Erlanger and Smale of the NYT describe the reaction in Europe, from Chatham House in London, Bruegel think tank in Brussels, and the German Council of Foreign Relations in Berlin, to the election results in the first round in France. There is a sense of relief that the poll results held and that Macron is the front runner, yet a sense that the issues of social justice, taking account of the marginalized need to be addressed. The parliamentary elections in June, soon after the second round of voting, are also seen as a factor as governing without the support of the legislature would mean very little gets done. For the first time the main parties are not being represented in the presidential office, with a fractured Socialist party and the Republican Party candidate not in the second round.  The Dutch elections, followed by the French and German elections could push back the populism in a negative direction of withdrawing from the global community and openness in the economy.  The economic reform message of  Macron resonates in Germany, as France suffers from high unemployment and needs to build a stronger economy. The House bill on health care cleared the House Committee on Energy and Commerce with a vote of 31 to 28. Five Democrats joined all 23 Republicans. Compromises were reached with Blue Dog Democrats, centrist Democrats who had concerns about the cost of the health care overhaul. The bill will be taken up again in September after the August recess, when Congress will be faced with the task of recociling the House and Senate versions and reaching common ground on a number of proposals. Some common ground has already been achieved between centris and Blue Dog Democrats and Democratic members who support Obama's proposals. Among the changes on which consensus was reached in the House version: 1. Access Insurers will have to accept all applicants and will not be able to charge higher premiums because of medical history or current illness. All insurers will have to offer a minimum package of benefits, to be defined by the federal government, and nearly all Americans will be required to have insurance. Insurers will have to get prior approval from the government before increasing premiums over a certain amount. About 95% of Americans will be covered this time. The cost will still be approaching $ 1trillion over 10 years. Federal subsidies will be given to those who cannot afford health insurance and Medicaid coverage will be expanded. And the insurance will be made more affordable for the uninsured. Democrats also reached a consensus on creating some sort of government insurance plan or nonprofit cooperative to compete with private insurers. 2. Mobility And under this new plan it will be easier to change jobs as one would retains one's health insurance. This should actually help the job market, and help promote the mobility that is needed, now that jobs are shifting out of sectors like autos to sectors like energy. 3. Cost The Energy and Commerce Committee voted 47 to 11 to set aprocedure for the government to give federal approval of generic versions of expensive biotechnology drugs. By one estimate this saves $9 billion over 10 years. The Democratic proposals from the Energy and Commerce Committee would authorize the Health and Human Services Secretary to negotiate prescription drug prices for Medicare benificiaries. The agreement and consensus among the conservative, liberal and centrist Democrats, and Democrats with ties and connections to the health care industry was reached after intensive negotiations, and adoption of a package of amendments that helped bridge the differences they had. ...

Italian born Canadian Sergio Marchionne, a former tax consultant turned auto executive who joined Fiat in 2004, planned the acquisition of Fiat in 2009. GM's payout to Chrysler following a decision not to acquire Fiat, and the U.S. government's need to merge Chrysler with another auto company after a bailout, gave Marchionne the opportunity to acquire Chrysler on favorable terms. Hard bargaining with the government led to acquiring Chrysler for free, using the $2 billion from GM to show the government that it would make the needed investments to bring Chrysler back from bankruptcy. This decision, the bringing in of outside talent, and the revival of the auto industry following the bailout, has led to the success of Fiat Chrysler.  Sergio Marchionne had the right instincts to persuade the government that Fiat with its small cars including the Fiat 500 was the right company to run Chrysler, and supporting president Obama's fuel efficiency goals gave him the right credentials with the Obama administration. A chain smoker of cigarettes who also gulped down espressos, her was a workaholic sometimes carrying 5 smartphones. He passed away at the age of 66 from health complications. Ironically the Dodge Dart was presented as the car that would get 40 miles per gallon. Other efforts at fuel efficient automobiles have not happened in the way it was envisioned by the Obama administration. The Dart did not become popular. Only the redesigned Fiat made it as a hit in Europe. The plan to import small Fiats to the U.S. remained only on paper. As the auto industry revived Marchionne canceled plans to make nearly all of the Chrysler cars and shifted production to more popular Jeeps and Dodge Ram, a move followed by Ford and GM. Fuel efficiency issues from the bankruptcy period are still alive today with the decision to leave small car manufacturing to Japanese and German carmakers, and the efforts of the Trump administration to turn back the Obama administration fuel efficiency targets.  ...

