There is a sense from Remainers and Brexiters in the Conservatives and in Labour that Brexit is "acting as a drag on UK growth and limiting its potential" after the pandemic and inflation. Senior members of both parties are meeting in Oxfordshire including David Lamy of Labour and Michael Gove of the Conservatives, and the heads of banks and large business. Gove and Boris Johnson led the campaign for Brexit, and Gove is now interested in ensuring Brexit is not viewed as a failure in the long term. M.r Modi recalls the blessings of Mr. Mulayam Singh Yadav given to him with his advice in 2014 when he became prime minister and met Opposition leaders in India. Mulayam Singh was mentored by Ram Manohar Lohia, a socialist educated at Humboldt University in Germany in the 1930's and an early activist in India's Independence struggle under Mohandas Gandhi. PM Modi who has translated many of the ideals of Mr. Lohia into practice with development work for water, sanitation, electricity, gas stoves, housing, for tens of millions, says Mr. Mulayam Singh's advice has stayed with him even today. Without the stability given by leaders such as Lohia and Mulayam Singh India could not have navigated carefully the difficult period of the first 50 years after independence in 1947. For democracy to prevail leadership of this kind is essential. It is important to remember that FDR and Harry Truman won in North Carolina by huge majorities, so did Adlai Stevenson, John Kennedy, LBJ. In fact going back to Woodrow Wilson in 1912 and 1916. Democrat Josh Stein, Attorney General elected in 2020 and Republican Mark Robinson, the Lt. Governor are very different candidates for governor in North Carolina. Rory Cooper, a Democrat, who won by 4 percentage points is not running after two terms as popular governor because of term limits.  Cooper's focus has been on education, ease of living, infrastructure and clean energy. North Carolina has one of the largest rural populations in the country with one in three being rural with new out of state residents settling in the suburbs. In recent years it has generally voted for a Democrat as governor and Republican for the legislature. Only in  elections since 1980 except in 2008 it has voted Republican for president. In 2024 it is expected to be a swing state. If elected Robinson would be the first black governor of North Carolina, Stein the first Jewish governor.   ...

The NYT says most Americans and doctors today have forgotten what a scourge these disease were in the last century. Polio one of the most serous killing or paralyzing half a million people worldwide in the 1930's and 40's. A scourge deadly as it happened suddenly in a day one could get paralyzed. US president FDR had polio which changed his whole life in the 1920's. In 1952 vaccines took this down from 22,000 in 1952 to just one in 1993.  Measles - the vaccine licensed in 1963. It is highly contagious. Tens of thousands hospitalized 400-500 died each year. It is 97% effective with 2 doses, its spread require 95% coverage rate. 16 measles outbreaks in 2024- about 300,000 children not protected, parents skipping it. Britain's Treasury chief Osborne faces a difficult period as the economy shows flat growth for 2012 and 2013. The targets he set for eliminating the structural deficit or budget gap by April 2017 may need to be shifted to 2018. The target for net debt to decline as a percentage of GDP by 2015 may also be unachievable if growth is flat in the coming year. An accounting change in how profit from the Bank of England's bond buying program are shown is designed to reduce Treasury's borrowing and bring Britain closer to this target. Osborne says Britain's actions for austerity measures, spending cuts and increasing taxes have helped keep interest rates low to pay off debt.

Japan, this report shows was in a weak position and was willing to concede- its auto industry could absorb a 15% tariff but the rest of it's economy must be protected. Any economic weakness would be exposed and conditions mght deteriorate in the Japanese economy by letting things go past August 1 and steep tariffs. Luttnick's idea of investment fund was supported by Japan for investing $400-$550 billion in the US with 50% of profits going to the US. Earlier NYT report by Ana Swanson shows the American side of the deal where Howard Luttnick, with experience as a bond trader and on Wall Street, came up with the unconventional idea of an investment fund knowing that the LDP facing elections and  fearing loss of  its majority was unwilling to give DJT what he wanted on some trade issues. Japanese negotiators decided that giving some way on auto tariffs accepting a 15% flat tariff on auto imports was one way to accomodate the Americans and protect other Japanese industries exports from steep tariffs. One would not know this from reading the WSJ, but DJT with Luttnick, Bessent and Greer as negotiators with Akazawa and Ishiba of Japan have won a historic and significant win for America in creating a level playing field in trade. Can Christian evangelical therapists exercise free speech rights to counsel religious teens dealing with their sexual orientation and identity true to the Biblical teachings. The US Supreme Court Justices support Christian therapists in this situation.  The issue of prayer in America's schools which was a tradition that lasted for the first 300 years of the settlement of the Nation since 1600, only to gradually disappear after 1962-1963 when Justices of the US Supreme Court simply took upon themselves the power to alter the fundamental character of the Nation with 2 decisions. This has not yet come before the Court to restore the basic driving energy for over three centuries of settlement of this continent of North America. Already the Court has found it is against the law to prevent athletic coaches from praying on a school field. It found in 2024 that Washington State infringed on freedom of expression when it allowed a coach to be disciplined for making such a prayer. There is a sense in America that prayer is part of the fundamental fabric of the Nation. In the deepest hour of crisis in the 20th century Chuchill and FDR met on a battleship near Newfoundland, August 10, 1941, when a prayer service was conducted to restore freedom and democracy to the world at war, it sustained America and Britain and Europe through these years, why should it not be in everyday life today is a question the Supreme Court has to ask itself when confronted with the new challenges of the 21st Century. As Justice Potter Stewart says to use metaphors such as "the wall of separation" that is nowhere in our Constitution, and to reject prayer in schools is to reject the deeply entrenched and widely cherished spiritual traditions of our Nation." Traditions that have come down from the time of George Washington whose miraculous survival that winter of 1754 through the hand of a Divine Providence ensured the survival of the Nation. ...

