Norbert Rottgen, chairman of the foreign affairs committee of the German parliament is realistic about the prospects of Minsk 2, after the failure of Minsk 1, which was negotiated in the Belarus capital Minsk in September 2014. The Russians have the upper hand militarily and the demarcation line moves further to the west in current negotiations in Minsk. The breakdown in Minsk 1 comes as Putin continues to support the separatists in Ukraine, who declared a Donestsk People's Republic with elections held recently, and have now taken territory to make their positions in eastern Ukraine more defensible. The war could end there with a de facto split of eastern Ukraine on the Russian side, or lead to further guessing of Russian president Putin's intentions if the conflict continues. Italy's foreign minister Paolo Gentiloni, points out that arms aid by the U.S. to Ukraine would only fail as Russia could respond, and it gives the Russian president the added advantage of the narrative that the U.S. and NATO are a threat to Russia at its borders. All sides say they respect the territorial sovereignty of Ukraine, but the fact remains that Ukraine is deeply divided with the eastern region bordering Russia having close ties to Russia, and the western region near Poland having strong ties to a newly emergent EU that includes much of Eastern Europe. Prudence and restraint is needed on all sides for a settlement. ...

Barak and Friedman suggest the approach of the Israeli government of prime minister Netanyahu has risks of highlighting the dangers to Israel at its borders, to the point where Israel could lose the ability to make wise and sensible judgements as these opportunities arise, and the Middle East itself changes. Because of the political struggles and conflict in the Middle East this may obscure the newly emerging Middle East, which needs economic advancement to support the aspirations of the overwhelmingly young populations in these countries. This has the potential for a new dynamic that could see the Middle East move beyond Israel to seizing the opportunities presented by economic and technical progress. People who worked with Romney in the Mormon church describe the experience of Romney who started as an "iron rodder" walking the straight path, and gradually learning of other people's experiences that led to learning and growth and showing a new openness. In contrast to his "47%" remark about people dependent on the government, here he is seen telling another church member Barlow, that what bothers him most and what he has thought a lot about is how to genuinely help the poor in his church. Over the years he learned to compromise with Mormon feminists who sought larger roles in the church and was able to make the progress from being less flexible to being open to other ideas and perceptions. In other situations he allowed unorthodox progressives in the Mormon church to play a part in the organization and teach. The outreach efforts Romney participated in actively included efforts in the inner city and working with immigrants from Haiti, some of whom were illegal immigrants. This is a detailed well researched account from talking to many people active in the church organization and in the church community by Jason Horowitz of the Washington Post. It is one of the rare glimpses of the life of Mitt Romney inside the church. Because of the public perception of Mormonism there is a distance kept with accounts of life in the church, and Romney has shown the same reticence to talk about the church. Seen as a church it is is like other churches, Catholic or Protestant, with the same challenges that face all churches- keeping up the size of the congregation, the poor, immigrants, church organization, raising contributions, getting people to donate hours of work to the church activity. It is one of the ironies of the 2012 presidential campaign that Romney as a member of a Mormon church in a predominantly Catholic and Protestant world has remained reticent about his experiences and how it shaped him. And also remained reticent -till the last months of the campaign with the demands for authenticity growing strident- about how the experiences as governor of the liberal state of Massachusetts had shaped him, this time as the number of Republican politicians in sharply liberal states were a distinct minority in the Republican party. To voters this meant not knowing who he was beyond Bain Capital, the perceptions of which doggedly pursued Romney till the reticence became unbearable in the final weeks of the campaign....

Adjusted for inflation wages for automakers have fallen 19% since 2008 because of tiers new workers making about $17 an hour significantly less than the $32 an hour. UAW seeks an end to tiered hiring.  For GM it is about committing to a long term contract in an industry that is unpredictable and uncertain. GM wants to make substantial investments in the EV industry with president Biden's help even when not making profits from EV's. For the UAW Ms. Janis of Jobs to Move America says labor is a very small part of what it costs to make EV's, batteries are the most. None of the earlier difficulties are likely because much fewer workers are needed making labor cost a much smaller component. Toyota has been slow in its EV start, BYD in China is leading but US carmakers are supported by the US government for EV's. Auto workers want a fair contract . And GM working with partners can still build joint venture factories for batteries in the South just like Tesla where work is not unionized. In the competition in EV's R&D and quality of management will play a bigger role. Fairness for workers will motivate American carmakers, with worker training and quality+value of EV's important for success.   ...