This essay in the Economist magazine describes the voter rejection of ruling parties and their candidates in France. Two presidents and two former prime ministers from the Socialist party and the Republican Party, Hollande and Sarkozy, Valls and Fillon face rejection. And another candidate from the Republican party Juppe also has fared poorly. This leaves two outsiders LePen of the National Front, and Macron a former Economy minister in the Hollande government who launched En Marche as his own movement for moderate change alternative in 2016. The rural-urban and less educated-more educated divide which was evident in voting in the U.S. election and the Brexit referendum is now seen in France, says this essay. Research from the Economist shows National Front support highest in outlying areas of major cities. The fears of immigration, terrorism, and globalization leaving parts of the working class behind are factors in this election. Support for the European Union is also a factor as it has suffered in recent years.     ...

Using this people in all parts of India are able to connect with doctors of large hospitals in cities. Ayushman Digital will connect digital solutions of hospitals across India to each other. This would make process simplified and enhance ease of living. Under this plan every citizen would now get a digital health ID and health records digitally protected. The overall model is for preventive healthcare and in event of disease easy, affordable, accessible healthcare.  Part of the plan is to build the facilities and resources to be able to handle needs. For doctors and para medical manpower a comprehensive network of AIIMS and modern health institutions is being setup, and one medical college is being setup for every 3 Lok Sabha parliamentary constituencies. 1.1 million EVs were sold in US in 2024, compared to 1.4 million hybrids. Hybrids have made a comeback as sales of electric cars are slowing in US in 2024. Constraints being lack of enough charging stations, price of electric cars still high, driving range limited before recharge. Hybrid car sales are surging helping Toyota after a too cautious entry into EV's. Now the Biden administration is looking at the targets and how to make the transition smoother. Toyota is pushing back on strict environmental rules that expect 67% of cars to be electric by 2032.  The 2021 executive order by president Biden was for 50% target by 2030 and this included hybrids.  The gradual shift would make it less costly for the public to replace the cars and help first time buyers wanting to try it out do this with hybrids as an option. As a quick guide 12000 pounds of carbon dioxide for global warming are given out by gasoline only cars, half or 6000 pounds by hybrids like Toyota's, and half again 3000 pounds of carbon dioxide by all electric like BYD China's or Tesla/GM/VW. The actual numbers are confirmed by Dept of Energy 2022, and MIT 2019 studies- 2727 pounds all electric, 6898 pounds hybrid, and 12594 pounds all gasoline. ...

Abrams and De Acosta, Bellman of the WSJ look at growth and modernization in India in comparison with China and other countries. GDP per capita would take 10 years to reach the stage at which spending power of the people equals that in China today. At one point in 1980 China and South Korea were closer in GDP per capita than India. It is only now that India is accelerating towards the scale and depth of modernization done in China.  India's growth rate of over 7% is likely to surge after some of the problems in bad loans in the banking sector are cleared up. A wave of technological advances would help accelerate growth. Ease of doing business and foreign investment are on upward trend, for absorbing new technology from advanced countries. A shift to very low prices for data use with rapid development of 4G services is one of the recent achievements. Manufacturing growth remains a challenge to be tackled to create the jobs needed.  Revamping tax structures such as GST and shifting the economy towards use of electronic cash has increased revenues needed to invest in infrastructure, health and education.  As much of the potential for future growth comes from people at the lower income levels, improving social indicators such as sanitation, cleanliness, farmer incomes, universal bank accounts, universal access to health care, are steps that lay the foundation for the future. ...

As remedies for the $1.6 trillion federal budget deficit for 2010, which says Hubbard threatens to compromise Americas economic future, set agggressive targets for reducing discretionary spending limiting growth to 2%. Hubbard also wants to see 1% reduction in projected entitlement spending growth for Social Security and Medicare. This can be done progressively, he says, by lowering the growth in spending for middle and upper income households and strengthening the safey net for lower income people. And third he would have a broad based consumption tax to pay for added social spending. Hubbard was adviser to president George W. Bush and is Dean at Columbia Business School.