Shinzo Abe and the LDP won a landslide victory in Japan's Dec. 2012 elections. Shinzo Abe was the first prime minister of Japan born during the post war period when he became prime minister in 2006. He is less influenced by the legacy of the pre-war period and war period. Abe is the grandson of Nobusuke Kishi, Commerce and Industry minister during the war, and prime minister when Japan signed the security treaty with the U.S. in 1960. His father was foreign minister, making him one of the rare politicians with a deep family history in Japan's government. Their views also influenced his own. Kishi is committed to changing Article 9 in Japan's constitution which limits the role of the military, and renounces the right to wage war. His 2006 book "Toward a Beautiful Nation," describes some of his views.

This Journal editorial does not shy away from the task of evaluating the Greece bailout in March 2012, for what it really means; its longer term consequences for the EU experiment, the consequences for Greece, and what it does for democracy in Athens. Its clear it points out the last 2 years were spent insulating the rest of the EU from the fallout of the debt crisis in Greece. Even though it would have been better to have acted at the outset two years ago- to let Greece go into a planned default, reduce debt to manageable levels, and to have acted on reforms earlier. This would have setup a better outcome than the one today. It would have meant a bigger haircut for the banks and greater debt reduction which would have hurt European banks. The current outcome is bad for Greece's economy which leaves it with debt at over 120% of GDP in 2020, and no hope to return to growth. And its bad for democracy as the two main political parties in Greece were required to pledge support to the austerity measures against overwhelming public opposition....

ALan Blinder, a former vice chairman of the Fed and a Professor at Princeton, cautions against a repeat of 1936, when Roosevelt did an about face from years of stimulus to cutting deficit spending sharply, resulting in a wosening of the depression. This tightening of fiscal policy by raising taxes and reducing spending to prevent future inflation proved disastrous. From a deficit of 3.8% of GDP in 1936 Roosevelt moved the country to a surplus of 0.2% of GDP in 1937, a swing of 4 percentage points in a single year, a swing in today's dollars of about $600 billion. Mistakes like this happened in Japan's lost decade when the government raised taxes and the economy stalled. Blinder says Bernanke is a student of the Depression and knows what happened then, and would caution against a repetition.

Lee says India started fom alower base but has made greater gains for the rural poor.India's urban-rural income gap has steadily declined since the earlier 1990's. And in the last decade economic growth in rural India has outpaced growth in urban areas by almost 40%. Rural India acccounts for almost half of the GDP, up from 46% in 1993. Lee points out that in the period of Deng's reforms right upto the Tiananmen Square massacre China made 80% of th poverty reduction, but since 2000 poverty and illiteracy have doubled in China, while they have been halved in India. DOmestic consumption as apart of GDP has fallen to 35% from around 60% in the 1980's. Lee is a foreign policy fellow at the Centre for Independent Studies in Sydney, and avisiting scholar at the Hudson Institute.

Jon Huntsman, Republican candidate for President in 2012, calls for a fee on banks with a size that is above a certain percentage of the GDP. This would cover the cost banks impose on taxpayers when they are bailed out. It would eliminate the advantage banks gain from "too-big-to-fail," a subsidy Huntsman estimates to be one half percentage point in today's market. Scholz loses a no confidence vote in parliament that he called so that new elections are held in 60 days according to federal German law.  He says it is a fundamental choice that German people need to make between pensions and investments for the future with support for the armed forces vs the policy that doe not plan to invest in the future with a debt brake limiting investment. The Free Democrats opposed SPD and Greens efforts to invest for 4 years. Why did Scholz continue. in this way with FDP CDU's Merz asks directly, was Scholz on another planet.  This has happened three times before- in 1972 when Wily Brandt got support for his Ostpolitik policy of better relations with Soviet Union and GDR and new mandate after planning a no confidence vote for a new election. He won with 46% of the vote and 91% of eligible voters voted. In 2005 Kohl was reelected after a no confidence vote he planned on his government to get a new mandate. Kohl of CDU won. In 2005 Gerhard Schroeder's social and economic reforms affected working class Germans- he called a no confidence vote to get a new mandate. This one Schroeder of SPD lost and it started Angela Merkel of CDU's 16 years in office. ...

