The hike in the interest rate by 6% by the central bank of Argentina brings interest rates up to 40%. This is part of an effort to stem the decline in the value of the Argentina peso. The peso has lost a fifth of its value against the dollar so far in 2018, with a run on the peso seen on May 4th. The problems started with the central bank loosening its inflation target to 15% from 12%, says this report in the Economist. Inflation has shot up to 25% in Argentina in the last 12 months. Raising interest rates to as high as 40% is a risky move because of the effect on economic growth. President Macri and his Cambiemos (we can change) coalition won the election in 2015 by 2 percentage points over the Peronista Kirchner led party which ran the country after the debt crisis on a policy of debt reduction (desdeudameinto). Argentina's current account deficit is at 5% and growing rapidly. A major problem is the huge dollar denominated debt issued in 2016 and 2017 by the government, local government and private sector. According to the central bank BRCA the dollarized assets in 2016-2017 are about $25 billion representing capital flight, with $8 billion going for debt interest payments, profits and dividends, and $14 billion for travel and tourism. For a total of $50 billion according to central bank BRCA going to finance debt service payments, capital flight, profit remittances abroad, and tourism as a result of the issuance of $100 billion in dollar denominated debt by Argentina's government (90%) and private sector (10%). This is the first time such a large figure of dollar denominated debt was created after the financial crisis in Argentina during the first 2 Kirchner administrations during which time the debt was substantially reduced. This has led to S&P putting Argentina on the list of 5 most fragile economies in 2017. Instead of a gradual increase in issuing debt to finance economic development and focus on limiting loss through capital flight, avoiding rapid growth in dollar denominated debt, the Macri government has repeated the mistakes of the past in managing the economy. ...

US president Biden makes three nominations to the US central bank, the Federal Reserve. Lisa Cook's nomination to the central bank is confirmed in the Senate 51-50. Following the appointment of Lael Brainard to the central bank as vice chairwoman, president Biden has nominated Cook, the first Black woman on the Federal Reserve board from Michigan State University. He has also nominated Mr. Jefferson of Davidson College to the Federal Reserve board. A fourth nomination is of Michael Barr, a law professor, as the Federal Reserve's vice chair of supervision. Lael Brainard served under president Clinton and is on the board of the Fed since 2014. She was Treasury Under Secretary for International Affairs from 2010 to 2013, coordinating economic policy at G-7 meetings during that time. Jerome Powell, the current chairman of the US central bank is being renominated as chairman by president Biden after Powell's term expired in February. Lisa Cook's research focus was on policies that promote broad economic opportunities for women and racial minorities. She served on the Council of Economic Advisors under the Obama administration, and has worked at the Treasury Department. With Janet Yellen at Treasury and Jerome Powell and Brainard at the US central bank there is a shift to policies that will promote president Biden's agenda for his first term to invest in infrastructure, supply chain renewal and working class families in America. ...

EU leaders meeting in Brussels agreed on Dec. 12 for a single banking supervisor for large banks in the eurozone. The European Central Bank will act as the supervisor with powers to force banks to raise capital buffers and close banks it considers unsafe. The Federal Reserve, U.S.'s central bank, has similiar powers in the U.S. Germany's finance minister Schauble says the national parliaments would be able to ratify the new supervisor by Feb. 2013, and the new supervisor should be in place by March 2013. Differences between Germany and France on which banks should come under the supervision of the ECB were resolved by giving the ECB resposibility for banks that have over 30 billion euros in assets, are over 20% of a country's GDP, or operate in at least two countries. At least 3 banks in each country in the eurozone would come under ECB supervision. The remaining smaller banks would remain under national supervision as Germany had insisted earlier. The focus now is on coming up with a common resolution authority for winding down failing banks, a function performed by the FDIC in the U.S. These are two of the three major parts of the new European financial architecture to support the euro currency. The third is deposit insurance, which is provided by the FDIC in the U.S. system. It is a major step forward and clears the way for direct recapitalization of banks in Spain and Ireland, two countries affected by having to take on responsibility for failing banks. By breaking the link between sovereign debt and failing banks the new agreements makes it possible for these countries to return to economic growth....

REALITY CHECK FOR E85 PUMPS IN CALIFORNIA, 1 OUT OF 10,000 Gives information on the history of efforts to promote alternative fuels in California. Along the way the focus in California was on reducing emissions and scrubbing the air. The oil industry and the auto industry have not fully supported the shift to alternative fuels even in a small way, most of the experiments have failed, efforts to legislate watered down, and as E85 is promoted by GM the problems loom larger than ever. Only one private station in San Diego provides E85 for the public to use, and even this station does not sell much because even though it costs 6% less at $3.10 a gallon than regular gasoline at $3.30, it provides 25% less energy and so costs more per mile. GM is trying to get Chevron to build a small number of pumps that give E85, but Chevron is not willing to make a large investment. The upshot is only halfhearted efforts in this direction and no leadership from auto companies, oil companies, and not enough enthusiasm in the larger public that would create momentum in that direction, even as there is so much talk about reducing gasoline consumption. California has 10,000 gas stations, 1 E85 gas station! ...

