Only one in three Mexicans graduate from high school according to the OECD. Only about 4750 of Mexico's primary schools out of 99,400 give a full day of classes. The 1.4 million teachers union dominates the educational system and decides which teachers get hired or fired. Only union members can hold teacher positions and teachers are guaranteed lifetime positions. No testing or evaluation system is accepted by the union. A system unlike anything seen in other countries with strong teacher unions. The government of former president Calderon tried and failed to change this system. The new president Enrique Pena Nieto secured the cooperation of opposition parties to a 95 item agenda for change in Mexico. As one of his first steps he passed a bill in Mexico's Congress 360-51 changing the Mexican constitution to give the government powers over the hiring and firing of teachers, creating a new independent body for evaluation of teachers and requiring teachers to meet set standards. It also lengthens the schooling day to 6-8 hours from an average today of about 4 hours, half that in other industrializing countries such as S. Korea....

Ted Cruz is seen as the most pro-Israel of the Republican candidates for president. Pro-Israel groups are joining to fund his campaign for president after his win in the Wisconsin primary. Sheldon Adelson is one of the donors sought by the Cruz campaign. Paul Singer and the Ricketts family have funded super PACs that have financed the anti-Trump movement's advertising efforts, but not directly supported Cruz. Cruz is trying to change this following the win in the Wisconsin primary seen as the turning point in the election campaign. Cruz added to the bit of humor about the Cruz campaign on the late night show "Jimmy Kimmel Live," with this exchange: Kimmel saying that Cruz simply held out till these donors found someone they liked less than Cruz. "There you go. its a powerful strategy," said Cruz. Even backers trying to recruit new donors are aware of Cruz's ideologue reputation, saying he is still the "good designated driver" after the party. Cruz has put forward the economic message of Jobs, Growth and Opportunity, as he broadens his appeal outside the conservative values base following the Wisconsin primary....

Indian prime minister Modi says India "will go above and beyond" the 2015 Paris climate change accord. He said at a news conference with French president Macron that it was "our duty to protect Mother Earth." He said after the meeting that the Paris accord was "the common heritage of the world," and "a gift that this generation can give." India has set ambitious goals for solar and wind energy as costs of solar become competitive with coal. Because India desperately needs energy for over 200 million people who lack electricity, India's shift away from reliance on coal may be a lesson learned from the damage to air and water in China's two decade industrial expansion based on coal.

With the demands from younger people for a generational change in leadership for both Republicans and Democrats the questions are being raised about Nancy Pelosi continuing as leader of the Democratic Party in the U.S. Congress.

With the departure of Republican leader Paul Ryan from politics there is pressure on Pelosi to follow Ryan and create room for a younger leader. Democrats running for office in the upcoming midterm elections say they will run against both Republicans and Pelosi. This appears to be working. Pelosi has only a 32% favorability rating with 44% viewing her unfavorably. Pelosi is 79 years old and Stenny Hoyer the other Democrats leader is 78 years old, both have lost touch with the new Progressive trends in the Democratic Party.

Canada's foreign minister in a speech in parliament says Canada will now "set its own clear and sovereign course." This follows a speech by Angela Merkel of Germany saying " the times in which we could fully rely on others, they are somewhat over." Both countries plan to take a bigger role in international affairs as the U.S. under president Trump is seen as not being able to or not wanting to lead. Controversy about whether bringing back a revamped Ford Explorer is a good idea. Ford's Farley thinks Americans might still consider an Explorer with high fuel economy, getting it up to 28 mpg from 15 mpg. But the evidence is that Americans have soured on SUV's. Consider that during the cash-for-clunkers program more Explorers were scrapped, and by a large margin, than any other model. Sales are down from 450,000 at one time to 52,000 today. To get buyers to look at the Explorer Ford is trying to change the looks from boxy to sleeker car-based crossover , and add high tech features. In fact it is going to be built not as an SUV, but on the same architectural base as the Taurus.

