Kozo Yamamoto joined the Finance Ministry in 1971, and is serving his sixth term as member of Japan's parliament. Since 2011 Yamamoto has convinced Abe, a colleague in parliament, about the need for reflationist policies now called Abenomics. This helped Abe make a comeback win for the prime minister's position for a second time. Yamamoto led the study group that convinced Abe of the need to delay the second increase in the consumption tax to 2017, and a 3 trillion yen stimulus package to encourage household spending, following the economy's fallback into a recession in Nov. 2014. He says it was important to not add to the headwinds the economy is facing. Yamamoto does not fall into the conservative mold of people from the Finance Ministry, as he takes tango lessons, is interested in fine pottery, and in Italian cooking. He has called bureaucrats in the ministry and central bankers "feckless" and "defiant," after years of questioning them in parliament and demanding reflationist policies. With the snap election in December 2014 the Abe led LDP is taking on the conservative Finance Ministry officials, who have insisted on sticking with the old timetable for the tax increase, regardless of the headwinds and slowing exports....

The failure of the new administration of Pena Nieto to implement public spending programs during the transition period added to other problems leading to a decline in growth in Mexico. GDP growth was 1.1% for 2013. Construction spending and exports to the U.S. were also weak. Lack of natural gas supplies in some regions also played a part.

According to preliminary estimates of the UK Office for National Statistics, gross domestic product fell 0.5% in October through December 2010, after expanding 0.7% in the third quarter of 2010. The UK inflation rate increased to 3.7%. At the same time the money the UK needed to borrow in December 2010 came in at 16.8 billion pounds, down from the 21 billion pounds in December 2009, showing an improvement in public finances. The two main drivers of UK growth are now set to slow down. Consumption spending down because of higher unemployment and inflation, and tax increases equivalent to 8% of GDP over 4 years. And government spending cuts leading to a reduction in spending for the 2011 fiscal year of 23 billion pounds. UK economic growth is 2010 is 1.4%, after contractions of 4.9% in 2009 and 0.1% in 2008. The UK Treasury chief George Osborne said the government will "not be blown off course by bad weather." Central bank governor Mervyn King pointed to the choppy recovery. Referring to the austerity policies King said, "the right course has been set and it is important to maintain it."...

China's Finance Ministry is having a difficult time controlling local governments using local government financing vehicles to invest in more infrastructure, airports roads and subways. One such city is Wuhan which plans six subway lines, three bridges over the Yangste river and a new airport. Much of the money comes from land sales. The Finance Ministry in a 2013 report pointed to the unreliability of land sales for future borrowing as the property market is slowing, and because it is highly unpopular to requisition land for land sales. This matters because the IMF says debt is growing faster in China than when Japan, South Korea and the U.S. fell into deep recessions at different times between the late 1980's and 2009. Local government debt accounts for one fourth of the increase in China's domestic debt since 2008. New rules by China's bond agency in Dec. 2014 prevents investors from using low grade debt to borrow cash. In the past local governments found a way around the central governments effort to curb growth of debt by restructuring the local government vehicles or some other way, as Wuhan has done. Wuhan Urban is the local government financing vehicle for Wuhan and its debt increased by 20% in 2013. Wuhan's mayor, Tang Liangzhi, is pushing construction to the point where he is known as Mr. Dig, Dig. One reason for China's slowing growth below 6-7% is the need to control the growth of debt. Local government debt in China reached 36% of GDP in 2013, double the figure in 2008, and will increase to 52% of GDP in 2019, according to the IMF. And the increase is not proportionally delivering the same results as before. JP Morgan estimates that over 4 units of borrowing are needed in 2015 for every unit of investment, compared to less than 2 units of borrowing for every unit of investment in 2007. PRC Macro Advisors of Hong Kong says half of the borrowing by financing vehicles goes to pay interest on existing debt in 2014. There are 8000 such local government financing vehicles in China today each competing to build infrastructure in its neighborhood, in the case of Wuhan to build a computing back office for financial companies and as transportation hub, even though its uncertain whether this will be realized or not. The problem is that alternative investments as an opportunity cost are being neglected, the hospital not being built as China's population ages with underinvestment in health care, and the private company with better returns that is unable to find financing. A classic example of crowding out of better return investments as a glut of housing and road/bridge/ airport infrastructure gets built. The central government is wary but faced with slowing growth pushes problems down the road, what experts call a Japan syndrome....