Ollanta Humala, is the leading candidate for the presidential election in Peru, with 27% of the vote after 43% of the votes were counted. Kuczynski has 23.6%, of the vote and Keiko Fujimori has 21.8%. Humala, lost a runoff against the current President Alan Garcia in 2006. He is modeling his campaign on the effort by Lula Ignacio Da Silva's when he ran for President of Brazil. Both have credentials viewed as left of centre and want to be viewed as offering a more balanced version of development. In Humala's case the rural areas outside of the capital city of Lima have not seen the benefits of rapid development and modernization.

Michel Sapin faces the challenge of convincing the EU and Germany that France should get more leeway for tax cuts and other measures to boost the economy and lower unemployment. He has been through difficult situations before when following approval of the Maastricht Treaty the French Franc came under speculative attacks by investors betting France could not implement the Treaty. At the time he was finance minister in the Mitterand government. As labor minister since 2012, Sapin implemented Hollande promises in the elections- for government sponsored jobs for young people, creating contracts to bind young and older workers in the workplace, and reform of professional training schemes.

Banking careers do not have to be damaging as widely stated following the missteps and bad practices that caused the 2008 financial crisis, which made America and its middle class poorer than before and damaged the reputations of many banks. Here Josh Barro provides one example. He says its critical to choose being the right kind of banker doing the nuts and bolts of banking such as reviewing loan applications, and doing it diligently and well. Equally important, says Barro, is picking the right bank. He chose Wells Fargo, which avoided the worst errors and bad practices of that period under the leadership of CEO Kovacevich.

His father and grandfather before him, were dissidents who spent time in soviet prison camps and were priests. He talked about the need for the church to rely on its own inner spiritual strength to carry on the dialogue with society and the state, and the need to find ways to restore the moral values now in decline in Russian society. He believes in the outreach to secular society. Greater involvement of the church to bring Russian society improvements in values and moral fabric can be expected.

Why this recession will be deeper and more prolonged than the mild ones of 1991 and 2001. In a paper Rogoff and Reinhart argue that this will be a significant and protracted slowdown. Goldman's Jan Hatzius thinks that the other industries outside banking and housing are in much better shape, and because they did not hire so much since 2001, may not retrench that much. And Gordon at Northwestern University sees exports, which are twice as large as construction in the GDP, should continue to grow strongly easing the housing decline. But he sees pressure on retail sales with higher energy costs and mortgage related troubles.

Also all that inventory in trucks but also cars weighs heavily as cost for automakers, cars 28% overstocked, trucks 13% overstocked, as sales fall according to Credit Suisse analysts. GlaxoSmithKline will have a new CEO in May 2008, Andrew Witty. In an internal webcast to employees he described some of the changes he will make in Glaxo's organization. Instead of lumping all countries outside of the US, Europe and Japan under International with their own heads, he will split International up into emerging markets which include India, Russia, China, Brazil and the Middle East. He has hired Abbas Hussain from Eli Lilly to head this division. The rest of Asia and Pacific region will be another division.

Liz Truss's 45 days in office as British prime minister is the shortest of any leader in British history. William Henry Harrison in 1847 was US president for 32 days, before he died of pneumonia. George Canning was  prime minister for 119 days before dying of tuberculosis. Alec Douglas-Home for 363 days more recently when he was replaced by Labour's Harold Wilson.  Douglas-Home in 1964 was seen as out of touch with Britain as an aristocrat in the House of Lords. Douglas-Home abolished resale price maintenance program that prevented sharp price increases by food producers. He lost the 1964 election to Labour's Harold Wilson. Labour under Keir Starmer is in the same position today as it was in 1964 under Harold Wilson as it looks at the decline of the Conservatives. ...