This Weekend Essay in The Times by Tom McTague looks at the European Union skepticism about the US after the failure of three administrations under Bush, Obama and Trump to extricate America from wars,  concentrate on building its infrastructure and manufacturing, renewing the lives of workers and families that were neglected. That skepticism came from administrations in Europe that also failed the Europeans in much the same way with the neglect of infrastructure, manufacturing, and little done for climate change under Schroeder and Merkel, Sarkozy, Hollande and Macron. The dependence on China for manufacturing and on Russia for energy for the EU and Britain made the situation even worse than in the US.  Al this has changed with the election of president Biden in the US, and Scholz with Habeck- Baerbock in Germany and with the recent elections in France upholding workers and families, acting on climate change. A false idea is presented about the Europe vs US and dominance as each is part of the free world alongside India, Australia, Japan, South east Asia, Latin America, French and English language Africa. This is why one has the G7 and G20 with countries like Argentina, Brazil and Indonesia critical parts of the free world. It is the ignorance of many officials in the EU more than the sentiments of the people of the free world in all these countries that leads to these false ideas about which country is dominant and skepticism - none are dominant it is through the unity of all and a shared vision in international rule of law, fairness, humility, respect for poorer nations. It is this that Kipling talked about in his poem "Intercessional," the lines repeatedly calling for the Lord's grace and for man to merit that grace with "a humble and contrite heart." It is also the spirit that so recently Mohandas Gandhi grasped and put forward for India and the world. Europeans talk about dominance- think about this for a moment, Gandhi merely asked for the right to move freely for Indians and Asians including Chinese at a meeting in 1908 where he gave a speech. The speech was on May 18, 1908, at the YMCA in Johannesburg and it debated the question "Are Asiatic and colored Races a Menace to the British Empire."  Not a word of ill will was uttered by Mohandas Gandhi even when talking about segregation in the speech. It is a humble and contrite heart that the Lord listens to. Both India and South Africa found a way out in a different way with faith in a higher authority, that even the British had not failed to address as Kipling clearly shows. ...

A second term Trump-Vance will face uphill risks and a mess in economics from a Trumpian Republican party and Congress, says WSJ. WSJ Editorial Board says a second Trump term is not without risks. Tariffs cost 1.1% in annual growth in the Trump first term says WSJ, and it did have an impact on inflation. It would have had greater impact on inflation with the supply chain crisis of Biden's first term, had this supply chain crisis happened in Trump's first term. A second term Trump-Vance support tariffs as high as 60% on Chinese imports which would have a bigger effect on inflation and economic growth than of the first term. The key difference is that with tax cuts a basic rule for Republican policies Trump-Vance second term would not invest in infrastructure the way Mr. Biden has done and Biden will do so in a second term. As a result the economic growth is likely to be greater and inflation smaller under a Biden administration. Trillions of dollars in investment in the economy and infrastructure under Biden in a second term will be missing in a Trump-Vance tax cuts administration policy. And with it hundreds of thousand of jobs created each quarter will be missing in Trump-Vance second term. Add to this the level of clarity of stable economic policy under a Biden second term and contrast it with some of the chaos in economic policy of a Trump-Vance second term. The basic contradiction between tax cuts policy and the nation's need for infrastructure spending/rebuilding under a Republican under Trump administration will not go away, present a huge stumbling block. Chaotic policy could come from Project 2025 that says consider abolishing the US central bank Federal Reserve. This kind of erratic and unwise policy proposals are clearly not happening under Biden and Yellen. Another key difference is the cost to the economy of delays of several years in doing nothing for climate in Trump-Vance 2024-2028. Severe effects on climate if nothing is done could cause acceleration of climate negative costs which a future economy under Democrats would face, in reality the Nation would face. America's Business has taken a short term approach to climate change, when the time comes to pay the costs of short term thinking it assumes it is somebody else's problem- this happened with supply chain concentration in China the burden falling on the middle and lower classes, it would happen again with missing climate change action under Trump-Vance second term. ...

Health insurance premiums for family plans increased by 9% in 2011 according to a survey by Kaiser Family Foundation. A similiar survey by Mercer showed premium increases around 6%. Another change is that health insurance plans are becoming less comprehensive and deductibles are higher, with higher copays and employees contributing more to premiums.

Unknowingly many people have ownership in gun manufacturers through their pension funds. Pension funds for public employees in Florida, Texas Wisconsin and Ohio have stakes of less than 1% in American Outdoor Brands, formerly Smith & Wesson, the manufacturer of AR-15 semiautomatic rifles used in mass shootings at schools and other locations. Even a reputed fund such as TIAA representing teachers has small stakes in this company, this report in the NYT shows. New Jersey is one of the states cutting out investments of state pension funds in gunmaker companies. New York state still has small positions in its teacher pension funds in these companies. AS this NYT report shows it is through the use of  broad stock indexes that pension funds end up owning these stocks even when they have not specifically picked out such stocks. Equally or more alarming as reported here is that funds such as Fidelity and Vanguard own large stakes in the gunmaker companies. Fidelity is reported as the top shareholder of Vista Outdoor, with 15% of the company, through actively managed funds.  Vanguard has a 9.5% stake in Sturm Roger, and a 8% stake in American Outdoor Brands. Black Rock and Capital Group also have stakes in gunmaker companies. This points to a larger culture problem in the U.S. as financial companies see this as " a social issue" whatever that is supposed to mean in the minds of investment managers, when it is really an everyday issue for parents and children. In a culture prevalent in parts of the country and American society that sees something as basic as guns in schools and other public areas as "social change" a spokesman for Vanguard can quietly say that "mutual funds are not optimal agents of social change," without arousing a response. ...