The artificial nature of the target of debt to GDP of 120% for Greece in 2020. This is the target being followed in negotiations by the troika of the ECB, IMF and the EU. Experts say the sustainable level would be much lower for Greece -this would be much lower because of the aging population in Greece and lower level of workers to support retirees in future years, the inefficient tax collection system and poor prospects for changing it, the degree of control over monetary policy and the rate of change of debt. A recent study by the Bank for International Settlements shows debt sustainability at 85% after studying 18 countries from 1980 to 2010. No precise source has been found for the 120% target. An IMF Report in 2011 said the 120% was the "maximum level considered sustainable." Alan Auerbach at UC Berkeley and Michael Woodford at Columbia University, say the additional factors are relevant to Greece. The many unpredictables over the course of ten years is another serious difficulty.

Much of India's relations with Britain as a colonial power, and the US as the first real democracy (defined in a new way without colonial interests) after Britain in the modern world, were set in the period when Gandhi mentored by Gokhale and Tilak in 1900 set the independence struggle of the 1930's and 1940's. Modi merely restored the Gandhian spirit with a development focus and honest administration. This enormous contribution of Gandhi revered by all leaders including Modi is a benevolent one recognizing the important and one might say virtuous role played by the US under Wilson and Roosevelt to colonized nations such as China and India as can be seen in the personal letter to FDR written in the 1940's by Gandhi. There are two defining relations of the US, the first related to its founding as a British colony and a war of independence fought with the help of the French. And the other related to Asia, to Japan, China, and India as they modernized in 1900-2000. Of this the relationship with the most ancient of ancient civilizations in India is the dominant US relationship in 2025, because it unlocks the mysteries of westernization without the religious ethos of Buddhism in an imperialist Japan and now expanding Communist China. This religious ethos of China, Japan and Vietnam lies in Indian soil and in the ethos of the Indian people, and where Gandhi drew his inspiration. From this ethos comes the idea that India as a true friend of America and a Europe (that includes Russia) cannot ignore the devastation of Ukraine and inadvertently find itself a participant through its purchase of Russian oil at $119 billion a year (even when China under a expanding Communist government purchases Russian oil at $136 billion a year). The cost of the war is about $213 billion in a Russian wartime economy which also hurts the Russian economy and the cost of living through inflation for the Russian people. India will seek to do some soul searching and find the right path Gandhi would hold on to for Britain, America, and rest of Europe including the Russian people. ...

Guido Westerwelle, foreign minister of Germany, and former head of the Free Democratic party, made another misstep by describing Germany's support for economic sanctions as a key factor in the fall of the Gaddafi regime. He did not credit NATO's military intervention as the main reason. Westerwelle opposed German support for NATO's military intervention and Germay abstained in a UN security council meeting vote to authorize military force in protecting Libyans from Gaddafi's regime. The results of this policy are seen as diminishing Germany's international image, and seen as isolating it from its allies in Europe and NATO. The new head of the FDP, Phillip Rosler came out strongly to credit NATO for the military intervention, saying: "our deep respect and thanks goes to our allies, who decisively thwarted Gaddafi's murderous units." German chancellor Merkel sidestepped the issue by crediting NATO for its leadership. FDP's rank and file supporters believe that voters will hold the party to account for this and other missteps by Westerwelle. Former German foreign minister, and former Green's party leader Joschka Fischer told Der Spiegel magazine: this was "perhaps the biggest foreign policy debacle in Germany's post-war history." ...