Fitch Ratings analyst Charlene Chu tracks unreported debt in China's shadow banking system. She is doing this after moving to China in 2004, following work at the New York Fed. She was first alerted to the increase in unreported private debt when a banker disclosed to her at a meeting that he was pushing loans off the bank's books by repackaging it as securities and calling it wealth management products. She sees shadow lending in the banking system as a way to extend credit beyond the bank's government quota and not disclose questionable loans. The growth in private debt is alarming, much of it unreported. China undercounted private debt by 28% or 1.3 trillion yuan ($212 billon ) in the first half of 2010. In July 2011, the People's Bank of China added many of this type of off-balance sheet type of lending to its figures, following Chu's example. Her figures are still higher and she says conservative estimates. Fitch Ratings puts China's private sector debt at 214% of China's GDP as of June 2013, from 129% in 2008.The central bank's estimate is about 20% lower. Shadow lending soared after China increased lending in 2009 as part of the Stimulus policies. ...

S&P said it will maintain India's credit rating of triple B minus, the lowest investment grade rating, yet it may downgrade it to "junk status" in the next 2 years. S&P said this could happen "if the external position continues to deteriorate, growth prospects diminish, or progress on fiscal reforms remains slow in a weakened political setting. India's growth rate declined to 6.9% in the year ending March 31, 2012, down from 8.4% the prior year. The problem is that India's current account deficit is growing rapidly with the high import bill for energy supplies. The current account deficit is now at 4% of GDP. The trade deficit increased to $185 billion in this fiscal year, up 56% over the prior year. Additional problems are finding ways to finance the deficit with foreign capital, as European banks are pulling back during the current eurozone crisis. Commerce Secretary Rahul Khullar says this could be a big problem. Net foreign capital investment is declining rapidly from $72 billion in February 2012 to $387 million in March, with a net outflow of $27 million in the April 1-25 period. The budget deficit, which has drawn the attention of the RBI, India's central bank, and of S&P, is at 5.9% of GDP for fiscal year ending March 31, 2012. This is larger than the government target of 4.6%. The government has set a deficit target of 5.1% of GDP for the fiscal year ending March 31, 2013....

The migrants moving north from Central American countries is a result of gangs taking control of neighborhoods with extortion rackets and little control from the authorites. In one country San Salvador gangs control most of the nation's municipalities. Unlike the drug gangs these gangs a residual of the guerilla wars in these countries and other gangs, operate in their own neighborhoods. As  this report points out the gangs employ about three times as many people as the largest 2 employers in San Salvador Hanes Brands and Fruit of the Loom. The cost of this is about $4 billion or 16% of GDP according to the country's central bank with a major loss being human, losing the best people and lost investment.

The McNeil unit of J&J has made serious errors in its response to FDA's warning letter of of consumer complaints about its Tylenol arthritis caplets. Reminscent of the recent problems at Toyota which like J&J had been a leader in product safety and quality, J&J has mismanaged the FDA complaint. In January the FDA sent a warning leter to McNeil that it had failed to investigate properly consumer complaints made since 2008 of a musty odor from the bottles of Tylenol Arthritis caplets. The source of the problem lies in failure of quality control in its manufacturing facilities. McNeil is now conducting a comprehensive review of its quality management systems. McNeil has identified the cause of the smell as the breakdown of a preservative, used to treat wooden transport pallets, that had leached into the products at a company plant in Las Piedra, Puerto Rico.

China's economic planning agency, the National Development and Reform Commission, has approved $156 billion in new infrastructure projects, new subways, highways and other projects in recent weeks. The response is more carefully planned than the stimulus projects in 2009-2010, which are now seen as excessive response creating the prospect of bad loans in the banking system and causing inflation. The stimulus spread over 2 years, 2009 and 2010, was by government's initial estimates about 4 trillion yuan and this does not include additional local government spending as the government encouraged spending. This time the stimulus is about 1 trillion yuan or $158 billion, 2% of GDP, spread over 4 years, with projects going through careful review, according to Nomura economist Zhang Zhiwei. The Chinese government wants to avoid losing gains made in controlling a property bubble and holding down inflation.