The election of Sebastian Pinera only confirms a new emphasis in Latin America towards a social cohesion agenda. In Mexico with Calderon, in Columbia with Uribe, in Brazil with Luiz Inacio Da Silva, in Chile with Pinera promising to work closely with the Concertacion and carry on social programs introduced by that coalition which reduced poverty, the trend is the same. It is to put behind Latin America the struggles between the military, the universities, business, unions and other parts of society and forge a common consensus for coupling social programs for the less well off with business friendly policies to improve the economy. Its even a process that is taking place in Spain which has a great deal of influence on Latin America, as Spain combines social support programs with business friendly policies. And the Concertacion President in Chile, Michelle Bachelet, leaves with personal popularity ratings of about 75% showing that these policies are popular with Chileans, as they are in places like Brazil and Mexico. The fatigue with 20 year old Concertacion rule shows with a change in administration but overall policy direction will in large measure continue....

This editorial in the Economist points to the slow progress made in the first year of the Modi administration in India. Because the last years of the previous Manmohan Singh administration were a period of slowing economic growth and the built up expectations are high, there is a general sense that the Modi administration could have moved faster to make changes. As the Economist points out India is a large region with accumulated problems, and the Modi administration needs to have a good grip on the problems and how it plans to tackle them. Key bottlenecks such as energy will free up huge resources in the economy. How to tackle these individual problems with the most leverage for growth is critical to the approach to be taken, as all of the problems cannot be tackled at once. Coal India is an example of the government trying to find an approach that will work, following previous wholly unsuccessful efforts to overhaul the monopoly coal supplier. Modi also has to work within the framework of democracy, so the Indian experiment in change is likely to involve freeing up other energies for rapid development, unlike the Chinese experiment which was able to use the Communist party's total control of the country and top down direction. Under such a framework Modi will have to improvise and come up with a different framework for making rapid changes, that includes keeping the support of the farmers and working classes for a sustained 10 year effort. Moves such as the 150 million new bank accounts and the structure of providing relief to the poor in rural areas come from a good sensible approach, but also help the Modi administration completely change the way things are done, a cultural change which removes the old culture of support developed by Congress administrations since 1947. A similiar cultural approach is seen in the Clean India campaign, which is huge in cultural terms because in a democracy people have to change the way they think to keep their neighborhoods clean. In this sense the Modi administration as it studies and grapples with the problems to plan effective solutions to seemingly intractable problems in a vast region, is simply laying a strong groundwork for 2016-2018. Steps taken for the groundwork covered separately in the Economist report on India in the issue of May 23, 2016, are the efforts to get a goods and services tax implemented to improve the federal government's revenues, the shift of revenues so that about 62% of revenue goes to the states to promote development- which economic advisor, Arvind Subramanium, calls a big constructive change as states are better at competing for talent capital and investment, and the setting up of the think tank to replace the Soviet style Planning Commission of the Congress administrations since 1947....

A quick look at the graph in this Times Report shows the carbon dioxide CO2 emissions for the US, European Union, China and the Rest of the World in 2020. For the EU it is about 3.0 billion tons of CO2 emissions, for US it is 5 billon tons, for China 10 billion tons and the Rest of the World 16.0 billion tons. What this tells us is that a lot will depend on not just China, but India and other countries such as Brazil, Mexico, Indonesia in the developing world for how much CO2 emissions can be reduced to tackle climate change and other environmental problems.  For that 16 billion tons in the rest of the world reduction will depend on renewable supply and technologies to do it, rapid growth of economies in India and other countries to generate the resources and technology initiatives to get a shift from coal. Meanwhile it is a choice between having electricity for homes in rural areas in India or not. This is where bright spots such as solar technology in India that are giving quantum leaps for renewable solar energy with new technology cutting cost in successive waves of development can play a part.  ...