In stark contrast to the 2016 campaign president Biden was seen the previous day with a bull horn at a UAW auto workers strike picket line, becoming the first US president in history to do this. Biden said "workers built the middle class." Trump said China was the enemy not low wages or incompetent bosses, saying "the current wage negotiations are not as important as you think," when workers had tiered wages from previous concessions on wages, with entry level wages starting at about $17 an hour. That is only slightly above the $16 minimum wage in California. America in the Clinton-Trump world had truly forgotten that workers in its factories built America, and workers families made America what it was for most of the century since Lincoln and the Industrial Revolution. ...

There is more ot it than just the monopolies crushing new competition and small firms in their space. The gatekeeper role for information that Google and other tech monopolies have is a danger for democracy in a way that the Rockefeller's monopoly of the oil business by Standard Oil never was at the turn of the previous century. TR took up the role of government ensuring that fair competition exists by breaking up the monopolies in the oil business at that time. Today this is left to the courts and they take far too long and come up with decisions that do not address the main probem points brought up by the US Justice Department. Judge Mehta after 5 years did little to address the problems of tech monopolies and it is now left to other remedies and other leadership to come up with ways to break up these monopolies.

In this interview with Joseph White, Ford Motor CEO Mulally talks about some of the main aspects of the new culture at Ford. He says the business review meetings are focussed on talking about problems and how to help others solve the problems. It is about bringing a company wide network focussed on solving problems by helping everybody. To do this listening is critical, and side talk at meetings is not allowed by having the meeting stop and looking at the managers doing side talk. The new culture is now built into the audit process to keep the right behaviours in place. Mulally is confident that Mark Fields will be able to continue the cultural change he has brought about at Ford Motor. Ford's investment in the F-150 aluminium type truck and its large invesment in China, are long term investments that are making good progress. In China the automobile market is still expected to grow at 7-8%, says Mulally, even as GDP growth slows down. The costs on the aluminium truck are expected to come down over time with cost efficiencies, learning curve and volume....

The U.S. Labor Dept. reported that nonfarm payrolls increased by 243,000 in January 2011. Of this number the private sector made 257,000 job additions and the government sector suffered job losses of 14,000. The professional-business-services industry added 70,000 jobs, including an increase in temporary workers. Manufacturing employment went up by 50,000 jobs. The unemployment rate dropped by two tenths of a percentage point to 8.3%. Another measure of unemployment the U-6 rate which includes job seekers and those in part time jobs went down by one percentage point to 15.1%. The U-6 reached a high of 17.1% in Sept. 2010.

A security expert tells DW.com that the radicalization of youth in Tunisia began with the overthrow of Ben Ali and his government in Tunisia at the beginning of the Arab Spring in 2011. Ben Ali's regime detained many of the people in opposition groups, leading to the release from prisons during the revolution. The radicalization of Tunisia's youth began during this period, according to this report. The Benghazi attacks on American embassy from Libyans opposing Gaddafi who had crossed the border into Mali, also followed a similar pattern after the overthrow of Gaddafi in Libya. In Libya many radicalized people in opposition groups were released from detention following Gaddafi's overthrow. The current democratically elected government of Tunisian president Beji Essebsi is monitoring the situation. This report describes the experience of some Tunisians in terrorist groups who were brought back home from other countries by their families. EU countries and the U.S. supported the Arab Spring but the aftermath was not well managed leading to further upheaval, and now terrorism. Some of this happened as the governments changed in the U.S. with Obama replacing Bush in the U.S. and Hollande replacing Sarkozy in France, and showing little interest in managing the aftermath or helping the new governments in Libya, Tunisia and other countries make a smooth transition with aid, security assistance, and maintaining the basic services provided by government. A well formulated and conducted effort from the West could have prevented the worst effects that are seen in 2014-2016. The costs to contain the crisis that has ensued are far greater than what would have been needed in material resources and expert assistance from the developed countries of Europe and the U.S.- without military involvement as there was a general sense of being lifted from years of dictatorship in Arab North Africa, and general sense of goodwill towards the West during the Arab Spring.   ...

An alarming rise in mental health condition about 50% higher than before the pandemic is causing a surge in UK Disability Benefit costs. Wes Streeting, Secretary of Health and Social Care says there is overtreatment for mental health in hospitals and clinics. An overmedicalizing of everyday problems, is how The Times describes it. Streeting says- “Definitely … over diagnosis” and people being described as mental health patients when benefit can be gained from training in “resilience and coping skills”. UK Disability sickness benefits jumped from 46 billion pounds to 65 billion in five years from 2019 to 2025. By 2030 it could reach 100 billion pounds. Labour's reforms intend to tackle this with savings of 5 billion pounds setting a new direction for Disability benefits. Already there are 1 million more claimants than in 2019 in Britain. There are 3.3 million claimants in 2025, projected to go up to 4 million in 2027. ...