About 12 million Chinese viewers on Weibo look at new VP pick Tim Walz hoping for better relations with the US, reports BBC. Walz was teaching English and American history at Foshan No. 1 High School as part of a Harvard University volunteer program. Walz says it is one of the best things he has ever done, and gives him a unique insight into China and the Chinese people. Tim Walz was fresh out of college when he joined the Harvard volunteer program to teach in China in 1989. One Weibo user reflected the sentiment on Weibo- Walz's "unique background gives him a real perspective on China", and he could "promote cultural exchanges between China and the United States at a time when... relations are extremely difficult". China was different back then somewhat where India was in 2014, a largely agricultural economy beginning its transformation into an industrialized nation like the US, Germany or Britain. Walz told a local newspaper inthe US when he returned-  there are "no limits" on what the Chinese could accomplish "if they had proper leadership". "They are such kind, generous, capable people," Walz said. Walz encouraged cultural contacts and educational trips after he returned. With the introduction of the iPhone 4S, Apple announced the iPhone 3GS will be offered free, and the iPhone 4 for $99. This puts Apple iPhones priced to compete with smartphones in the middle and lower price ranges in the market. The free iPhone is a model first introduced in 2009. As the expansion of the smartphone market is now ocurring at the low and mid price ranges, companies making smartphones using Google's Android software and Blackberry's RIM are targeting this market. In the U.S., as of the end of July 2011, 82 million Americans owned smartphones, increasing 10% from the prior quarter, according to comScore. 42% of U.S. smartphone users use Android phones, only 27% use Apple phones, as of the end of July 2011, because of the price difference. In India Apple iPhones have barely made a dent because of large price differences. Rapid growth expected in emerging markets will also make this low end of the smartphone market attractive for Apple.

Jorg Asmussen, Germany's representative on the ECB'S Executive Board, will take the position of deputy secretary in the Labor Ministry in the new coalition government of Angela Merkel with the SDP. He moves to Berlin from Frankfurt to be close to his two small children and family, who continued to live in Berlin after Asmussen moved to Frankurt ECB headquarters. Germany is likely to nominate Sabine Lautenschlager, member of the executive board of the Bundesbank, to Asmussen's position on the executive board of the ECB. The ECB Governing Council, including the six member executive board and the heads of 17 central banks, will now have the first female member. Ms. Lautenschlager's expertise is in banking regulation, which is relevant today because of the ECB's new role as regulator of banks in the eurozone. Asmussen, who is from the SDP, assumes a position under Labor minister Andrea Nahles. He will be responsible for introduction of the national minimum wage, which was a key demand of the SDP for joining the coalition with Merkel....

GE's share price falls below $10. It has dropped 77% in 1 year from the 52 week high of $38.52 a share. Last time it hit this level was April 17, 1995. And its GE Capital unit faces problems. For years it generated half of GE's profits, now it had to sell its commercial paper to the government when markets dried up last fall. It has had to use a government bond guarantee program for bond issuance in recent months, even though it was at one time one of the largest corporate bond issuers. It has been unable to sell its $30 billion private label credit card operations and it appliances and light bulb units, as there are no buyers. As the stock drops GE has to consider cutting the dividend of $1.24 per share, to keep more cash to navigate this crisis. GE's Immelt continues to have his managers focus on the operations, and its business reviews that were conducted weekly are now conducted daily, and the monthly reviews are conducted weekly. But being proactive hasn't helped in this environment. ....

Susan Jaccoby brings up a major issue facing healthcare in America from personal experience. A third of the Medicare budget, she says, goes to the last year of life, and a third of this goes to the care in the last month. At the same time public opinion polls show Americans see the problem being too much medical intervention rather than too little. Especially when there is no hope except to prolong life for the patient with an highly deteriorated qulaity of life for a few months or a year, doing no service to the patient or future generations who may see their basic services cut when they most need it as a result of the unaffordable spiralling cost of Medicare. A Pew Research Center poll in 2006, shows 22 percent say a doctor should not always make efforts to save a sick person's life, and 70 percent believe that patients should be allowed to die in some situations, when it only prolongs life for a few months for instance and patients live in pain. The problem only gets worse in future years as an estimated 8.5 million Americans are expected to be over 85 years in 2030 with these same choices facing patients, their families, Medicare and the country....