Allan Meltzer says a Fed QE III woud be bad monetary policy. He puts several questions to Bernanke- how the Fed and Ben Bernanke can know now what is the right interest rate policy in mid 2013, and what reason can the Fed give for adding excess reserves when U.S. banks have $1.6 trillion in idle reserves at the Fed. Meltzer cautions the Fed and other policymakers not to pay attention only to short term forecasts, which can be susceptible to large errors. And calls for attention to the long term consequences of their actions. One point he emphasizes is that the unemployment problem cannot be resolved with short term policy actions nor can it be resolved in a short time. It will take population growth, falling housing prices and rising rents to create opportunities for new construction. Another change is the transition to a less consumption driven and more export oriented economy. This transition which has started will also take time. He urges the Congress and the administration to focus on: reducing corporate tax rates by closing loopholes, long-term reductions in entitlement spending, a 5 year moratatorium on new regulations, and the Fed adopting an explicit inflation target between 0% and 2%....

Taiwanese engineer, William Wang, who earlier ran a failed computer monitor company Princeton Graphics, started Vizio in 2003 in Irvine, California. He started Vizio as a low priced brand with a focus on high tech HD sets and a supply chain in Taiwan to make HD sets at lower prices. He negotiated agreements with Foxconn and AmTran Technology giving them equity stakes in Vizio. Costco provided shelf space for the early HD sets. Vizio still manages to make 4% in operating margins on $2 billon in revenue with an efficient supply chain. Wang's insight was that televisions would go the way of PC's where lower prices were the norm. Sony Electronics U.S. Division chief, Stan Glasgow, says it is harder to charge premium prices as technology and improving quality rapidly converge in the television industry, similiar to what is happening in PC's. The story of Vizio at the low end, and S. Korean manufacturer Samsung at the high end, is also the story of the decline of Japanese companies in the television business. In 2010 after seven years Vizio passed Sony to become the second largest television brand in the U.S., with sales of 6 million LCD TV's. New Sony CEO, Kazuo Hirai, plans to cut 10,000 jobs, about 6% of its total employees, over the next 2 fiscal years ending March 2014. Sony's television business has faced 8 years of losses, and the entire electronics business has faced 4 consecutive years of losses. The price competition and the high price of the yen has hurt Sony's sales and margins. This has affected the entire Japanese electronics industry, which has suffered consecutive years of losses, including Toshiba and Panasonic. Hirai is changing Sony's strategy in the television business. Instead of targeting a goal of 40 million in sales for television sets, he is cutting this in half to 20 million and reducing the size of its television sales operations. Sony's plan appears to be to focus on its strengths in new technologies and maufacturing, including the new 4 K technology, which would have to be adapted to mass market from its current specialized application. By doing this Sony would not have to compete on price in the manner it does today with Samsung and other Asian brands which have closed the gap in conventional technologies. Hirai's employee cuts follow the 16,000 job cuts made by Howard Stringer in 2008, during the global financial crisis. During March 2011 Sony had 168,200 employees....

Pfizer will move scientists from Groton, Connecticut, to Cambridge, Mass, to bring scientists together in hubs of innovation such as La Jolla, Boston, and Cambridge, England. In the old days Groton served as a location because it was near a river, fermentation was needed and water access had to be provided. Read says Pfizer will focus on the core- neuroscience, cardiovascular medicine, oncology, inflammation, immunology and vaccines, specialized units for pain, sensory disorders and biosimiliars- and make sure this is producing results....

The two are different in nature as the public including women may not share the ideological frame of mind of the president that the U.S. is not overall a serious positive factor in the world through the presidencies of TR, Wilson, FDR, Truman, Ike, to Kennedy, Reagan and Clinton, from the Russo-Japanese war, through the First and Second World War, the Berlin Airlift and the Korean War, to the Balkan conflict. Bolton writes at a time when the two perceptions are about to diverge as the U.S. returns to its normal role of positive and constructive engagement with the world....

The WSJ's Jon Ostrower's intervew with Ray Conner, head of the commercial airplanes division of Boeing. Conner says the era of moon shot type projects is over at Boeing. The Dreamliner project cost $50 billion and ran into repeated delays, with a supply system not ready for the complexity of the project, manufacturing issues, cost overruns, labor issues, and battery failure leading to emergency landing of a ANA Dreamliner in Jan. 2013 leading to grounding of many ANA and JAL aircraft. Boeing's CEO McInerney and Conner see the experience as a lesson for Boeing on the risks of such large projects when airlines are not willing to spend more for revolutionary improvements. Conner cites the example of the incremental improvements in the iPhone since its introduction, with the cost to the consumer not changing much with each new model, as one Boeing would like to follow. Manufacturing improvements are critical to the new model with design needing to include manufacturing process at the outset, reducing complexity, increasing simplicity and improving reliability, as critical goals. As part of this effort Boeing has hired Toyota managers to bring better manufacturing practices, and the focus is now on incremental change and improvement throughout the Boeing organization....