Left party Syriza did better than the government parties in the EU elections. A new parliamentary election would have to be called if prime minister Samaras cannot find the 180 votes needed to elect a new president in Feb. 2014. Syriza is calling for writeoff of some of the massive 318.6 billion euros of debt owed, 85% of it to France, Germany and other foreign governments and IMF. To offset Syriza's popularity Samaras is likely to use the improved confidence of investors in Greece to raise funds on capital markets, and access funds from a Stability Fund. By exiting the IMF program early and not taking 12 billion euros of IMF funds due for 2015-2016, Samaras can take independent steps to revive the Greek economy and reduce the burden of cuts. Greece will run a primary budget surplus before interest payments in 2014, as it did in 2013. GDP is down about 25% and unemployment is at 26%. Anger in the early years reflected in Athens riots, is now replaced with anguish and despair among ordinary Greeks and some public suicides. The current debt repayments is for debt to be repaid to IMF in 10 years and the EU loans in 32 years, with 10 years of interest payments at 1.5%. Even then the debt is already at 178% of GDP, way above the initial target of 124% of GDP set by IMF-EU for 2020. As a backup strategy German officials including Asmussen and Schauble, and ECB's Draghi are meeting with Mr. Tsipras of Syriza to ensure a smooth transition if this becomes necessary, without the uncertainty in financial markets created by earlier Greece elections....

Even though China has one of the largest stimulus programs, it hopes to keep its budget deficit down to 3% in 2009. But this does not correctly reflect the true cost of the stimulus program, as much of that cost is taken on at the local government level. Of the stimulus two year $585 billion investment program only one fourth is reflected in China's formal budget. Stimulus projects get quick approval and a partial financial contribution from Beijing with the local governments having to come up with the biggest share of the funds. As China's tax system channels most revenues to Beijing, the local governments are seeing an explosion of debt. These are liabilities not on the books but having the indirect support of Beijing. Without this local government debt China's total state debt is closer to 35% of GDP than the 18% shown in official numbers. See graph. And the government budget deficit will be about 4% of GDP in 2009 according to Deutsche Bank economist Jun Ma. Even before the stimulus local government debt was large, at about four trillion yuan, equivalent to 16.5%of GDP, as estimated by the Research Institute for Fisal Science, the think tank of China's finance ministry. In the first quarter new loans by state banks for infrastructure projects to government backed companies was 895 billion yuan, or 22%of the national stimulus package. Local corporate bond issues indirectly backed by the local government, totaled 102 billion yuan for Jan-May 2009. The government hopes that with economic growth and growing tax revenues paying back these debts won't be a big problem. ...

The Chinese Academy of Environmental Planning, under the Ministry of Environmental Protection, has estimated cost of pollution in a new study of the costs of environmental pollution in China. The cost is estimated at $230 billion for 2010, or 3.5% of GDP, and close to 4 times the cost in 2004, showing the rapid degradation of the environment from rampant industrialization. The first such estimates were made in 2006 and since then come out spradically from the Environment Ministry. For 2004 the Environment Ministry estimated cost of pollution was $62 billion, for 2008 partial cost estimate was $185 billion. Even the $230 billion figure fo 2010 is incomplete say researchers. Only after strong public protests over Beijing's air pollution have government officials allowed candid reporting on environmental costs. Environmental costs extend to food contamination. A report on China Central Television recently said farmers in a village in Henan province used wastewater from a paper mill to grow wheat, which was then sent to cities as farmers in the village grow wheat for their own use from well water. A Deutsche Bank report in Feb 2013 says there will be a continuing decline in the environmental degradation for the next decade under current policies, higher coal consumption and growth in automobiles....

