focus not on the Syrian government forces but on ISIS, leading to withdrawal of support in Aleppo. What remains now of the war in Syria and Iraq is Iranian influence in Iraq, the Russian influence from support of the Syrian government in Damascus, and for the first time U.S. ground forces in the north with 900 troops supported by artillery on the side of the Kurds. The next stage in the war to take ISIS controlled Raqqa is being negotiated between Russia, Turkey and the U.S., according to this report.  ...

Labor in the U.S. stood firm in its opposition to bills in Congress granting fast track trade authority and promoting the TPP trade agreement. The bill failed to clear the House of Representatives as labor unions lobbied hard against the legislation. For the first time public sector unions of teachers, firefighters, and other service workers actively worked with industrial labor unions. This is a result of a realization in labor unions that the decline of communities with the closing of plants reduces the demand for public sector workers, and reduces the revenues of cities leading to cuts in services for firefighters, teachers. The low wages in manufacturing with globalization, also reduces the support of factory workers for higher wages for teachers, firefighters and other public sector workers. Also adding to support for workers is the realization that the investment in infrastructure is now a higher priority, as experts say most of the gains in trade are already behind us. A general feeling that the decline in U.S. manufacturing is not good for the country, the difficulty of competing with countries which do not enforce rules for fair practice and treatment of workers, and a general sense that the lowering of wages in manufacturing is both hurting the middle class and increasing inequality, also have created support in the media....

Thomas Grove of the WSJ describes the underground defense system prepared by the government in Helsinki, Finland, in the event of an advance into Finnish territory by Russia. Russia is holding a large military exercize at the Finnish border called Zapad 2017. All 600,000 residents of Helsinki can go underground and the country can function in the event of a Russian advance. Finland faced a Russian advance for 3 months in 1940, leading to a loss of 10% of territory but leaving the government and country intact. Lessons from this experience are kept alive today. Finland is also working closely with NATO of which it is not a member. NATO is also expanding its presence in the Baltic region.

Even though E-Bay executive Meg Whitman has outspent Jerry Brown by $130 million, much of it her own money, she trails Brown by 8 percentage points in an Oct 20 survey by nonpartisan Public Policy Institute of California. That survey showed Brown leading 44% to 36%. She had a hard line stance on illegal immigration in her ads for the primaries, which changed later in the campaign to attract Latino voters. Experts attribute the lagging Whitman campaign to voters leery of 2 kinds of politicians- the first is the career politician and the second is longtime corporate executives. Because of last minute surges in the polls, a lead of 8 points or more is considered necessary for the governor's campaign, for a candidate to win. Another factor is that Governor Schwarznegger came in with no political experience, and was beset by the state's fiscal troubles, with his poll ratings now at 28%....

For companies such as VW that depend on the Chinese market for growth, and generally for German, Japanese and U.S. manufacturers that depend on export growth, this will be the new standard for the Chinese market.