The current number of American soldiers in Afghanistan of 32,000 in May 2014 will be reduced to about 9,800 after 2014, which would be cut to about 5000 in 2015, an leave only a small force of specially trained forces to protect the embassy and for additional security. Jonathan Ive, Apple's design chief, talks about what it is like working as part of a very small team that included Steve Jobs and Tim Cook for two decades. Jobs complete focus was on creating great products. The innovative products were created through the work of very small teams, says Ive. Two attributes the team members had to have are being inquisitive and curious. Making the product, manufacturing it using new technologies for materials like light weight titanium, was not something tacked on at the end, but something that was addressed as part of the design at the outset. Form, material, process- the design development and making- are intertwined thorughout, says Ive. For titanium that meant complete redesign, discovering new partners to work with, and hiring a new organization. This put Tim right at the heart of things and deeply involved right from the beginning. Ive repeats the idea focussed small team effort, and says this is no platitude. Titles, organizational structures are insignificant in this setup. Today Ive meets 3 times a week with Tim Cook. Tim sees design as an effort to articulate how a user sees the object, and credits Cook with a unique ability for giving this special attention and working to understand how an object is perceived....

The hesitant response of president Obama to the use of chemical weapons in Syria by Assad compares very unfavorably with the Sarkozy-Cameron action in Libya and president Clinton's response in Kosovo after attacks on civilian populations. It also fails to uphold civilization values. This is true also of the government of Hollande in France, Merkel in Germany, which have failed to respond. The focus on domestic issues and the eurozone crisis does not make any less the responsibility of western leaders on this issue. Russia under Putin and China under Jinping have not grasped the importance of standing up for civilization and values to be credible in world affairs....

The U.S., Spain, U.K. and other countries suffered from the effects of bad loans in the banking system and experts say China is not likely to be an exception. When this happens Jianqing's banking skills and conservative approach is likely to gain increasing respect within China. Jiangqing has expressed the view that the last thing China needed was to go back to the situation in 2000 when China's banking system was weighed down with bad debt. One has only to look at the change in Spain where once respected senior IMF officials like Rodrigo Rato are now looked at very differently. Jianging's push for expansion overseas- so that ICBC does not end up being a regional bank- is not viewed favorably by the government, which looks for a domestic focus. ...

Christina Pretto, a Citigroup spokeswoman says the company was carefuly managing its employee levels, nothing has changed. Statements like this, a kind of corporatese speak that has been around for years is taking on a new life these days, as companies go through heart wrenching change, yet put on many different faces. Citigroup executives are saying that in addition to the 9100 layoffs expected to be announced next week, another 25% reduction in employees will likely take place by end of 2009, which would take the total employee levels to 264,000 from 354,000. Everyone from investment bankers to the backoffice functions and legal and human resources divisions will be hit. Citi's stock has lost 68% of its value this year, and is now down to single digits. On November 13 Citi fell to $9.45. The company is losing money, and will likely need more government money next year. And Vikram Pandit who has been in the CEO position for a year after selling his hedge fund to Citigroup for $165 million, appears to have lost focus, and with the loss of the Wachovia merger and the opportunity to lure deposits and built up its branch network, it is simply going forward without a strategy....

Bill Clinton lost that election and came back to win in the next election for Governor. For that to happen Hillary had to change her name and the way she dressed to fit into Arkansas culture. Continually throughout Bill's career including the presidential campaigns Hillary Clinton had to change or adapt her persona as "Hillary" the person in politics as a candidate's wife, to fit in with what the public wanted to see.  Another facet of Hillary is her strong sense of privacy, not to reveal too much of herself, partly from her mother's ordeal as a child, partly from her Methodist upbringing not to speak too much about oneself. Her bookish nature as a person who studied policy, made this more evident. Political campaigns use some details about how a candidate or his wife is perceived, and Hillary herself said in 1995, telling the Washington Post that "I don't think you can know anybody else," because of what she called the crude mechanisms that only take bits and pieces of a person's life, not the whole person. Her own campaign for president suffered from this distortion as Mark Penn, her campaign strategist, pushed for her experience and hard work to be the basis of her campaign against Obama. Obama had his own focus groups in New Hampshire and Iowa show him that he could could do well as a story teller for change and a movement. It was not till the second presidential run in 2016 that the idea of a woman's movement was what Hillary was clearly put forward as. Throughout all this and all the years the woman Hillary Clinton has been essentially the same, adaption does not mean that you are less of what you are, however great the belittling in the media's version of life and events. And this is the Hillary Clinton, not the "Hillary," America is facing in October 2016, as the country ponders its on future, following some of the most denigration of women in any presidential campaign of the last two hundred years. ...