Two ministers close to Sarkozy are now Minister for the Interior and Minister for Culture. Macron is veering to the right in an effort to court voters on the right, as his best chance for reelection in 2022. With drop in GDP of 12.5% now predicted in France for 2020 by the IMF, high unemployment of 11.5% for 2021, and job redundancies, Macron faces a tough time as shown in this analysis. Details of the backgrounds of ministers and the way Macron is responding are covered in this  Analysis in the Times. Matteo Renzi, recently elected chief of Italy's ruling Democratic party, is likely to be the next prime minister as current prime minister Letta resigns. Letta's administration had come under increasing criticism from business and public opinion about the slow pace of economic changes in Italy. Italy's 2 trillion debt, or about $2.7 trillion, at 130% of GDP, and the declining GDP with little or no economic growth, is a problem for the eurozone. At the current pace of economic change the IMF forecast estimates only 0.5% annual growth in GDP till 2018. Foreign direct investment 2005-2011 is about one third of the eurozone average, according to the IMF, and Italy has failed to attract foreign investment for the last two decades with its weak political system and lack of competitiveness. By comparison Spain has seen an increase in exports and increasing foreign investment as it positions itself for a recovery. The austerity measures adopted by the Monti and Letta adminstrations in 2011-2013 helped to improve confidence in capital markets and lower borrowing rates, however this is clearly not the answer to Italy's problems of slow or no growth in the economy for the last decade. This is the problem Matteo Renzi, the 39 year old Mayor of Florence, is pushing to tackle as the mood in the country calls for aggressive action. Renzi's economic advisor is Filippo Taddei, who has a doctorate from Columbia University. He says at the core the issues are about what kind of "productive identity" Italy should have. Taxation that promotes higher rates of business investment is needed to promote growth, and creating a business climate that encourages investment in human capital and new technology. Payroll and business taxes take up about two thirds of a company's earnings leaving less for investment. Renzi is planning to take the centre left Democratic party in a new direction, "the road less travelled," as he put it in a televised speech, with innovative solutions including pro-market approach. As a first step he negotiated a deal with former premier Berlusconi for electoral reforms that would give a party or coalition winning electoral support a strong mandate to make and execute policy, without being hobbled in the way previous administrations were in the post war period. Lucrezia Reichlin, former head of research at the ECB, and Lorenzo Bini Smaghi, a former member of the ECB executive council, are candidates to be the economics minister in the Renzi administration....

The Third Biennial Update Report at COP26 Glasgow shows where India stands on renewable energy, solar, forest cover enhancement, and improving carbon intensity in its climate change efforts so far.  For instance a 17 times increase in solar in the last 7 years to 45 gigawatts, with target of 450 gigawatts by 2030. In carbon intensity 24% improvement between 2005-2014. Scientist Bhatt presented the report for India's Environment Ministry saying India represented 17% of the world's population and historically 4% of world carbon emissions, today 5%. Improvements of carbon intensity per unit of GDP planned under Mod's plan for 2030 require 45% reduction in carbon intensity by 2030. This suggests the trajectory of China will be avoided where highly polluting parts of industries such as steel and cement were left unregulated and lacking strict supervision leading to rampant pollution in 2000-2021. Mr. Birol, head of the Renewables Energy Agency said on BBC's "Hard Talk" program recently that if you combine all of China's steel and cement factory carbon emissions, that alone would equal the total sum of carbon emissions of the whole European Union today. A quick look at a graph of global carbon emissions trajectories shows three fold increase of China's carbon emissions from about 4 billion tons to 12 billion tons between 2000-2021, the period and the explosion of carbon that is the one activity that singlehandedly created the crisis of climate change today. By comparison US remains at about 6 billion tons of emissions, and EU, US, Britain Japan show flat trajectories. Business, globalization interests, US and European financial interests, and local governments in China that financed this explosion in steel and cement ignored the implications of so much pollution in so short a time through unregulated activities- writing a chapter of failure with most of the world's people left to bear the results of such a failure.  It is this that India plans to correct with a 45% improvement in carbon intensity per unit of GDP by 2030, and nothing could be more important in the government's plan than this. New technologies will be key for this. Modi and India realize how vulnerable India is to floods, drought stricken areas, shortages of water, and climate extremes, and see these plans as critical for healthy growth that benefits all of India's people and regions, It is a long term vision like no other today and sets a new direction for all developing regions of Asia, Latin America and Africa. As India leads the way in new technologies and ambitious programs such as one solar, one world, one grid, these technologies will also break open new paths for the regions of the world that need this most from Brazil to Indonesia.  China too suffers from the impact of so much pollution. Even as early as 2010 reports showed the higher pollution had lowered life expectancy in northern region of China compared to its southern region. Yet the most polluting factories were not removed and only recently is the activity being conducted seriously leading to the shortages of fuel from so much overexpansion in the boom years, and making adjustments done abruptly today more difficult.   ...