British prime minister Boris Johnson will visit India in January at the invitation of Indian prime minister Modi. It is the first bilateral visit of Mr. Johnson since taking office. Johnson says he really looks forward to the trip and delivering on the quantum leap to create jobs and growth for the two countries. He has invited Modi to the G7 Summit in London as a guest nation along with Australia and South Korea. Mr. Johnson will also host a climate change summit. This is the first visit to India by a British prime minister since John Major. These scathing remarks by Rob Mudge of DW.com about Angela Merkel as bringing change or modernization to Germay come as Germany votes on Sunday. The Truss government UK budget in September 2022 does little for the most vulnerable populations in the cost of living crisis. It also fail to take any significant steps to build up energy supplies. Of all the governments in the G-7 countries France, Germany, Italy, Canada, it is the weakest when it comes to promoting social cohesion or taking action to promote both energy supplies and renewable energy for the transition during climate change. Spain has just introduced a wealth tax for the 1%. Nothing like this is seen here, instead the highest tax of 45% is scrapped at a time when the wealthiest are seen by most people in all the G-7 countries as the most able and even willing today after the pandemic to provide help to the vulnerable and weakest parts of the population. It is seen as delusional by some as it does not inspire much confidence in the financial markets and many in the Conservative party itself. It fails the test even Mr. Boris Johnson set himself of leveling up in Britain between the well off and the less well off in society which led to his election and the election of the Truss government with Johnsopn's support. ...

The paradox during the opioid crisis of American companies conducting business and trade in and with China on a magnitude never seen before in history disassociated from their own neighborhoods in the US is nowhere more evident than in this crisis. A similar paradox between the government in China disassociated from American communities and local stores that import its products and keep workers employed in China in the case of China. And the paradox of the American government allowing any action whatsoever of this type that affects communities in the US and continuing business and trade as normal exists today. It has the impact of eroding public confidence in the relationship between two countries even as it damages the fragile situation of communities in the US hit by lack of investment in infrastructure, in manufacturing, health, and following the pandemic in incomes. It shows the danger of business and trade operating in a vacuum or compartmentalized not aware of everything that is happening in societies and communities that surround it. In any case it is the communities and the land that always exist even as businesses trade patterns change, or take different forms, and some disappear. ...

This is a tourist site with quarter million visitors and a famous battleship from WW II that is on a site on low lying Eagles island which faces rising oceans and inundation. 7000% rise in flooding since 1961, flooded half the year. It sits 28 miles upstream from Cape Fear River's confluence with the Atlantic Ocean. The climate solution uses $4.1 million in state and federal funds to remove the parking lot and fill it to create and extended shore line with marshy land and 100 trees plus vegetation that would return the spot to nature and adapt so that over 15 years the waters would be handled by the new design. It looks at nature as an asset, water as an asset and how to live with it as it rises, and as such offers clues on adaptive behaviours for climate change. ...

This BBC report shows how much has changed with Germany's erstwhile leaders. From 1998 to 2005 Mr. Gerhard Schroeder was head of the German government. His ties with Russian leaders and Gazprom have led to severe criticism in Germany. He survived an effort this week to remove him from the local chapter of the Social Democrat Party. He now faces a loss of his office and staff and other privileges in the German parliament. The Budget committee of parliament says "he no longer upholds the continuing obligations of his office," says this report. Mr. Schroeder has filed a suit against the German parliament in the Berlin Administrative Court. This BBC report shows how things are changed in 2022- Merkel, Schroeder, Steinmeier and other politicians of the Christian Democrats and Social Democrats face intense public skepticism of their role in a situation where Germany faces a cold winter with gas rationing. It is the Greens with Robert Habeck who are faced with the hard work of finding the energy to meet the shortfall and to build back on renewable energy to fight climate change. Lost decade term has generally referred to a lost decade from austerity policies in UK or the EU, or after the 2009 financial crisis from bad banking practices. Here the term is being used in error as investments in China have not benefitted all classes equally in China leaving the hinterland and rural areas behind, and worse has decimated America's and Europe's industrial manufacturing base destroying in its course the financial livelihoods of communities everywhere in the western world. Biden in US and Xi in China are well aware of this and their policies are intended to change the direction of the US and China towards reducing disparities in income and ensuring fairness, new goals after the pandemic. The American people and the US economy has little to gain from increased investment in China when the homeland can easily absorb investment of trillions of dollars after decades of missteps, mistaken wars and adventures overseas, neglect of infrastructure needing to be rebuilt. The damage of the environment in China and in North America and the world alone shows that the hyper growth in China was a bad idea for the American and Chinese people and the people of Europe and of the world. ...