To get a right grasp of the situation as a whole from the bigger picture than the headlines, is to know that even in the current chaotic immigration handling of both parties, the US comes out a winner in long term by 2034. That it gives for the younger generation a better future. Congress's Budget Office economic report shows GDP higher by 2% from the higher immigration of 5.2 million added to the US workforce by 2034. US productivity higher by 0.2% and residential investment including construction up by a whopping 10%. The younger profile of immigrants will help the US compete with India's younger population, and as China ages to have what it and Europe is aspiring to have- a younger population. The best way to look at the immigration issue is for the short term- manage it better by organized method of immigration without chaotic border crossings by allowing potential immigrants to apply from their home country, a step taken by the Biden administration. What it or any Republican administration could not control is the immigration that happens from countries the US is at war with or in conflict with. It is important to recognize that this is what happened with Venezuela the largest component of the immigration border crossings in 2023. It was made worse by actions of both parties Democrats and Republicans and made worse in 2017 by more severe sanctions on Venezuela under the Trump administration.  Also part of the problem is Venezuelan mismanagement- providing oil at pennies a gallon, hurting imports and spiralling inflation that only worsened under US sanctions after 2017. Long term- To reflect that US sanctions on top of mismanagement by Venezuela is a warning for all developing countries in Latin America, Africa, Asia and for the US. It meant 7 million refugees a staggering quarter of Venezuela's population fleeing the country, that burdened neighbors Columbia, Ecuador, Peru, Chile. By 2022-2023 many of these refugees were making their way up the Darien Gap to the US. Yet within this tragic situation for Venezuelan people how could the US best respond is to close the border as president Biden has proposed with McConnell and the Lankford effort in the Senate, which was blocked by the House under Mike Johnson. This gives time to assess the situation, correct US laws on asylum and parole that allowed this chaotic way to proceed under actions of both parties. And not let this destabilize the US by understanding that while Venezuela has suffered for its role in the crisis the US will ultimately have come out a winner, as pointed out by the Congressional Budget Office projections. CBO projections of this immigration impact by 2034 of increasing the workforce population by 5.2 million will provide higher GDP, more tax revenues, and higher productivity than without this group of Venezuelan and other immigrants in this special situation of 2022-2023. For the Immigration projections discussion given by Phillip Swagel, Director of the Congressional Budget Office see page 51 of the Budget and Economic Outlook 2024 to 2034. US antiship missiles Nmesis are placed in the Philippines islands to protect parts of the Pacific region in 2025. During the period of US engaged in wars in the Middle East under Bush and then Obama, the US Navy lost time and China built up its Navy. The lack of foresight of US business and focus on profits of firms like Apple shipping manufacturing to China meant loss of the manufacturing knowhow as other companies followed Apple for 2 decades. The result is that it takes long lead times for the US to build the ships the US Navy needs, a repeat of the situation the US faced with Japan by 1935 when the US was focused on tackling the Great Depression under FDR. At that time at a Naval Conference in London in 1934 the Japanese walked out rejecting the Washington Naval Agreement of 1924-25 that limited Japan to 60% of the US and British Navies ships tonnage. By 1941 the Japanese Navy was its main reason for its efforts to control Asia. FDR who had been Secretary of the Navy was not far behind so that America launched its own efforts in 1937- in an 18 month period 1942-1943 the US destroyed the Japanese Navy and protected China, India, from the worst Japanese Kwantung army elements that ran the government leading to 14 million lives lost in China. ...
